NL West Notes: Balentien, Giants, Tanaka, D’Backs

Wladimir Balentien smashed his 56th home run for the Yakult Swallows on Sunday to break Sadaharu Oh's Japanese single-season record and some within the Giants organization have wondered if they could find a way to acquire him, writes Henry Schulman of the San Francisco Chronicle.  There's one problem, however - Balentien signed a three-year deal with the Swallows before this season, which means he will not be a free agent until the end of 2015.  “He wants to come back.  That’s what he told me two or three weeks ago. His dream is to come back and play in the major leagues," said Giants hitting coach Hensley Meulens. “We’ve talked about him, but nobody knows how to go about it, to get out of the contract."  While the idea has been batted around, Schulman cautions that the  conversations have been theoretical and have not involved GM Brian Sabean.  Here's more out of the NL West..

  • The Dodgers have scouted Japanese right-handed pitcher Masahiro Tanaka, a source tells Mark Saxon of ESPNLosAngeles.com.  Earlier today we learned that the rival Angels are also looking at the Rakuten Golden Eagles standout.
  • Diamondbacks left-hander Matt Reynolds learned that he'll require Tommy John surgery after his MRI was reviewed, according to Jack Magruder of FOX Sports Arizona (via Twitter).  The 28-year-old, who posted a 1.98 ERA with 7.6 K/9 and 1.6 BB/9 in 30 relief outings this season, will probably go under the knife with Dr. James Andrews next week.
  • Keith Law of ESPN.com (Insider sub. req'd) runs down the players that have exceeded his expectations this season, highlighted by the MVP-caliber play of Diamondbacks standout Paul Goldschmidt.

International Notes: Tanaka, Abreu

The latest on some of the top international targets for Major League teams this winter…

  • The Angels have been scouting Japanese right-hander Masahiro Tanaka and will consider a run at him this offseason, according to Mike DiGiovanna of the Los Angeles Times. Tanaka represents a way for the team to upgrade its rotation with a controllable, young arm (Tanaka is currently 24) without having to sacrifice players like Mark Trumbo and Howie Kendrick in a trade, DiGiovanna adds.
  • In his game recap of Tanaka's most recent start (he threw a 10-hit, one-run complete game), Baseball America's Ben Badler cites Japanese media outlet Sanspo in reporting that the Yankees, Red Sox and Diamondbacks all had scouts in attendance once again. All three were said to have scouts in attendance for another recent Tanaka outing. Badler's subscription-only piece includes a full report on Tanaka's performance.
  • The Phillies aren't likely to make a play for Cuban slugger Jose Dariel Abreu, a team source told MLB.com's Todd Zolecki. The presence of Ryan Howard and Abreu's inability to handle an outfield spot leave them without a place to put him despite the need for right-handed power. Zolecki adds that the Phillies have worked out top prospect Maikel Franco at first base as well, so they could have a power-hitting, right-handed first baseman to eventually replace Howard anyway for a fraction of Abreu's price.

Japanese Posting System May Change This Fall

Since 1998, the Japanese posting system has called for a bidding process that left just one MLB team with a window to negotiate a contract with a coveted Japanese player.  However, the system could be getting a significant overhaul in the near future with changes that could take effect as soon as this November, multiple sources told David Lennon of Newsday.  

One of the proposals for a new system would have as many as three teams chosen among the top bidders, with the Japanese player then allowed to choose the club he'd prefer to play for and negotiate with.  MLB declined to comment, but senior VP for baseball operations Kim Ng acknowledged that they have talked with Nippon Professional Baseball (NPB) about the issues involving the posting process.

If those changes take place, it will give Masahiro Tanaka the opportunity to have some say in where he'll play in MLB if he decides to make the jump.  It's a luxury that previous imports Ichiro Suzuki, Daisuke Matsuzaka, Yu Darvish, and many others never had. 

The rumored changes could benefit all parties involves.  The player, of course, would get the freedom to choose between three clubs rather than being led to just one.  Meanwhile, the new system would prevent an MLB team from placing the winning bid for the sole purpose of blocking other clubs without the intention of signing the player.  Closing that loophole would benefit both MLB and NPB.

Lennon writes that a great deal of people in baseball believe that the overhaul is overdue.  The posting agreement has been renewable on a year-to-year basis, with either side able to re-open conversations about it for the coming offseason, so the opportunity to make alterations has been there.

