Arte Moreno Discusses Ohtani, Luxury Tax, Angels Stadium, Ownership

In the wake of Arte Moreno’s decision to abandon plans to sell the Angels, the owner has been somewhat uncharacteristically willing to discuss team matters with the media.  Moreno has already spoken with the New York Post’s Jon Heyman in February and Sports Illustrated’s Tom Verducci over the last month, and today the Halos owner engaged in his first open Q-and-A with Angels beat writers (including Jeff Fletcher of the Orange County Register and The Athletic’s Sam Blum) in over three years.

Today’s media session covered some of the same ground as the Heyman and Verducci interviews, though Moreno did confirm that the team is willing to exceed the luxury tax in order to keep Shohei Ohtani in the fold.  The two-way superstar is scheduled to be a free agent after the 2023 season, and with speculation swirling that Ohtani could command as much as $500MM in his next contract, going beyond the tax threshold would seem like almost a necessity for any team serious about retaining his services.

Since Moreno bought the team almost exactly 20 years ago, the Angels have only once (in 2004) surpassed the Competitive Balance Tax limit.  That said, Anaheim has also spent big to extend or sign the likes of Mike Trout, Albert Pujols, Vladimir Guerrero, Anthony Rendon, and several other marquee names, so Moreno is no stranger to paying for premium talent.

The Angels are projected for roughly a $226.7MM tax figure in 2023, under the $233MM CBT threshold.  Moreno was non-committal about the idea of exceeding the tax this season, but said that “if we’re in it at the [All-Star] break, I want to be able to have enough cash to pick up somebody.”  In terms of future CBT commitments, Moreno felt “we really positioned ourselves well” to potentially retain Ohtani, and Moreno noted that “after four [remaining] years for Rendon, we really have no long-term contracts.  So we have to position ourselves and work to put ourselves in a position to have that financial flexibility.”

Having Trout, Rendon, and Ohtani all on the books through the 2026 season (when Rendon’s deal is up) would mean that those three players in all likelihood take up at least half of the Angels’ room under the tax threshold.  That seems to be a bridge Moreno is willing to cross, though quite a bit of work seemingly has to be done before an Ohtani extension becomes a reality.  Moreno said the team hasn’t yet spoken with Ohtani and his camp about future plans, and the owner noted that “Ohtani has to want to be here, too. It’s a two-way street.”

“When we started talking to Mike [Trout], I spent a lot of time with Mike.  I just said, ’You have to make a decision.  This is where you want to be.’  This is where you want your family to be.  We started sitting down with the agent.  And Ohtani, he has to figure out if this is where he wants to be.”

Moreno said that the Angels were likely to spend over 60 percent of their revenues on payroll this season, and the team’s current approximate payroll of $212.1MM is a new club record.  Beyond these expenditures, Moreno said that GM Perry Minasian has “basically an unlimited budget to try and build our minor-league system.  So those guys get cut, and we try to sign minor-league deals with them.  Continue to build the depth.”

Anaheim’s busy offseason was seen as a little bit of a surprise, given how teams seemingly on the verge of being sold are sometimes in a bit of roster limbo until the ownership question is settled.  That said, Moreno took the opposite route, saying that “we never stopped doing anything” despite the talks with potential buyers.  “I was communicating with [Minasian] almost every day….I told him, no matter what happens, I want this team prepared to play and win.  We invested a lot of money.  I wanted to make sure that if I changed my mind that we were, ’OK, go.’ ”

This stance speaks to Moreno’s customary aggressiveness in trying to field a winning team, though obviously those efforts have been in vain through seven consecutive losing seasons.  Moreno denied the common perception that he is too hands-on with his front office’s moves, saying that “every player that we’ve ever signed has been with a discussion of the general manager all the way through….If there’s a decision that Perry wants to sign someone, if we’re going to negotiate and we want to get a deal done, I need to be there because I need to make the call or [else] he’s running back and forth. He and I talk about the money before we make any decision.”

The fact that Moreno approached the offseason thinking he might eventually opt to keep the Angels likely speaks to his reticence about a sale, and his ultimate decision to take the team off the market.  Moreno left the door open to possibly sell a minority share in the club at some point, but “I do not have a successor” in mind as the Halos’ next owner.

The club’s future at Angel Stadium (and perhaps in Anaheim altogether) was also a topic of discussion, given how back in May, the Anaheim city council voted against an agreement that would’ve seen the city sell the 150 acres of land surrounding the ballpark to a Moreno-owned management company.  Moreno said he will soon be meeting with newly-elected Anaheim mayor Ashleigh Aitken “and we’re going to work with that administration” in regards to whatever next steps might come with the ballpark and development situation.

