Active MLB Players Who Have Received A Qualifying Offer

By Mark Polishuk and Tim Dierkes | November 19, 2022 at 9:07pm CDT

Five days after the World Series ends each year, teams have the option to issue a one-year qualifying offer to any player who was not traded during the season.  For the 2024 offseason, the qualifying offer was set at $20.325MM.  After receiving a QO, the player has five days to decide whether to accept or reject this offer.  Those who accept are signed players, while those who decline require a new team to forfeit at least one draft pick to sign them.  A team losing a qualified free agent to another team prior to the amateur draft gains a draft pick.

Under the current collective bargaining agreement, any player who has previously been issued a qualifying offer is ineligible to receive another one.  With that in mind, here’s the list of active players who have received a qualifying offer in the past.

Bauer should be active. He’s a dbag but there’s no proof of what he did. Should be able to play unless found guilty.

MLB worked out something with the dodgers to get them out of that contract. He deserved a suspension, but two years (going into 2024) was the league’s way of killing his career.

He deserved a suspension? There are plenty of scumbag players but when someone asks to engage in rough activities and then receives it I don’t quite see where the issue is.

Guys like Ozuna, Familia, and others are much worse in my opinion.

Hmmm Bauer seems hea been doing videos instead of doing girls and beating them with his new found off time? I was with a girl who enjoyed S&M, but I loved her way to much. She was a star crossed lover when when were teens? I couldn’t do it, she went to go be with another boyfriend who would and ended up with a STD…. I felt bad I couldn’t hit her, but I knew it wasn’t right? I’m not a professional athlete either who strong and can lift weight and bound by a domestic assult/abuse clause? I’ll never understand how he didn’t know better? Let some fool with a STD do it for her?

Someone should put that on a tshirt and sell them in LA with Bauers face on it, “LET SOME FOOL WITH A STD DO IT” make his smile like a Nike swish

Everything you said is irrelevant (and stupid). Are you seriously saying he deserved a massive suspension simply because “he should have known better”? There is no proof at all that it even happened. But if it did, it was consensual and no one’s business. MLB is not in any place to play Mommy and punish the naughty boy for not knowing better. So go take your sanctimonious I’m better attitude to a different pro sport and tell me how many perfect angels you find.

I don’t see why the players are so against a international draft. There’s been a MLB draft since 1965 for USA players which seems to work just fine. I guess the players can’t cry about the qualifying offers now.

MLB has already handicapped what international free agents can make with the hard bonus pools anyway. It’s not a truly free system to begin with.

Unfortunately, the MLBPA shot itself in the foot by agreeing to the current slotting system, limiting their earning power in the draft. This was after they shot themselves in the foot by abolishing major league contracts for rookies, which sometimes was the biggest payday of a player’s career. Somewhere in there they also found the time to shoot international free agents in the foot (who had no representation, like this international draft) by agreeing with MLB to cap international bonuses.

They literally keep closing off their own revenue streams and they they run to ownership a couple years back screaming collusion without even considering that maybe taking all that money out of their own pockets suppressed their own wages.

Now i”m sure MLB is offering more money than the current slotting system but the current system is peanuts thanks to the incompetence of the MLBPA.

They’re not dying on it. They just weren’t convinced they wanted to agree to the international draft at the numbers the owners proposed when their only incentive to do so was removal of qualifying offers. They may well consider it leverage to use in the next CBA negotiation, since they know how much the owners want it.

Good Preller moves are Shields for Tatis (He signed Shields but I don’t count that as part of this move), Renfroe for Cronenworth trade, signing Manny Machado and trading for Musgrove. That’s it. Every other move is minor or an L.

Gavlis for Enyel De los Santos? A middle reliever who is now in CLE

Profar has been great this year putting up a 3.3 WAR and playing great defense in LF

Clevinger got hurt and missed a year but is putting up solid numbers. Naylor would be the one that got away, so the trade is a wash IMO

Matt Brash? The dude with a 5.40 ERA and 1.70 WHIP?

