I don’t mind talk of pre-draft deals for teams picking really high, but the idea of a team actively topping an offer made by a team picking ahead of them is goofy. If Grandal doesn’t like the Royals’ offer, he’s free to go back to college for another year.

Agree with aap212. As an Indians fan I don’t understand them bidding on any player prior to securing their rights. Only team that should be allowed to talk money with potential draftees is the team picking first.
