Stark On Howie Kendrick, Cubs, D’Backs

ESPN's Jayson Stark begins his latest column with a look at the Biogenesis situation.  As Joel Sherman of the New York Post first reported, suspension announcements are not expected today.  Sherman expects the announcements to come Thursday or Friday.  In Stark's opinion, the Rangers are acting like a team that knows what Nelson Cruz will do if suspended, in that their aggressive search for a bat suggests he might serve a suspension now to preserve his free agent value.  Meanwhile, the Tigers' lack of pursuit of a backup plan to shortstop Jhonny Peralta suggests he'll appeal.  Elsewhere in Stark's column:

  • The Dodgers and Angels, who haven't made a trade in 20 years, had a "mostly casual conversation" regarding Halos second baseman Howie Kendrick.  There are no indications a deal is in the works.
  • The Angels are at least listening on infielders Kendrick, Erick Aybar, and Alberto Callaspo, and seeking high quality big league ready pitching in return.
  • The Cubs could move Kevin Gregg and Nate Schierholtz, but are extremely unlikely to trade lefty reliever James Russell and there's just about zero chance of a Jeff Samardzija trade.
  • Pitchers Ian Kennedy and J.J. Putz of the Diamondbacks and Kyle Farnsworth of the Rays "have suddenly been made available."  Trading Kennedy would allow Arizona to clear around $1.4MM toward another move.  Are they that hard up for cash?

Phillies Won’t Trade Brown, Utley, Hamels

The Phillies are willing to listen to offers on any players except Domonic Brown, Chase Utley and Cole Hamels, according to Jim Salisbury of CSNPhilly.com. That includes Cliff Lee, though general manager Ruben Amaro Jr.'s preference is to hang onto him, and he'd need to be blown away to move his ace left-hander.

The Phillies view Hamels' poor season as an aberration, according to Salisbury, and their desire is for Hamels and Lee to front their rotation in 2014. Utley, of course, is said to be working on an extension with the Phillies, and Brown has emerged as the young power bat that the Phillies have hoped he could become.

Boston is currently the most interested team in Lee's services, according to Salisbury, and their interest dates back to the offseason when they were told he wasn't available. Salisbury adds that the Red Sox's reluctance to part with Xander Bogaerts or Jackie Bradley Jr. makes it likely that Lee will likely remain with the Phillies beyond the July 31 non-waiver trade deadline. Recent reports have indicated that Lee would require three or four top prospects to acquire, though at least one NL executive speculated that he did think Lee would be traded.

Both the Yankees and Red Sox continue to show interest in Michael Young, and Salisbury writes that Jonathan Papelbon is "very much available" as well. He notes that the Tigers' interest in Papelbon had cooled even before their acquisition of Jose Veras on Monday, so there may no longer be a fit between the two sides.

Giants To Entertain Offers For Veterans

10:33pm: The Tigers are among the many teams that have spoken to the Giants about Lopez, according to Danny Knobler of CBS Sports (on Twitter). Earlier tonight, Jon Paul Morosi of FOX Sports reported that the two sides have had trade discussions even after Detroit's acquisition of Jose Veras earlier today.

In a separate tweet, Knobler reports that Pence is available, though the price is very high. The Giants aren't likely to trade Lincecum, according to Knobler.

2:32pm: The Giants plan to make qualifying offers to Pence and Lincecum after the season, writes Jon Heyman of CBS Sports, leading one source to suggest their asking price is "very strong" on the pair.

1:22pm: The Giants have told other teams they'd rather re-sign Pence than trade him, according to ESPN's Jayson Stark.

10:53am: The Giants will entertain trade offers for veterans, reports Ken Rosenthal of FOX Sports.  He says that while the club would ideally like to keep potential free agents Tim Lincecum, Hunter Pence, and Javier Lopez, they feel they must listen to any reasonable proposal.

Lincecum, 29, has a 4.95 ERA in 313 regular season innings since dominating from 2008-11.  This year, strikeouts are up and walks down, suggesting he could be a 3.50 ERA pitcher moving forward.  With over $7MM remaining, his salary could be prohibitive for some clubs, and his ERA has bounced around in the mid to high-4.00s since May.  A qualifying offer, which could cost $14MM, is a question mark at this point for the Giants if he stays, in my opinion.

Pence, 30, is hitting .277/.320/.457 in 440 plate appearances this year.  He's hitting .259/.300/.401 since June 1st, and probably doesn't qualify as an impact bat even in a weak market.  Rosenthal suggests he would receive a qualifying offer from the Giants after the season, so they'd be looking to top the value of a supplemental draft pick.  Of course, the Giants have typically placed a lower value on such picks than most clubs.  Pence has around $4.6MM remaining on his contract.