The Angels’ lease at the stadium runs through the 2029 season, and the team can also exercise an option to extend that least through 2038.  Moreno didn’t offer any comment on the idea of a potential move, saying “We’ve been there a long time, and we’ll see what happens.”

      Why is the first 3 paragraphs of this about angels exceeding luxury tax. The angels haven’t made the playoffs for like 10 years and it’s got nothing to do with the amount of payroll in that time.

      i actually agree for once. this is mostly inspiring tidbits coming out of arte moreno, i dont mind a majority of the things that he has said since deciding to keep the team. it seems him and perry are very close in a good way; perry seems to have a sensible idea of who arte is and how to go about his organizational plan knowing arte needs to be on his side. next offseasons drama(and baseball in general) would be better with the halos in the playoffs

      No. There’s no room to build around next to Disneyland. In fact Disney is going to use what is now a parking lot next to Katella and Disney Way for the next theme area.
      There’s Hotels all around Disneyland. No room for anything else. It will have to be the Stadiums current location the land is border by Orangewood to the south. State College to the west,, Katella to the north and the 57 freeway to the east.
      On the other side of the 57 freeway there’s the Honda Center. where the Anaheim Ducks play. Ducks ownership is going to build a mix use Hotel/ Retail Urban Center named “OC Vibe” They plan on starting construction next year. They want it completed by2028 when the Olympics come to LA

      where would he move to? long beach airport is occupied. tustin is building houses in the lot. seal beach leisure world lot is next to navy land that stores bombs. the only place i can think of is inglewood sofi stadium parking lot. but they would have to build parking structures for both football and baseball.

      It was originally a baseball stadium. It wasn’t built with football in mind. When the Rams played there. The goal post on the south end was about where 1st base is And of course the north goal post was about the middle of the bullpens. The seats behind the bullpens was put there when they expanded Anaheim Stadium before the Rams 1st season in 1980.
      Before that when they had high school football games there. The football field ran from home plate to CF.

          I don’t think Ohtani turns away any West Coast team (sans the Las Vegas A’s) if they are the highest bidder. Just because he decided not to go to Seattle the first time around, that does not preclude him from signing there this time.
          Ohtani WILL hit the open market and some one will overpay him. I hope it is not the Angels. I think Ohtani’s AAV will be north of $40 million for 7-9 years. I don’t see him staying a 2 way player for more than 4-5. He is worth the money if all you want is ROI and not worried about the albatross at the back end. I would hope the Angels learn their lesson on signing players like that.
          I am a big Ohtani fan. I love to watch play and appreciate his talents. I just don’t think the Angels can remain competitive with that much money tied to the top 3 players, If they can cultivate a decent farm system with a good group of pitchers year in and year out, they will be in the playoff hunt year in and year out.

    Please the only reason he did not sell the LAA was he was looking to get 4 billion dollars for the club.

    So like almost every sport team owner the city and state will build him a new billion dollar ballpark.

    And he will add hotels and restaurants and bars and a casino and other shops.

    After this he announce that he selling the club.

      Angel Stadium originally Anaheim Stadium was financed by the City of Anaheim.
      Originally other cities in Orange County were going help but they backed out and City of Anaheim decided to go it alone.

        Ohtani is going to get a million or two more AAV than Scherzer or Verlander. 10 years at a minimum and $45 million AAV. Maybe as much as 12 years, which is why so many think he will get $500 million.

        I don’t know how much Ohtani will get because I don’t know how much he’s going to limit his choices.

        He may say he’s wiling to play for the Yankees, but is he? If he was willing to play anywhere, 500 million seems reasonable. But maybe he’s already limited his choices to the Giants, Padres, Dodgers and Angels.

        If he wanted to go to Seattle, he would have already gone there. The DH in the National League opens up three new West Coast teams that offer different opportunities five years ago.

        I don’t know how much more the Padres can spend. I don’t know if the Giants are competitive enough, and if the Angels don’t make a run this year… that leaves the Dodgers.

        Winslow, most players stop negotiating after Opening Day. Perhaps Ohtani is different and the Angels know this, but as the season gets closer to being done Ohtani loses the incentive to negotiate and the Angels their leverage. Seems after 5 years the Angels should have been talking well before now.

    Perry Minasian is easily the best Angels GM since Bill Stoneman. He came from the Braves and has restructured the organization and the ML team in a like manner. (People thought Brian Snitker was a joke of a manger for years after he’d been hired – lots of Angels fans are making the same mistake about Phil Nevin.)

