Angels Sign Perry Minasian To Two-Year Extension

The Angels are opting for continuity atop the front office. The Halos announced on Thursday that they’ve signed general manager Perry Minasian to an extension that runs through the 2026 season. There’s reportedly a club option for ’27.

“Over the last four years, Perry and his baseball operations staff have begun to lay the foundation for a bright future of Angels baseball,” owner Arte Moreno said in a release. “We have been impressed by the steps Perry has taken to infuse our major league team with young and exciting talent while also revamping our player development process. We believe this extension will allow him to continue the vision of building sustainable success throughout the Angels organization and deliver a championship for our fans.”

Minasian is also quoted in the press release: “I am incredibly thankful to Arte and Carole Moreno for their continued trust and support,” he says. “I would also like to thank [Angels president] John Carpino for the tremendous working relationship we have developed over the last four years and I look forward to continuing our plans of bringing the Angels back to being a consistent championship contender.”

Minasian was named the general manager of the Angels in November of 2020, following the firing of Billy Eppler. He had previously worked as a scout for Toronto and assistant general manager for Atlanta and was able to secure a four-year pact in his new gig with the Halos. This is the final season of that deal but the club is satisfied enough with his performance to keep him around.

That might seem a little strange, as things haven’t been going especially well for the Angels. Despite having two superstars on the roster in Shohei Ohtani and Mike Trout in recent years, the club hasn’t had a winning season since 2015, hasn’t made the playoffs since 2014 and hasn’t won a playoff game since 2009. They are 54-73 this year, ahead of only the White Sox in the American League standings.

It’s a matter of debate as to how much blame Minasian can take for that, as it doesn’t appear as though he’s been given a lot of rope to work with in building around those guys. Looking at MLBTR’s Contract Tracker, the club hasn’t been a huge spender since he was brought aboard. The four-year, $58MM deal they gave to Raisel Iglesias has been the biggest deal of his tenure, both in terms of years and guarantee. They already had big contracts on the books for Trout, Anthony Rendon, Albert Pujols and others when he came aboard, and seemingly didn’t want to add much more to that. Moreno plainly stated that he was paring back payroll going into 2024.

The franchise has seemingly had a mandate against significant investments in starting pitching, something that seems to come from ownership since it predates Minasian’s tenure.  Since a five-year, $77.5MM deal for C.J. Wilson late in 2011, things have been kept fairly modest. Joe Blanton got a two-year, $15MM deal at the end of 2012 and then it took a decade for the club to give out another multi-year deal for a starter. At the end of 2022, Tyler Anderson got a three-year, $39MM deal, still fairly modest in terms of rotation investments.

Minasian and his front office have seemingly tried to get around these limitations by drafting players they could fasttrack to the majors, which they have actually had a bit of success with. Zach Neto was the club’s first-round pick in 2022 and Nolan Schanuel in 2023. Both players were up in the majors by last year and having good results. Chase Silseth, taken in the 11th-round in 2021, was pitching in the majors by 2022. Ben Joyce, taken in the third round in 2022, was in the big leagues last year and could now be the club’s closer. Christian Moore, just taken 8th overall last month, is already thriving in Double-A.

That’s not to say that there’s nothing to criticize in Anaheim. Due to rushing all their prospects to the majors, the club’s farm system is generally considered one of the worst in the league. Baseball America recently put them dead last, FanGraphs and ESPN have them in the bottom as well, while MLB Pipeline has them 29th, ahead of only the Astros. The major league roster is obviously lacking, given their poor results lately. There’s actually an argument that they have one of the worst long-term outlooks of the 30 clubs in the league.

But there is some controllable talent on the roster alongside Trout, with guys like Neto, Schanuel, Taylor Ward, Jo Adell, Logan O’Hoppe and others all slated to stick around through 2026 or longer. They could have made some of those players available this summer and kicked off a notable rebuild but didn’t do it. It’s not known whether that was a front office decision or something that came from ownership. The light spending in recent years means that the future payroll is starting to clear up. Despite having two massive contracts on the books between Trout and Rendon, RosterResource has the club’s guarantees at $109MM next year and $89MM in 2026. By 2027, Rendon, Anderson and Robert Stephenson will all be off the books, leaving Trout as the club’s only significant investment.

Moreno has clearly placed some constraints on Minasian but is evidently pleased with the way he has worked within them, so he’ll keep him around for another couple of years to see how things progress.

Jeff Fletcher of the Orange County Register was first to report the Angels and Minasian had agreed to a multi-year extension. Roger Lodge of Three Point Media first reported the ’27 option year.