Lopez, 36, would be the easiest of the three to move.  About 64% of the batters he's faced have been left-handed hitters, and he's dominated against them.  The Braves and Indians seek left-handed relief.  The Diamondbacks are in the market as well, though the division rivals haven't matched up on a trade since '05.  The Giants would consider re-signing Lopez in the offseason, according to Jack Magruder of FOX Sports Arizona, but "indications are that Lopez would like to play closer to his Virginia home."

AL Central Notes: Tigers, Sale, Tribe, Royals

Much of the chatter from the AL Central has centered around Jake Peavy of the White Sox. You can catch up on Monday's Peavy rumors here, but there's still plenty of other trade talk surrounding the division. Here's the latest out of the AL Central with less than 48 hours until the trade deadline…

  • Joel Sherman of the New York Post spoke with Tigers GM Dave Dombrowski, who told Sherman that the club's acquisition of Jose Veras earlier today will likely be the lone move he makes prior to the deadline (Twitter link).
  • Meanwhile, Jon Paul Morosi of FOX Sports tweets that the Tigers have maintained trade dialogue with the Giants, even after the Veras acquisition.
  • The White Sox are still telling teams that ace Chris Sale is not available in trades, according to Ken Rosenthal of FOX Sports (on Twitter).
  • MLB.com contributor Joel Hammond conducted a Q&A with Indians GM Chris Antonetti regarding the upcoming trade deadline. Antonetti conceded that the bullpen needs to get better at retiring left-handed batters and also discussed how changes in the newest CBA have impacted the summer trading process. Antonetti told Hammond that August might now represent a better opportunity to acquire players, as there will be more separation from bubble teams who aren't sure whether to buy or sell in July.
  • Jeffrey Flanagan of FOX Sports Kansas City examines the roadblocks that would get in the way of the Royals acquiring Howie Kendrick or Erick Aybar from the Angels. Both members of the Halos' double-play tandem are reportedly on the market, and either could fill the Royals' gap at second base. However, the prospect price tag and salary implications are difficult to overcome, Flanagan notes.
  • The Royals scouted the Twins in their recent series against the Mariners, according to Mike Berardino of the St. Paul Pioneer Press (Twitter link). Berardino doesn't list specific names, but remember that Twins GM Terry Ryan didn't mind dealing within the division last summer when he sent Francisco Liriano to the White Sox.

Trade Reactions: Jose Veras, Scott Downs

We've seen three relievers get shipped off to new teams already today, with the Tigers acquiring Jose Veras for Danry Vasquez and a PTBNL, the Braves landing Scott Downs for Cory Rasmus and the Rays making a play for the injured Jesse Crain. The Crain deal will remain an unknown as the two sides are still working out "future considerations" to be sent to the White Sox due to Crain's DL status, but the baseball world is already weighing in on the Veras and Downs deals. Let's take a look…

Jose Veras

  • Dave Cameron of Fangraphs calls the trade a win-win move. He notes that over the past year, Veras has been statisically similar to Jonathan Papelbon but comes at a fraction of the price. The Astros, meanwhile, cashed in on an asset for which they had little need and received someone with notable upside in the process.
  • ESPN's Keith Law also likes the move for both sides (ESPN Insider required and recommended), noting that Vasquez's prospect status has slipped this season, but he's still a nice lottery ticket for the Astros, who have little need for a solid closer in a likely 100-loss season.
  • Houston GM Jeff Luhnow told MLB.com's Brian McTaggart that he's been following Vasquez since he was an international free agent and is excited to add him to the team's Class-A affiliate: "And he's at the A ball level, and you plug him into Quad Cities with [Rio] Ruiz, [Carlos] Correa and the pitchers there, it's a pretty formidable group there and pretty exciting. He's young and has a tremendous upside. He has the potential to be hit in the middle of the lineup."
  • The move was bittersweet for Veras, who told McTaggart that he considers Houston his home but is excited to be going to a team with a chance to make the playoffs. He also has friends such as Omar Infante, Brayan Pena and Ramon Santiago in Detroit.

