The 2025 Rule 5 draft is taking place this afternoon at the Winter Meetings in Orlando. This post will be updated with the results as they come in.
As a refresher, the Rule 5 draft is a way for players potentially talented enough for the big leagues but blocked by their current clubs to find opportunities elsewhere. Any players that were 18 and under at the time of their original signing and went professional in 2021, and any players who turned pro at 19 years of age or older in 2022, are eligible to be selected in the Rule 5 draft if they are not on a 40-man roster.
Though the amateur (Rule 4) draft now has a lottery to determine the selection order, the Rule 5 draft still goes the old-fashioned way of reverse order of standings from the season that just ended. Clubs need to have an open 40-man roster spot in order to make a pick but aren’t obligated to make a selection on their turn. If they do make a pick, they will have to pay $100K to the team they select from. The selected players must stay on the active roster (or injured list) for the entire 2026 season or else be placed on waivers. If they clear waivers, they must be offered back to their original team. They cannot be optioned to the minors.
Players like Anthony Santander and Ryan Pressly have been notable picks in other recent years while guys like George Bell and Roberto Clemente are found deeper in the history books. Last year, 15 players were selected. Only four of those remain with the club who selected them and only three of those have had their rights fully transferred to their new club. The White Sox took Shane Smith from the Brewers. The Marlins took Liam Hicks from the Tigers. Mike Vasil was taken by the Phillies from the Mets but was later traded to the Rays and then went to the White Sox via waivers.
The one other pick from last year’s draft which is still live is Angel Bastardo, who the Blue Jays took from the Red Sox. He was recovering from Tommy John surgery and spent the entire 2025 season on the injured list. He is still on Toronto’s 40-man but they don’t yet have his full rights, as a player needs at least 90 active days to remove the Rule 5 restrictions. If the Jays are willing to roster him for about three months during the 2026 season, they could then gain his full rights and option him to the minors. All other picks were eventually returned to their original organization and/or became free agents.

Exceptions to the general rules:
– If the player can be placed on the 60-day IL and removed from the roster. but they still must spend a full year (a year is 172 in-season MLB days) on the team in order to be elgible for being optioned off of the 26-man roster.
– The player can be retained if the original team refuses to pay 50k to receive them back
– If the original team refuses to take them back then they must first go through waivers in order to be optioned off the 26-man roster. A team which claims the player must continue to retain the player on their 26-man roster.
They can be sent down for a short period if they are on short term rehab assignment.
I said 172 days, but if they are on the IL for the year and lead into the following season, then I believe it’s only 90 days (in case anyone is wondering).

The Rule 5 draft is effective because few players get chosen or end up sticking with rosters. The threat of losing a player keeps players moving up through systems. To get a player of any value is almost impossible unless you are a team in full rebuild mode since they have to be your 26th best player without being a top 40 player for another franchise. Padres, like everyone else, will still get more value signing guys to minor league contracts.

Unlikely. They have to stay on the team the whole year. The one prospect is Henry Lalane and he is lightyears from being a MLB pitcher.

Yes, a team can trade a Rule 5 pick, but the key is the
roster Restrictions Transfer to the new team.
The player must still remain on the Major League (26-man) roster of the new organization for the entire season (at least 90 active days) or be offered back to their original team.

I really like Paez. He’s a bit of a control-over-stuff guy, but his stuff is still solid. It’s a HUGE jump for him, but given his control profile he has a chance to stick.

This is a long term play by the White Sox they will just hide him in the back of the bullpen since they aren’t competing this year anyway.
I’m surprised they picked him but he’s a good long term play. He is not only a good control guy but also has great command he not only throws strikes but he lives on the corners. All of his pitches fastball and his secondaries play up due to his elite control and command. His fastball has ticked up in velocity but it’s fair to wonder how much velocity he has still I don’t think Breslow thought he would be picked and neither did I. I am surprised that Monegro and Mullins didn’t get picked but only 13 players were picked in the non minor league rule 5.

