In more pleasant news, here is a look at some goings-on around baseball:

While the Red Sox' below-slot signing of first-rounder Trey Ball freed up some cash, Baseball America's Jim Callis tweets that the team is still unlikely to ink 22nd-round choice Ryan Boldt. Boldt, a highly-regarded high school outfielder who was rated as high as 39th overall (by MLB.com's Jonathan Mayo), reportedly intends to attend the University of Nebraska. According to Callis, he is looking for a $2.5MM bonus to forego college.

On the other hand, with the Astros locking up first overall choice Mark Appel to a bonus that fell about $1.5MM below his slot value, MLB.com's Brian McTaggart says that the club is looking to spend some of that cash on later-round high schoolers. Houston could send some of its free money to tenth-rounder Austin Nicely (a left-handed University of Virginia commit) or eleventh-rounder Devonte German (a righty who will otherwise head to Nevada).

The inimitable Manny Ramirez has opted out of his contract with the Taiwanese EDR Rhinos and has his eyes set on a return to Major League Baseball, writes FOX Sports' Jon Paul Morosi. After mashing eight home runs and posting a .352 batting average in the Chinese Professional Baseball League, Ramirez's representatives Barry Praver and Scott Shapiro say that the slugger is "interested in returning to the majors in any role, including that of a pinch hitter." Now 41 years of age, the all-time great slugger last appeared in the bigs in 2011 with the Rays.

SATURDAY, 4:25pm: It appears that the Astros have accomplished what the Pirates could not last year. Houston has agreed to terms with first overall pick Mark Appel on a deal worth $6.35MM. That number falls below the suggested slot value for the No. 1 pick, which is $7.79MM, according to Baseball America.

Appel, who is advised by Scott Boras, was drafted last year by the Pirates at No. 8 but ultimately did not sign. The right-hander arguably would have gone higher in the 2012 draft if it weren't for signability concerns. It was reported that the Bucs offered the right-hander $3.8MM and from a money standpoint, Boras and Appel have come out on top.

Appel was ranked as the top prospect in the draft by ESPN's Keith Law and MLB.com's Jonathan Mayo. Baseball America had him pegged as the second-best prospect in his class, behind Oklahoma right-hander Jonathan Gray, who went No. 3 to the Rockies.

The Stanford product shows everything scouts look for in a frontline pitcher, according to BA. Appel's fastball sits in the mid-90s and gets as high as 98 mph, and he holds his velocity deep into games. The right-hander has improved in each year at Stanford and figures to move quickly through the minor leagues.

Not only is Veras in the mix, he's second in the group in terms of innings pitched with 169 (John Axford ranks first with 172). Veras has generated little fanfare in recent years, but he's shown the capability to maintain an elite strikeout rate over an extended period of time.

Though his ERA is an uninspiring 4.06, Veras' other numbers look strong. He's punched out 36 hitters in 31 innings (10.5 K/9) while showing the best ground-ball and walk rates of his career. FIP feels that his ERA should be 3.96, xFIP suggests a 3.74 ERA going forward and SIERA is even more bullish at 3.02.

The biggest red flag with Veras has typically been his control, but he's posted a respectable 3.8 BB/9 thus far in 2013, and his 60.3 percent first-pitch strike rate is the highest of his career. It's probably no coincidence that by getting ahead in the count more often, he's been able to up his swinging-strike rate to 10.2 percent.

The 32-year-old Veras signed a one-year deal with the Astros this winter that calls for an affordable $1.85MM base salary and also contains a club option for $3.25MM. His contract also carries incentives based on games finished that could raise this year's salary by $500K and push the option's value north of $4MM.

Veras' control problems have kept him from reaching the elite status among relievers, but his mix of strikeouts and ground-balls is a desirable skill set nonetheless. Add to the mix a contract that is significantly more affordable than that of marquee trade candidates like Jonathan Papelbon and an extra year of team control, and it's logical to expect that Veras will be wearing a new uniform come August 1.

