So when can someone sign free agents such as Ian Desmond and not give up a draft pick? Is it after June draft?

Yes. Also, if they wait until after Opening Day, they are ineligible for another QO.

Jeff, do you have any idea where in draft order did teams lose pick(s) for signing type a or b FA’s under the old system?

If the O’s are going to bite the QO bullet and get Gallardo (which I hope they don’t, and don’t think they will), they might as well go after Fowler as well. He would help fix the OF problem, give us a leadoff batter, and give us that decent OBP we haven’t had since Markakis left…

Hoping the O’s don’t give up that pick to sign Gallardo. He’s an innings-eater and isn’t going to make them a playoff team. Need to build the farm system and stop giving away young pitchers as they have the past couple of seasons.