Scott Downs

  • Cameron offers his take on the Downs trade as well, noting that Downs shouldn't face righties anymore but can still provide a boost in the playoffs against tough lefties like Joey Votto and Adrian Gonzalez. The Angels didn't get much back in return, in Cameron's mind, as most organizations have plenty of relief prospects who can throw 93 mph and miss bats with questionable command. However, getting "something just north of nothing" was better than simply letting Downs leave at season's end.
  • Downs "[has] a place in any modern day bullpen," given his dominance over lefties, writes Matt Eddy of Baseball America. Eddy provides a scouting report on Rasmus, whose biggest weakness is his control. Eddy points out that Rasmus is capable of retiring both lefties and righties if he can reign in the walks.
  • One scout told Danny Knobler of CBS Sports that Downs has lost the "turbo-sink" that prompted Anaheim to sign him to a three-year, $15MM contract but wondered if joining a playoff contender will revitalize the 37-year-old lefty.
  • The Braves got Downs "for virtually nothing" writes Law (ESPN Insider required). Rasmus profiles as a generic right-handed reliever whose main value is that he's cost-controlled. Rasmus' high fly-ball rates will play better in Angel Stadium and with Anaheim's defense though, Law adds.

Biogenesis Announcement Not Expected Today

Yesterday, Joel Sherman and Ken Davidoff of the New York Post reported "the strong indications are Major League Baseball will announce all the suspensions in the Biogenesis case this week."  No announcement from MLB is expected today, tweets Steven Marcus of Newsday.  Wednesday's trade deadline is "no factor when it comes to the timing of announcements related to the case," hears Jon Heyman of CBS Sports.  We could be in for a wild week.  The latest on Biogenesis:

Alex Rodriguez

  • MLB is willing to offer Rodriguez a suspension of the rest of this year and all of 2014, report Bill Madden, Teri Thompson, and Michael O'Keefe of the New York Daily News, and if he declines, MLB is expected to attempt to ban him for life.  Over at River Ave. Blues, Mike Axisa runs through different scenarios involving A-Rod.
  • The Yankees have continued to search for third base help, but Heyman says that isn't necessarily tied to the possibility A-Rod gets suspended.  Though first-time offenders are permitted to play during an appeals process, baseball might challenge that practice in the case of Rodriguez, writes Rosenthal.

Jhonny Peralta

  • The Tigers have shown no indication they are looking for a shortstop replacement, writes Heyman.  "I would think Detroit would want a shortstop, but we'll see," an NL GM told Heyman.  Neither Peralta nor Nelson Cruz has indicated to his team a plan in case of a suspension, writes Yahoo's Jeff Passan.  It's possible those two will be faced with choosing their current team (appealing a suspension into next year) or choosing to preserve their free agent value (serving a 50-game suspension now).  I imagine taking what might be perceived as the selfish route, serving the suspension now, could hurt free agent stock in its own right.  

Nelson Cruz

  • As you might expect, the Rangers prefer a prolonged appeals process for Cruz, writes Bob Nightengale of USA Today.  Nightengale wonders, "If Cruz goes down without a fight and accepts his penalty, why would they want a guy back who quit on the organization?"  That question would apply to Cruz potentially returning for the playoffs, as well as signing a new deal with the Rangers in the offseason.  Cruz might have to settle for a less lucrative two-year free agent deal similar to that of Melky Cabrera, one GM estimated to Heyman. 

Bartolo Colon

  • Since Colon already completed a 50-game suspension for PED use, A's people are expressing confidence he won't get another suspension, writes Heyman, and Ken Rosenthal of FOX Sports also hears the same.  The team's pursuit of Jake Peavy is unrelated.

General

  • "If drug dealers can use the currency of player evidence as a means to gain immunity and even more money, then our system of policing and protecting baseball has incentivized the people and the very behavior that was the genesis of the problem," agent Scott Boras tells Rosenthal.  Baseball cut a deal with Biogenesis owner Anthony Bosch that provides many protections.
  • In dealing with Jason Giambi, the Yankees concluded they cannot void a contract based on PED use, writes ESPN's Buster Olney.  Some lawyers, however, wonder if a team could file a lawsuit against a player alleging damage to their brand.

Padres Focused On Trading Relievers

The Padres have about a 25 percent chance of making a significant trade deadline deal, a person familiar with their talks tells ESPN's Jerry Crasnick.  Crasnick says the Padres' big-picture ideas haven't materialized, so they're focused on moving bullpen pieces such as Luke Gregerson and Joe Thatcher.  The Tigers are open to adding another reliever even after picking up Jose Veras this morning, tweets Danny Knobler of CBS Sports, but they felt the price for Gregerson was prohibitive.

The Padres aren't likely to move third baseman Chase Headley, left fielder Carlos Quentin, or closer Huston Street, reports MLB.com's Corey Brock.  If they do make a trade, it appears the focus will be on acquiring starting pitching.

