Rays Sign Jordan Norberto To Minor League Deal

Left-hander Jordan Norberto has signed with the Rays, the pitcher announced on Twitter (Spanish link). Norberto, 27, is a client of Praver/Shapiro.

Susan Slusser of the San Francisco Chronicle spoke with Norberto, who confirmed to her that he has signed a minor league contract and still has to serve his Biogenesis suspension. He also still has a grievance filed against the A's for sending him to the minors before he was injured, but he still appreciates the A's for how well they treated him overall (All Twitter links). Slusser goes on to note that Norberto won't be in camp with the Rays during Spring Training but will report directly to the minors with the Rays as soon as he is able to do so.

Norberto had Tommy John surger this past June and didn't pitch in the Majors in 2013. He was a key member of the Athletics' 2012 bullpen, however, pitching to a 2.77 ERA with 8.0 K/9, 3.8 BB/9 and a 45.7 percent ground-ball rate in 52 innings of relief for the AL West Champs.

Mutual Interest Between Phillies, Ryan Madson

Though he's signed Major League contracts with the Reds and Angels in free agency over the past two offseasons, right-hander Ryan Madson has never thrown a pitch in the big leagues for a team other than the Phillies. That may not necessarily have to change this year, as Jim Salisbury of CSNPhilly.com reports that there's mutual interest from the two sides in a reunion.

Madson inked a one-year, $8.5MM deal with the Reds in the 2011-12 offseason but underwent Tommy John surgery that spring and missed the entire 2012 campaign. He turned around and signed a one-year, $3.5MM contract with the Angels last winter, but setbacks in his rehab continually pushed back his expected return date and ultimately led to his release.

Now 33 years old, Madson hasn't thrown a pitch for a Major League team since Oct. 7, 2011 — Game 5 of the NLDS. Madson punched out Daniel Descalso and Nick Punto in the ninth inning of a 1-0 loss (the Cardinals had taken the lead in the first inning). It seems impossible to think that Madson hasn't toed the rubber in a Major League game since that day, but that is indeed the case.

A return to Philadelphia would mean a return to the city in which Madson broke out as one of the game's best relievers. From 2007-11, Madson posted a 2.89 ERA with 8.6 K/9 and 2.6 BB/9 in 329 2/3 innings out of the Phils' bullpen, racking up 49 saves along the way, including 32 in 2011 — his lone season as the team's primary closer. Any negotiating will be handled by Damon Lapa and Scott Leventhal of All Bases Covered Sports Management, as Madson left the Boras Corporation this past October.

Madson could be looking at a minor league deal after missing the past two seasons. If he secures a Major League contract from a club, it figures to be heavily incentive-laden with a minimal guarantee — perhaps $1MM or so. He'd be a nice upside addition to a Phillies bullpen that likely still needs some help even after the acquisition of Brad Lincoln.

Within that same piece, Salisbury notes that John Mayberry Jr. remains "very much available" after being in play at the Winter Meetings. The Giants showed some interest at that time, he reports, but they've since signed Mike Morse. Salisbury believes that Mayberry was tendered a contract with the intention of trading him and notes that teams will keep an eye on him in Spring Training if he hasn't ben moved by that point.

Quick Hits: Downs, Nationals, Papelbon, Reynolds

Last month, reliever Darin Downs found out the Astros had claimed him off waivers from the Tigers as he was driving his wife to deliver the couple's second child, Evan Drellich of the Houston Chronicle reports. "I had a couple missed calls, a couple text messages. So I call one of the front office staff from the Tigers, he says, 'Oh, you've just been claimed by the Astros.' I'm like, 'All right, cool. I'm going to the hospital,'" Downs says. Here are more notes from around the big leagues.

