No way do the Jays need to increase payroll. All they need for 2017 is one or two relievers and to sign one bat to replace Bautista/EE who I think will both be gone.. They are way above average at SP, Catcher, 3B, SS,2B . All their SP are signed for next year.
I did not like their signing of Liriano who is guaranteed 17 million for next year but it was probably necessary to firm up a spot in 2016 playoffs. Even on that one they got two nice prospects from the Pirates. I like these new ex-Cleveland Indian front office. guys Several smart moves the latest being Upton which was a total gift.

Wrong. Liriano’s salary next year is 13.666 million not 17 million.

Blue Jays have more money than they know what to do with just like the Cardinals. If they don’t sign Edwin, they will lose Donaldson. Bautista bet on himself and lost. But building through a farm system they don’t have is foolish.