        I went to Anaheim last year in early September. Chatted with Angels fans. The tickets cost me $8. Angels fans – nice people – frankly admitted they followed the team out of curiousity rather than expectation. One of them described the team as a morimund Christmas tree with two pretty baubles.

        Moreno loves a bauble. But he needs to invest from the bottom up, rather than the top down.

          He doesn’t “need” to do anything, because this is his business model and it’s working exactly as planned. He bought a team in So Cal (a big market in the baseball epicenter of the world) that had some of the most loyal fans in all of baseball (3 million in attendance used to be a given). Then he prioritized marketing over winning. He cut corners everywhere except in signing “baubles”. His net worth has skyrocketed. All has gone to plan for him. Angels fans? Not so much. MLB? Not so much. The league needs to step in and pressure him to sell (if they are not already doing so behind the scenes). This situation is very bad for the league’s future.

          Moreno is from AZ has no sense of responsibility to the community that has made him a very wealthy man. The sooner he sells, the sooner the organization can start the long and costly job of re-building into a real team again. The Dodgers did it after Frank McCourt and the Angels can do it after Moreno.

          This is what frustrates me as a Dodgers fan in Anaheim. LA was never mentioned with the Yankees, Red Sox or Mets for free agent pursuits or as upcoming World Series contenders because of McCourt.
          They finally get good owners, but get cheated of their piece of metal and suddenly every becomes an angry casual fan towards the Dodgers.

          I go to the Angels games after work with whatever dollar bills I have in my wallet and I still feel robbed. Their farm is lacking and when they do draft decently they rush their players through the pipeline like a Tik Tok speed tour. The Angels have no clear direction for any level of the organization.

          And it falls on Arte Moreno.

          @fred3 they traded most of pitchers in the 2021 draft, the years prior they have ignored pitching. It doesn’t really fall on perry atleast his 1st round picks have came up quick, and have done decent. Dana, and silseth could be decent.

          I admire the Angel fans enthusiasm, but they wanted Moore called up after 8 games. In his last 40 ABs, Moore has an awful 17/4 K/W with -0- HRs.

          I think fans in general, and some GMs, need to temper their expectations.

          @joebrady he’s still doing better than schanuel when he was called up. The angels don’t have any coaches in the minors to help with development. Perry also said he’s eager to have moore work with Washington. Washington only has a year left on his deal. I’m just reading the tea leaves.

        Jack – Minasian has been hampered by the restraints put on him by Moreno. Minsasian built the pitching staff for the world champion Braves so he knows how to do it when given the proper resources and autonomy. The problem is Moreno, not Minasian.

          This was an epically bad trade deadline for the Angels. Alexander, with the extra year of control, should’ve netter the Angels something close to what Flaherty and Rogers landed.

          I don’t know who to blame, but when you have the #26 record, and #27 Py W/L, the idea of playing for 2025 seems absurd.

    As an Angel fan, Good! Perry has produced the most young talent of any Angels GM in the past decade. That’s not saying much but definitely some good pieces are there.

      The ohtani decision and Rendon decision was established as being all arte.

      Say what you want about investment in development, but Perry put together a dope core and since all star break the angels bp has been top 5.

      Give this dude time to cook, but also theres going to be a ceiling with arte being the owner.

      “Listen to his interviews”..I’d agree that P.Minasian is not the best looking, media friendly GM, but I’m not sure media presence is a good way to measure a baseball GM. The Yank’s Aaron Boone is good looking, glib, media friendly and comes off as mostly intelligent and yet is still mostly unsuccessful, clueless and incompetent.

          “Yanks are the second best team”…The Yankees don’t measure “success” in the regular season. The Yankees fired Joe Girardi years ago for losing a game 7 in the ALCS and the subsequent manager, Aaron Boone, hasn’t even reached a game 7 in the ALCS. When you routinely spend $300M and are always in the top 10% of payrolls, success is measured differently.

    We should be teaching kids in schools to aspire to be the Angels GM when they grow up. You can make countless poor decisions, show that you’re completely inept, and not only keep your job but get a new extension. This is a franchise that continues self sabotage at every turn

      @ronk325 3 out of his 4 1st rounders are playing in the mlb and rather quickly while learning on the job. I say three because Christian moore will be called up soon. The past gm’s should be getting the blame, but also it was signing underperforming free agents and losing picks or international players that sucked like baldoquin. It was a arte thing because he was trying to compete with the dodgers with a gutted infrastructure.

