I don’t know much about waivers so I have a question. The Rockies have claimed Wandy Rodriguez but if the talks fail, can another team step in and attempt to claim Rodriguez?

No. Once he is claimed he is awarded to the team with the worst record in the same league. If no trade is worked out the Astros can either let him go or pull him back. If they place him on waivers again he cannot be pulled back.
