The braves have a protected pick. If they lose a pick it will come after the first round. That is not as bad as losing a first rounder. This sounds more like an excuse for not spending money than anything else.

A team in rebuild mode doesn’t want to lose any pick period especially over a player that’s just going to be fill the gap till Mallex Smith arrives

They have stated the rebuild is supposed to be completed by 2017. Any team rebuilding should not pass up a free agent signing period and expect to fill its needs in a single off season.
