MLB Issues Lifetime Ban To Tucupita Marcano For Betting On Baseball, Announces Four Other One-Year Suspensions

Major League Baseball announced Tuesday morning that Padres infielder Tucupita Marcano has been declared permanently ineligible for violating the league’s sports betting rules and policies — specifically Rule 21(d)(2). Per this morning’s press release:

In March 2024, MLB learned from a legal sports betting operator that it had identified past baseball betting activity from accounts connected to multiple Major and Minor League players.  MLB obtained data from that operator and other sportsbooks, including authentication data for bets.  None of these players played in any game on which they placed a bet.  Further, all of the players denied that they had any inside information relevant to the bets or that any of the baseball games they bet on were compromised or manipulated, and the betting data does not suggest that any outcomes in the baseball games on which they placed bets were compromised, influenced, or manipulated in any way. None of the players are appealing their discipline.

Under Major League Rule 21, “Any player, umpire, or Club or League official or employee, who shall bet any sum whatsoever upon any baseball game in connection with which the bettor has no duty to perform, shall be declared ineligible for one year.” Whereas, “Any player, umpire, or Club or League official or employee, who shall bet any sum whatsoever upon any baseball game in connection with which the bettor has a duty to perform, shall be declared permanently ineligible.”

MLB’s investigation found that from Oct. 16-23, 2022 and from July 12 to November 1, 2023, Marcano placed 387 bets on baseball, including 25 bets on Pirates games where he was a member of Pittsburgh’s roster. All 25 of those Pirates bets came while Marcano was rehabbing from a season-ending ACL tear, so he did not appear in any of the games in question. The bets nonetheless violate the league policy and have thus triggered the lifetime ban.

The league’s investigation found that Marcano placed more than $150K worth of bets on baseball. Most of the bets in question were parlays, some including his own (at the time) Pirates club. Marcano’s bets typically involved the Pirates winning the game or were over/under bets on the number of runs scored within the game.

Major League Baseball also announced that Athletics right-hander Michael Kelly, Diamondbacks lefty Andrew Saalfrank, Padres minor league pitcher Jay Groome and Phillies minor league infielder Jose Rodriguez have been given one-year bans for violating Rule 21(d)(1). All four players were found to have made bets on Major League Baseball games but were not on the Major League roster or injured list of any teams involved in the bets they placed.

Kelly, 31, is an active member of the Athletics’ bullpen and has pitched to a 2.59 ERA in 31 1/3 innings this season. His bets were all placed in Oct. 2021, when the right-hander was with the Astros’ Triple-A affiliate. He made only ten bets for a total of $99.92, with three of those bets coming on games involving the Astros’ big league club during the postseason. Despite the meager total of Kelly’s bets, his gambling activity was a violation of the rule in place and will trigger that one-year ban.

Similarly, each of Saalfrank ($445), Groome ($453) and Rodriguez ($749) bet under $1,000 on Major League games back in 2020-21. All were minor league players at the time — Saalfrank with Arizona’s Low-A team, Groome with the Red Sox’ High-A affiliate and Rodriguez with the White Sox’ Double-A club.

Commissioner Rob Manfred issued the following statement on today’s suspensions:

“The strict enforcement of Major League Baseball’s rules and policies governing gambling conduct is a critical component of upholding our most important priority: protecting the integrity of our games for the fans. The longstanding prohibition against betting on Major League Baseball games by those in the sport has been a bedrock principle for over a century. We have been clear that the privilege of playing in baseball comes with a responsibility to refrain from engaging in certain types of behavior that are legal for other people. Since the Supreme Court decision opened the door to legalized sports betting, we have worked with licensed sports betting operators and other third parties to put ourselves in a better position from an integrity perspective through the transparency that a regulated sports betting system can provide. MLB will continue to invest heavily in integrity monitoring, educational programming and awareness initiatives with the goal of ensuring strict adherence to this fundamental rule of our game.”

Diamondbacks Promote Blake Walston For MLB Debut

The Diamondbacks announced that they have optioned left-hander Andrew Saalfrank, with fellow lefty Blake Walston recalled in a corresponding move. The latter will be making his major league debut as soon as he gets into a game.

