What is the downside of dumping the slotting system but leaving the draft order in place, with perhaps dumping the competitive balance picks? At the same time, eliminate eligibility issues for the HS player. The teams draft in order, they make offers to the HS players (or college) the player decide to accept or go on with their educations. If the player turns down the offer, he goes to college. compensatory pick starting in the second round, so as not to encourage gaming the system.

I believe that that format is similar to how it was before the most recent CBA. Back then, players with commitments to certain colleges that might have been taken in the 1st round would drop to later rounds similar to how they are now. The problem (or what some people consider a problem) is that those players could often be swayed to sign given the right monetary compensation. Higher financially flexible teams had distinct advantages to acquire young talent. Of course, being able to restock a system more easily using $$$ produced other advantages such as prospects being more expendable.