The Astros have made no effort to hide the fact that they're willing to move just about any player on their roster as they completely re-tool the franchise, and Veras should be no exception. He won't fetch an elite prospect in return, but a contending team looking to shore up the eighth or even ninth inning could view Veras as an upgrade, particularly if he has a strong few weeks leading up to the non-waiver trade deadline. The Royals were able to nab Cincinnati's No. 12 and No. 27 prospects (per Baseball America) in exchange for a few months of Jonathan Broxton last season. Broxton had better superficial stats at the time, but a prospect in the middle of a team's Top 30 doesn't seem out of the question for Veras.

Thurman, who is represented by The Legacy Agency, was ranked as the No. 27 pick in the draft by ESPN's Keith Law. MLB.com's Jonathan Mayo and Baseball America have him pegged at No. 42 and No. 44, respectively. BA writes that Thurman pounds the strike zone but needs to work on his command because he has a tendency to pitch up in the zone. The primary knock against Thurman is his lack of a power breaking ball though his below-average 73-77 curveball is serviceable.

We have to look at everything. Don’t think we’re going to be in the market for a big-money pitcher, but there seem to be some guys out there that we might focus on and see where it takes us.” Here's more from today's column..

The Astros will craft a game plan early this week for how to approach their veteran assets. Teams are already calling about Bud Norris, who has a cheap $3MM salary, but won't be cheap to acquire. The Orioles, Giants, and Pirates have kicked around the idea of acquiring Norris, but one National League exec says there will be about a dozen teams interested before all is said and done.

It seems like a no-brainer for the A’s to pick up Coco Crisp's 2014 option for $7.5MM, but he'll be in demand if they don’t. Even though he's 33-years-old, there aren’t many top center fielder/leadoff hitter types out there. Jacoby Ellsbury will be the No. 1 guy in that department, but , one American League special assignment scout said Crisp might be a better low-cost option because “he can do everything Ellsbury can do. Neither of them have an arm, but Coco is still fast, a very good outfielder, and can still be a game-changer.”

The Phillies believe there are at least three teams — Red Sox, Tigers, and Cardinals — that may have some interest in Jonathan Papelbon at the trade deadline and the Phillies are scouting those teams with a potential deal in mind. General Manager Ruben Amaro Jr. said last week that he’s not ready to “blow up” the Phillies, but a Papelbon trade could help retool the club.

Teams continue to nudge Javier Vazquez into coming back to pitch, but the right-hander seems to be content with staying with his family, according to a source familiar with Vazquez’s thinking.

The Red Sox can trade Stephen Drew now that June 15th has come and gone, and they would have no problem finding a taker given the lack of shortstops around baseball. However, Boston firmly believes that Drew is their guy. One National League GM doesn't quite understand their infatuation with the shortstop. “They’re either trying to justify the $9.5MM they paid him, or they’re not sold on [Jose] Iglesias, who could start for 29 other teams.”

If the White Sox decide to finally bolster their farm system, they could get some helpful prospects back by moving right-hander Jesse Crain. The reliever is becoming a top name on wish lists around baseball.

While many baseball people remain focused on Giancarlo Stanton’s availability in a deal, 25-year-old Logan Morrison is now healthy and has returned to the lineup. The Marlins first baseman/outfielder is a big lefthanded hitter who will be monitored closely by scouts over the next month.

The Royals signed fourth round draft pick Zane Evans, Baseball America's Jim Callis tweets. Evans signed for $400K, below the $450.4K assigned slot value for the 114th overall pick. Evans was both a catcher and a right-handed relief pitcher at Georgia Tech and Callis believes Kansas City will use him as a catcher.

The Mariners have signed St. John's left-hander Ryan Horstman, Callis reports (via Twitter). Horstman, one of the few college freshmen eligible for the draft, was taken in the fourth round by the M's and signed for $550K, a significant bump up from his slotted price of $437.6K.

Junior college right-hander Kenyan Middleton tweeted that he has officially signed with the Angels earlier today. Middleton, the No. 95 overall pick, is advised by Tripper Johnson of Sosnick & Cobbe. His slot carries an assigned pick value of $541K.

The Cardinals signed third-rounder Mike Mayers for a little more than a $500K bonus -- about $58K below his assigned pick value -- according to Rick Hummel of the St. Louis Post-Dispatch. Mayers is a right-hander out of Ole Miss.