He only walked 3 guys in the seven starts he had last year and all three of those happened in the last game before he went on an extended injured list stint. He didn’t walk anyone in the last three games after he came back from injury.
Right, but walks are only a loose proxy for command. I watched a couple of those starts, and he was not hitting spots at his previous level.
I was hoping for Yohendrick Pinango or Kyler Fedko. There are a lot of outfield starts that need to be covered: 85 from Michael A. Taylor, 66 from Mike Tauchman, 37 from Joshua Palacios, 24 from Austin Slater, 17 from Will Robertson, and 10 from Dominic Fletcher.
I was surprised that nobody took a flier on Pinango. He had rebounded at AA after having a rough time in 2024, and was holding his own at AAA even though he is just 23.
Fedko definitely looked like a worthy RH bench bat with at least corner OF defensive skills and even stolen base potential.
Padres could have taken him as a possible short-side platoon partner at 1B with Sheets and just sent Fedko back to Minnesota at the end of ST if a better 1B option emerged.
Surprised to see Paez chosen when he hasn’t pitched above high-A ball. Hopefully he just gets some seasoning with Chicago and comes back.
Jedixson Paez has some of the most impressive command in the minors.

Yes, frequently when that happens the team trading to acquire the player picked worked out something with the picking team ahead of time but had the second team pick the player because their spot was higher in the draft order.

The Astros pitching coaches have a history of fixing pitchers; Yusei Kikuchi for example. Look how he pitched for the Jays, then Astros, now Angels.

He’s got a 96 mph fastball with a 2386 spin rate, 95 mph sinker, 92 mph cutter, and an 88 mph slider. His cutter is clearly his best pitch, followed by the slider.
They are tagging his fastball and sinker. So maybe they see something they can fix. I mean they are kind of known for successful reclaimation projects. And if it doesn’t work out… What exactly did it cost?

Munoz numbers are crap in MiLB and MLB. Hope they saw something.

Munoz is an unusual Rule 5 pick in that he’s already spent time on major league rosters the past couple of seasons, and has bounced around the waiver wire since then.
They are unusual, but they have happened in the past. But when it does happen it is more often than not a team in the bottom half of the draft taking them. It is a lot easier for winning teams to pick up someone with a limited track record than no track record. It is basically just like signing a minor league FA. In fact Munoz just signed with the Reds a couple days ago.
The Stros could have simply signed him a major league league-min contract when the Reds non-tendered him. But since he’s out of options, they would have been right back in the same place if they couldn’t carry him – placing him on waivers. At least this way, if they can’t fix him in ST, they’re only out 50K instead of 780K.
And he’s likely to get claimed by another team if/when the Astros decide they can’t continue to carry him. He’ll probably spend another season bouncing around the league.
If Paez doesn’t make the cut, he could go back to Boston and it would be the Return of the Jedixson

Almost every player taken in the Major League phase of the Rule V draft was a pitcher. Just one position player taken. If memory serves me right, that is typical. I would have to look it up to be sure.

I think they should get rid of the minor league phase in the rule 5 draft. There’s really no point to it.
It works the same way as the major league phase. It helps guys get to the AAA level with a new organization rather than be stuck in the low minors for another year. I actually like the minor league draft more than the big league draft.
I just don’t like that players can’t be returned like on the major league portion. Feels like it’s just there for teams to steal prospects.
I wouldn’t exactly call them “prospects” or anything. All a team has to do to avoid losing them is to put them on the AAA roster. They don’t even have to be on the 40 man. The original teams simply don’t really want them enough.
For the MLB phase of the draft, the player has to pass through waivers and be offered back first, in order to be optioned to the minors. In the MiLB phase there is no level restriction BUT they have to be added to the AAA reserve list.
If a minor league player is released then they can sign with any club.
There is no waiver situation in the minors and subjecting a player to be forced to return to a team that wasn’t interested in them enough to place them on the AAA reserve list seems a bit cruel.
Don’t think of it as stealing prospects. As an example, the Red Sox lost 3 prospects and gained 3 prospects – so they received 3 players who they like more than the ones they lost, and now those 3 players who they lost can join teams who value them more highly.
I think minor league phase is Rule 4 draft but I have to admit the rules are way too confusing to spend the mental energy on when not in the baseball business.