Last month, Ben Badler of Baseball America wrote that changes to the posting system were being discussed, with one proposal calling for more money to be funnelled to the players themselves rather than the Japanese team.

International Notes: Tanaka, Rangers

Masahiro Tanaka's name continues to generate buzz with each game he pitches in Nippon Professional Baseball. The 24-year-old currently boasts a 20-0 record with a 1.24 ERA, 7.7 K/9 and 1.3 BB/9 in 181 innings for the Rakuten Golden Eagles. Here's more on Tanaka and the international prospect front…

  • Ben Badler of Baseball America cites a story from Japanese media outlet Sponichi in reporting that the Diamondbacks, Braves, Mariners, Red Sox and Yankees were among the teams with scouts in attendance for Tanaka's most recent start. Tanaka whiffed 11 hitters in a complete-game effort, yielding two runs on seven hits and a pair of walks, Badler adds in his subscription-only game report.
  • The Rangers signed 16-year-old Dominican infielder Yimmelvyn Alonzo for $350K, according to MLB.com's Jesse Sanchez (Twitter link). Over at BA, Badler points out that because Texas is already 15 percent over their spending pool, the Rangers will have to pay a 100 percent overage fee, meaning Alonzo essentially cost them $700K. Sanchez writes that Alonzo has some of the best raw power in this year's class of international prospects, though scouts are split on whether or not he can stay at shortstop. Some feel he will ultimately end up in the outfield or even at first base as he continues to grow.

Recent Mariners callup Taijuan Walker's skin color is important for the future of baseball, as just 2.3 percent of the 648 pitchers who have thrown in the majors this year are American-born black players, Jeff Passan of Yahoo Sports writes. The rise of Walker, whose father is black and mother is half-Mexican, half-white; and the Rays' Chris Archer, who was born to a black father and white mother, "represents what the league desperately hopes is a trend and not an anomaly," Passan says.   • Over the last two seasons, National League starters acquired by the Rangers have failed to succeed in the AL West, tweets Evan Grant of the Dallas Morning News, posting a collective 4.72 ERA, 1.38 WHIP, and 1.37 HR/9. Though Grant rightly acknowledges that the sample is far too small to be conclusive, it is certainly true that both of the team's major trade-deadline acquisitions – Ryan Dempster (2012) and Matt Garza (2013) — have put up pedestrian numbers for Texas.
  • Rangers left-hander Matt Harrison will have surgery to repair thoracic outlet syndrome in his right shoulder on Monday, Grant reports. Harrison had the same procedure, in which a rib is removed, on his throwing shoulder in 2009. “Since I’m already shut down with the back issues for the year, I might as well get it taken care of,” Harrison commented. Rangers GM Jon Daniels says he believes Harrison will be ready for 2014 spring training, Anthony Andro of Fox Sports Southwest tweets.
  • Blue Jays assistant GM Andrew Tinnish and scout Danny Evans were in Japan in August to scout Masahiro Tanaka, Bob Elliott of the Toronto Sun reports via Twitter. Clubs connected to Tanaka so far include the Twins, Giants and Yankees.

Quick Hits: Hughes, Tanaka, Angels, Infante

A change of scenery could allow Phil Hughes to be more like the pitcher everyone thought he would be in 2007, but it's unlikely the Yankees will ever see that pitcher, writes Andy McCullough of the Star-Ledger.  Hughes could be given a qualifying offer this winter, but it seems more likely that this stage that the Bombers will simply let him walk rather than risk being on the hook for nearly $14MM.  Here's more from around baseball..

