Blue Jays Still Mulling Starting Pitching Options

The Blue Jays are still interested in acquiring a starting pitcher, but won't say how interested they are in Masahiro Tanaka, the Toronto Star's Brendan Kennedy reports. "I have said that we’re definitely going to inquire on any free-agent pitchers that are out there," is about as specific as GM Alex Anthopoulos is willing to get.

If they don't sign Tanaka (and with the Yankees, Dodgers and other big-payroll teams interested, that might be a tall order), the Jays could pursue pitchers like Ervin Santana, Ubaldo Jimenez and Matt Garza, whose markets have been slow to develop due to the uncertainty over Tanaka's status. Kennedy suggests that the Blue Jays would be in an especially favorable position with regard to Santana and Jimenez, who declined qualifying offers, because the Jays' first-round picks in 2014, ninth and 11th overall, are both protected.

It's still possible, also, that the Blue Jays could acquire a starting pitcher via trade, but Anthopoulos isn't sure whether a trade or free agency will be the best route. "I would say it’s 50-50 at this point," says Anthopoulos. "Free-agent prices tend to change as the winter goes along. I don’t know that I’d say one is more likely than the other at this point."

Brendan Kuty of the Star-Ledger looks at how much money the Yankees can save based on the outcome of Alex Rodriguez's case.  If his full 211 game suspension is upheld, the Yankees would be off of the hook for his $25MM salary in 2014 and roughly $6.8MM in 2015, good for a total of $31.8MM saved over the next two years.  Meanwhile, if A-Rod manages to win his appeal, he could recoup those funds and potentially more thanks to the incentives he can get for passing Willie Mays (660), Babe Ruth (714), Hank Aaron (755), and Barry Bonds (762) on the all-time home run list.  He's in line to get $6MM for each separate milestone. Here are more notes from around the Majors.

  • The Pirates acquired first baseman Chris McGuiness from the Rangers because they were seeking a left-handed first bat to platoon with Gaby Sanchez and have a surplus of bullpen arms, tweets Travis Sawchik of the Pittsburgh Tribune-Review. Pittsburgh shipped reliever Miles Mikolas to Texas in the deal, whom they acquired in late November from San Diego. It's possible the Pirates will use McGuiness more as a depth option than as their starter at first base against righties, however.
  • Masahiro Tanaka will be more like Rangers standout Yu Darvish than big league bust Daisuke Matsuzaka, opines Gregg Doyel of CBSSports.com.
  • The Twins and Blue Jays took different paths towards fixing their rotations this offseason, writes Ben Nicholson-Smith of Sportsnet.  Since the season ended, Twins GM Terry Ryan has signed Ricky Nolasco, Phil Hughes, and Mike Pelfrey with a series of moves that cost $84MM. Anthopoulos, meanwhile, hasn't signed any starters, opting instead to explore trades and bide his time on select free agents.

Tanaka & Yankees Notes: Workload, A-Rod

Masahiro Tanaka's workload is a serious concern, Yahoo! Sports' Jeff Passan writes. In the past five seasons, while pitching mostly in his early 20s, Tanaka has averaged more than 113 pitches per start, more than any pitcher in the U.S. big leagues during that period. MLB executives adore Tanaka's stuff (and, presumably, the results he's gotten in Japan), however, so they ignore warning signs about his pitch count. Those pitch counts don't mean it's certain that Tanaka will fall apart once he signs a big contract, of course — Passan points out that Yu Darvish also had an intense workload in Japan, and he's done just fine in the states.   • The Yankees' offseason has been characterized by a need to wait for Alex Rodriguez and for Tanaka, writes NJ.com's Brendan Kuty. A decision on the status of Rodriguez's appeal could soon arrive, and once the Yankees know, they'll have a much clearer idea of their 2014 budget. That, in turn, will help clarify their pursuit of Tanaka.
  • If the Yankees sign Tanaka, they'll go past the $189MM luxury-tax threshold regardless of what happens with Rodriguez, FOX Sports' Ken Rosenthal writes. In the previous two offseasons, the Yankees "operated as if they were in luxury-tax jail," passing even on the relatively inexpensive Russell Martin and avoiding big-ticket players like Zack Greinke and Josh Hamilton. Now, after missing the playoffs with an injury-riddled roster in 2013, the Yankees appear prepared to exceed the $189MM threshold. They need Tanaka "desperately," given their current rotation.
  • MLB teams' pursuit of Tanaka will be "insane," writes FanGraphs' Tony Blengino. Not only is Tanaka an excellent pitcher, he's only 25, which means he could be a better investment than most free agents, who are older. Also, unlike other Japanese talents, he's essentially a free agent. He doesn't have to deal with the posting system from previous years, in which Japanese teams, rather the players, reaped the benefits of the free market. Finally, teams have plenty of money to spend.

