MLB.com's Alyson Footer makes it official - the Astros did not offer arbitration to Type B free agents Randy Wolf and Mark Loretta or Type A free agent Doug Brocail. The Astros still hope to re-sign Brocail.
Just like the Cubs with Kerry Wood and the D'Backs with Adam Dunn, Wolf is a quality player who was not offered arbitration due to payroll concerns.
Richard Justice figures it may have come down to Wolf or Jose Valverde for the Astros, and they chose Valverde. Another note in Justice's post - the Astros had their eye on Jose Ceda before he was traded to the Marlins.

To me that is very short sided on Wolf. He would not have accept Arbitration

although i'm not a huge justice nation fan, I do agree with what he says...even though it is purely speculative. I do think it is smarter to stikc with Val than to throw money at a maybe good opportunity in Wolf. Although i would still like to have wolf i think Hampton will do just fine at 2 Mill with incentives. At this point Andy will not come back and Peavy is a long shot....im content with the SP rotation as long as one of the youngins step up this year and we start to produce good players from within soon (2 years away probably)OH and Wandy has at least a consistent mediocre season!!!

This was very dumb by the Astros. Wolf was never going to sign with the Astros because the owner is too cheap to sign him. So the Astros just blew a draft pick.
I agree with not offering Brocail arb though. He most likely would accept and get a big raise. Brocail is def not worth $4+ mil a season.

Are you aware of what arbitration is? If they offerred it to him and he accepted, they they would have to sign him. It doesn't matter how cheap the owner is then. It is clear that they didn't think he was worth the risk in arbi so they didn't offer it to him. They did not blow a pick, just lost it because they could not afford the risk.
