Heyman On Perez, Mariners, Morales, Yankees

Here's a look at the latest news from Jon Heyman of CBSSports.com..

  • Mariners reliever Oliver Perez has drawn interest from the Orioles, Braves, and other clubs, according to Heyman.  Perez has reinvented himself as a bullpen arm in the last two years with the Mariners, posting a 2.00 ERA with 10.0 K/9 and 3.4 BB/9 across 63 innings in Seattle.  Competing execs note that Perez is more cost-efficient in terms of prospects and cash than a guy like Matt Thornton.  The veteran would cost another team the prorated portion of his $1.5MM for the rest of the year.
  • Kendrys Morales and Raul Ibanez could also bring a strong return to General Manager Jack Zduriencik & Co and the Rays are among the clubs that have inquired on their hitters.  However, parting with them would cause them to go into a free fall and also adversely affect the top prospects on the big league roster.  For his part, Jack Z isn't anxious to move anyone.  "We'll see how this week goes. I'm not going to be the aggressor,'' the GM told Heyman earlier this week. "I'm not shopping anyone.''
  • Seattle people have been wondering if the Yankees might call about Morales thanks to their rash of injuries.  The Rangers could also come calling.
  • A Mariners person said they've gotten calls on injured center fielder Franklin Gutierrez, but his injury history hurts his value.  Closer Tom Wilhelmsen has drawn interest and the Red Sox have had interest in the past, but Zduriencik is said to be hesitant to trade him since he's under control for a few more years. Brendan Ryan, who is no longer the starting shortstop, could also be of interest to someone as a defensive specialist in the infield.
  • Opinions are mixed, but one rival executive tells Heyman that Phil Hughes could fetch quite a bit in a trade.  Another rival exec quipped that the Bombers might trade Joba Chamberlain for a pine-tar rag.  We learned earlier today that the Yankees are aggressively pushing both pitchers.

Phillies Expressed Interest In Joba Chamberlain?

WEDNESDAY, 1:27pm: A source tells Ken Rosenthal of FOX Sports (on Twitter) that the Phillies are not among the clubs pursuing Chamberlain.

TUESDAY, 9:05am: The Phillies are amenable to trading infielder Michael Young and have expressed interest in Yankees reliever Joba Chamberlain, writes Mark Feinsand of the New York Daily News.  Phillies catcher Carlos Ruiz may be available as well, since the 34-year-old is a free agent after the season.  He'd make sense for the Yankees, one of few contenders with a clear need behind the plate.

So what's getting in the way of a deal?  The Phillies' status as a team on the bubble is one factor, as they have three weeks remaining until the trade deadline to pull closer than their current 7.5 games out.  Lack of interest from the Yankees seems to be another — GM Brian Cashman's interest "has been lukewarm at best," writes Feinsand.     

The Chamberlain-Young-Ruiz trade scenario only makes sense if the Phillies are looking for a way to dump Young's salary, as Feinsand suggests, and/or if they also receive a prospect in return.  Otherwise, renting Chamberlain in his contract year only makes sense for the Phillies if they're making a push toward contention.  That's the general problem with the idea of Chamberlain and Phil Hughes as trade chips for the Yankees: non-contenders have little need for players in contract years.  A contender-to-contender deal could work; for example, the Braves were reportedly interested in Chamberlain earlier this month.

Red Sox Notes: Garza, Papelbon, Breslow

It's no secret that the Red Sox are in need of bullpen help, but there's not much out there on the trade market.  They're keeping an eye on Brewers relievers John Axford, Francisco Rodriguez, and Mike Gonzalez but there are plenty of other clubs, including the Orioles and Tigers, who have the same idea.  Here's the latest out of Boston..

  • The Red Sox could also use a boost in the starting rotation, but sources tell Andy Martino of the New York Daily News that they do not feel desperate enough to pay the necessary price to land Matt Garza from the Cubs.  Major league sources say Boston ranks its trade deadline needs in the following order: bullpen help, stopgap players for the left side of its infield, and starting pitching.
  • Some have suggested that the Red Sox should look into bringing Jonathan Papelbon back to Boston, but John Tomase of the Boston Herald doesn't see the Phillies closer solving their problems.  History is littered with teams that have made regrettable trades for relievers, and the Red Sox are no strangers to that phenomenon.  Beyond the cost of prospects, money needs to be taken into consideration as well.  Papelbon is still owed $26MM over the next two years, with an attainable 2016 vesting option worth another $13MM.
  • Alex Speier of WEEI.com spoke with Red Sox reliever Craig Breslow, who had some very interesting thoughts on the way that left-handed relievers are valued.