  • A year removed from their nightmarish 2012 season, the Red Sox are again a desirable team for free agents, Scott Lauber of the Boston Herald writes. Some of that, Lauber notes, has to do with the team's willingness to spend money. The team also seems to have rehabilitated its reputation among players after reports of 2012 locker-room disarray. But another important consideration is simply that every season is different. "I always chuckle inside when you see the quote from a free agent, 'I want to go to a contender,'" says Jonny Gomes. "Oh, you mean the Tampa Bay Rays in 2008? Or the Oakland A’s in 2012? That contender? I know anything can happen. Every single year, good, bad and in between, is like an individual season. All you have to do is turn the page."
  • Reliever Jim Hoey is trying to return to the big leagues, MLBTR's Tim Dierkes tweets. Hoey, who will be 31 next week, last appeared in the Majors in 2011, when he pitched in the Twins' bullpen. He is perhaps best known for being traded (with minor-leaguer Brett Jacobson) for J.J. Hardy and Brendan Harris in 2010. He pitched briefly in the Brewers' system in 2013, and also pitched in independent ball.
  • The Nationals have a variety of extension candidates and may not have an easy time deciding how to handle them, writes Pete Kerzel of MASNsports.com. Pitcher Jordan Zimmermann and shortstop Ian Desmond are both open to extensions, Kerzel notes, but GM Mike Rizzo also needs to think about whether to extend Bryce Harper and Stephen Strasburg long-term (if that's practical — Scott Boras represents both of them, and one would think his demands would be through the roof). An extension for Zimmermann could exceed Matt Harrison's five-year, $55MM deal, possibly winding up somewhere near $85MM, Kerzel suggests. Both Zimmermann and Desmond can become eligible for free agency after the 2015 season.
  • The decline in Jonathan Papelbon's stuff last season could make other teams reluctant to trade for him, and Jason Collette of Fangraphs shows exactly what went wrong. Papelbon's velocity dropped as the season progressed, which allowed batters to make more frequent contact with his fastball. Hitters also made more contact with his splitter when he left it in the zone. While Papelbon's superficial statistics (a 2.92 ERA and 29 saves) were reasonable, his peripheral numbers mark him as something like an average closer at this point. Since he's making $13MM a year, that's a problem, and it could be tricky for the Phillies to deal him.
  • The Yankees have had talks with Mark Reynolds about a deal to return next season, but the corner infielder appears set to sign somewhere else, Mark Feinsand of the New York Daily News reports. Reynolds, 30, joined the Yankees in August after being released by the Indians, and hit .236/.300/.455 in 120 plate appearances, with characteristically high strikeout totals.

Giants Notes: Balfour, Surkamp, Pill

The Giants have had talks with Grant Balfour, Henry Schulman of the San Francisco Chronicle tweets. Schulman rates the Giants' chances of actually signing Balfour as "meh," however. As Schulman reported earlier today, the Giants are looking for a reliever but likely not a closer, so they would appear unlikely to pay steeply for Balfour's services. Since Balfour's deal with the Orioles fell through, he has been connected to the Yankees and Rays. Here's more out of San Francisco.

  • The Giants lost lefty Eric Surkamp (who was claimed by the White Sox) in part because Brett Pill remains on their 40-man roster, Schulman explains. The Giants are selling Pill's rights to the KIA Tigers in Korea, but until that deal is done, Pill has to stay on the 40-man, or the Giants can't collect their $500K transfer fee. That made Surkamp the odd man out when the Giants needed a roster spot for Mike Morse. In any case, Schulman notes that the Giants might have designated Surkamp anyway once they signed their extra reliever.
  • From the outside, the Giants' move to designate Surkamp for assignment didn't make sense, Grant Brisbee of SB Nation writes. Brisbee suggests that the Giants "probably let the next Carlos Villanueva go," reffering to the Giants' 2004 decision to send Villanueva to the Brewers in a minor trade for Wayne Franklin and Leo Estrella.

Cubs Interested In Jesse Crain

The Cubs are interested in reliever Jesse Crain, 670thescore.com's Bruce Levine tweets. The Cubs are one of many teams looking at Crain's medical information.

Crain, 32, spent the last three years as a setup man for the Cubs' cross-town rivals. He posted an 0.74 ERA with 11.3 K/9 and 2.7 BB/9 in 36 2/3 innings for the White Sox in 2013, although he suffered a shoulder injury in June and missed the rest of the season. The White Sox traded him to the Rays in July, but he did not make an appearance for Tampa Bay.

FOX Sports' Jon Morosi tweeted last week that Crain was deciding whether to take a one- or two-year deal. A one-year deal presumably might be attractive to Crain as a way of proving his shoulder is healthy before hitting the free-agent market against next season.

The Astros have reportedly shown interest in Crain, as have the Rockies. The Cubs agreed to a contract with Jose Veras last week with the intention of making him their closer, so Crain would likely continue to work in a setup-type role if the Cubs were to sign him.