  • The Rangers aren't expected to make the same kind of push for Masahiro Tanaka that they did for Yu Darvish prior to the 2012 season, T.R. Sullivan of MLB.com reports. Though they've scouted the right-hander, the Rangers don't see Tanaka as being a Darvish-caliber pitcher at the present. As Sullivan notes, Darvish had a 1.99 ERA in seven seasons in Japan, averaging 2.4 BB/9 and 8.9 K/9. Tanaka's Japanese stats - 2.32 ERA in seven seasons, 1.9 BB/9 and 8.5 K/9 – are similar, but reports suggest he doesn't have Darvish's overpowering fastball.
  • In an article for ESPN Insider, Dan Szymborski examines MLB teams that have seen large drop-offs in a recent update to ESPN's Future Power Rankings scoring system, which projects overall franchise strength for the next five seasons. The Angels top the list following disappointing seasons by Albert Pujols and Josh Hamilton, but it's too early to declare that Pujols won't return to being an offensive contributor, Szymborski says. He also advises that the club make a play for free-agent pitchers such as Matt Garza or Hiroki Kuroda this offseason to bolster a struggling rotation. The Blue Jays, Brewers, Nationals and Reds round out the list.
  • Omar Infante's new agent, Gene Mato, negotiated Anibal Sanchez's big five-year, $80MM deal with the Tigers this winter, MLB.com's Jason Beck notes. With a .319/.346/.453 line this year, Mato's new client could emerge as one of this offseason's top middle infielders, potentially complicating matters for the Tigers. Hernan Perez, 22, could be in line to inherit Detroit's second base job, but he may not be ready to do so by next season, Beck says.

Quick Hits: McCann, Dotel, Tanaka, Astros

The Pirates' acquisition of Justin Morneau is rated by Scott Miller of CBSSports.com as the August waiver trade with the highest "Cody Ross potential."  Ross, of course, was an unheralded pickup in August 2010 who ended up paying huge dividends in the Giants' World Series victory that season.  Here are some more items from around the majors…

  • Though Evan Gattis' storybook rookie season has been slowed by injuries and slumps, David O'Brien of the Atlanta Journal-Constitution still doesn't think the Braves will push to re-sign Brian McCann this winter.  Since the Braves won't be able to transition McCann from catcher to DH as he ages, O'Brien figures that an AL team who can offer this luxury will outbid Atlanta for McCann's services.  MLBTR's Tim Dierkes ranked McCann third the last edition of his 2014 Free Agent Power Rankings, though McCann's bat has cooled off (.674 OPS in 89 PA) in August.
  • There is a "99.9%" chance that Octavio Dotel will be shut down for the season, Tigers manager Jim Leyland told reporters, including Anthony Fenech of the Detroit Free Press.  Dotel hasn't pitched since April 19 due to an elbow injury and he has experienced forearm tightness during his minor league rehab assignment.  Since Dotel turns 40 in November, it has been speculated that this injury could mark the end of Dotel's career, though Leyland said he wasn't aware of the veteran reliever's future plans.
  • The Yankees have "heavily scouted" Masahiro Tanaka, sending scouts to see many of Tanaka's starts for Rakuten, Mark Hale and George A. King III of the New York Post report.  Assistant GM Billy Eppler and special assignment scout Don Wakamatsu were in Japan last week for one of Tanaka's outings.  The Yankees and Rangers could be the favorites to make the highest posting bid for Tanaka should Rakuten make him available this offseason, though the Giants, Red Sox, Athletics and Twins are also known to be interested in the right-hander.
  • Fangraphs' Wendy Thurm explores when the Astros will start to raise their payroll by comparing the club's major payroll cuts to other teams who have slashed salaries in recent years.
  • With Alex Rodriguez facing a possible season-long suspension in 2014 and Mark Reynolds and Kevin Youkilis both question marks, ESPN's Jim Bowden (Insider subscription required) looks at some long-, medium- and short-term third base answers that the Yankees could acquire from another team.
  • The Twins should move Joe Mauer to first base next season and rely on either rookie Josmil Pinto to play catcher or sign A.J. Pierzynski, Jim Souhan of the Minneapolis Star Tribune opines.  Pierzynski, who spent his first six seasons in Minnesota, would also provide the Twins with some needed grit and leadership, Souhan adds.  Pierzynski will hit the free agent market again this winter and one would think he'd prefer to play for a contender at this late stage in his career.  He's hitting .283/.309/.452 with 16 homers in 424 PA with the Rangers this season so he'll certainly have a market for his services.

Giants Interested In Jose Abreu, Masahiro Tanaka

The success of imports like Hyun-Jin Ryu, Yoenis Cespedes, and Yasiel Puig in the state of California has led to the Giants rethinking their approach to the international market this winter.  Sources tell Andrew Baggarly of CSNBayArea.com that the club's scouting department is going into hyperdrive with an eye on Japan's Masahiro Tanaka and Cuba's Jose Dariel Abreu.

“The risk and cost assessment has to be part of the equation,” Giants vice president Bobby Evans said. “As for the rewards, you do look at what some of these recent high-risk signings have done. It does give you a sense of `This is the potential.’ It does give you that desire to say, `Hey, can we get the next one?’”