Walston, 23 next month, was the club’s first round pick in 2019. The Diamondbacks used the 26th overall pick of that year’s draft to grab Walston out of New Hanover High School in Wilmington, North Carolina.

He got a brief debut in the professional ranks in 2019, but then the minors were canceled due to the pandemic in 2020. He tossed 95 2/3 innings in 2021 between Single-A and High-A with a 3.76 earned run average, 28.8% strikeout rate and 8.1% walk rate.

In 2022, he returned to High-A but cruised through four starts before getting bumped up. He had a 5.16 ERA over his 21 Double-A starts that year, despite decent peripherals. He struck out 24% of batters faced and walked 8.5%, but a .341 batting average on balls in play and 14.5% home run per flyball rate added some extra runs.

Last year, he was sent to Triple-A and had a 4.52 ERA over 30 starts. He walked 14% of batters faced while only striking out 15.6% of them. He was added to Arizona’s 40-man roster in November to keep him out of the Rule 5 draft and returned to Triple-A this year. Through 20 2/3 innings this season, he has walked 15.3% of batters faced, striking out 19.4%, leading to a 4.79 ERA. Were it not for a 77.6% strand rate, he may have fared worse, which is why his FIP is at 6.36.

That lack of control perhaps points to a future relief role but he is still quite young and has time to rein in his stuff. The Diamondbacks have continued to stretch him out, suggesting they still believe in his potential to stick in a rotation at some point. Baseball America ranked him the #11 prospect in the club’s system coming into this year.

For now, he’s likely on the roster to give the club a multi-inning option out of the bullpen due to some strange circumstances. Jordan Montgomery was supposed to start yesterday’s game before it was delayed by a colony of bees that had taken up residence in the netting behind home plate. The start of the contest was delayed by about two hours while was called who could remove the bees, and the club decided to scratch Montgomery in that time. It seems fair to assume that Montgomery had already gone through some pregame preparations and the club didn’t want to ramp him back up again after a lengthy shutdown, similar to how pitchers often don’t return after long rain delays.

In the end, the Snakes went with a bullpen game and used seven different pitchers to cover 10 innings, as they eventually defeated the Dodgers in extra innings. Montgomery is taking the ball tonight but with a weakened bullpen, so Walston may be tapped, especially if Montgomery is bounced early.

D-Backs Recall Tommy Henry, Place Merrill Kelly On IL

April 23: The Diamondbacks announced today that they have recalled Henry as well as left-hander Andrew Saalfrank. Kelly has been placed on the 15-day IL due to a right shoulder strain while righty Miguel Castro also landed on the IL, with his ailment listed as right shoulder inflammation. Kelly’s move is retroactive to April 20 and Castro’s to April 21.

April 22: The Diamondbacks will recall left-hander Tommy Henry from Triple-A Reno to start tomorrow evening’s game against the Cardinals, manager Torey Lovullo told reporters (including Theo Mackie of AZ Central). Arizona optioned Henry five days ago. Pitchers need to stay on optional assignment for at least 15 days unless they’re recalled to replace a player who is going on the injured list, so Arizona will need to make an IL move tomorrow.

Lovullo confirmed that the “most likely” option would be placing Merrill Kelly on the 15-day IL, although the skipper noted that one of Arizona’s relievers could land on the shelf instead. Kelly was recently sent for imaging on his shoulder after suffering some kind of injury to his teres major muscle. The 35-year-old righty was scratched from his scheduled start yesterday as a result.

If Kelly hits the IL, he’ll join Eduardo Rodriguez and Ryne Nelson on the shelf. Jordan Montgomery made his team debut last Friday and tossed six solid innings against the Giants. Montgomery’s presence becomes all the more meaningful if Kelly is out, as Arizona’s staff otherwise looks very thin behind Zac Gallen and Brandon Pfaadt. The D-Backs brought up Slade Cecconi to take Kelly’s start yesterday. Henry would seem the choice for the final spot, although he hasn’t had a great start to the year.