West Notes: Tanaka, Diamondbacks, Street, Benoit

The Diamondbacks are interested in flying to Japan to meet with Masahiro Tanaka, although they have not yet scheduled a meeting, Nick Piecoro of AZCentral.com reports. The Diamondbacks have been connected to Tanaka and other top free-agent starters, although Piecoro notes that it will be tricky for them to outbid the Yankees and other big-market teams for Tanaka's services. Here are more notes from the West divisions.

  • The Yankees are the favorites to get Tanaka, but he would provide such a big boost to the Angels' rotation that he could change the complexion of the AL West if he heads to Anaheim, Troy Renck of the Denver Post writes (on Sulia).
  • The futures of Padres relievers Joaquin Benoit and Huston Street are intertwined, the San Diego Union-Tribune's Bill Center writes. The Padres have signed Benoit to a two-year deal that pays him $6MM in 2014 and $8MM in 2015, with an $8MM option for 2016 and a $1.5MM buyout. The option vests, however, if Benoit finishes 55 games in 2015, which would only happen if he were the closer for almost the entire season. Street, meanwhile, will be paid $7MM in 2014, with a $7MM option for 2015. Street will close for the Padres in 2014, but it's unclear what will happen after that. "Huston has done it very well for a long time. Benoit has done it for four years. Huston is a pro. Nothing changes here," says Padres GM Josh Byrnes. "We do have a decision for 2015. Nothing is guaranteed for 2015."

MLB Asks Rakuten To Assure No Tanaka Side Deal

Major League Baseball has asked the Rakuten Golden Eagles to submit in writing an assurance that the club does not have a side deal with Masahiro Tanaka, Bill Shaikin and Dylan Hernandez of the Los Angeles Times report. Rakuten has not yet responded to MLB's letter.

Late last week, Shaikin and Hernandez reported that MLB would make sure that Tanaka was not donating to Rakuten. A donation would violate MLB's deal with NPB, which stipulates that Japanese teams not receive any money beyond a player's posting fee, which has a $20MM limit.

Rakuten's president, Yozo Tachibana, had reportedly said that Tanaka would "cooperate and donate . . . starting with improving the environment for the players and to make sure it’s the kind of stadium that can be loved by [local] fans." Rakuten has considered adding a dome.

Cafardo On Tanaka, Jimenez, Cruz, Lackey, Ichiro

In this week's column, Nick Cafardo of the Boston Globe writes that the Orioles owe it to their fans to take a shot at a championship by bolstering the roster.  The O's moved Jim Johnson to save on his expected $10MM salary for 2014 but the nixing of Grant Balfour's deal leaves them without a proven closer.  The Orioles, with a few fixes, could be exciting and fun to watch, but they need more if they want to win it all.  More from this week's column..

  • Cafardo cautions not to sleep on the Red Sox in the Masahiro Tanaka hunt and one AL scout says it’s the perfect time for the Red Sox to strike. “They have veteran pitchers in the final year or two years remaining on their deals,” he said. “They’ll be clearing out a lot of payroll soon. I know they feel they have good young pitching on the horizon, but Tanaka should be a very good No. 2 or No. 3 starter on any staff. I would think with their emphasis on pitching, they would get into it.” The Yankees, Cubs, Rangers, and Dodgers figure to be the most aggressive and the Angels, Phillies, Royals, and Blue Jays are expected to get into it.
  • Will the Red Sox's experience with Daisuke Matsuzaka scare them off of Tanaka?  “I don’t think that can enter their thinking. I’m sure they would have gone after Yu Darvish in retrospect,” said one National League GM.
  • Cafardo recently spoke with a few GMs who feel the Yankees may wind up with Ubaldo Jimenez, even if they land Tanaka.  “He had an excellent second half, has great stuff, and he has the type of personality that would fit New York,” one GM said. “He doesn’t let things get to him. He’s good at shrugging off things and turning the page.”  If the Yankees ink both pitchers, it's pretty difficult to see them staying under the $189MM mark.
  • Nelson Cruz is the best available free agent among position players, but his demand of four years at $75MM has turned off teams.  While other PED guys such as Jhonny Peralta have cashed in, teams are worried that Cruz, who more relies on his power is of greater concern for teams who worry that being off the stuff could hurt his power numbers.
  • John Lackey’s name has come up consistently this winter, but the Red Sox aren’t motivated to deal him.  That could change, but the club is enthused about his $500K option for 2015.
  • It'll be interesting to see if the Yankees can move Ichiro Suzuki given their crowded outfield.  The Giants remain a possibility, Cafardo writes.
  • The Dodgers could still trade from their outfield surplus.  When it comes to Matt Kemp, of course, teams want to see how he rebounds from shoulder and ankle surgeries.
  • With Brian McCann aboard and Francisco Cervelli as backup, Yankees catcher Austin Romine is very much available.  
  • Johan Santana is getting closer to making a decision on a minor league deal with a team. There’s been some speculation about the Twins since Santana still resides in Fort Myers, Fla., where the Twins have spring training.  A small-market team such as the Astros could also have some interest.