Pagan? The trade with Paddack that netted Rogers and ultimately was used to be flipped for Hader?Or the original trade for Margot who is pretty much out for the season

I know hating Preller is fun… and it was easy up until 2020, but the dude has made solid trades you are not even mentioning here

You forgot Pomeranz for Espinoza as well as Brad Hand for Mejia. Those guys were super high demand, and he has nothing to show for them. I guess acquiring them can be counted as a small W, to be fair.

Left those two out because Espinoza and Mejia actually were legit prospects when they were acquired, even if I personally thought they were both a little overrated at the time. Preller could have done 3-1 instead of 1-1 or 1-2 but then none of the prospects he got would have had the upside of Anderson Espinoza or Francisco Mejia. Preller went for the high risk high reward play, he lost.

Trading for Pom and claiming Hand in the first place were both outstanding moves. Preller admittedly isn’t half bad when he actually does try to buy low on guys.

Alfaro for $$ was an epic move

Only really bad trade AJP has made was Nola one

Myers trade I have no problem with when it happened that 1 guy turned into an AS SS and Myers flirted with 30/30 seasons is just the way some trades work.. but clearly got a good player in Myers

Musgrave/Clevinger and Snell trades all looking really good right now.. especially Snell who OWNS LAD .. and will pitch 2x vs them in a 5 game series… Snellzilla absolutely “electric” right now..

Drury acquisition was a genius move 10RBis in 8 games as a Padre

Yu trade was superb…Soto trade Historic… 357 .471 .607 1.078 Soto’s numbers in SD so far… and if AJP has one strength that is “superheroe” level is he can rebuild a system over 1 draft and 1 Intl class…the later we are signing #4 Intl overall stud and #1C Ethan Salas already.. lots of DLG and ACL players 17-19yr olds are off to excellent starts and will be in our top 30 spec list soon.. Lesko and Snelling were absolute steals and even before trade deadline were #4 and #7 Padres specs projected…

Alfaro 0.9 WAR in 2022. They got him for cash so the trade certainly didn’t hurt them but not exactly “Epic” there.

Wil Myers is atrocious. Trea Turner is a top 10 player in baseball. He also cost much less than Myers.

I’m not sure who “Musgrave” is. Musgrove, OTOH, has obviously worked out well for SD but the Padres could have used David Bednar and could have pretty easily signed Musgrove after 2022 had they not traded for him.

The Clevinger and Snell trades were definitely losses. Only a couple weeks ago there was talk of the Padres trading one of them to shed salary.

They have to win the WS in 2022 for the Drury trade to have been a plus. Victor Acosta also has a lot of helium.

Yu trade is trending in the right direction because the prospects surrendered haven’t performed this year. But his trade value was limited on account of his age, injury history and large salary. One year before the trade the Cubs FO threw a public fit because he didn’t opt out.

Soto trade pretty much crippled the franchise for the rest of the decade after 2024. If they don’t win a WS before then then that trade will go down as one of the worst in history.

No Preller can not rebuild the farm system to what it was in one draft and one international signing period. Especially when he no longer gets to draft in the top 10.

Frazier trade sucked but at the time Frazier was hitting over .320 leading the league in hits. How the hell did Preller know he was going to suck it up?

Taylor trade wasnt bad at first before he just got lit up. Taylor had about 15-18 innings of no era and looked dominant. Paddock is always on the injured list and Pagan hasn’t been anything special. We got Hader for Taylor and a few prospects.

The bad trades of Max Fried and Turner are the ones that sting the most. The worst signings he did was the extension of myers and hosmer. I wonder if they didn’t sign Hosmer they could have gotten Freeman instead…

You win some and lose some..he isn’t a great gm but at least he tries to improve the team. It could be a lot worst.

Frazier had already set his personal best for fWAR by the time the Padres traded him despite a third of the season left to play. He was an obvious sell-high candidate for Pittsburgh.

The Rogers trade was Taylor Rogers (who fell off a cliff production wise and is obviously not a Padre anymore) and Brent Rooker (who is basically a poor man’s Hunter Renfroe and also is no longer a Padre).

We have basically proven that Preller loses trades FAR more often than he wins them. Some will say he can afford to overpay because of how much is in the farm. I just don’t see it that way.

And I have no idea who Paddock is.