    Whether or not they sign Otahani past this season, that organization is finally on the right track.

        Perry could fart and some people would say it Devine wind.

        He didn’t build the core of this team. He didn’t build the rotation. He extended Fletcher and Stassi, both looks like bad moves. He made horrible moves in 2021, and 2022. And of course this bullpen, which is all him, looks really bad.

        I’m willing to say his future should ride on this pen. But many Angel fans don’t want to hold him accountable for anything.

        I’m confused. What FA signed a long term contract for the Angels? I can’t find many long term contracts in 2021 to 2023 while Minassian has been their GM. He signed Fletcher in 2021 to a 5/26 deal that was considered a team friendly deal at the time but since then the longest deal has been 3 years and there has only been one of those. Who did I miss?

    Out of every team in baseball, the Angels singularly have the most individual top tier talent without a team make up to make them worth anything in so far as playoff potential is concerned.

    If Ohtani just wants individual statistical records and the salary, he can stay with the Angels. If he wants pennants and World Series titles, he will likely have to go elsewhere.

    But a ton of free agent contracts just result in money and not titles, so maybe Ohtani should just stay where he is. Be Like Mike- Trout. Stay, break indivisible records, make record breaking money, accept that you won’t win any team titles.

      If Ohtani decides to go somewhere else. That is his choice. But that’s no guarantee that the team he goes to, will win anything either. Junior decided to leave Seattle, never seen the playoffs again. The Dodgers are as close to guarantee to making the playoffs as a team can w. Their roster isn’t as good as it was 2 years ago. Houston is the most guaranteed team to make the playoffs right now. That could be completely different in 3 years. The Yankees are one of the oldest teams out there. The Roid Sox are the worst team in that division. They also have less pitching than the Angels. The Mariners, are a nice story. Until Trader Jerry feels the pressure to be a WS contender and he starts making bad trades. And that’s coming. The Giants don’t have a better roster than the Angels do. Ben Joyce will the biggest key, to how good the Angels will be this season.

      Thus far he’s made about 45m dollars in his career, which isn’t small change. This will be his first -and probably only- mega deal, though. So if the Pirates shock the world and offer 500m, you take it and head to Pittsburgh. If it’s the Angels, you stay. When you’re looking at a ten or twelve year deal, it’s just too hard to size up who’ll be competitive and who won’t, so why stress it?

        Had Ohtani waited and played two more years in Japan, he would’ve been an unrestricted free agent. MLB execs and agents had predicted Ohtani would sign a minimum of $200MM on that F.A. contract. He chose not to wait. Somehow, I don’t think money is his primary motivator. He was already wealthy and a superstar in Japan.

    Anaheim is going nowhere and Ohtani will leave and they will get nothing when he does. Unbelievable he hasn’t been traded already and that they decided to throw away a great opportunity to help rebuild the farm system. If they traded him last season (especially before the season), they could have easily gotten 3 or more great prospects- plus change. If they decide to trade him at the trade deadline this year, they will probably get 1 great prospect. Dysfunctional, incompetent organization that has Zero chance of winning a World Series in the next 5 years.

      Quit living in the past. Perry Minasian has fixed the farm system. He used all 20 draft picks in 2021 on pitchers. Of course he was ridiculed – including here in the comment section.

      MLB.com had a nice article last week detailing that the returns thus far and been surprisingly positive. In today’s MLB a team can always trade excess pitching for position players – not so much he other way around. And buying a quality pitcher is quite expensive – developing your own is what keeps the small market Guardians and Rays in contention, and has been the key to the Astros success.

        For the most part the Rays do not develop their own pitchers. They trade for them.. Usually, only 3-4 pitchers on their 13 man staff are home grown.

          Trout has had 1 good season in CF since 2016. 2020 (when he was awful) was a part of the trend. He was also very bad in 2013 and he was bad in 2014. Aside from 2012, he has been a mediocre OF and defense has always been the weakest aspect of his performance. He’s not a good CF and 53 games is not that small of a sample size- especially when it represents almost the full ‘season’ that was 2020.

          There are more than enough ‘non-Baseball Reference’ stats in this article, including Trout being ranked 32nd in Defensive Runs Saved per 1,000 innings in center field from 2020-2021, as well as sloppy video lowlights of Trout screwing up out there. He’s not a good CF- he should be either a corner OF or a DH. Probably a DH, since the logic of a bad CF becoming good when move to corner OF has been disproved. Trout would also be a liability in the corner OF. He’s an extremely fragile, 1 dimensional DH type of player now and his running game (once great) has deteriorated into nothing.