Baseball America's Jim Callis tweets that the Phillies signed fourth-rounder Jake Sweaney for $400K. Sweaney's deal is $21K below slot. The high school catcher was committed to Oregon and has a plus arm with power potential in his bat.

The Twins signed third-rounder Stuart Turner for a $550K bonus that is well below the No. 78 pick's assigned value of $703K, Callis tweets. The Mississipi backstop was regarded as the best catch-and-throw college catcher in this year's draft, and Callis notes that he had a strong year at the plate too.

Ben Nicholson-Smith of Sportsnet.ca reports that the Cardinals have agreed to an over-slot deal with 10th-rounder Malik Collymore. The Canadian high school second baseman will receive a $275K signing bonus, which is significantly larger than the recommended $135K.

Eleventh-round selection Spencer Navin also received a significantly over-slot deal, tweets Callis. The Dodgers gave the Vanderbilt backstop $300K -- three times the $100K maximum for draft picks after the 10th round. Players drafted after the 10th round don't count toward a team's bonus pool as long as they sign for $100K or less. In other words, the $200K excess to sign Navin will count against the Dodgers' draft pool.

The Astros have signed fourth-round pick Conrad Gregor for a bonus of $482K, tweets Callis. The Vanderbilt first baseman has good patience and athleticism but has yet to tap into his power, Callis adds. Gregor signed for full slot value.

Dipoto recalls the "bloodbath" that ensued in the Arizona media, who essentially called the deal highway robbery for the Angels. Dipoto tells Saxon that he was adamant Corbin be included the deal, noting that he and his staff had followed Corbin since his early days in junior college.

(Baseball America had Salazar at number 93; ESPN's Keith Law put him at 81; and MLB.com's Jonathan Mayo placed him at the 70th slot.) Salazar is being advised by Reynolds Sports Management and Dave Meier.

The White Sox have signed fifth-round pick Thaddius Lowry for a $400k bonus, Callis tweets. The right-handed Texas high-schooler has flashed upper-mid-90's heat. The Sox went $90.8k above slot to ink the converted catcher.

The Astros have signed fourth-round pick Conrad Gregor, who is advised by CAA, report Brian McTaggart and Jason Mastrodonato of MLB.com.

If not for the hapless Miami Marlins, the Astros would be in line for the worst record in baseball for the third straight season. Clearly, it's been a rough stretch for the Houston fan base. The good news is that a strong group of reinforcements is on the way to The Show. The fans will have to take a leap of faith while the high-ceiling, minor-league talent rises to the surface.

The last two-plus years of mediocrity in Houston have allowed the organization to receive the first overall draft picks in both 2012 and 2013. An astute group of talent evaluators and baseball minds in the scouting department has helped to ensure the organization not only made the most of its first overall selections, but also made some clever trades for young talent while shedding players that did not figure into the rebuilding vision.

General Manager Jeff Luhnow has worked to ensure the club is pointed in the right direction as it moves to recapture some of the organization's past successes. But, truth be told, the club's front office and scouting department began to find its footing in 2010 -- almost two years before Luhnow was hired away from the St. Louis Cardinals to replace ousted GM Ed Wade.

From 2000 to 2009 the Astros' drafting efforts bordered on brutal -- especially when focusing on the club's first choice each season. Current Astros catcher Jason Castro (2008) stands out as the lone bright spot in an otherwise dreary decade. It certainly didn't help that the club's free agent exploits cost the scouting department three first round selections (2003, 2004, 2007) and resulted in the selection of forgettable prospects such as Robert Stiehl, Derick Grigsby, and Max Sapp.

As mentioned above, the 2010 season began the major shift for the Astros and the past five first round draft picks are among the 10 best prospects in the system. Let's have a closer look at them:

2010 -- Delino DeShields Jr., 2B, Georgia HS: Reds prospect Billy Hamilton received a ton of hype last year for breaking the century mark in steals, but DeShields also swiped more than 100 bags in a much quieter fashion. It's been a slower go for the 20-year-old Astros prospect in 2013 as he's managed just 15 steals in 24 attempts. He's holding his own at the plate with a .280 batting average but has yet to have a true breakout to solidify himself as one of the top prospects in the game.

