Rockies Acquire Mitchell Boggs, Designate Gardner

The Rockies have acquired Mitchell Boggs from the Cardinals in exchange for international bonus slot money, according to announcements from both clubs.  The Cards will get the Rockies' int'l slot bonus No. 4, according to Scott Miller of CBSSports.com (on Twitter), which amounts to $206K, according to Jim Bowden (on Twitter).  The Rockies tweet that they have designated pitcher Joe Gardner for assignment to clear space for Boggs on the 40-man roster.

Boggs, 29, hasn't been sharp in 14 and 2/3 innings this season but has a history of doing much better at the big league level.  From 2008 to 2012, the right-hander owns a 3.80 ERA with 6.7 K/9 and 3.8 BB/9 fro the Cardinals.

Gardner, 25, posted a 7.01 ERA for Double-A Tulsa in 2013, with 8.77 K/9 and 4.56 BB/9. After pitching mostly as a starter at the Double-A level in 2012, he has served as a reliever in 2013. The Rockies acquired Gardner from the Indians in 2011 in the Ubaldo Jimenez deal. Troy Renck of the Denver Post noted earlier today (via Twitter) that Gardner was on waivers.

The Cardinals get a significant bump in space to spend on international prospects, as they entered the period with just $2.06MM in total, according to BA. The list of Cardinals international signees already includes Venezuelan outfielder Carlos Talavera ($500K) and Dominican shortstop Hector Linares ($400K).

Cubs Notes: Garza, Soriano, Russell, Navarro

Trade rumors continue to swirl around the Cubs' Matt Garza, but his teammates would like to see the Cubs extend him, Paul Sullivan of the Chicago Tribune reports. "It’s hard to find pitchers like that because he’s always there for us," left fielder Alfonso Soriano said. However, an AL GM told CSN Chicago's David Kaplan recently that there's probably not much to recent rumors that the Cubs are exploring an extension for Garza. "I'd be stunned if he is a Cub August 1," the executive told Kaplan.  Some more North Siders notes..

  • Soriano is the subject of a lot of trade talk himself, but he's not thinking about the rumors, according to Sullivan. "If they want me to stay here, I stay here. But if they don’t want me to, the door is open. I’ve had a good time. I just play one day at a time and enjoy my time," the former All-Star said.
  • Soriano's recent surge, in which he's hit .381 with six homers and four doubles in 10 games, has drawn new attention from contending teams that are looking for offense, Gordon Wittenmyer of the Chicago Sun-Times writes. Soriano, who has a full no-trade clause, turned down a potential trade to the Giants last year, but he indicated during the Cubs' recent road trip that he may be more open to more teams this summer. "For sure, if somebody asks for me, they have to be a contender for the playoffs," Soriano said. "A good city, I guess … But I don’t want to think about it. Just see what happens."
  • Cubs manager Dale Sveum's decision to use James Russell for the third consecutive day in Monday's blowout win over the White Sox may have been to showcase the lefty to "the many" scouts in attendance, Sullivan also reports. Sullivan notes that the Red Sox are seeking to fill the void left by recently injured left-hander Andrew Miller. Though the Cubs aren't attempting to trade Russell, they aren't deeming any player untouchable in their summer sale, Sullivan says, citing an anonymous source.
  • The Cubs could also move catcher Dioner Navarro, who's performed well above expectations since signing a one-year deal in the offseason, writes Sullivan. Navarro's already clubbed eight homers this year after never hitting more than nine in any previous season. Together, Garza and Navarro could be "a perfect package deal," Sullivan imagines. Navarro, who serves as a mentor to catcher Welington Castillo and has just 128 plate appearances, concedes that he'd like to return to a full-time role.

Giants Designate Cole Gillespie For Assignment

The Giants have designated outfielder Cole Gillespie for assigment, according to Henry Schulman of the San Francisco Chronicle (via Twitter).  The move will make room for the promotion of second baseman Kensuke Tanaka.

It's the second move made today by the Giants, who agreed to sign Jeff Francoeur early this morning.  Gillespie, 29, had a cup of coffee with the major league club this month.  In 269 plate appearances for the club's Triple-A affiliate this season, Gillespie slashed .277/.361/.455 with nine homers.

MLB To Suspend Braun, Rodriguez, Others

5:21pm: An MLB spokesperson tells Tom Haudricourt of the Milwaukee Journal-Sentinel (via Twitter) that the news on Braun is premature and no decisions have been made.

5:07pm: Major League Baseball is expected to suspend Ryan Braun, Alex Rodriguez, and as many as 20 players connected to the Biogenesis clinic sometime after next week's All-Star break, several sources told T.J. Quinn and Mike Fish of ESPN.com. Commissioner Bud Selig's office is considering 100-game bans for Braun and Rodriguez, the punishment for a second offense, despite neither player receiving a previous suspension for violating MLB drug rules.