Preller has probably “lost” more trades than won, but that’s not necessarily the end game. A GM doesn’t just trade/sign, they also oversee draft/international signings/and development of minor league elements. Preller should be given credit for perhaps outperforming nearly every GM in terms of total number of prospects acquired/developed over the past 5-7 years. The “haul” that other teams think they’re getting in trades with Preller is enabled only because of the revolving door of talent he assembles quickly for use in building the ML team.

Those who fault him (and many obviously do) for selling the farm in trades should probably also consider how this label has followed Preller for years. How can he keep selling the farm, year after year? Reservoir water is for using when the tributaries are flush.

And it helps that Seidler has given the Pads the green light to pour so much into scouting and minors in general. He also is okay with the team flirting with cap every year. He’s okay with it because he’s making $. They’re a big market team now, the season ticket sales for 23 from the Soto signing alone are stunning. It’s beginning to look like they can sustain this strategy, and having the NFL move out of SD might have been the biggest boost of all.

          @Brew88…

“Preller has probably “lost” more trades than won…”

          Not probably.

“… and development of minor league elements.”

Which Preller has been arguably the worst in baseball at.

“Preller should be given credit for perhaps outperforming nearly every GM in terms of total number of prospects acquired/developed over the past 5-7 years.”

And he also should be given, the blame, for failing to successfully get those prospects over the hump into the majors, which is kinda the key to the whole equation when it comes to prospect development, is it not?

“How can he keep selling the farm, year after year? Reservoir water is for using when the tributaries are flush.”

Basically a fancy way of saying what I literally just said I don’t see it that way. The pipeline is now dried up and even if it wasn’t, the question you should be asking isn’t “Can they afford it?” but rather “Will it benefit them?” Elon Musk can afford to give me $100m. But what REASON does he have to do that?

“It’s beginning to look like they can sustain this strategy.”

They can’t. This team is going to suck after 2024.

So basically you are defending Preller’s strategy of building up an elite farm system only to gut the whole thing for a 2 or 3 year window. We’ve already established that that’s not how successful organizations operate. Look at the last 6 WS winners for proof of that.

The Frazier trade was the most perplexing of Preller’s deals to me. Not just because Frazier’s performance dipped (and dipped below his seasonal averages, which ain’t saying much), At the time their pitching staff was gassed, with 3-4 SPers injured, and the ones not injured were spiraling (Darvish), and just about every game was out of necessity using the opener strategy where guys like Stammen were starting games. It was a dumb trade at the time because the last thing the team needed was a weak hitting and slow OF (they couldnt use him at 2B, they have Cronenworth there). It was a real wtf moment for me.

More perplexing if the rumors are indeed true that they planned to trade Hosmer to make room for Frazier. They should have traded Hosmer before Frazier if that was the case, not after.

Yes, probably. But you’re more focusing on “winning” trades than I am so why argue symmantics.

To “successfully get those prospects over the hump into the majors, which is kinda the key to the whole equation when it comes to prospect development, is it not?”. Yes, some of the Padre prospects have been traded to other teams and done well in the majors (France, for example). That only impresses other GMs more. More prospects, more trade value, better options to acquire Darvish or Soto..

I’m not defending Preller’s/Seidler’s strategy, it might not work, But I bring it into this one-sided discussion their success of acquiring prospects via draft/signings that others seem to choose to ignore. I know it doesn’t play into your desired narrative, I get that.

I’m not a hater or a lover of Preller. I’m a Giants fan. And a bored Giants fan quite frankly. Your Pads are fun, try to enjoy.

And relax, the team will be fine in 2024

There’s no point in having prospects unless you can close on them. So far, Preller has shown that he is either unable or unwilling to do that.

Are you implying that traded players succeeding means teams are more likely to trade with you in the future? If so, the Guardians and Rays win almost every trade they make. That doesn’t stop teams from trading with them.

As for the Pads being fun, the goal isn’t to be fun it’s to win championships. Anyone would take a boring winner over a fun loser.

Will they he fine in 2024? Musgrove is their only proven starting pitcher under control for that year, they have nothing coming from the farm and Manny Machado has an opt-out after 2023 that he will use if and only if we don’t want him to.

One goal is to win championships yes, not to win every trade. Another goal is to make money. Not the goal I care about, but like it or not it’s an owners league.

