The latest minor moves from around MLB…

  • The Cubs released right-hander Mike MacDougal, Matt Eddy of Baseball America tweets. The Cubs signed MacDougal to a minor league deal in May after the Dodgers released him. The 35-year-old, who signed a one-year, $1MM deal before the season, posted a 7.85 ERA with more walks than strikeouts in 19 appearances for the Cubs' top affiliate.
  • The White Sox released left-hander Scott Olsen, Eddy tweets. The White Sox signed the 28-year-old to a minor league deal in January. Olsen, who has battled shoulder injuries in recent years, appeared in just three minor league games for the White Sox before being released.

Outrighted To Triple-A: Tim Dillard

  • The Brewers announced that they outrighted Tim Dillard to Triple-A Nashville, pending the right-hander's acceptance of the move. Dillard appeared in 34 games for the Brewers this year, posting a respectable 4.38 ERA with 7.1 K/9 and 3.4 BB/9 in 37 innings. The Brewers will recall right-hander Tyler Thornburg and promote infielder Jeff Bianchi in related moves.

Justin Upton Rumors: Wednesday

The Diamondbacks are willing to listen to offers for Justin Upton, but they’re not looking for prospects. "We're still in win mode,” GM Kevin Towers told Nick Piecoro of the Arizona Republic. We’ll track the latest rumors on Upton here with the most recent updates up top.

  • Olney suggests the Braves could be a fit for Upton (Twitter links). Atlanta could build a deal around third baseman/outfielder Martin Prado and pitching prospects, Olney writes. Upton would balance the Braves' lineup and provide the team with cost certainty going forward, Olney adds.
  • The Diamondbacks believe they could obtain a package of perhaps three players for Upton, Piecoro writes. Towers said he’s not shopping the right fielder, but will listen in case an enticing offer emerges. “Clubs have asked; I've said, 'Hey, tell me what you would do.' We could either say yes or say no," the GM told Piecoro.
  • The Rangers could make sense as a suitor for Upton, ESPN.com’s Buster Olney suggests (all Twitter links). The Diamondbacks could be interested in third base prospect Mike Olt and the Rangers could like the idea of adding outfield depth with Josh Hamilton headed toward free agency.
  • Upton has no-trade protection that allows him to block deals to some big-market teams, including the Yankees, according to Olney.

Athletics Release Brian Fuentes

The Athletics announced that they released reliever Brian Fuentes. They had designated the left-hander for assignment on July 3rd after a disappointing first half.

In 25 innings for the Athletics this year Fuentes posted a 6.84 ERA with 6.5 K/9 and 3.6 BB/9. The 36-year-old is in the second year of a two-year, $10.5MM contract he signed following the 2010 season. He'll earn $5MM this year, but can now be signed by another team for a pro-rated portion of the MLB minimum salary. The Cardinals showed interest in Fuentes after the A's removed him from their roster.

Cubs Sign Albert Almora

JULY 11th: The Cubs have officially announce the signing in a press release. Almora will report to the team's complex in Mesa.

JULY 9th: The Cubs have agreed to sign first round selection Albert Almora, Jim Callis of Baseball America reports (on Twitter). The high school outfielder obtains a $3.9MM bonus.

MLB recommended a $3.25MM bonus for Almora, the sixth overall selection in last month's draft. The outfielder has lots of tools and polish, Callis notes. The Cubs have now agreed to terms with their first 20 selections from the draft. Just six first round selections remain unsigned with four days to go before this Friday's deadline for signing draft picks.

Potentially Available Starting Pitchers

Starting pitching is in demand every summer. And as fans of Doug Fister and the 2011 Tigers know, it’s not always the biggest names that have the biggest second-half impact. 

Teams are now navigating the trade deadline under a new collective bargaining agreement, and for the first time in decades clubs cannot obtain compensatory draft picks if players acquired midseason depart as free agents. There’s been some speculation that this rule change will mean lowered asking prices for top players. After all, why would a team surrender top prospects for a player who could disappear without a trace a few months later?