The Michigan product has taken the ball four times. Over 18 1/3 innings, he’s given up 15 runs (14 of them earned) on 25 hits. Henry has walked eight (9% rate) while striking out 18 (20.8%). The 26-year-old has worked as a depth starter over the past three years. In 154 1/3 frames covering 30 appearances — roughly the equivalent of one full season — Henry has allowed 4.84 earned runs per nine with worse than average strikeout and walk rates.

Kelly has continued to excel in his sixth season in Arizona. Over his first four starts, he owns a 2.19 ERA in 24 2/3 innings. Kelly hasn’t posted an ERA above 3.37 since 2021. He missed a couple weeks last season with calf inflammation but reached the 30-start threshold for a second straight year. Kelly topped 150 frames each season between 2021-23.

Diamondbacks Release Elvis Andrus

The Diamondbacks announced Friday that they’ve released shortstop Elvis Andrus, who’d been in camp on a minor league deal. Arizona also optioned first baseman/outfielder Pavin Smith and lefty Andrew Saalfrank to Triple-A Reno. Additionally, non-roster lefty Jose Castillo was reassigned to minor league camp.

Andrus, 35, signed a minor league pact with the Snakes earlier this month. He made it into six official Cactus League games and went 2-for-17 with a pair of singles, a walk and four strikeouts. The D-backs announced even before signing Andrus that Geraldo Perdomo would be the team’s everyday shortstop to begin the season, meaning Andrus was essentially competing for a bench role. The Diamondbacks will apparently stick with in-house options for that spot, including out-of-options third baseman Emmanuel Rivera and veteran utilityman Jace Peterson.

Andrus spent the 2023 season with the White Sox, who signed him in 2022 after his release by the A’s and re-signed him to a big league deal last winter. The two-time All-Star hit well for the South Siders down the stretch in 2022 — .271/.309/.464 (118 wRC+) — but he couldn’t replicate that output in 2023. Andrus opened last year as Chicago’s primary second baseman but hit just .251/.304/.358 (81 wRC+) in 406 plate appearances.

While he only has three career seasons of average or better offense (by measure of wRC+), Andrus has long been a premium defender and baserunner. He’s no longer the plus-plus defender he was at shortstop early in his career, but Andrus can handle any of shortstop, second base or third base — making him a viable utility option for a team in need of some versatility off the bench. His sprint speed dropped way down to the 30th percentile of MLB players last year, per Statcast, but his instincts on the bases still allowed him to swipe a dozen bags in 16 tries.

Diamondbacks Select Andrew Saalfrank

The Diamondbacks announced that they have selected the contract of left-hander Andrew Saalfrank, with righty Slade Cecconi optioned in the corresponding move. To open a spot on the 40-man roster, outfielder Dominic Fletcher was recalled and placed on the 60-day injured list due to a fractured left index finger. Prior to the official announcement, Steve Gilbert of MLB.com reported that Saalfrank had a locker in the clubhouse and Cecconi did not.

Saalfrank, 26, was a sixth-round draft pick of the Diamondbacks in 2019. He made a brief professional debut in the lower levels of the system that year, but then the pandemic wiped out the minor leagues in 2020 and Saalfrank didn’t pitch in 2021. He split last year between High-A and Double-A, posting a combined 3.52 earned run average. He struck out 29.2% of opponents but walked 11.3%.

He went back to Double-A to start this year, tossing 33 1/3 innings with a 2.70 ERA. His 14.2% walk rate was quite high but he also struck out 31.9% of opponents while getting grounders on 64.9% of balls in play. He got promoted to Triple-A Reno and continued to thrive, despite that club playing in the hitter-friendly Pacific Coast League. He’s thrown 30 2/3 innings for the Aces with a 2.35 ERA, 37.5% strikeout rate, 11.7% walk rate and 60.3% ground ball rate.

That strong showing in the minors will get him a shot at getting major leaguers out, joining Kyle Nelson and Joe Mantiply as the club’s southpaw relief mix. Saalfrank will be making his major league debut as soon as he gets into a game.

As for Fletcher, he’s been on optional assignment since early July. He landed on the minor league injured list in late August, evidently due to this finger fracture. It seems the club doesn’t believe he’ll be back this year, as he is now ineligible to return within the remainder of the season.