      This move was inevitable. No experienced GM will go work for Arte Moreno. Unless he can get through his thick scull that building from within is the only way to sustain a competitive franchise. It is great to hit on a first round pick, it is the later rounds and the international market where the lack of player development shows. Until Moreno either decides to invest in the organization by hiring more Scouts and quality instructors then every other move will be superfluous. Either you are all in or get the hell out.

      He has to be in the running. He’s been in charge for 4 years now. The team has won 77, 73, and 73 games and is on pace to win 69 this year. Despite a payroll that would make teams like the Rays, Brewers, or Guardians jealous. 183m, 179m, 230m, 171m over the last 4 years.

    PM got this extension because he’s the only Angels GM since Bill Bavasi and Bill Stoneman to build a solid foundation of youth.

    Tony Reagins blew multiple drafts with several first round picks. Jerry Dipoto was hustler, making small deals for young starting pitching but didn’t put much focus on the farm system. Billy Eppler tried to rebuild the farm system but the drafting just wasn’t there.

    Fast forward and you have Zach Neto on his way to a 20+ HR season just 2 years after he was drafted. Nolan Schanuel holding his head above water just a year after he was drafted is pretty remarkable. Now we have Christian Moore already blowing away minor league pitching.

    That’s the big difference. Drafting players, especially out of college, who can provide a more immediate impact.

    When I see Angels fans losing their minds over this, I bet anything a lot of that has to do with their fan base not knowing what a rebuild actually looks like. Because the Angels haven’t done any kind of rebuild in 30 years.

    This extension also shows me that Arte Moreno has backed off a lot and is letting his GM be the GM. This is how you build a winning team. Not through free agency or trades. That should come later. Unless they were to lock some veterans up earlier like the Rangers did.

    One big issue still remains. The reason their farm system is still ranked so low is because while they’ve been hitting on these young players, they’re still largely supporting talent. They still haven’t had that high end talent a team can build around. The way that shapes up, they will likely end up having to supplement with another Vladdy/Bartolo Colon/Kelvim Escobar/Jose Guillen-type group off the open market to put them where they need to be.

    That will be the next test. Is PM a rebuilding GM like Bill Bavasi? Or can he take the next step and also be a GM that gets those final pieces?

    The Angels are moving in the right direction. Fans need to get over the struggles of the past 8 years and move on and let these young players grow.

        I wonder if them “rushing” guys like Neto and Schaunel to the majors artificially lowers those rankings. I’m sure they’d be rated a lot higher if those guys weren’t fast tracked to the majors and graduating from prospect lists.

          I doubt adding those two to their prospect pool would take them to even average, but the Angels have had a bottom-five farm system for over a decade at this point. It’s an organizational problem that starts at the top with old Arte. He just doesn’t believe in investing in player development.

          I am a little surprised PM wanted the job. It has to be one of the least desirable GM jobs. He has done fairly well all things considered all the self inflicted Arte rules.

          The team will still be handcuffed for the next couple years with the Rendon and Trout deals.

          Angels have one of the smallest scouting departments in baseball. Despite that, the Angels have done pretty good job in the international signings in recent years with PM. However, the farm system does lack power at all levels. This needs to be addressed in the next couple of years.

          Arte will not spend big on pitching. It came up during the Jered Weaver negotiations. Arte had issues giving 20M per serson to a guy that only play every 5th day. Noah Syndergaard was the most Arte paid a starter, $21M/1 year. Perry has tried to spend what he can on the bullpen. The results have been good not surprisingly. You cannot build a winner just through the bullpen. The performance of bullpen players can change drastically from year to year.

          The team seems to be able to lack the ability to develop. Perry has figured out a way to kinda of draft or trade for nearly MLB ready talent. Soriano, Neto, Joyce, O Hoppe, Moore, Schanuel are a pretty solid core to build around. Neto is top 10 in AL in WAR.

          There are also the Arte rules. Arte refuses to deal with Scott Boras. This is something that happened years ago due to Jayson Heyward. Arte broke this rule one time with Rendon. He also will get involved and nix deals like he did with the Dodgers.

        That’s because Minassian drafts players that don’t stay in the minors. This is because Arte wants a win-now team and feels like the fanbase won’t allow for any proper rebuild (total nonsense). Minassian has put together a really strong offensive core in Neto, Schanuel, O’Hoppe (yes, traded for), and soon to be Moore. He’s given Adell a chance to prove himself and its somewhat worked. His defense is much improved, and if he can stay out of his head and stick with the approach at the plate that has worked, and is currently working, he’ll be a good outfield piece. The pitching side still remains to be figured out, but its a lot harder to draft for pitchers than position players.