2010 -- Mike Foltynewicz, RHP, Illinois HS: Foltynewicz flew under the radar for a few seasons but the hype is starting to build -- and it's easy to see why. The right-hander's velocity has crept up in the past year and he's been clocked as high as 98-100 mph in recent starts. Only 21, he opened the 2013 season in the offense-padding launching pad in Lancaster (High-A) and held his own before a promotion to Double-A in early May. Since that time, hitters have batted just .157 against him, and he has a 1.41 ERA in nine appearances. Brian T. Smith of the Houston Chronicle recently took a look at Foltynewicz and highlighted both his talent and his drive to succeed. "Everybody knows what kind of power and strength he's got... But the encouraging part is since he's been here we're starting to get better down location, OK, and his breaking stuff and changeup (are) really coming along really nice... you won't find much better talent than he's got."

2011 -- George Springer, CF, University of Connecticut: It took a couple of years but Springer has officially sprung. The young outfielder is tapping into his raw power on a more consistent basis (18 homers, .618 slugging percentage) while treading water with his contact rates. Springer still strikes out a lot (77 strikeouts in 61 games) but the tradeoff for the power output is worth it. He could be ready to patrol the outfield in Houston before the 2014 All-Star break. In another piece for the Chronicle, Smith featured Springer, and the prospect said he's not trying to put too much pressure on himself: "It's just kind of one of those things where I'm not too concerned about the results. I just try to go out and compete and play hard and develop as a player," Springer said. "It's one of those things where I was told to just let the results happen... For me, it's all about slowing myself down, having a lot of fun..."

2012 -- Carlos Correa, SS, Puerto Rico HS: One of the youngest hitters in A-ball at 18, Correa has started to heat up and has become more consistent while flashing the tools that caused him to go first overall in 2012. After hitting .221 in April, the young Puerto Rican's batting average is now up to .292, and he's walked 30 times in 50 games. Correa is still at least two years away from adding stability to the Astros' big league shortstop position but the wait could be well worth it. Brandon Simes of MiLB.com recently spoke to the young infielder and Correa gave his thoughts on what Mark Appel should look to do now that he's been drafted by the Astros. "Just focus on making the organization proud, keep working hard and try to get to the big leagues as fast as possible," Correa said. "I saw him getting called. I'm very excited to have him here with us in the organization. I'm looking forward to meeting him and being able to play together."

2013 -- Mark Appel, RHP, Stanford University: Appel is not property of the Astros just yet -- and something could still go terribly wrong -- but there is a very good chance that the college senior will eventually come to terms with his hometown club. After turning down the Pittsburgh Pirates as the eighth overall selection of the 2012 draft, the right-handed pitcher's gamble paid off as he has become an even better player, will earn a larger signing bonus, and appears ready to develop into one of the top pitching prospects in the game.

As the saying goes, things are always darkest before the dawn, and -- if the minor league system is any indication -- Houston fans are in for a bright future.

"Anybody that's trading pitching, they're on," one of the officials said. "They want somebody quality."

The Giants opened the season with a rotation consisting of Matt Cain, Madison Bumgarner, Tim Lincecum, Ryan Vogelsong and Barry Zito. Vogelsong struggled all season and is on the DL with a fractured hand. Lincecum hasn't rediscovered his Cy Young form, and improbably, Cain has been the worst of the healthy group. Zito, as Knobler notes, has a pristine 1.94 ERA at home but the worst road ERA of any pitcher with at least four starts -- 10.19.

Higher profile names on the trade market would include Josh Johnson and Matt Garza, though Knobler notes that Giants general manager Brian Sabean has typically steered clear of players with health issues.

Last November, the Fukuoka SoftBank Hawks expressed interest in Alex Rodriguez, Ken Belson and David Waldstein of the New York Times report. The Yankees never discussed the matter with the Japanese team, because they knew Rodriguez required hip surgery that would limit him in 2013, and because they knew Rodriguez would not consent to playing overseas.