Orioles Notes: Hendriks, Balfour, K-Rod

The Orioles' claim of Liam Hendriks today was, like many waiver claims, an acquisition made with depth in mind — Orioles executive Dan Duquette sees Hendriks as a possible spot starter, Eduardo A. Encina of the Baltimore Sun tweets. But Duquette also likes Hendriks' control. Hendriks struggled in the Majors in 2013, but he walked only 1.4 batters per nine innings in 98 1/3 frames for Triple-A Rochester, and since he was only 24, Duquette is optimistic that he might be able to post strong control numbers in the big leagues. Here are more notes on the Orioles.

  • Hendriks' acquisition won't stop the Orioles from pursuing starting pitching. The O's continue to look for starters in both free agency and the trade market, Encina tweets. Baltimore has been connected to starters including Ubaldo Jimenez, Johan Santana and A.J. Burnett.
  • Don't expect a big move before Christmas, however — Duquette indicates that most teams will begin their holiday breaks after today (via MASNsports.com's Roch Kubatko on Twitter).
  • The Grant Balfour "fiasco" could be an issue for the Orioles as they pursue free agents, FOX Sports' Ken Rosenthal writes. The O's backed out of their agreement with Balfour over concern regarding his medicals, a concern some other teams did not share. That wasn't the first time the Orioles had voided a deal for medical reasons, as Rosenthal describes. "This will factor into every competent agent's thought process going forward," an agent tells Rosenthal.
  • The Orioles do not seem to be interested in re-signing Francisco Rodriguez, Kubatko writes. Instead, they'll likely go with Tommy Hunter or free agent Fernando Rodney for their closer role.

Minor Moves: Haley, Scarpetta, Mastroianni, Ruffin

Here are today's minor moves and outright assignments from around the league…

  • Indians right-hander Trey Haley has cleared waivers and been outrighted to Triple-A Columbus, the team announced. Haley was designated for assignment last week in order to clear a spot on the 40-man roster for new closer John Axford.
  • Tom Haudricourt of the Milwaukee Journal-Sentinel reports that the Brewers have released right-hander Cody Scarpetta (Twitter link). Baseball America ranked Scarpetta as Milwaukee's No. 4 prospect at one point and ranked his curveball best among Brewers farmhands from 2008-11. Scarpetta, now 25, underwent Tommy John surgery in 2012 and struggled to a 7.15 ERA in 34 innings upon his return in 2013.
  • The Twins announced that they've outrighted outfielder Darin Mastroianni to Triple-A Rochester. The 28-year-old was a solid fourth outfielder for the Twins in 2012 with outstanding defense and baserunning contributions, but an ankle injury limited him to 73 plate appearances in 2013. Mastroianni followed up a .250/.328/.350 showing in 2012 with a .185/.229/.215 effort in 2013.
  • Right-hander Chance Ruffin has cleared waivers and been outrighted to Triple-A Tacoma, the Mariners announced. Ruffin was designated for assignment last week in order to clear room on the 40-man roster for Franklin Gutierrez, who re-signed with Seattle on a one-year deal.
  • The Brewers have outrighted right-hander Michael Olmsted off their 40-man roster, according to senior director of media relations Mike Vassallo (on Twitter). The 26-year-old whiffed 60 batters in 59 2/3 innings between Double-A and Triple-A in 2013 but also walked 43 hitters en route to a 5.88 ERA.
  • Right-hander Rhiner Cruz has been outrighted from the Astros' 40-man roster, according to Evan Drellich of the Houston Chronicle (Twitter link). Houston selected Cruz out of the Mets organization with the first overall pick of the 2011 Rule 5 Draft. The 26-year-old posted a 3.38 ERA in 21 1/3 innings in 2013 but walked more hitters (11) than he struck out (10) in that time. 
  • The Dodgers have signed right-hander Juan Abreu to a minor league contract, according to the team's transactions page. Now 28 years old, Abreu's only Major League experience came with the Astros in 2011 when he allowed two runs with 12 strikeouts against three walks in 6 2/3 innings of relief. The Dominican native has a 4.30 ERA with 11.5 K/9 and 5.9 BB/9 in 106 2/3 career innings at the Triple-A level.