Aside from seeing the success of Puig et al, the Giants recognize that this winter's free agent market will be relatively thin, making it necessary to explore other options.  San Francisco also recognizes that they will have a good amount of cash to spend thanks to their share of the league's TV revenue.  They'll do their due diligence on both Tanaka and Abreu, but Tanaka might be the better fit of the two given the club's emphasis on pitching and the potential marketing opportunities he brings.

Baggarly notes that the Giants may have been discouraged from going after international free agents after their bad experience with Cuban defector Osvaldo Fernandez in the late 1990s.  However, they're now seeing that top foreign talents have been able to come to the major leagues and succeed right off the bat.  Evans was also quick to note that the Giants always did their homework on players like Cespedes and Puig, along with every other international free agent.  For example, sources said they went after Jose Iglesias in 2008 when he defected from Cuba.

International Notes: Mets, Tanaka, Twins

Many international players have generated quite a bit of buzz, which should lead to some hefty paydays when they become available to Major League clubs via free agency. Jose Dariel Abreu, Alexander Guerrero and Masahiro Tanaka are just some of the big names that could jump to the Majors next year. Here's the latest on the international market, with updates on each of those three…

  • The Mets signed Dominican outfielder Ricardo Cespedes for a $725K bonus on his 16th birthday over the weekend, Baseball America's Ben Badler reported. Badler writes that Cespedes has a good, loose swing and a nice gap-to-gap approach with the speed to start his pro career as a center fielder. As Badler notes, the Mets have spent a total of $2.465MM, so they still have some room in their $3.025MM international bonus pool.
  • In a subscription-only piece, Badler also profiles Tanaka's most recent start in Japan, during which he whiffed eight hitters over seven scoreless innings to improve to 18-0 and drop his ERA to 1.15. Badler notes that Tanaka has "arguably the best splitter in the world," and reached 97 mph with his heater on his 108th pitch of the night. Tanaka would have to be posted by the Rakuten Golden Eagles to make the jump to MLB.
  • Darren Wolfson of 1500 ESPN reports that Abreu's lofty price tag will likely lead the Twins to "loosely monitor" him rather than become serious players for his services. He adds that the Twins are still in on Guerrero but not as deeply as other suitors (Twitter links).

Badler On Posting System, Tanaka, Maeda

This offseason could see revisions of the posting system that allows players in Japan's Nippon Professional Baseball league to jump to MLB, Baseball America's Ben Badler reports. A memo from the commissioner's office earlier this year informed MLB clubs the two leagues were discussing possible changes to the system. Sources tell Badler that one potential new provision could be a cap to the posting fee, which could see more money funneled to players rather than the Japanese team and would also allow MLB to count more dollars against the luxury tax. Overall, however, it's not really clear what direction the posting system is headed in. “We’re just operating under the idea that everything’s going to be the same way it was last year," an international director told Badler. “That’s the same as everyone else I talked to.”

Several clubs expect that pitcher Masahiro Tanaka will look to join an MLB team this offseason, according to Badler, which confirms what we've heard in recent months. The 6-foot-2, 205-pounder has put together a sterling season this year for the Rakuten Golden Eagles, compiling a 1.20 ERA across 158 innings with 130 strikeouts and just 22 walks. With an arsenal that includes a low-90s fastball and two plus secondary offerings – including a splitter that grades out at a 70 on the 20-80 scouting scale – some scouts project him as a potential No. 2 starter that could help a team immediately, Badler reports.

Badler's article reveals that both the Rangers and Yankees have sent top scouts to Japan to watch the 24-year-old pitch, and could be the favorites to sign him.  However, they're not the only teams keeping tabs on the righty as the Red Sox and Twins have also been connected.

Some scouts believe Kenta Maeda, another Japanese righty, could attempt to migrate to the majors this offseason, though the majority believe there's less than a 50 percent chance of that happening, Badler adds. Maeda has a 2.26 ERA in 123 2/3 innings this year, but at just 6 feet and 160 pounds, he probably doesn't have the frame that projects to consistently hold up for 200 innings a season. Maeda might best be served by waiting a year to avoid being posted at the same time as Tanaka. However, several scouts tell Badler they see the 25-year-old as a back-end starter in the majors, and given his smaller size, that isn't likely to change.