Tigers Acquire Jose Veras

The first-place Tigers augmented their bullpen, at a time the back end finally seemed to have stabilized.  Detroit acquired reliever Jose Veras today from the Astros for outfield prospect Danry Vasquez and a player to be named later, which will be decided on or before September 15th.

Veras, 32, has successfully served as the Astros' closer this year after signing a one-year, $2MM free agent deal in December.  In a big benefit to his trade value, Veras' contract includes a $3.25MM club option for 2014.  "We are pleased to add an experienced arm to our bullpen," Tigers' president, CEO, and GM Dave Dombrowski said in a statement.   "Jose can pitch in a variety of roles, provides depth in the bullpen, and complements the roles of Joaquin Benoit and Drew Smyly."  Veras has a 2.93 ERA, 9.2 K/9, 2.9 BB/9, 0.84 HR/9, and 45.3% groundball rate in 43 innings this year.  He's always thrown hard and racked up strikeouts, but this year he's been able to trim his walk rate significantly.  In November, the Brewers outrighted Veras rather than retain his rights for 2013 through the arbitration process.

The Tigers add Veras at a time their larger bullpen concerns seemed behind them.  They entered the season with uncertainty at closer, and re-signed Jose Valverde to a minor league deal in April.  Valverde saved nine games for the club, but was removed from the closer role in late June and ultimately replaced by Benoit.

Vasquez "adds to an already formidable group of prospects at the A ball level," Astros GM Jeff Luhnow said in a statement.  The 19-year-old left fielder was hitting .281/.333/.390 in his second stint for the Tigers' Low-A club.  Prior to the season, Baseball America ranked Vasquez sixth among Tigers prospects, noting that the offensive-minded Venezuelan "projects as a solid hitter with plus power potential."  Baseball America's Matt Eddy has more on Vasquez.  The Veras trade is Luhnow's second this month, as he acquired Ronald Torreyes from the Cubs for international bonus pool money.  "There's nothing else close at this point," McTaggart quotes Luhnow as saying this morning.  Starter Bud Norris is thought to be the Astros' other major trade chip this month.

The Astros and Tigers haven't hooked up for a trade in over a decade.  Back in June 2001, Tigers GM Randy Smith sent Dave Mlicki to Houston, with Astros GM Gerry Hunsicker acquiring Jose Lima.

Bullpen Notes: Papelbon, Nathan, Tigers, Padres

Closer Jonathan Papelbon is dissatisfied with the Phillies' current direction, MLB.com's Todd Zalecki reports. In the midst of an eight-game losing streak, Philadelphia has fallen to seven games below .500, and that's not what Papelbon anticipated when he signed with the Phils. "I definitely didn't come here for this," he says. He also doesn't sound optimistic when asked about the Phillies' future. "Oh man," he says. "We could be here all day."

Papelbon is of the opinion that the Phillies need to undergo an overhaul, similar to that of his former team, the Red Sox (whose overhaul, ironically, included losing Papelbon to free agency). He says he does not want to be traded, but adds that he does not want to stay in Philadelphia if his team continues on the same path.

Central Notes: Royals, Hanson, Tigers, Cardinals

The Royals will not be sellers at the deadline, Yahoo! Sports' Jeff Passan tweets. The Royals are still seven games back in the AL Central, but they've won six games in a row. Passan indicates that if the Royals deal pitchers Ervin Santana or Luke Hochevar, they would want to receive players who can help immediately. Here are more notes from the Central divisions.

  • The removal of Pirates infield prospect Alen Hanson from a game with Class A+ Bradenton Sunday triggered speculation that Hanson had been traded, but Hanson's agency, LA Sports Management, tweets that Hanson had simply been promoted to Double-A Altoona. It does not appear, then, that a trade is imminent.
  • Although the Tigers may trade for relief help, they appear happy with Joaquin Benoit at closer and Drew Smyly in their eighth-inning role, MLB.com's Jason Beck writes. "All I can say is that we feel very comfortable in the ninth and eighth innings with Benoit and Smyly. I don’t know where you’re really going to go out and improve that significantly," says GM Dave Dombrowski. The GM also echoes comments from other front office executives who say this year's market is a particularly tough one for buyers, since few teams identify as sellers at this point.
  • The Cardinals currently do not appear likely to make big moves at Wednesday's deadline, but ESPN's Jayson Stark tweets that they might actually trade one of their relievers. Stark notes that, in particular, teams have asked about the Cardinals' bullpen lefties. The left-handers currently in the Cards' bullpen are Kevin Siegrist, Randy Choate and Marc Rzepczynski.
