Noelvi Marte Receives 80-Game Suspension After Positive PED Test

The MLB commissioner’s office announced today that Reds infielder Noelvi Marte has received an 80-game suspension without pay after testing positive for Boldenone, a banned performance enhancing substance. “The Reds fully support Major League Baseball’s drug policy and its penalties,” the club said in a statement. “We will have no further comment.” Marte will be on the restricted list until the first 80 games of the regular season are completed.

Marte, 22, was one of several exciting young position players to debut with the Reds last year. An international signing of the Mariners out of the Dominican Republic, he was one of four players that came to the Reds in the 2022 trade that sent Luis Castillo to Seattle. He slashed .279/.358/.454 in the minors last year, earning himself a call-up in mid-August. He then hit .316/.366/.456 in his first 123 major league plate appearances while splitting his time between shortstop and third base.

Marte was coming into the 2024 campaign as a consensus top 50 prospect in the sport and set to be a key part of the left side of the Cincinnati infield. Instead, he will sit out the first half of the season while serving his suspension.

As mentioned, the Reds have been graduating a number of prospects to the majors lately and should have plenty of options to cover for Marte’s absence. Matt McLain can play either middle infield spot while Elly De La Cruz could play either spot on the left side. Jeimer Candelario and Christian Encarnacion-Strand can play the corner infield spots.

Spencer Steer can bounce all over the diamond but may end up in left field with the infield logjam, even without Marte. Jonathan India has been a second baseman for the most part but has been getting work at first and in the outfield due to the club’s bevy of infielders. Catcher Tyler Stephenson has some experience at first base. Even if Steer and India end up spending more time on the infield, the outfield still has TJ Friedl, Will Benson, Jake Fraley and Stuart Fairchild.

How the club manages their roster without Marte remains to be seen. For him personally, this figures to push back his free agency and perhaps his qualification for arbitration as players do not accrue service time while on the restricted list. He currently has 44 days of MLB service time but this suspension will prevent him from getting over the one-year mark in 2024.

        If I recall correctly, the release of this information is up to negotiation between the union, league and the player/rep/agent. The team is notified immediately upon the negative test but is not involved in any other way.

          I cerrtainly don’t “know” — and have zero inside information — but I do now wonder.

          It just made no sense for the team to spend big money on Jeimer with Marte, DeLaCruz, McLain, India, CES and Steer.

          … when that money could have been used to sign an upgraded free agent pitcher.

          They still have too many infielders and outfielders. By mid season both Marte and Arroyo will be pushing for a spot to play. In the meantime they still have one too many infielders. One would assume that one of the outfielders will DH most of the time. Arroyo likely chases De La Cruz to either 3B or the OF by mid season. I guess with his problems with his feet, India could be the RH DH. as well as spell CES at 1B. All in all, it is a good problem to have. It is way better than not having enough capable players to plug into all the positions.

          @Alan in a perfect world their 4th OF DHs. But they are pretty rhin as far as OF depth. Freidl, Benson, and Fraley all missed a decent amount of time last season. Steer played 2/3’s of season in the IF and Fairchild is a last resort. Odds are that IFs will see quite a bit of time DHing.

          Even without Marte, they still had plenty of infielders. Its only an 80 game suspension. They signed Matthias and Harrison as depth options. That’s what you do for short term losses. You don’t sign someone to a 3 year contract. Candelario is someone they wanted. He is not a knee jerk reaction.

          Speculating whether Team X will sign Player Y is common speculation. Assuming a team knew about a player’s PED suspension months before it was announced and acted on that information is something totally different.

          And as others have said, the Reds have plenty of infielders even without Marte and Candelario. More pitching and/or and OF would have been a better fit than Candelario.

          Kick the tires on Michael Taylor and Adam Duvall. Taylor makes sense for OF depth because we only have one true CFer. Duval would provide right hand balance to so many lefties out there and also allow Steer to play some 3B should the need arise.

          Are you saying I can google how soon after a positive PED test, and how far in advance of a PED suspension, the team is informed? I tried that and found nothing.

