International Signings: 7/23/16

Here are the latest notable signings of players within the July 2 international signing market…

  • The Astros are close to finalizing a deal with 22-year-old Cuban shortstop Anibal Sierra for a $1.5MM bonus, MLB.com’s Jesse Sanchez reports.  Houston has been linked to Sierra for months, though past reports suggested that Sierra would get a much larger bonus of $3.5MM.  Since the Astros are already in excess of their $2.197MM international pool limit, Sierra’s deal essentially costs Houston $3MM (the actual bonus and a 100% tax on the overage).  The Astros were widely expected to blow past its bonus limit in the 2016-17 international market anyway in order to stock up on young talent, though this splurge will limit them to signings of $300K or less in the next two international signing periods.  Sanchez describes Sierra as possessing “an aggressive line-drive approach at the plate and good hands on defense,” and “scouts like his bat and his raw power.”  Sierra is capable of playing second and third base as well as shortstop.

International Notes: July 2 Preview, Maitan, Braves, Padres

Baseball America’s Ben Badler has compiled scouting reports on the Top 50 prospects on the upcoming July 2 international market, in addition to providing projected landing spots for each player on the list. The exhaustive report on the international scene requires a BA subscription, but it’s highly recommended for those who wish to dive headfirst into learning about the upcoming glut of talent that will be injected into most clubs’ minor league pipelines. Those looking to learn more about the process can also check out this primer from Eric Longenhagen of Fangraphs, who also provides a ranking of the class (with further explanation here).

Here are just a few highlights from Badler’s excellent work on the topic, which deserves a full read:

  • Badler takes a particularly close look at top prospect Kevin Maitan, who he says may be a better prospect than Miguel Sano was as a teenager. The link comes with a lengthy and detailed scouting report, including discussion of the question whether Maitain will be able to stay at shortstop for the long run. Scouts are divided on the likelihood, but all seem to agree it’s at least a plausible outcome.
  • Maitan has long been said to be heading for the Braves, and we’ve yet to hear anything to change that expectation. Atlanta has lined up a big batch of spending, but Badler provides a bit of context for just how large: he says it “should look comparable to what the Yankees did in 2014-15.” (You can refresh yourself on New York’s shock and awe campaign here.)
  • The Padres appear headed in that direction, too, as Badler says that a $30MM to $35MM spend might be their floor. In addition to big activity on the Cuban market, San Diego is in line to add eight of the top fifty available players. As for the Nationals, who are also believed to be pacing the market in spending, it might not be quite that dramatic. But Washington could still come away with three of the fifteen best prospecs on the market.
  •  The Astros, too, seem ready to drop some big cash — including a $3.5MM bonus for Cuban shortstop Anibal Sierra. Houston is eyeing five of the top fifty names on Badler’s list, he notes. One player that could be ticketed for the ’Stros is fifth overall prospect Freudis Nova.
  • Nova had been connected to the Marlins before failing a PED test. Now, Badler explains, Miami has a big chunk of pool availability and little in the way of commitments. The club could deal that away or see if it can find a nice price on the Cuban market.
  • It also remains to be seen what the Reds will do, but Badler explains that things could go in either of two directions. Cinci could trade for some added bonus pool space to add Cuban shortstop Alfredo Rodriguez and a few smaller signings without hitting the penalty. Or, the team could enter the broader Cuban market and blow past its limits.
  • The White Sox are expected to land slugging prospect Josue Guerrero — who, yes, is a part of the famous family. Despite being quiet in recent years, the Athletics are in position to add some talent, including George Bell, whose father (same name) was a quality big leaguer.
  • The Brewers aren’t believed to have any seven-figure bonuses lined up, but could still add a high number of interesting players with the fifth-highest spending availability in the game. Likewise, the Phillies are expected to spread their cash.
  • Of course, not every team will have the opportunity to spend lavishly this period; the Dodgers, Yankees, Cubs, D-backs, Angels, Rays, Red Sox, Giants, Royals and Blue Jays are each prohibited from spending more than $300K on international amateurs after incurring maximum penalties, though that doesn’t mean those organizations don’t have a chance to find some talent.

Prospect Notes: July 2, Astros, Bell, Draft

Over at Baseball America, Ben Badler provides an outstanding preview of the coming July 2 international signing period. Of particular note, Badler reports that the Astros are expected to exceed their spending limits and incur the maximum penalty (a 100% overage tax and two-year ban on $300K+ bonuses). Houston has been making huge outlays through the draft in recent years, but saw its domestic amateur spending capacity plummet after the club’s excellent performance at the major league level one year ago. With that pipeline now constrained, Badler says the ’Stros will blow past their available $2.2MM or so in pool allocation on just one player — Cuban shortstop Anibal Sierra — while likely adding several other pricey youngsters.

More from Badler’s column and from some other outlets as both the Draft and the 2016-17 international signing period draw near…

