Sounds like a bargain if players are supposed to be getting payed for war these days.
(He was a 5 war player last year)

The arbitration process doesn’t really reward wins above replacement or any new/advanced metrics. It’s still pretty archaic, focusing on batting average, RBIs, home runs and plate appearances.
Arbitration is also heavily based on the previous year’s salary, and as a player who didn’t break out until age 28, Forsythe has been starting from a low base.
Newer evaluation methods don’t truly factor in (not in full effect, from a salary standpoint, anyhow) until players hit the open market, and Forsythe was two years from doing so. He traded in a year of free-agent eligibility for the first significant guaranteed payday of his career.

Do you have any idea as to why the arbitration criteria for raises is so outdated? Is it just a bunch of 75 year old retired lawyers who make up the pool of arbitrators or something?

Rays definitely won that trade. Torres is on a minor league deal with the Braves now while Hahn has been mediocre and constantly injured.