NL Central: Garza, Wigginton, Cardinals, Braun

In today's column, Buster Olney of ESPN.com (Insider sub. required and recommended) explains that many teams have "Zack Wheeler Syndrome" as they approach the deadline.  As he describes it, It’s the tendency of GMs to wait for a club to get desperate and overpay for a player.  That's what the Mets were able to do in 2011, when they demanded that they get a top-tier prospect in return for Carlos Beltran and wound up prying Wheeler from the Giants.  Today, one exec tells Olney that the asking price for the Cubs' Matt Garza (as well as the Yankees' Phil Hughes) is "incredibly high" because of that thinking.  Chicago knows they will at least present a qualifying offer to Garza after the season if they keep him, which will net them a compensatory draft pick if he signs elsewhere.  Anyone who wants to land Garza has to match, and probably exceed, the value of that pick.  Here's more out of the NL Central.. 

  • Ty Wigginton wound up as the low man on the totem pole with the Cardinals, writes Rick Hummel of the St. Louis Post-Dispatch.  While his disappointing tenure in St. Louis ended with his release yesterday, manager Mike Matheny is an adamant supporter of the veteran and says that his career is far from done.
  • The Cardinals made reliever Mitchell Boggs available because he has struggled so far in 2013, but he could bounce back and regain his 2012 form, writes Troy Renck of the Denver Post.  St. Louis shipped Boggs to the Rockies yesterday for roughly $206K in international bonus slot money.
  • The Biogenesis suspensions could make for a messy second-half of the season, writes Jon Paul Morosi of FOX Sports.  However, despite the negative attention surrounding the Brewers' Ryan Braun, Alex Rodriguez, and others, the game has been quite resilient through this and other PED scandals.

Pirates Acquire Brian Bocock

We'll keep track of today's minor moves here..

  • The Pirates have acquired infielder Brian Bocock from the Nationals to complete the May trade for catcher Brian Jeroloman, according to Rob Biertempfel of the Pittsburgh Tribune-Review (on Twitter).  The 28-year-old will report to Triple-A Indianapolis.  Bocock, who is known primarily for his defensive play, has a career .214/.290/.282 slash line at the Triple-A level.

Yankees Aggressively Pushing Chamberlain, Hughes

The Yankees are aggressively pushing trades involving Joba Chamberlain and Phil Hughes, an AL executive tells Ken Rosenthal of FOX Sports (via Twitter).  In fact, a deal sending Chamberlain to a National League team could happen soon, though nothing is imminent on either front.

Yesterday we learned that the Phillies have expressed interest in Chamberlain as they feel out the market for Michael Young.  However, as Tim Dierkes noted yesterday, the market for the 27=year-olds is somewhat limited as they are in their walk years and not of much use to non-contenders.  In the case of the Phillies, they may see themselves as buyers with a real chance to win this year, as ESPN.com's Buster Olney hears.

Chamberlain typically wouldn't garner trade attention, but a team in need of bullpen help could bite.  The right-hander has a 5.75 ERA with 9.7 K/9 and 4.4 BB/9 in 22 relief appearances this year.  Hughes, meanwhile, has a 4.55 ERA with 7.4 K/9 and 2.4 BB/9 in 17 starts. 

Phillies Focused On Buying

There has been a great deal of speculation surrounding the Phillies in recent weeks and which veterans could be moved between now and the July 31st deadline.  However, rival teams that have spoken with General Manager Ruben Amaro recently say that the club is talking about buying, not selling, tweets Buster Olney of ESPN.com.

Third baseman Michael Young and second baseman Chase Utley – both in their walk years – have popped up in trade rumors a great deal.  Amaro has been vocal about his desire to see Utley remain in a Phillies uniform but the club is said to be quite open to moving Young.  Carlos Ruiz, who can also hit the open market after this season, could bring back a solid return thanks to a thin catching market.  Jonathan Papelbon and Cliff Lee would obviously net the club a strong return, but the perception has been that they'll hang on to the closer and the left-hander.

The Phillies are reportedly using their current ten-game homestand to gauge whether they will be buyers or sellers in July and they're 4-1 heading into tonight's game against the Nationals.  Philadelphia currently sits in third place in the NL East, 7.5 games back of the division-leading Braves.

Jen-Ho Tseng, Cubs Close To Deal

The Cubs are close to a deal with Taiwanese pitcher Jen-Ho Tseng, MLB.com's Jesse Sanchez reports. Sanchez expects that Tseng's bonus will cost the Cubs a little over $1.5MM. Sanchez had tweeted on Monday that the Cubs had emerged as the favorite to sign Tseng.

Sanchez ranked Tseng the No. 29 international prospect. The 18-year-old Tseng has a fastball that reaches 95 MPH, along with a curve and slider. He was the youngest player on Chinese Taipei's WBC roster.