          It would be very easy for you to share your knowledge by providing a link. Otherwise, I will use logic to deduce you don’t know what you’re talking about.

          You and dave said the team knows as soon as the positive test is determined, and this could lead to months of actions by the Reds using this knowledge.

          Do other teams know? If not, that would lead to an imbalance of knowledge in the FA market, which seems like something the other 29 teams would have a problem with.

          They found out as soon as the positive test result came in. At that time the HPAC immediately notifies both the player and his team.

          Your mention of the HPAC spurred me into looking up the specifics. This is from Wikipedia, so doubt it if you will:

          “Each Player shall be tested upon reporting to spring training. All Players will be selected for an additional unannounced urine specimen collection during the season on a randomly selected date.”

          According to this, there is no testing during the offseason, so Marte tested positive some time in the last few weeks. The Reds signed Candelario in December.

          @Manny it would not surprise me at all if it were leaked. The only thing I question is if it were leaked to Reds it surely would ve been leaked to other teams as well. The Reds obviously would benefit by keeping it quiet, other teams however had nothing to gain not leaking it publicly.

          That’s why I’m curious as to when the test was taken. It would give a better idea of if/how the test influenced offseason decisions.

          I am not saying that this does happen, but if the league office finds out at an earlier stage of the due process, perhaps there is a “leak”?

          Again, my suspicion is based solely on circunstantial evidence, nothing solid and no inside information.

          not going to count all of them as im not that invested in this but i looked at suspensions over 80 which means a 2nd suspension and of those 9 players 7 were dominican. Marlon Byrd and A-rod are the 2 that are not.

          You must be new to following baseball. PEDs are ingrained in the Dominican culture and are one of the few ways out of poverty in that country. Ten percent of MLB players have Dominican roots, but well over 50% of positive test results are Dominicans.

          Actually I found a Wikipedia site of suspended players and it does seem to support the idea that there are more Dominicans than other foreign Latinos, though it does not have the numbers of players from each country that are not suspended to compare percentage-wise

          if you are looking for population of players by country you Roster Resource has a breakdown by country for each 40 man roster which can be used as a proxy for the overall number. shouldnt take you more than 10-15 mins to put it together.

          Dominicans are the majority of foreign players. That’s where they predominantly come from. More than Canada. Small amount Cuba, smaller Venezuela and Japan. Tiny amount Korea and Mexico, Panama..

          I’m guessing the higher rate of PEDs is like a class thing. Their paths to big leagues are different and higher risk in some ways. Different prospects too.

        Not to mention the earning limitations of being uneducated and living in the DR. A lot of these guys grew up with dirt floors and the choices were either baseball or poverty. Before people judge them for risking their health or legacy, I think we need to remember the position they and their families were in beforehand. Still not great, but a lot more understandable than an American middle class kids from the suburbs doing it.

          @Halo for some of these foreign players to them it literally is stealing bread. Many live in such poverty that only shot at a stable life and not living hand to mouth is baseball.

          It might equate to a lot more, but ultimately for many this is their only shot at a consistent means of putting food on the table. Well you might have nothing but contempt, for most Americans we could never imagine living in the poverty and hopelessness they are born into. Even the poor in America live life’s that many across the world could only dream of.

          @JackStraw the poor in America still have access to public schools and various other social programs. And yes I ve never been dirt poor and couldn’t imagine so. The point still stands that the poor I’m America still have it better than the poor in 3rd world countries. If you haven’t noticed people leave everything behind to try and sneak into our country, how many are sneaking out going the other way??

        I get it a lot more with a young player waiting to get his first seven figure payday.

        Once you have made eight figures and you still try to cheat, then you can no longer say – well, I was willing to compromise my principles to make sure my family was set for life. Then you are just a cheater with no remorse.

          I don’t have any sympathy for a guy that got a 1.55 million dollar bonus who is one of the top prospects in baseball.

          The excuses some are making for this guy are absurd.

