Arb Offered To Orlando Cabrera, David Weathers

According to the AP, Orlando Cabrera (Type A) and David Weathers (Type B) were offered arbitration.

We await word on Type A/B free agents Mark Loretta, Randy Wolf, Doug Brocail, Juan Uribe, and Ken Griffey Jr., though the AP article implies none of the five received offers. Wolf would've been solid on a one-year deal; the Astros' payroll must be really tight.

Rangers Offer Arb To Bradley

11:55pm: Evan Grant of the Dallas Morning News says the Rangers have interest in re-signing Bradley to a one or two-year deal, but GM Jon Daniels expects him to explore the market. Grant adds that the Rangers have interest in re-signing starter Jason Jennings to a minor league deal. The interest is known to be mutual; Jennings had elbow surgery in May.

10:05pm: According to MLB.com's T.R. Sullivan, the Rangers offered arbitration to Type B free agent Milton Bradley. It was an easy decision given his .436 OBP and .563 SLG this year. Jon Heyman wrote about a month ago that Bradley hopes to find a four-year deal worth more than $10MM per.

Angels Offer Arb To Tex, K-Rod, Garland, Oliver

11:50pm: Mike DiGiovanna and Dylan Hernandez of the L.A. Times believe Garland and Oliver will accept their offers and work out one-year deals with the Angels.

7:31pm: According to the AP, the Angels offered arbitration to Mark Teixeira, Francisco Rodriguez, Jon Garland, and Darren Oliver today. The last two were uncertain, but the decisions make sense. Oliver now seems less likely to sign elsewhere, as a new team would have to pay the draft pick tax. Garret Anderson (Type B) did not receive an offer.

Phillies Decline To Offer Arbitration To Burrell, Moyer

According to Todd Zolecki of the Philadelphia Inquirer, the Phillies declined to offer arbitration to Type A free agents Pat Burrell and Jamie Moyer. The decisions are somewhat surprising; MLB.com had a story this morning saying arb offers were likely for both. Paul Hagen adds that Type B free agent Rudy Seanez also did not receive an offer.

Sluggers Burrell and Adam Dunn were both denied today, as the Phillies and D'Backs didn't feel two draft picks were worth the risk. The Phils are still working to re-sign Moyer.

Marlins Decline To Offer Arb To Rhodes, Gonzalez, Lo Duca

According to MLB.com's Joe Frisaro, the Marlins declined to offer arbitration to Type B free agents Arthur Rhodes, Luis Gonzalez, and Paul Lo Duca. Rhodes might've been worth the risk, but the Marlins will play it safe.

Cubs Decline To Offer Arb To Wood, Howry

11:03pm: Dusty Baker plans to give Wood a call and see if he might be interested in setting up Francisco Cordero in Cincinnati.

7:55pm: According to MLB.com's Carrie Muskat, the Cubs declined to offer arbitration to Type A free agents Kerry Wood and Bob Howry. The Cubs decided they could not take on the financial risk of Wood accepting, as they're tight on payroll. Trading him might've been difficult, as he would've been a 10-and-5 player. It seems that payroll forced the Cubs to make the questionable baseball decision to pass on a one-year deal for Wood.

Wood now has an advantage on the market over Francisco Rodriguez and Brian Fuentes - he won't cost a draft pick to sign.

D'Backs Offer Arb To Cruz, Lyon, Hudson; Not Dunn

Nick Piecoro of the Arizona Republic has the D'Backs arbitration decisions. They offered arb to Juan Cruz (Type A), Brandon Lyon (Type B), and Orlando Hudson (Type A) while declining to offer it to Adam Dunn (Type A). I'm surprised by all but Hudson. The D'Backs are taking on a risk, as they don't really have room in the budget for the two relievers. They must be confident they'll decline or they can make trades.

Dunn at one year is a worthwhile risk with two draft picks at stake, but the D'Backs were apparently scared off by a possible payday north of $13MM. GM Josh Byrnes said of the decision, "The poor economy has affected some things." I'm sure Dunn doesn't mind; he just became more attractive to other teams. We should know soon whether the Phillies offered arb to his righthanded counterpart, Pat Burrell.

Also, MLB.com's Steve Gilbert adds that Randy Johnson (Type B) was not offered arbitration. No surprise there.

A's Decline To Offer Arb To Embree, Thomas

According to MLB.com's Mychael Urban, the A's declined to offer arbitration to Type B free agents Alan Embree and Frank Thomas. Embree was an uncertainty, but the player said earlier today he didn't expect an offer. Ten teams have expressed interest in the lefty reliever. Among them: the Mariners and Rockies, reportedly.