        The team is still a few years away from contention, but they’ve been showing signs of being a good team.

      Good post Ryan. I agree with your statement. I welcome the stability in the extension also. As far as high end talent, not to say that we don’t potentially have that in some of our young players now and it just hasn’t matured, some of it is luck. Like you said, when you get there, and you know you’re close, that’s when you round out the roster with FA signings.

    I am surprised by this. But for a team, that can’t go full rebuild, he has gave the Angels a good influx of young players. Going into a complete rebuild, isn’t a guarantee of success. Going all in on paying a bunch of top FA isn’t one either. He is trying to build the team through the Draft and trades for young players. I feel like some Angels fans, would rather see the Angels lose 100+ games over the next 5 to 10 years. Rather than just going year by year trying to improve the team. The Angels lost the best player in baseball. Trout played basically a month. The top FA, they signed, hasn’t even thrown one pitch this season. The first 6 weeks of the season, the Bullpen was complete disaster. Not with standing, the young players have played inconsistent like most young players do. Players who were penciled in to be everyday position players, have been consistently injured or haven’t been able to hit. Most people had the Angels losing a 100+ games this season. Yet with so much going wrong for them, they will finish with a record similar to what they had last season.

    I think Perry’s doing a good job, his drafts have landed him players that are on the current team, and there’s some good talent to build around. If he finds gold again in this past draft, they should have some priority for the next draft as well. Arte will never allow the words “rebuild” come out, but that is in fact what’s happening, and the further they get away from Trout and Rendon’s contracts, the better off they’ll be. Any GM with almost 80 million dollars of dead, unmovable weight, is going to have a tough time being competitive. I’m a Dodgers fan, just my .02, but I think the continuity and trust between the front office and ownership has been a major issue in Anaheim.

    Perry has done a decent job in my opinion if they would of traded Ohtani last year and got a huge haul for him I would say Perry has done a great job
    We have a nice core in Neto Schaunel Ohoppe Moore Joyce (Closer) if they can fix Detmers and Dana proves to be as good as advertised with a couple free agent pitchers we can contend in a couple years
    Another issue I had with Perry was this deadline we should of sold every player Anderson would of fetched a nice haul Ward I would of got whatever I could of gotten
    Hopefully with a little luck we can get the first overall pick and go from there

    He’s done the best he can with Arte being Arte. At least we stopped drafting guys that can dunk, but can’t hit. If he was allowed to trade Ohtani I truly believe the Angels would be competing for a playoff spot next year.

    -He hasn’t had the real Mike Trout for the bulk of his tenure as the GM
    -The owner hand cuffed him over the Ohtani issue
    -NO one but the Dodgers were ever going to sign Ohtani
    -He inherited a failing farm system

    I am not saying I am driving the PM band wagon, but considering what he has had to work with. I feel giving him the benefit of the doubt is not too much to ask. It is like you all are asking him to go build a Tesla with rubber bands, toothpicks, and paper clips, then complaining that you don’t like the paint!

    I think ownership is big interference (duh) so the GM might just as well stay.
    He will get paid for two more years, and his resume is not good enough to get another GM position anyway. Maybe draft picks provide some hope.
    Let’s see what off-season brings. I am skeptical in that regard.

    Angels are a mess but all jokes aside I think he’s doing the best he can given their situation. Owner cares about having big name players, getting fans in the park, and is too hesitant to rebuild or build period. He’s done well to get some young talent on the roster, more than they’ve had in quite some time.

      Yeah, Moreno has made a long string of GM’s look terrible. Lot’s of decisions that prioritized marketing/profits over building a winning organization. The only winner in all of it is Moreno’s net worth. I’m a little surprised the league hasn’t stepped in an put some pressure on him to sell or at least try to field a winner….it’s bad for Angels fans (and the league) for a big market team to go without winning a playoff game for 15 years and counting.

    I’m not upset at all actually I love the signing of Perry Minasian here’s why he’s doing something that Arte Moreno never wanted to do rebuild the team with youngsters from the farm system Perry Minasian with his strong draft picks are in the major leagues already and trade for catcher OHoppe this is better than patching the team with High price cheap free agents it’s like using scotch, tape, and band-Aids patching together a team for the last six years I’ve been wanting for them to rebuild from the farm system slowly, and surely Perry Minasian has done this we have a young infield Ben Joyce could be the closer so we need starting rotation