The Cubs have already signed Gleyber Torres for $1.7MM, Jefferson Mejia for $850K, Erling Moreno for $650K and Johan Matos for $270K, and they have an agreement with top outfield prospect Eloy Jimenez for $2.8MM. That means they will have exceeded their $5.52MM international bonus pool even before the Tseng signing.

The Cubs can still trade for the right to spend more bonus pool money, but Sanchez notes that they can only do so up to a 50 percent increase over their original $4.56MM pool. If they traded up to the maximum amount, that would leave them with a bonus pool of $6.84MM. Assuming Tseng signs for an even $1.5MM and that the Jimenez deal is completed, the Cubs will spend $7.7MM just on Jimenez, Torres, Tseng, Mejia, Moreno and Matos.

If the Cubs exceed their pool by 10 to 15%, they cannot sign an international prospect for more than $500K during the 2014-15 signing period. If they exceed it by more than 15%, they cannot sign a player for more than $250K. In either case, they would have to pay a 100% tax on this year's overage. It now appears very likely that the Cubs will exceed their 2013-14 bonus pool by more than 15%, which may be a plan they developed on the fly — they recently traded for more pool space in the Scott Feldman and Ronald Torreyes deals, and it's hard to see why they would have done that if they planned on paying the stiffest penalty for exceeding their pool.

Quick Hits: Diaz, Peavy, Colon, Francoeur

Major League Baseball has ruled that Cuban shortstop Aledmys Diaz is ineligible to sign until February 2014, Ben Badler of Baseball America reports. Diaz had claimed to be born in January 1990, which would make him 23 and would mean MLB teams wouldn't be restricted by their international bonus pools in their attempts to sign him. Earlier media reports indicate that he is actually 22. A 22-year-old Cuban player would still have to sign under the bonus pool system. Ten teams were reported to have interest in Diaz. Here are more notes from around the Majors.

  • The White Sox's Jake Peavy says he wanted to ask the team if he could pitch for the big league club on Sunday, though he would have been denied, Mark Gonzales of the Chicago Tribune reports via Twitter. Peavy, who's been sidelined with a rib injury, will join the Sox's Double-A club on Wednesday if he's still feeling good at that time, Gonzales says. If he's healthy, Peavy could be a trade chip at the July 31 deadline.
  • Bartolo Colon is defying the odds yet again this season with the Athletics, Tyler Kepner of the New York Times writes. Colon currently has a 2.69 ERA with 4.9 K/9 and 1.1 BB/9 in 120 1/3 innings despite his age (40) and the fact that he was suspended last season for testing positive for testosterone. Common sense suggested that, without the use of PEDs, Colon couldn't keep pitching well, but the A's took a chance on Colon, signing him for $3MM plus bonuses. "Our organization thought he would be very similar based on what they saw in winter ball," says A's manager Bob Melvin. "He was throwing with the same velocity he does right now, the same movement. It was an easy sign for us and we did it very quickly, based on what everybody thought he would be like, and certainly he’s been that and more."
  • The Giants' signing of Jeff Francoeur is a "lightning-in-a-bottle play," Andrew Baggarly of CSNBayArea.com writes. Baggarly compares the acquisition to the Giants' May 2010 signing of Pat Burrell, who had been cast off by the Rays. Baggarly also notes that Francoeur and Kensuke Tanaka, who is making his big-league debut while starting in left field Tuesday night, will mean less playing time for Andres Torres.

NL Notes: Wilson, Pence, DeJesus, Marcum

Free agent and former Giants closer Brian Wilson has been training in Hawaii and could pitch for scouts near the beginning of August, ESPN's Buster Olney tweets. Wilson had Tommy John surgery in 2012 and has not pitched since last April. Here are more notes from around the National League.

  • Giants outfielder Hunter Pence told Jim Bowden on Sirius XM MLB Network Radio (via Twitter) that while the club hasn't made him an offer in the last two months, he enjoys playing in San Francisco and would like to stay there. Pence avoided arbitration with the Giants prior to this season by agreeing to a one-year, $13.8MM deal and will be eligible for free agency for the first time this winter.
  • Cubs outfielder David DeJesus' recent injury means he's unlikely to be headed out of Chicago by the trading deadline, and he's just fine with that, the Chicago Sun-Times' Gordon Wittenmyer reports. "I love Chicago. I love playing here," says DeJesus. "[I]f I can be a part of the team chancing over and bringing the winning feeling to Chicago … We’ve been playing some good baseball the last month. I want to be a part of it."
  • Mets offseason acquisition Shaun Marcum will be shut down for the season due to an issue with his pitching hand, according to a report from Ed Coleman of WFAN that has been confirmed by Adam Rubin of ESPNNewYork.com (on Twitter).  Even though the signing didn't pay off for the Mets, Rubin recently explained that incentives in the deal would have cost the club even more if he continued to pitch.