  • Badler goes on to detail the latest elsewhere in the market, listing some of the high-dollar prospects attached to the Braves, Padres, Nationals, and Cardinals, which are the other clubs he expects to top their cap this year. He also explains the interesting case of Dominican infielder Freudis Nova, who lost an apparent ~$2.5MM agreement with the Marlins after testing positive for steroid use. He now appears to be up for grabs, with his landing spot and ultimate bonus uncertain. Badler writes that the Padres and Astros make sense as logical possibilities, as each is already expected to shatter their bonus pool, while clubs that are planning to stick within their set limitations have largely allocated most of their funds via verbal agreements already.
  • The Reds, meanwhile, may yet be able to stay within their second-in-the-majors allotment, per Badler. Cincinnati is still expected to give shortstop Alfredo Rodriguez a $7MM bonus, but could still pick up enough slots via trade to keep the total spend within the limits.
  • Sticking with the international free agent scene, MLB.com’s Jesse Sanchez reports that Cuban outfielder Alexei Bell, who has been playing in the Mexican League, has asked for his release from los Tigres de Quintana Roo (Twitter link). Per Sanchez, Bell has been hit on both the hand and the arm and doesn’t want to risk a serious injury. It should be noted, too, that Bell was scuffling at the plate in his limited sample, batting just .171/.310/.314 through 42 plate appearances.
  • The Brewers’ top baseball decision-maker, GM David Stearns, has paid visits to watch high-school pitchers Jason Groome and Riley Pint as well as University of Miami catcher Zack Collins, Eric Longenhagen of Fangraphs reports on Twitter. Longenhagen also adds (Twitter link) that Rockies GM Jeff Bridich recently took a long look at Groome, who was previously favored to go first overall but has slipped in recent mock drafts.
  • Speaking of mock drafts, there are several new ones worth taking a look at for those interested in prognostication. Frankie Piliere of D1Baseball.com still likes the Phillies to grab University of Florida lefty A.J. Puk at 1-1, which is also the prediction of ESPN.com’s Keith Law (Insider link). Law has Kyle Lewis going second to the Reds and Groome heading to the Braves with the third choice. Baseball America’s John Manuel, meanwhile, now thinks the Phils will go for high school outfielder Mickey Moniak, leaving Cincinnati to grab Puk and setting up Atlanta to take Louisville’s Corey Ray.

Minor Transactions: Sierra, Outman, Carpenter

Let’s round up a few notable transactions that won’t impact major league rosters:

  • Cuban shortstop Anibal Sierra has agreed to a $3.5MM bonus with the Astros that will become official on July 2nd, Enrique Rojas of ESPNDeportes.com reports. The total outlay will be closer to $7MM when accounting for the penalty on the amount that goes above and beyond Houston’s $2.197MM international pool, though of course that number could change if the club acquires additional spending slots. Adding the glove-first 22-year-old would appear to set the club up for yet more additions, as his signing alone would require the team to take on a two-year ban on international signings of over $300K.
  • Former big league relievers Josh Outman, Josh Zeid, Eric Fornataro, and Nick Greenwood have signed deals with the Atlantic League’s New Britain Bees, according to team press release (h/t to Chris Cotillo of SB Nation, on Twitter). Outman, 31, has had some productive years as a lefty specialist but never got a shot in the majors last year while dealing with shoulder troubles. Zeid, a 29-year-old righty who has seen sporadic MLB action with the Astros, posted a 4.46 ERA in 70 2/3 frames for the Tigers’ Triple-A affiliate in 2015. Fornataro, a 28-year-old right-hander, has received only minimal major league time. He worked to a 5.37 ERA last year at Triple-A in the Nationals organization. As for Greenwood, 28, he did enough to earn 36 major league frames with the Cardinals in 2014, but ended with a 4.75 ERA and only managed a 5.79 earned run mark last season while functioning mostly as a Triple-A starter.
  • Veteran righty David Carpenter has signed with the Bridgeport Bluefish, the club announced. He had shoulder issues in 2015 and only managed 24 1/3 innings with the Yankees and Naionals. The 30-year-old has some impressive MLB work under his belt, but his strikeout rate plummeted last year after sitting at better than one per inning. He was released by both the Rays and Braves this spring.

MLB Declares Luis Yander La O, Three Others Free Agents

Major League Baseball has declared four Cuban players — third baseman/second baseman Luis Yander La O, third baseman Henry Quintero, shortstop Anibal Sierra and catcher Oscar Valdes — as free agents, making each free to sign with any club, according to MLB.com’s Jesse Sanchez (Twitter link) and Baseball Essential’s Robert Murray (who first tweeted that Sierra was a free agent).

La O, 24, is the most notable of the bunch. The third baseman turned 24 this past December and has six years of professional experience in Cuba, thereby making him exempt from Major League Baseball’s international bonus pool system. He’s free to sign with any club at any time and is near MLB-ready, according to summer reports from Baseball America’s Ben Badler, who noted that La O could probably jump directly into a Triple-A lineup.

La O is a lifetime .329/.388/.406 hitter in Serie Nacional in 1338 plate appearances. He’s homered just nine times in his Cuban career but also has displayed an uncanny knack for making contact — striking out in just five percent of his career plate appearances (as compared to a seven percent walk rate). La O has also stolen 57 bases in that time, although he went just 11-for-23 in his final Cuban season. Per Badler, some scouts are concerned about his lack of power and question how much he’ll hit in the Majors. Badler did call him an above-average defender at third base with plus or better arm strength but a low throwing slot that leads to inaccuracy at times. Badler also praised La O’s instincts at second base and feels that he can “absolutely” play the position in the Majors, though he noted that La O is inexperienced there and showed as much when turning double plays.

Considerably less is known about Sierra (22), Quintero (22) or Valdez (23), each of whom has been absent from lists of top Cuban prospects. Badler briefly mentioned Sierra when profiling Hector Olivera a year ago (the two were double play partners in Cuba), calling him a light-hitting shortstop with a good glove. Indeed, Sierra has batted just .238/.307/.298 in 91 games/175 plate appearances across parts of three seasons in Cuba. It would stand to reason that he’d need considerable time in the minor leagues, though his glove could have appeal to Major League scouts, it would seem. As for Quintero, he’s a .223/.274/.325 hitter in an even smaller sample of 181 professional plate appearances in Cuba. Valdez has only 59 professional plate appearances, per Baseball-Reference, having batted .200/.345/.244 in 59 plate appearances. (Of course, all of those numbers exclude international tournaments and other venues in which scouts would have the opportunity to see them in game situations). All three are subject to international spending limitations.