Suspensions appear to be a certainty for both players and the only issue in question is the length of time that they'll be sidelined.  One source said that the league's argument would be that they, and possibly other players, committed multiple offenses by receiving PEDs from Tony Bosch's clinic and lying about it.

As Quinn explains on Twitter, suspensions are usually levied, appealed, and ruled upon by an arbitrator months later before becoming public, but MLB is allowed to announce suspensions publicly because case has been public.  Players who appeal the forthcoming suspensions may continue playing until an arbitrator rules, however.

Braun, who has repeatedly denied using PEDs, refused to answer questions during a recent meeting with the league office about his connection to Bosch, according to sources.  Rodriguez will meet with baseball officials on Friday, sources familiar with the meeting tell Michael O'Keeffe, BIll Madden, Nathaniel Vinton, and Teri Thompson of the Daily News.

Late last month, Jon Heyman of CBSSports.com reported that suspensions were likely in the Biogenesis case.  Nelson Cruz, Everth Cabrera, Jhonny Peralta, Jesus Montero, and Bartolo Colon were among the other players linked to Biogenesis in the initial report.

Blue Jays Release Ramon Hernandez

The Blue Jays released catcher Ramon Hernandez, according to a Buffalo Bisons press release.

Hernandez was designated for assignment by the Rockies in March, then traded to the Dodgers, and then designated by the Dodgers and released in June.  The Blue Jays inked him to a minor league deal, but he appeared in only five games for the Bisons.

Hernandez, 37, was an All-Star with the Athletics in 2003.  With 169 career home runs, he ranks eighth all-time among Venezuelans.  Among those who have caught at least 1,000 games, Hernandez's home run total ranks 22nd all-time.

Minor Moves: Garcia, Carrasco, Gimenez

A huge trade went down three years ago today, as the Rangers acquired Cliff Lee, Mark Lowe, and cash from the Mariners for Justin Smoak, Josh Lueke, and Blake Beavan.  Lueke eventually led to Mike Morse (a free agent after the season) via John Jaso.  Beavan is working in long relief for the Mariners.  Smoak may finally be reaching his potential in Seattle; he's hitting .308/.411/.533 in 141 plate appearances since April 29th.  Smoak's OBP in that period ranks 10th in the Majors among those with at least 100 plate appearances, right behind…John Jaso.  On to today's minor moves…

  • The Phillies announced they've selected the contract of righty Luis Garcia, clearing a spot on the 40-man roster by moving Mike Adams to the 60-day DL. Phillippe Aumont was optioned to Triple-A.  Garcia will be making his MLB debut.
  • Indians righty Carlos Carrasco has officially been optioned to Triple-A, tweets MLB.com's Jordan Bastian.  Carrasco being designated for assignment on Sunday was a paperwork move to secure optional waivers, he explains.
  • The White Sox outrighted catcher Hector Gimenez yesterday, according to the International League transactions page.  Gimenez was designated for assignment on Thursday to open a spot for fellow catcher Josh Phegley, who has two home runs in his first three games.  Gimenez, 30, is on his fifth organization.  At Triple-A last year he hit .259/.324/.440 in 418 plate appearances.
  • Three players currently reside in DFA limbo: Jeremy Bonderman of the Mariners, Adam Rosales of the Athletics, and Brandon Lyon of the Mets.

East Notes: Red Sox, Parnell, Howard, Bay

The Red Sox were already in a tough spot with their bullpen, but things got worse when they learned that left-hander Andrew Miller will likely require season-ending surgery on his left foot, writes Alex Speier of WEEI.com.  While one might expect them to hit the trade market for a reliever, that may not happen between now and the deadline.  "I guess you lose a guy, he has to be replaced somehow," GM Ben Cherington told reporters. "We still think we have some internal options we can consider. We may take a look at some of those in different ways over the course of the next few weeks. We've got to have an open mind."  Here's more from the AL and NL East..

  • The Mets plan to hang on to closer Bobby Parnell, but Joel Sherman of the New York Post opines that they should think about changing their minds.  There are several teams, including the Tigers and Red Sox, that are desperate for late-inning solutions and there isn't much out there. 
  • Ryan Howard's contract with the Phillies is a total loss, opines Dan Szymborski of ESPN.com (Insider sub. req'd).  Howard's dip in performance is not a surprise, but exactly what is to be expect from a one-dimensional slugger in his early 30s.  Howard makes $20MM this season, $25MM per year through 2016, and must be paid $10MM in 2017 if his $23MM option isn't picked up.
  • Now with the Mariners, Jason Bay looks back fondly on his tenure with the Red Sox, writes John Tomase of the Boston Herald.  Bay had to make a team's roster for the first time in his big league career but he says that he is enjoying his time in Seattle.
  • The Marlins asked the Dodgers for righty Chris Withrow in the Ricky Nolasco deal, reports MLB.com's Joe Frisaro, but were told he wasn't available.  In the post, Frisaro also explains why not to expect trades of Giancarlo Stanton or Steve Cishek.