          They use many stats in that article to demonstrate how bad of a CF Trout is. By the way, of course Trout has been refusing to move from CF, since he’s not a team player. Same reason he shamefully sided with Pujols publicly against the team when the piece of garbage Pujols was clearly in the wrong (another terrible Moreno signing and he was already 30+ and in serious decline before arriving in Anaheim).

          The data was the best we had five years ago. But nothing has evolved more over the last five years than defensive stats.

          If you have a thirst for knowledge, and want to learn as much as you can about this game, you’ll move forward, if not, then you’ll keep using obsolete analysis. And no one would apply it over 53 games. Therefore the War you keep bringing up is meaningless.

          Gold Glove awards don’t mean much, as they frequently go to the non-best fielder at any given spot on the field. Adam Jones, for example. And in fact, 1 of the main reasons Jones was awarded the Gold Glove (more than once) was because of his throwing ability.

          What a silly argument. Seems like a an obvious troll post. Trout is still the best CF in the game. Show me anyone that says otherwise and I show someone that doesn;t know baseball. Mike Trout had a back condition last year. He still managed average defense. He had 0 DRS and -2.2 UZR, so not good, but not horrible Fangraphs uses UZR and Baseball Reference uses DRS. Neither uses OAA. His offense makes up for any defensive short comings he may have He had, 40HR and 6.3 WAR in 119 games. Yes, Mike Trout with a bad back is still better than your center fielder. Deal with it. At some point, he won’t be the best, but that hasn’t happen yet.

    The problem with the Angels is that a lot of these big free agents come there to get overpaid and take a vacation/early retirement. Expectations are always low for this club, it shows in the players performance. Guys like Upton, Rendon, Pujols, Cozart, Hamilton, Fowler, Vaugh, etc. no that no one cares if they arent playing well, just laugh it off and take the money. Moreno probably got tired of all this bs, last straw was Rendon’s contract. He should just sell the team and be done with these dogs

      LFG- You’re wrong about 2 players Pujols and Vaughn. Vaughn had good season with the Angels. go look it up. Pujols got the Angels a big TV deal. Sure he didn’t put up the numbers he did in St Louis. He wasn’t total bust either. The jury is still out on Rendon.

      Heh another bad take. Moreno was the one that wanted the likes of Pujols, Hamilton, Rendon and probably Upton as well. Cozarts contact wasn’t franchise killing, neither was Fowler, and Vaughn was before Moreno owned the team.

      While the angels will more than likely still lose Ohtani, the team is in a much better place than it’s been in years

        73-89 last season. 2015 was the last year with a winning record. Its been all downhill since then.

        If all the balls bounce the right way and Trout, Rendon, and Walsh are all healthy enough to play 140-150 games, we have a real good shot at .500

        That is not good enough.

    He can complain about salary cap but that’s no excuse for lousy drafts. Especially first round picks that haven’t lived up to the hype.
    He also said,”a new owner that just paid a high price for a team might raise prices….Sometimes people want something and they really don’t know. I really want that car and then they have to make the payments.” so Angel fans are simple minded bumpkins and rubes. He’s saving us from having to spend more money foolishly. What a guy.
    And signing replacement level guys to replace your replacement level guys to minor league deals is not building “depth”. It’s like robbing Peter to pay Paul.

      There were lousy drafts because Arte decimated the scouting departments. Until Minassian the Angels had no pro scouts, Arte felt they could do it by video. At one point we had ONE guy as our international scouting department until Eppler came in. We still have one of the smallest scouting departments in baseball. Hard to draft well when you have very few scouts looking at the players.

      Arte has always felt and acted that if he just signed a couple of the top players in the league that he would draw enough fans to make it profitable. That he didn’t need to have a winning team, just one with big draws. He is right. 3 million people show up at the Big A every season including this foolish old fart.

      Angles fans have joined Red Sox fans on here in complaining about past FO administrations, and not watching what the current ones are doing – particularly with their farm systems.

      Fact is that at the beginning of last year I watched at least 6-8 Angels vs. Astros games. I don’t remember who won the series – maybe it was tied – but it was like watching 2 top heavyweights battle. Those 2 looked better than any other team in MLB. Then one injury after another hit the Angels, and when Trout went down the bottom fell out. What the front-running fans missed was that as the season progressed the Angels pitching coaches brought along 3 young starters….and while people here complain about their bullpen I was watching their games while listening to radio feeds from the teams playing them; and those broadcasters were concerned about how good their bullpen was. In fact, they dumped Raisel Iglesias and his salary on the Braves as he wasn’t closing out games and they had other bullpenners that were better.

