According to Ed Price of Fanhouse, the Astros placed pitcher Fernando Nieve on waivers this week. Nieve is out of options, so the only way the Astros can send him to the minors is if no one claims him.
Nieve, 26, spent most of '08 at Triple A. He posted a 5.72 ERA in 72.3 innings there but did average 92.5 on this fastball in his Major League stint. He had Tommy John surgery in May of 2007.

Welcome to the Padres Fernando. Since we have an open spot on the 40 man roster to begin with.

The Nats are in desperate need of more bullpen arms, although they don't have room on the 40-man I'll bet Rizzo would love to DFA Willy Mo Pena. It would be a sign cleaning out the former Reds Bowden brought in and relieve the perceived logjam in the outfield. WMP needs to spend a season in AAA working on his fielding and ability to hit off-speed stuff so this makes sense on so many levels, highly unlikely anyone picks up WMP off waivers, but if they do its no big loss.

A ton of people would go after Pena, he was pretty good when he was with the Red Sox.
The Braves come to mind, as they need some kind of power in the outfield.