Right now the Giants are boring losers.

Hard to evaluate the Padres SP in 2024, other pieces will no doubt be acquired to join Musgrove and Morejon so I wouldn’t assume anything just yet. Lesko, Snelling, Groome and Williams might crack the rotation, or be packaged in a trade for an established vet. …???

I, too, don’t care how much money the owners make.

Giants will be back. Farhan and co. know what they are doing.

Padres rotation is sunk after 2023. Morejon is more of a swingman. Lesko is not going to seriously impact the rotation as a 20 y/o who lost 1-2 years of dev time to TJ. And they probably just QO Snell and Darvish if they are healthy then let them walk.

That never gets mentioned enough. Part of being a pro is off field stuff. What to eat, how to train. How to tell the doctor not to give you steroids. The fans loved the service time manipulation narrative. Not realizing tatis obviously didn’t have the mental maturity to be in the big leagues and still might not.

You mean the guy who gave up 3 runs to the giants in 2/3 of an inning? Preller is the master of buying high and selling low. He’s terrible at making trades. He has a decent team because of a 400 million budget and he build a decent farm, which he later decimated.

Exactly. He went all in with a team that was already 13 games (now 16 games) out of first place. If Milwaukee gets hot, the Padres might not even make the expanded playoffs. That would just be HILARIOUS.

This is not unprecedented. I’ve seen a decent amount of GMs that could develop an awesome minor league system, but flamed out on every trade and every FA signing.

IMHO, I think Preller has a tendency to want to “seal the deal” by throwing in one extra prospect that he doesn’t think he will need. There was a time that you could track how many 45 FV prospects SD had.

No, but you shouldn’t trade away your entire farm just for a chance to be one of the 4 teams fighting for three spots in the Wild Card race. There are lots of places in between “not trying” and “going all in.”

Don’t listen to hiflew. He defended the Rockies not trading their pending FA’s at the deadline. He appears to have hit me with the mute but that won’t change the fact that his team’s key decision makers have no idea what they are doing.

Their entire farm? Let’s break it down please
          – CJ Abrams = #1 Padres prospect and SS that is blocked by Tatis (long term) and, Crone and Kim for 2B this season and maybe the next. Could have been converted to CF but loses value.
          – Mackenzie Gore: – Missed 2020 due to COVID and 2021 got the yips and did not even pitch in the minors. Started strong but elbow injury in July
          – Robert Hassell III – Upcoming coming CF and played in the Futures Game, Projects good contact but medium to low power
          – James Wood – Might be the steal of the trade. Huge Aaron Judge type power and high OBP combo.
          – Jarlin Susana – 18yr P with great stuff and at least 3 years away.

For Bell and 2 more years of Soto

Still got Campusano and Merrill, and recently drafted international guys like Zavala and Lizarraga are already their #6 and #7 prospects. Lesko and Snelling were drafted this year and could jump real fast.

If you keep up stocking on prospects, you never empty your entire farm

I don’t have a dog in this fight but you can’t use a relief pitchers ERA to mean squat. Especially one that has been there a couple weeks. If you want your comment to mean anything put down how many innings he has pitched. Low innings a bad game or just a run in each game he has played could do it.

What will happen to the training those guys get from teams in their academies? I like the fact that teams go out and find a number of kids each year feed cloth educate then coach. There are guys who don’t make it but still have an education and can get out of the poverty they are in. I guess MLB will have to run them. If the academies are closed I hope they never have a draft.

If the Union had swapped an international draft in return for an alteration or ending of the QO system, the entire leadership should be fired. The QO impacts only a comparative few every year–and most get paid anyway. The international draft has huge economic implications.

    There are only a few players that will likey be given QO’s this winter;

Xander Bogaerts (if he opts out)
    Nathan Eovaldi
    JD Martinez
    Jameson Taillon
Jacob deGrom (if he opts out)
Nolan Arenado (if he opts out)

Of that group JD is probably the only one likely to accept as he is in the mists of a terrible offensive season and there is zero chance he secures a multi-year deal even with 15 new potential suitors. Take what will probably be around $19 million for the one season as a pillow contract and hope for better numbers next season.