          Because everyone intentionally walked him and padded his numbers for him. He had 120 INTENTIONAL walks in 2004, which is more than all but three other players had unintentionally. And that doesn’t include the pitch around walks. Bonds’s numbers were padded by opposing managers far more than any drug.

          @Phillie they enhance talent. And for some players on the fringe whose talent would not get them on a MLB roster, that little bit extra makes the difference. The extra bat speed and power can be the difference when it comes to make or break.

          And yes it ultimately can make some have big league talent who otherwise would not. If a player can’t get around fast enough on pro pitching PEDs can make all the difference.

          As for what happens when an already elite talent turns to PEDs just look at Bonds. We saw an all time great talent stwp it up a notch and start purring up video game type stats.

          Everything is on the margins when the competition is so intense. If PEDs take a 45 grade prospect and make them a 50 grade prospect, that can be the difference between majors and minors.

          We all know that if you take a regular guy in good shape and give him PEDs that it does not create eye-hand skills and other needed abilities. But PEDs add to strength and shorten recovery time and among two guys of equal talent, the one who uses PEDs is cheating to get the edge over the guy with the same abilities – that is called cheating.

          They make a baseball travel further(more HRs). They make a ball hit on the handle travel over the infield.(more base hits). They make a fastball travel faster (more strikeouts). Thus, they make you a cheater. Doing it via weight lifting is one thing. Doing it with drugs is another.

        PEDs don’t make an average athlete into a good baseball player. But PEDs do give a competitive advantage to one elite player over another elite player, and cheating to get that edge can be the difference between making the show and languishing in the minors.

        We all understand that some minor league lifers have talent way above those of us who merely played, for example, in high school.

        Just because everyone has cheated on something – no matter how small – does not mean that consequences for cheating should be forsaken.

        I laugh at the guys who want to forgive a young poor foreign ball player for using PEDs but they oppose amnesty and forgiveness for undocumented workers who illegally entered the country.

        You can have empathy and still seek consequences to level the competition.

First time here illegally they are deported and giving a bill for costs and eligibility lost for a year. 2nd time, two year suspension from the USA. 3rd time never being allowed on US soil again. Even if one-third of his 1.55 million went to his trainer “Banana” (you can make that name up) and another third to taxes, that leaves $500,000.

          I have no problem with calling undocumented workers “illegals” as long as you call the employers who hire undocumented nannies, farmworkers, etc. call the employers “illegals” as well.

          Gbs42. Suspensions are a drawn out processes. The appeals can take weeks, and they are done in private.

          The Reds have known about this for awhile. Of course we don’t know when, but I bet they knew about this before Spring training started.

          1) where did I say monts ago…I pointed out that players are teasted in the off-season. That could have been Nov or Dec, or even Feb.
          2) have you ever read the JDA? Betweem the test results being delivered to the MLBPA which then has 72 hours to tell the play to the scheduling of a “B” sample which then is shipped to the only testing facility used by MLB (in Montreal) to the sceduling of a conference and then a grievence which trigger an automatic appeal (withing 10 days) to that hearing and and decision (within 25 days) to the report being wriiten (within 30 days) then the anoucement to the public.
          A couple weeks is optimistic.

    This makes a bit more sense as to why they kept all of their infield depth in place, and even added to it.

    I know the Red have known about this for awhile, but I’m curious as to when they found out.

    If they really somehow didn’t know, then I bet they’re pretty greatfuk they made the moves they did, or didn’t make some of then.

    Several people said they were ignorant for keeping India, but I’d say that move looks a bit better now..

      Something tells me a team can’t legally attempt to trade a player with a looming suspension, without informing the other team. And if they tried, mlb would probably void it, and throw a little fine or something to the team for failure to disclose pertinent information.

        They just found out today. They signed Candalerio months ago. Even if they “somehow” behind the scenes knew he was doing it, there would be no proof, so they could have traded him since there were no testing results that verified he was on PEDS. They were just about to play him this week. Now the guy has the value of a basket of used baseballs.