Quick Hits: Braves, Tanaka, Rangers

The Braves, who have lost Brian McCann and Tim Hudson and done little to replace them, but it's not too late for them to recover this offseason, Mike Petriello of ESPN.com writes (Insider-only). They can start by signing young players like Jason Heyward and Freddie Freeman to extensions, Petriello suggests. Another fix might be acquiring a new second baseman to supplant Dan Uggla, and one possibility might be dealing for Howie Kendrick of the Angels, who need young pitching.   • A "perfect storm" of factors will allow Masahiro Tanaka to land a huge contract, MLB.com's Tracy Ringolsby writes. Those factors include the revamped posting system, which limits the amount of money a player's old team receive, along with a huge bump in national television revenue and limits on spending in the draft and on Latin American amateurs.
  • Tanaka's workload is a serious concern, writes Tom Verducci of Sports Illustrated. Before even beginning his age-25 season, Tanaka has thrown 1,315 innings, a workload completely unlike those of most young big-league pitchers, at least in the last few decades. "Everyone is acting like it's a no-brainer all-in just because he's 25," said an executive for an MLB team. "He's still a pitcher and he's still got serious miles on him. [Tanaka is a] very attractive player nonetheless but a real risk … as with basically all pitchers."
  • Signing Shin-Soo Choo and acquiring Prince Fielder will only be decisive for the Rangers if they have a core of very productive players who are much cheaper, argues Evan Grant of the Dallas Morning News. "We’re a larger market team, and we’ve operated from a higher payroll for the last couple of years," says Rangers GM Jon Daniels. "But everybody has limits. … When you talk about making an investment of this nature, you don’t make it without confidence in your people and your system. We have a lot of confidence in that." The Rangers' rotation offers a template, Grant says — Derek Holland, Matt Harrison, Martin Perez and Alexi Ogando all at least began as cheap players, but the Rangers added to that group by making a big investment in Yu Darvish.

Twins Have Interest In Masahiro Tanaka

Add the Twins to the list of teams that have interest in Masahiro Tanaka, 1500ESPN.com's Darren Wolfson reports (via Twitter). Wolfson does, however, quote a Twins official who says Tanaka's posting is a "long process" and it's "difficult to know where it stands."

The Twins have already spent heavily on pitching this offseason, signing Ricky Nolasco and Phil Hughes to multiyear deals and re-signing Mike Pelfrey. Even the Nolasco move was uncharacteristically splashy for them, so it would be very surprising if they managed to outbid teams like the Yankees and Dodgers for Tanaka.

Nonetheless, Tanaka would, obviously, be an attractive target for Minnesota. He's relatively young and he wouldn't require the loss of a draft pick, and the rotation still arguably represents an area of need even after the Nolasco and Hughes additions. The Twins also continue to be connected to free-agent starter Bronson Arroyo.

Tanaka Notes: Posting Fee, Dodgers, Astros

MLB is concerned about "back-channeling" when Japanese players are posted, FOX Sports' Ken Rosenthal reports. That would be a situation in which an MLB team and a Japanese team circumvent the $20MM posting fee limit by agreeing to pay a significant amount of money on a lesser player posted later. "A club could guarantee to pay $20 million for the next guy — or the next two guys, for that matter," says a big-league executive. MLB is also concerned about Masahiro Tanaka (or any other player) donating to his old team, although Rosenthal notes that doing so would be inefficient, in that the player would be taxed for his income, and then the team would also be taxed on the donation.   • ESPN's Jim Bowden compares Tanaka to prime Dan Haren, noting his command and great split-finger fastball (via Twitter).
  • The Dodgers, who have plenty of money and have had a relatively quiet offseason, appear to be the favorites to land Tanaka, SB Nation's Grant Brisbee writes. The Yankees need him more, however. Brisbee also points out that the Astros could (not will, but could) be an interesting dark-horse candidate to sign Tanaka, given that they have few large payroll commitments. They would therefore be better-equipped to compete against a team like the Dodgers than some rich teams would. The Mariners' lack of big payroll commitments is how they ended up with Robinson Cano, Brisbee suggests. Tanaka's talent would obviously be appealing to the Astros, and so would his youth.

MLB To Prevent Tanaka From Donating To Old Team

Major League Baseball will make sure Masahiro Tanaka's Japanese team, the Rakuten Golden Eagles, does not receive more than its $20MM posting fee as a result of Tanaka's departure to the US, Bill Shaikin and Dylan Hernandez of the Los Angeles Times report. That means that Tanaka cannot donate money to Rakuten.

Rakuten's president, Yozo Tachibana, had previously said that Tanaka intended to give money to Rakuten to improve its stadium. Rakuten has reportedly investigated adding a dome. Tanaka would, according to Tachibana, "cooperate and donate . . . starting with improving the environment for the players and to make sure it’s the kind of stadium that can be loved by [local] fans."

Such a donation would violate the agreement between MLB and NPB, which forbids NPB teams from receiving any money beyond a player's posting fee. "We are intent on enforcing all the provisions of the agreement," says MLB spokesperson Pat Courtney.