Obviously he has to pitch in MLB all season as a rule 5 so there’s no more progress to be made in the minors. Highly unlikely he sticks with NYY; Yankees haven’t taken a player in the rule 5 in over a decade and a rule 5 player hasn’t been kept all season long by the Yankees in over 50 years.
He’ll have to be on the MLB roster. He’s always kind of been toward the back of Cardinals prospects lists and overshadowed by more advanced and higher ceiling arms, but he also seems like a late bloomer. Good fastball but honestly not sure on secondaries. How far those have come will probably decide if he can be a low-leverage relief arm next year.
He’s a rule 5 pick. No progressing a AAA unless he goes back to his original team. It’s MLB roster or no pinstripes

He definitely can be a solid reliever he has the stuff but the command is pretty painful to watch.
I just figured you’d roll the dice on his upside for a 40 man slot to see if it looks better out of the pen.
Seth Johnson has similar issues and McGarry has a full slate of options. I would’ve swapped them out.
Age and lack of command – but the SO9 like 18? I mean at some point he’s gotta get the right pitching coach to help. He could be another Velasquez tho if he makes it past the minors.

So the Rockies had the #1 pick in both the major league and minor league drafts and took a 26 year old reliever in the major and a 27 year old reliever in the minor. Not exactly an exciting start to the reign of Jonah Hill.
Maybe the line on them is that they excel performing at altitude. Are they from the Andes or Himalayan baseball leagues?

I am literally shocked that the Yankees didn’t lose Beck or Cohen or Lalane.
They seemed like classic Rule 5 picks that could be stashed in the pen and then controlled cheap for at least 2 more seasons.
I really don’t understand why Cohen wasn’t picked unless some team just really thinks the walks will be problematic.
RP’s at that level usually have some control issues.
Cohen has had stellar results otherwise.

Lalane was even more shocking TBH, since his ceiling is higher assuming the guy can finally be healthy.
I don’t remember a pitcher as raw/low level as Lalane going in the Rule V since the days of Wei-Chung Wang! Also, it seems like a lot of the other relievers taken (Watson, Pushard, Baumler, Petit) have pretty solid command, so maybe this kinda shows that teams are looking for low-variance, low-leverage arms here as a smart play?

I’m pleasantly surprised Burkhalter from Atl was not picked up. A little bit of a swing guy that can start if needed or pitch in the bullpen.

Red Sox kept 2 good pitchers in Mullins and Weiland
Hayden Mullins and Yordanny Monegro were the guys I thought would be picked from Boston. Really surprised Monegro wasn’t picked he was lights out in Portland and would be super easy to hide since he’s missing the full season with TJ surgery. Surprised Mullins wasn’t picked I really think he could big league hitters out of the pen now.
I hope Harris didn’t make a huge blunder leaving Petit unprotected.
Who do you think was a better choice to be left unprotected for the Tigers? I think they knew Petit would be picked but I’m not sure about 1st overall.
I’m not knowledgeable about the prospects enough to know. I just was worried about Petit and Watson because they’ve had their share of positive reviews – and they’re pitchers.
A 300-LB, 6-8 pitcher seems intriguing enough to hang onto, but they know better than me. Hopefully.
I don’t understand why the Phillies left McGarry eligible for the Rule 5 draft. There are a lot of question marks on the staff: Wheeler’s injury, will Nola bounce back, Walker is unreliable and Painter is unproven.The Phillies still have to spend more to sign a catcher and another OF so don’t have $ for another pitcher unless they want to go well over the luxury tax.
I am a redsox fan.. this is my ode to paez…
Jedixon paez was my favorite pitching prospect in the redsox system. He has decent off speed stuff with an elite 70 control mark. His weakness was fastball speed.. which he has been increasing velocity on year over year ever single year by 1-2 mph.. literally all this guy needs is to add another 2 mph and he is a #3 starter..
So pick up his rookie card?
I would.. honestly I don’t think I’ve ever missed on a redsox prospect pick.. I usually pick the best two or so every year and they always seem to end up hitting the mark at the mlb level..
The problem is the Red Sox are absolutely loaded with pitching prospects and they just can’t protect them all. They are going to lose guys for the foreseeable future. They will probably lose Monegro next season after he rehabs from TJ surgery. Paez barely pitched last year and he was in High A all year. I can’t remember a pitcher that the highest he got was high A being picked in the rule 5. It was a surprising pick but he’s going to be hard to keep I give it less than 50% that he sticks with the White Sox he’s not anywhere near ready to jump from High A to the big leagues.

Cherington gets a lot of heat around these parts, but it was a savvy move to essentially take a player for another team then flip that into a lottery ticket. The Pirates have too many holes to fill to waste a roster spot, but found an effective way to use their draft position to get something. Everyone interesting or possibly useful was gone in the first few picks anyhow.