It’s a fair question, but there’s still reason to believe top players will cost top prospects. Imagine for a minute that you’re a general manager calling up Doug Melvin of the Brewers about Zack Greinke. You say ‘Hi Doug, we’d like to acquire your ace right-hander, but the CBA changed so we’re going to scale our proposal back and offer a couple B and C prospects. That OK?’ Melvin could then say ‘Thanks, but no thanks. I’ll wait it out and get a top draft pick next year. Good luck having replacement level pitchers in your rotation for the next two months.’

Within a few weeks we’ll know how the trade deadline will affect the value of top pitchers. Until then, here’s a look at which pitchers will — or might — be available between now and the upcoming trade deadline:

  • Cole Hamels, Phillies – Hamels is one of the best pitchers in the game. Though he's just 28, he has a seven-year history of success in a major market, including a World Series MVP award. Hamels has the potential to improve some team’s rotation dramatically and demand will reflect that upside if the Phillies make him available.
  • Zack Greinke, Brewers – If you go by the numbers, Greinke's just as desirable as Greinke. However, some teams question Greinke's ability to thrive in the spotlight. Still, the right-hander has the potential to make a team’s front office look really smart.
  • Matt Garza, Cubs – Garza's 4.32 ERA is pretty ordinary, but he’s still a tremendously valuable trade chip for the Cubs. Unlike Greinke and Hamels, Garza's controllable through 2013. He has succeeded in the AL East and his peripheral stats remain strong.
  • Wandy Rodriguez, Astros – Rodriguez has a 3.38 ERA through 18 starts, but his salary could be an obstacle for some clubs. The left-hander will earn $10MM in 2012, $13MM in 2013 and, potentially, $13MM in 2014 (the team’s ’14 option becomes a player option following a trade). However, the Astros showed that they’re willing to absorb salary if it means a chance at obtaining better prospects when they dealt Carlos Lee to the Marlins.
  • Ryan Dempster, Cubs – Dempster, who has an NL-best 1.99 ERA, should draw lots of interest as a mid-season trade candidate. The Cubs seem willing to absorb some of his $14MM salary to facilitate a deal.
  • Shaun Marcum, Brewers – Marcum, now on the disabled list, is on track to hit free agency this offseason. He has a 3.39 ERA with 8.4 K/9 and 2.8 BB/9 through 82 1/3 innings in Milwaukee.
  • Paul Maholm, Cubs – Maholm could appeal to teams looking to add back-of-the-rotation depth. His contract includes a $6.5MM option for 2013.
  • Randy Wolf, Brewers – Wolf's trade value would be limited by his 5.80 ERA and $9.5MM salary.
  • Jeremy Guthrie, Rockies – Guthrie’s trade value may be at an all-time low following three disappointing months in Denver.
  • Edinson Volquez and Clayton Richard could be available, but there’s no reason for the Padres to trade such controllable, young arms without obtaining a remarkable package in return.
  • Jason Vargas, Mariners – Vargas is similar pitcher to Wandy Rodriguez, but he's younger and less expensive, as I explained last month.
  • Kevin Millwood, Mariners – Millwood, 37, has a 3.69 ERA with 6.9 K/9 and 3.5 BB/9 in 90 1/3 innings with Seattle. He earns $1MM and will hit free agency after the season.
  • Despite the annual speculation surrounding Felix Hernandez, there’s no indication he’s truly available.
  • Bartolo Colon, Athletics – Colon, 39, is the player the Athletics are most likely to trade, according to Ken Rosenthal. The righty has a 3.80 ERA with 5.4 K/9 and 1.5 BB/9 through 104 1/3 innings.
  • Brandon McCarthy, Athletics – The A's would reportedly consider offers for McCarthy, a prospective free agent who has a 2.54 ERA with 6.0 K/9 and 2.2 BB/9. He's now on the 15-day disabled list.
  • Brian Matusz, Orioles – Matusz appears to be a trade chip for the Orioles. He's now in the minor leagues after posting a 5.42 ERA through 16 starts in Baltimore.
  • Francisco Liriano, Twins – Liriano, a free agent after the season, has pitched well since returning to the rotation. Still, clubs are wary of trading for the left-hander, whose walk rate remains high.