      I’m tired of hearing about the Mariners. Julio Rodriguez is not Mike Trout, Luis Castillo is not Shohei Ohtani, and the Angles now have a much deeper and better all-around ML roster that should hold through the inevitable injuries.

      A good chance they go to the playoffs in 2023….but lots will happen between today and late September.

          The coaching staff had a much better impact on players after he left. Similar to what happened in Philly when Thompson replaced Gerardi.

          There were major issues with this team. The writing was on the wall when Rendon and Walsh and Fletcher went down. I remember talking about how shallow the lineup was and once again I was ripped for being right.

          This year doesn’t have the same problems. But it does have the same bad bullpen and that will be a problem.

          Samuel- Trout went down after Maddon was fired. I know this for sure because he played in the last series Maddon managed and that was against the Phillies.
          Originally according to Maddon when Minasian came to Maddon’s house he wanted to fire the coaching staff. Maddon talked him out of it. Telling Perry they were doing a great job.
          Maddon told Perry he should take the blame. and he was let go. Maddon had a mohawk. He did it to bring some levity into the clubhouse
          But Maddon was pissed at Miniasian earlier in the season when he called down to dugout and told Maddon to remove Trout from the game.
          That is why Maddon has said he only manage another team if he can be in total control of in game decisions.
          He. said you NEVER call down to the dugout. Gene Mauch wondnt stand for it. Neither would Scioscia or Billy Martin and Earl Weaver.

    Moreno lied. Their revenue is higher than either the Braves or Blue Jays according to Manfred and both of those teams were over $500 million last season.

    At $226 million his payroll is under 40% of revenue.

      Without opening the books, it’s impossible to ascertain what the actual revenue he is referring to is. Moreno didn’t lie, he was vague. There should’ve been a follow-up interview question and I’m sure he would’ve deflected it to his team president or CFO as any team besides the Braves would have.

        Manfred said that while the Braves had record revenue in 2021 they were not among the group of top revenue earning clubs that included the Yankees, Dodgers, Red Sox, Phillies, Angels, and Rangers.

        The Braves were over $500 million in revenue and their books are open.

        You can take it any way you want. I say he clearly lied. They are not spending anywhere close to 60% of revenue on payroll. Not 50%. Or even 40%.

    How can you tell Arte is lying? His lips are moving.

    Angels are a top 7 revenue team. Larger revenue than the Braves. The Braves had revenue of $545 million in 2022. Even if you say the Braves revenue is that high only because of the $64 million they received from postseason play last season, that is still $480 million and the Angels revenue is higher than that. $226 million is no where near 60% of $480 million in revenue. So unless Arte plans on adding $60 million to the payroll before the end of the season, they won’t come even close to 50% of revenue being spent on MLB payroll.

    All Arte did was allow Minassian to make short term commitments. EXACTLY what an owner that was selling the team would do. There are no long term contracts and all but two of the additions are off the books at the end of this season.

    The Angels were 15 games out of the WC last season. Does anyone believe they added enough with guys like Urshela, Renfroe, and Drury to make it this season?

    Well for one thing when your dealing with anything in the state of California it takes forever..
    So it’s bet to go it alone. But California has these Environmental Impact Reports that slow everything down to a crawl.
    They (California) want to make sure that when you build something you’re not disturbing the natural habitat of a bird. Or a tiny insect.
    Than everyones palm needs to be greased before moving forward.
    The Angels have tried to get things going with the City of Anaheim.But the that jack ass Governor Newsom mandated that any new housing project a percentage must include affordable housing. Affordable housing is a nice way of saying the subsidize housing. And with that you get cars parked out on the street that look abandoned. It lowers the value of all the dwellings.
    That put a kibosh into the stadium development. Then FBI was looking into Mayor of Anaheim who received $1M in kickbackscks who later resigned
    Thats just a small sample of what we the California taxpayers have to put up with. Never mind the droughts, floods ,forest fires, earthquakes and the homeless people who get bussed in from other states and southern open border. And paying more for everything.

    Samuel, they have one RP who stuff pitching plus was in the top 100 of RPs and that was 89. You can say it, but it doesn’t make it true.

    So basically, on average, most teams have 3 better arms in the bullpen than the Angels best arm.

    Unless Hezel can work miracles, this will be another botched Perry pen. Ignore it if you like. People have been closing their eyes to this issue for awhile.