Twins Re-Sign Mike Pelfrey

The Twins have been uncharacteristically aggressive on the free agent market this offseason, and they continued the trend by officially announcing the signing of Mike Pelfrey to a two-year, $11MM contract today. Pelfrey can reportedly earn $3.5MM in performance bonuses.

The Twins have been linked frequently with 29-year-old this offseason. Though he posted a 5.19 ERA for Minnesota in 2013, it's perhaps a positive that Pelfrey managed 152 2/3 innings in returning from Tommy John surgery. ERA estimators also suggest he may have been the victim of some bad luck. SIERA projected a 4.63 ERA, while xFIP suggested Pelfrey was in line for a 4.54 mark, and FIP pegged him at 3.99.

The Twins have spent heavily on pitching this offseason, signing Ricky Nolasco and Phil Hughes, but were rumored to be targeting further rotation help. GM Terry Ryan's push to revamp the rotation was no doubt brought on by the 5.26 ERA Twins starters coughed up in 2013, good for last in the majors. The 871 total innings the Twins got from their rotation in 2013 was also worst among big league teams.

While Pelfrey lacks the impact potential of Nolasco and Hughes, he's a good bet to provide innings. Prior to undergoing Tommy John in 2012, the 6'7", 250-pound right-hander was the picture of durability. He averaged 196 frames with the Mets from 2008 to 2011, posting a 4.27 ERA over that span. In 1,049 career big league innings, Pelfrey owns a 4.48 ERA and a 47.8 pecent ground-ball rate. If Pelfrey can improve on last season's 43.2 percent ground-ball rate and inch closer to his career mark, it should bode well for the right-hander. Minnesota deploys a strong defensive tandem up the middle in the form of Brian Dozier and Pedro Florimon.

Between Pelfrey, Nolasco and Hughes, the Twins have now committed $84MM to three pitchers this winter. Those three will join Kevin Correia in the rotation, with Kyle Gibson, Vance Worley, Scott Diamond and Samuel Deduno fighting for the fifth and final spot. However, Darren Wolfson of 1500ESPN.com tweets that the team hasn't ruled out acquiring another starter. The Twins "definitely" still have money to spend, according to Wolfson.

Blue Jays Claim Brent Morel

The Blue Jays have claimed third baseman Brent Morel off waivers from the White Sox, according to Toronto's transactions page. The loss of Morel will create a 40-man roster spot for left-hander Eric Surkamp, who was claimed by the White Sox earlier this afternoon.

The 26-year-old Morel has a career .229/.276/.333 batting line in 669 Major League plate appearances with the White Sox. Heading into the 2011 season, Baseball America ranked Morel second among White Sox prospects and 85th in all of baseball, praising his quick line-drive swing and calling him an intelligent defender with a quick first step. His offense has tanked since that time, however, as he's batted just .248/.323/.373 in 608 minor league plate appearances over the past two years. A bulging disc in his back in 2012 likely played a large role in that offensive decline.

The writing was on the wall for Morel after a marginal season at the plate and Chicago's acquisition of the much younger Matt Davidson in last week's trade with the Diamondbacks.

White Sox Claim Eric Surkamp

The White Sox have claimed left-hander Eric Surkamp off waivers from the Giants, according to Hank Schulman of the San Francisco Chronicle (on Twitter). Surkamp was designated for assignment by the Giants last week.

Surkamp split the season between Double-A and Triple-A as he recovered from 2012 Tommy John surgery, spending the bulk of his time in Triple-A Fresno. His work in the minor league was excellent, as he pitched to a 2.80 ERA with 7.4 K/9 and 2.4 BB/9 in 86 1/3 innings.

In his minor league career, Surkamp has a 2.84 ERA with 10.0 K/9 and 2.5 BB/9 in 484 2/3 innings. The former sixth-round pick made his big league debut for the Giants in 2011 and ranked among Baseball America's Top 30 Giants prospects from 2010-13.

Surkamp will provide the White Sox with more pitching depth that is essentially big-league ready. Chicago currently has Chris Sale, Jose Quintana and John Danks as locks for the rotation, with right-handers Erik Johnson, Andre Rienzo and the recently signed Felipe Paulino all as options for the back of the rotation. Surkamp figures to compete with those three for the fourth and fifth slots in the rotation following Hector Santiago's trade to the Angels.