MLBTR has previewed the trade market by looking at potentially available catchers, first basemen, second basemen, third basemen, shortstops and outfielders. Left-handed relievers are up next.

NL West Notes: Street, Garcia, Ozuna

Much of the recent NL West chatter relates to Justin Upton and potential trades for Arizona's 24-year-old right fielder. The Diamondbacks will listen to offers for Upton, who’s just one year removed from a fourth-place finish in the NL MVP balloting. Here are some non-Upton related notes from the NL West…

  • Padres closer Huston Street said he could “clear the air” with Mets bench coach Bob Geren if a trade sends him to New York this summer, Jon Heyman of CBSSports.com reports. "If I get to the Mets, that'll be the first bug I go squash,'' Street said. The right-hander called Geren his “least favorite person” in sports following their time with the Athletics.
  • The Diamondbacks signed catcher Oswaldo Garcia, Ben Badler of Baseball America reports. Some scouts considered Garcia the top Colombian prospect available this year. The 16-year-old has a powerful bat and a strong arm. 
  • The Diamondbacks also signed 16-year-old Dominican shortstop Fernery Ozuna, Badler reports.

Dodgers, Cubs Discussing Dempster, Garza

The Dodgers and Cubs are discussing possible trades that would send either Ryan Dempster or Matt Garza to Los Angeles, Jon Heyman of CBSSports.com reports. The Dodgers are seen as a favorite to acquire Dempster, and they’ve also had conversations about Garza. 

The Dodgers are expected to pursue upgrades aggressively in their first summer under new ownership. They have the resources to take on large contracts like Dempster’s ($14MM) and Garza’s ($9.5MM), but the Cubs prefer to obtain talent in trades even if it means getting less salary relief.

Dempster, 35, recently returned from the disabled list. He has a league-leading 1.99 ERA with 7.3 K/9 and 2.3 BB/9 in 86 innings and will hit free agency this coming offseason. Garza, 28, has a 4.32 ERA with 8.3 K/9 and 2.8 BB/9 in 93 2/3 innings. He’ll go to arbitration once more next winter and hit free agency following the 2013 campaign.

NL East Notes: Sheets, Bourn, Schwinden

Ben Sheets, who last pitched for the 2010 Athletics, will start for the Braves this Sunday, Jon Heyman of CBSSports.com reports. The right-hander started two games at Double-A and posted a 5.06 ERA with a 10K/1BB ratio after signing with Atlanta. Here are today's NL East links…

  • Braves center fielder Michael Bourn believes the Nationals were interested in him last summer, Adam Kilgore of the Washington Post reports. The Nationals, who continue to seek a long-term answer in center field, are expected to pursue Bourn when he hits free agency this coming offseason. Bourn told Kilgore he’ll take his time deciding on where to sign his next contract. “Right now, I’m focused on this season right now,” he said. “I think I’m on a good team right now in the Atlanta Braves.”
  • Chris Schwinden cleared waivers after being claimed four times in the span of five weeks, Adam Rubin of ESPNNewYork.com reports (on Twitter). The right-hander’s playing in the Mets’ minor league system, but he’s no longer on their 40-man roster.

J.C. Romero Elects Free Agency

Left-hander J.C. Romero opted out of his deal with the Orioles and elected free agency, Jon Heyman of CBSSports.com reports. The Orioles signed the 14-year MLB veteran a month ago and assigned him to their Triple-A affiliate.

The Cardinals signed Romero to a one-year deal worth $750K plus incentives back in December only to release him six weeks into the season. After signing on with the Orioles the 35-year-old MDR Sports Management client posted a 2.51 ERA with 8.2 K/9 and 3.1 BB/9 in 14 1/3 innings (17 appearances) at Norfolk. He has a 4.15 ERA with 7.2 K/9 and 5.1 BB/9 in 657 1/3 career innings.