Ike Davis' poor performance (and subsequent demotion) may make him a non-tender candidate in the coming offseason, Adam Rubin of ESPN New York argues. Davis will make $3.125MM this season, and will be eliglble for arbitration next season. He hit .161/.242/.258 in 207 plate appearances this year before the Mets shipped him to Triple-A Las Vegas. Last month, MLBTR's Tim Dierkes discussed many potential non-tender candidates, including Davis, Clayton Richard, and Chris Perez.

The Pirates have had a number of surprisingly good pitching performances this year, and what connects them is catcher Russell Martin, Travis Sawchik of the Pittsburgh Tribune-Review writes. Martin's pitch-framing is highly-regarded, and he also wins praise for his game-calling. His impact on the Pirates' pitching staff makes the two-year, $17MM contract to which the Bucs signed him this offseason look like a very good one, Sawchik argues.

The Astros are rebuilding the right way, says ESPN's Jim Bowden in a new video.
Bowden argues that GM Jeff Luhnow, manager Bo Porter and new president Reid Ryan are the
right leaders for the Astros. Bowden also says the Astros' top draft picks help set them up to the future. The Astros selected Carlos Correa first overall in 2012, then grabbed Mark Appel with this year's top pick. They'll also have a very high pick next year. Not trying to spend their way out of last place is the right strategy for the Astros, Bowden says, because of the top picks they get as a result.

The Orioles are not interested in Jon Garland, MASNsports.com's Roch Kubatko tweets. The Rockies released Garland this afternoon after he posted a 5.82 ERA with 4.2 K/9 and 3.0 BB/9 for them.

Catcher David Ross says the Rays, Yankees and Rangers pursued him, and the Pirates would have been interested in him if they hadn't signed Russell Martin instead. Ross signed a two-year, $6.2MM contract with the Red Sox in the offseason.

The Pirates, whose rotation depth has been damaged by injuries to Wandy Rodriguez, Jeanmar Gomez, James McDonald, Jeff Karstens, Kyle McPherson and Phil Irwin, "would now have to be interested in" Astros pitcher Bud Norris, Cafardo says. Cafardo also notes that talent evaluators wonder how Norris, a competitive player currently pitching for a last-place team, will do if placed on a competitive team.

It's unclear what the Tigers would do if they lost Jhonny Peralta to a suspension. Peralta has been connected to the Biogenesis scandal, and his production at shortstop would be tough to replace internally or in the trade market, Cafardo notes.

The Dodgers have already received calls about Andre Ethier's trade availability, Cafardo says.

The Red Sox expect to sign their first rounder Trey Ball (7th overall) and their second-round choice Teddy Stankiewicz (45th overall) to bonuses less than the slot recommendation, multiple industy sources have told WEEI.com's Alex Speier. This would allow the Red Sox to make an aggressive above slot offer to third-round selection Jon Denney, who was viewed as a likely first-round pick. Speier notes the high school catcher was invited to the day one broadcast of the draft on MLB Network and earned the distinction of being the only invited player not taken in the first two rounds. Denney, who has a commitment to Arkansas, was the 81st overall selection, which carries a slot recommendation of $671,200 (per Baseball America).

The Diamondbacks prioritized advanced pitching and athleticism with their selections, writes Tyler Emerick of MLB.com. Diamondbacks scouting director Ray Montgomery was pleasantly surprised Braden Shipley was available when the club first picked at No. 15, since the Nevada right-hander was thought to go much earlier.

The Cardinals focused on cost-certainty and upside, according to Chad Thornburg of MLB.com. The club approached the draft with a specific plan, and Cardinals scouting director Dan Kantrovitz was "thrilled" with the way things worked out, "Based on saving some money yesterday [Friday] through some more cost-certainty maneuvers, we could then translate that into some higher-upside guys early on [Saturday]."

Although the Brewers did not have a pick in the first round as compensation for signing Kyle Lohse, the club was still excited about the pitching they found in the draft, notes Kevin Massoth of MLB.com. The Brewers selected high school right-hander Devin Williams with their first pick, No. 54 overall.

Meanwhile the Padres like the hitting the club was able to snatch up over the last three days, reports Jamal Collier of MLB.com. The club used five of their first six selections on position players, including the 13th overall pick, Mississippi State outfielder Hunter Renfroe.
