International Notes: Blue Jays, Red Sox, Twins

A new set of rules and restrictions for the international prospect market will take effect less than two weeks from now, on July 2. Each team will be working with an annual budget of $2.9MM for international players starting next month. Here are the latest rumblings regarding the international prospect market, via Ben Badler of Baseball America:

  • The Blue Jays had seemed to be in the lead for Venezuelan right-hander Jose Mujica, but may not be as closely linked to him as expected, Badler writes. The Red Sox and Diamondbacks have also been linked to the 15-year-old Mujica, who's considered by many scouts to be the top pitching prospect available in Latin America. 
  • The Blue Jays are still favored to sign 16-year-old Venezuelan Franklin Barreto, according to Badler. Some teams consider Barreto the top available prospect, but he will likely move from shortstop to another position.
  • The Red Sox, Padres and Royals have been mentioned as possible teams of interest on Venezuelan left-hander Jose Castillo, Badler writes. Some view the Dodgers and Orioles as sleepers for Castillo, who’s expected to obtain a generous bonus.
  • The Twins are showing heavy interest in Dominican shortstop Amaurys Minier, according to Badler. The 16-year-old switch-hitter is expected to become one of the highest-paid Dominican prospects.
  • Some believe the Pirates are in on Dominican third baseman Julio de la Cruz.

Rays Claim Brooks Conrad

The Rays claimed Brooks Conrad off of waivers from Milwaukee, the Brewers announced. The Brewers, who removed Conrad from their 40-man roster two days, ago, announced that they're recalling right-hander Mike McClendon.

Conrad, 32, has appeared in 25 games for the Brewers this year, playing all four infield positions. He has just three hits and three walks in 44 plate appearances, however. His career numbers — a .212/.287/.406 line in five seasons with the A's, Braves and Brewers — are much better. Conrad joins a Rays infield mix that includes Elliot Johnson, Carlos Pena, Will Rhymes, Sean Rodriguez, Drew Sutton and the injured Jeff Keppinger and Evan Longoria.

We learned this morning that the Red Sox are expected to sign first round pick Brian Johnson and that Kevin Youkilis continues to draw some trade interest. Here are more notes from the AL East, starting in New York…

  • Melky Cabrera broke out as an All-Star caliber player after the Yankees traded him, but hitting coach Kevin Long told Joel Sherman of the New York Post that the switch-hitting outfielder has always had star potential. “If Melky committed himself to the Yankees as he does now, he would still be a Yankee,” Long said.
  • Yankees GM Brian Cashman told Sherman he considers Eduardo Nunez a shortstop. Nunez, who has been sidelined since May with a thumb injury, "does not profile as an outfield guy," Cashman said.
  • Jamie Moyer can opt out of his contract with the Orioles in the next few days if the team doesn’t select his contract from Triple-A, Roch Kubatko of MASNsports.com reports (on Twitter). The 49-year-old left-hander has a 1.69 ERA with a 16K/0BB ratio in three starts at Triple-A.

AL Central Notes: Turner, Doumit, Royals

The Tigers are calling on Missouri native Jacob Turner to make his season debut against the Cardinals this afternoon. Turner, who started three games for Detroit last year, had a 3.43 ERA with 5.8 K/9 and 4.1 BB/9 in 42 innings at Triple-A before getting called up. Here are today's AL Central links…

  • If Turner stays in the Major Leagues from this point on, he'll have two years and 134 days of service time after the 2014 season. There's a good chance it'd be enough for Super Two status, but it won't be enough to accelerate Turner's free agency. However, the Tigers' primary focus is no doubt winning games this year.
  • Ryan Doumit, who signed a one-year, $3MM contract with the Twins last offseason, has enjoyed playing in Minnesota and has interest in returning next season, Phil Mackey of 1500ESPN.com reports. No extension talks have taken place, and there’s a sense the Twins will wait until after the trade deadline before determining how Doumit fits into their long-term plans, Mackey writes.
  • The Royals won’t necessarily be sellers this summer, scouts tell Jon Paul Morosi of FOX Sports (Twitter link). The Royals are in fourth place in the AL Central, 4.5 games behind the division-leading Indians.