Outside of A Rod, who got caught again, most of these players never come back to their previous form, and those were proven guys more often than not. His trade value today is a microcosm of what was yesterday.

      Most of the guys from the 80s. At the time you could see just by looking at them all. Pretty marked difference between Jose Canseco and, say, George Brett or Mike Schmidt.
      At about 1993 that became much harder to do.

      Correction. Was talented. Now this season is shot, and he will be caught behind other players, and passed by even more in the Reds system. I imagine he will be traded to the A’s in the off season, where he will be stuck in that limbo of disaster, with a AA lineup around him, for a minor league middle reliever.

    What an idiotic way to smear your professional reputation permanently. He’s still just a kid, and maybe some bad actors in the DR got into him, that place is a hellhole of peds. Rehardless, its a long road back for him, not just 80 games, but re-earning respect of his peers. I hope he can get his head screwed on straight and recover his rep.

      Difference with tatis is he got paid. Not justifying it myself, but I just see so many similarities between the two. Tatis wasn’t an elite player coming up to the extent marte was projected as early in their careers. Really comes down to hype and prospect evaluation throughout the years.

Oh no, he missed his 1.5% chance at the HOF in order to do that. The 80 year olds that vote on that corrupt institution probably would’ve snubbed him anyways for his “attitude towards the media”. And its the reason baseball went from #1 american sport to about #11. Nobody wants to see guys jacked up on PEDs. Or players banging on cans to win championships. Youre delusional if you dont think mlb has lost way more fans than it gained the last decade and its bec the game is forever tainted. These tiktok athletes are nothing compared to ted williams, jackie robinson, sandy koufax, hank aaron, rickey henderson- real athletes who left it all on the field.           He bankrupted an entire city/organization mlb put a stop on the extra funding requested mainly because of his contract and Prellar being a mad man. Tatis is what he is the roids made him elite he’ll never shed the label anyways and now he’s got to live up to those unrealistic expectations year after year from the contract. But let’s go pat a dude on the back for that steroid story and salute syringes while we’re at it. These guys that juice deserve all the hate in professional sport because it’s for professional and contractual advantages. When things are said and done judge them by the numbers only if and then.

    Unrelated but can someone explain to me in very simple terms, what the luxury tax hit for the 2040 Dodgers will be for Ohtani, Betts and Freeman? They will be paid $68,000,000 + $11,000,000 + $5,000,000 in “deferred salary” that year.

      The tax hit will be $250,099 per year, beginning in 2070. This is because
      Dodgers will renegotiate an additional 1 billion in deferred payments between all 3 players, payable to their extended grandchildren beginning anytime after the year 2070. Dodgers will roll 2020 era deferrals into the new deal, extending the tax hits for the whole deal. Deferrals will be escrowed in interest bearing funds, principal being collected by local levies on homeowners and businesses for a 50 yr period. Interest earned accrues 50% to Dodgers 49% to MLB, 0.9% to Anaheim county, and 0.1% to homeowners and businesses. That 0.1% will of course be repatriated to the Dodgers for partial payment to construct a new stadium every 15 years beginning in 2050. Everybody wins!

      It would be just that amount as we can assume that there will be a substantial increase in the CBT threshold by then, if it’s still in existence. The Mets are currently paying Bobby Bonilla $1.2MM yearly in deferral money but also effectively paying an additional 110% in tax with team payroll over the fourth threshold.

    I don’t get presuming Krall signed Candelario and made a 2 year deal with India because he knew about Marte months ago. There’s no evidence of that. Because Moll and Young haven’t pitched yet in ST is that why he signed Suter and got Tyler Gilbert on a MiLB contract? Krall knows all his players and is preparing for as many possibilities as he can. He is just proving to be better at his job than Reds fans are familiar with. Now there’s a roster spot open. I hope he’s talking to maybe Adam Duvall’s agent.

      I agree with cguy about a return of Duvall. Way better than Kemp or Harrison out there. Also consider Michael Taylor who can play all three spots because if Freidl goes down we have no true CFer. One year deal for either.