Mets Request Release Waivers For Brandon Lyon

TUESDAY: The Mets announced they have asked for unconditional release waivers on Lyon.  Assuming he goes unclaimed, he'll soon be a free agent.

THURSDAY: The Mets have designated right-handed reliever Brandon Lyon for assignment, according to the team's official Twitter feed. New York will recall fellow righty Greg Burke to take Lyon's roster spot, the team further tweets.

After a solid 2012 season in which he put up a 3.10 ERA, 9.3 K/9, and 3.0 BB/9 over 61 innings for the Astros and Blue Jays, Lyon signed on with the Mets for 2013. As ESPN's game log shows, Lyon had been reasonably productive for New York until he was bombed by the Nationals last Friday and Sunday. He is currently sporting a 4.91 ERA in 33 innings thrown, though he was sitting at 3.16 earned per nine before the Nats came into town. Lyon has, however, failed to match last year's strikeout to walk ratio: he has registered 6.3 K/9 against 3.5 BB/9 to date. 

As ESPNNewYork.com's Adam Rubin notes on Twitter, Lyon was one of only two free agents (the other being Shaun Marcum) to get a Major League deal from the Mets this past offseason. Rubin also tweets that Lyon was on the verge of triggering contract incentives. Sitting at 37 appearances, Lyon would have earned $100k for every five appearances beginning with his fortieth. 

Padres Sign First-Rounder Hunter Renfroe

TUESDAY, 2:04pm: The Padres have confirmed the signing via press release.

MONDAY, 9:39pm: The Padres will sign Renfroe for $2.678MM tomorrow, Baseball America's Jim Callis reports (Twitter link).  This bonus exactly matches Renfroe's assigned slot price.

4:57pm: The Padres are close to signing first-round draft pick Hunter Renfroe, as MLB.com's Corey Brock reports (via Twitter) that the Mississippi State outfielder is in San Diego today to take his physical.  Once the physical is passed and the deal is signed, Renfroe will report to the Padres' short-season A ball affiliate later this week.  Renfroe is advised by McKinnis Sports Management.

No terms of the deal are known, though the 13th overall pick carries an assigned slot value of $2.678MM.  The Padres have agreed to terms with the rest of their picks from the first 10 rounds and are roughly $83K under their assigned draft pool budget, so it's possible this extra money could be used to give Renfroe a slightly-above slot deal.  (Tip of the cap to Baseball America for the previous two links.)

Renfroe, 21, was originally a 31st-round pick for the Red Sox in the 2010 draft but he instead chose to attend Mississippi State and ended up improving his draft stock considerably.  Baseball America ranked Renfroe as the 11th-best prospect of the 2013 draft class, while ESPN's Keith Law ranked him 12th and MLB.com's Jonathan Mayo ranked him 28th.  Renfroe projects as a right fielder due to his strong throwing arm and plus speed.  The right-handed hatter has "outstanding raw power" according to MLB.com's scouting report and has "progressed tremendously at the plate" in college, though "there's still some swing and miss to his game."

Once Renfroe's deal is finalized, he will be the 29th of the 33 first-round picks from the 2013 draft to sign contracts.

Many Teams Scouting Brewers’ Relievers

Brewers relievers John Axford, Francisco Rodriguez, and Mike Gonzalez are a popular bunch.  A Dodgers scout was sent to Milwaukee this week to watch the available trio, writes Danny Knobler of CBS Sports, while the Red Sox, Orioles and Tigers have scouts in Milwaukee this week and the other NL West teams are interested in the Brewers' relievers as well as Yovani Gallardo.  Jon Paul Morosi of FOX Sports has a new report too, saying the Tigers, Orioles, and Diamondbacks have scouted the Brewers' relievers in recent days and weeks.

Morosi says the D'Backs and Brewers have discussed Axford, Rodriguez, and Jim Henderson, while Knobler says the Brewers have told teams Henderson won't be dealt.  Interest from the Tigers and Orioles appears more preliminary, writes Morosi, and the Tigers and Brewers have not had formal talks recently.

Rodriguez and Gonzalez will be eligible for free agency after the season, while Axford is under team control through 2016 as an arbitration eligible player.  As a Super Two with 106 career saves to his credit, Axford's salary jumped to $5MM this year.  As Morosi notes, Axford's salary might scare some teams off, though his lack of saves this year will slow down his arbitration raises.  Even though a team can technically own Axford's rights through 2016, the focus for a team acquiring him has to be on 2013, with tendering him a contract even for 2014 a decision that will require more information and some thought.  It's one of the reasons the Brewers are reportedly willing to move him.