Braves To Consider Pitching Upgrades

For now, the Braves will replace Brandon Beachy by recalling Jair Jurrjens from the minor leagues. But the Braves' long-term solution could come from outside of the organization, David O'Brien of the Atlanta Journal-Constitution writes. 

“I think we get through the next few weeks leading up to when the trading season really begins,” general manager Frank Wren said. “And we evaluate what we have, how guys are throwing and who might be available.”

The Braves are believed to be among the teams interested in Cubs right-hander Matt Garza, O’Brien writes. Garza earns $9.5MM this year and will be arbitration eligible for the fourth and final time before the 2013 season. His teammate, right-hander Ryan Dempster, could also interest the Braves.

The Braves hope Jurrjens pitches respectably, and they believe his minor league performance was better than his numbers would indicate (5.18 ERA, 4.7 K/9, 2.2 BB/9). Beachy will miss the remainder of the season to undergo Tommy John ligament replacement surgery, which leaves Jurrjens, Randall Delgado, Mike Minor, Tommy Hanson and Tim Hudson in the Braves' rotation.

Kevin Youkilis Rumors: Thursday

Potential suitors for Kevin Youkilis are waiting to see if the Youkilis of old returns, Nick Cafardo of the Boston Globe reports. So far this year, the 33-year-old has a .225/.311/.359 batting line, which means he's on track for the lowest batting average, on-base percentage and slugging percentage of his nine-year career. Here are the latest Youkilis rumors from Boston:

  • The Red Sox have stepped up their efforts to trade the infielder, and will have to absorb most of his $12MM salary to facilitate a deal, Cafardo writes. However, they want something more than salary relief for Youkilis, a homegrown player who developed into an All-Star.
  • The Indians are very much involved in talks and talks with the Diamondbacks don’t appear to be dead, Cafardo reports. The Phillies have scouted Youkilis, and the Dodgers could have interest, but the White Sox are more likely to pursue pitching help.

Minor Moves: Patterson, Bergmann

  • The Tigers released utility player Eric Patterson, Kevin Goldstein of Baseball Prospectus tweets. Patterson, 29, posted a .244/.365/.317 line in 267 plate appearances at Triple-A before getting released. He has experience with the A's, Cubs, Red Sox and Padres in five MLB seasons.
  • The Rockies signed free agent right-hander Jason Bergmann, according to the team's website. Bergmann, 30, had been pitching for the Camden Riversharks of the independent Atlantic League before signing with the Rockies, who are in need of pitching depth. He has a career ERA of 5.04 with 6.9 K/9 and 3.5 BB/9 in six seasons with the Nationals, most recently in 2010.

Yankees To Sign Omar Luis Rodriguez

4:23pm: The left-hander will obtain a $4MM bonus, Ben Badler of Baseball America reports. He has five pitches, including a fastball that ranges from 86-92 mph, and a competitive approach.

1:09pm: The Yankees have agreed to sign Cuban left-hander Omar Luis Rodriguez to a minor league deal worth an estimated $4-5MM, MLB.com's Jesse Sanchez reports (on Twitter). Rodriguez, 19, drew interest from several MLB teams, including the Dodgers, Royals and Phillies, Sanchez reported two days ago.

Rodriguez projects as a starter and impressed onlookers with his performance at the 2010 World Junior Baseball Championship, according to Sanchez. MLB declared Rodriguez a free agent earlier in June. Like Jorge Soler and others, he had until July 2 to sign without being subjected to the spending restrictions that will soon take effect under baseball's collective bargaining agreement.

Blue Jays Claim David Pauley

The Blue Jays announced that they claimed right-hander David Pauley off of waivers from the Angels. Toronto's 40-man roster is now full.

Two days ago the Angels designated Pauley for assignment for the second time in as many months. The 29-year-old has appeared in five MLB games this year and has a career ERA of 4.51 with 5.3 K/9, 2.9 BB/9 and a 47.7% ground ball rate. The Blue Jays have lost three fifths of their starting rotation to injuries, so Pauley will be a welcome addition to John Farrell's bullpen.
