MLB Issues Lifetime Ban To Tucupita Marcano For Betting On Baseball, Announces Four Other One-Year Suspensions

Major League Baseball announced Tuesday morning that Padres infielder Tucupita Marcano has been declared permanently ineligible for violating the league’s sports betting rules and policies — specifically Rule 21(d)(2). Per this morning’s press release:

In March 2024, MLB learned from a legal sports betting operator that it had identified past baseball betting activity from accounts connected to multiple Major and Minor League players.  MLB obtained data from that operator and other sportsbooks, including authentication data for bets.  None of these players played in any game on which they placed a bet.  Further, all of the players denied that they had any inside information relevant to the bets or that any of the baseball games they bet on were compromised or manipulated, and the betting data does not suggest that any outcomes in the baseball games on which they placed bets were compromised, influenced, or manipulated in any way. None of the players are appealing their discipline.

Under Major League Rule 21, “Any player, umpire, or Club or League official or employee, who shall bet any sum whatsoever upon any baseball game in connection with which the bettor has no duty to perform, shall be declared ineligible for one year.” Whereas, “Any player, umpire, or Club or League official or employee, who shall bet any sum whatsoever upon any baseball game in connection with which the bettor has a duty to perform, shall be declared permanently ineligible.”

MLB’s investigation found that from Oct. 16-23, 2022 and from July 12 to November 1, 2023, Marcano placed 387 bets on baseball, including 25 bets on Pirates games where he was a member of Pittsburgh’s roster. All 25 of those Pirates bets came while Marcano was rehabbing from a season-ending ACL tear, so he did not appear in any of the games in question. The bets nonetheless violate the league policy and have thus triggered the lifetime ban.

The league’s investigation found that Marcano placed more than $150K worth of bets on baseball. Most of the bets in question were parlays, some including his own (at the time) Pirates club. Marcano’s bets typically involved the Pirates winning the game or were over/under bets on the number of runs scored within the game.

Major League Baseball also announced that Athletics right-hander Michael Kelly, Diamondbacks lefty Andrew Saalfrank, Padres minor league pitcher Jay Groome and Phillies minor league infielder Jose Rodriguez have been given one-year bans for violating Rule 21(d)(1). All four players were found to have made bets on Major League Baseball games but were not on the Major League roster or injured list of any teams involved in the bets they placed.

Kelly, 31, is an active member of the Athletics’ bullpen and has pitched to a 2.59 ERA in 31 1/3 innings this season. His bets were all placed in Oct. 2021, when the right-hander was with the Astros’ Triple-A affiliate. He made only ten bets for a total of $99.92, with three of those bets coming on games involving the Astros’ big league club during the postseason. Despite the meager total of Kelly’s bets, his gambling activity was a violation of the rule in place and will trigger that one-year ban.

Similarly, each of Saalfrank ($445), Groome ($453) and Rodriguez ($749) bet under $1,000 on Major League games back in 2020-21. All were minor league players at the time — Saalfrank with Arizona’s Low-A team, Groome with the Red Sox’ High-A affiliate and Rodriguez with the White Sox’ Double-A club.

Commissioner Rob Manfred issued the following statement on today’s suspensions:

“The strict enforcement of Major League Baseball’s rules and policies governing gambling conduct is a critical component of upholding our most important priority: protecting the integrity of our games for the fans. The longstanding prohibition against betting on Major League Baseball games by those in the sport has been a bedrock principle for over a century. We have been clear that the privilege of playing in baseball comes with a responsibility to refrain from engaging in certain types of behavior that are legal for other people. Since the Supreme Court decision opened the door to legalized sports betting, we have worked with licensed sports betting operators and other third parties to put ourselves in a better position from an integrity perspective through the transparency that a regulated sports betting system can provide. MLB will continue to invest heavily in integrity monitoring, educational programming and awareness initiatives with the goal of ensuring strict adherence to this fundamental rule of our game.”

Phillies Acquire José Rodríguez From White Sox

The Phillies announced that they have acquired infielder José Rodríguez from the White Sox in exchange for cash considerations and optioned him to Double-A Reading. The infielder was designated for assignment by the Sox yesterday. The Phils have had an open spot on their 40-man roster since trading outfielder Jake Cave to the Rockies about two weeks ago, so they won’t need to make a corresponding move.

Rodríguez, 23 next month, got the briefest of major league debuts last year. He entered as a pinch runner and scored a run but has not yet made his first major league plate appearance. He split most of last year between Double-A and Triple-A, walking in just 4.1% of his plate appearances while striking out at a 21.9% rate. But he did hit 21 home runs and produced a batting line of .262/.292/.437, which led to a wRC+ of 87.

He also stole 31 bases on the year and bounced around the infield, playing the three positions on the dirt to the left of first base. The offense was subpar overall thanks to the lack of on-base ability but the power is obviously a nice attribute.

He was bumped off Chicago’s roster this week when that club make their signing of Mike Clevinger official but the Phils were clearly intrigued enough to use their open roster spot and some cash to get him into their organization. Rodríguez still has a couple of options and can be kept in the minors until the Phils decide he’s ready for another call-up.

The Phils have an infield consisting of Bryce Harper, Bryson Stott, Trea Turner and Alec Bohm, with Whit Merrifield and Edmundo Sosa also on the active roster. Rodríguez will jump into a group of depth infielders on the 40-man that includes Kody Clemens, Darick Hall, Rodolfo Castro and Weston Wilson.

White Sox Designate Jose Rodriguez For Assignment

The White Sox have designated infielder Jose Rodriguez for assignment, as first reported by Francys Romero. Romero suggests that Rodriguez will be put on waivers, though Sox Machine’s James Fegan indicates that the organization will first seek a potential trade partner. Presumably, Rodriguez’s DFA will clear the way for right-hander Mike Clevinger to return to the Sox. Clevinger agreed to a one-year deal to return to Chicago earlier in the week.

Rodriguez, 22, appeared in one game with the White Sox in 2023 — his lone MLB appearance. He entered that game as a pinch-runner and came around to score, but he’s still awaiting his first major league plate appearance. He split the 2023 season between Double-A Birmingham and Triple-A Charlotte, batting a combined .262/.292/.437 with 21 home runs, 19 doubles, 31 steals (in 40 tries), a 21.9% strikeout rate and just a 4.1% walk rate.

Baseball America ranked Rodriguez ninth among White Sox farmhands heading into the 2023 season — a solid review on the back of a 2022 campaign in which he hit .280/.340/.430 in a full season of Double-A ball. His stock has dropped off considerably since that time, due in no small part to last year’s pedestrian offensive output and anemic walk rate. He’s regarded as a capable defender up the middle, though BA notes that he can at times be “too nonchalant” on defense, leading to some avoidable miscues.

Rodriguez is in the second of his three minor league option years. He’s played primarily in the middle infield but also has 184 innings of experience at third base. He’s a right-handed hitter with above-average speed, at least average power and some defensive versatility. All of that could hold appeal to another club seeking infield depth, even if there are still some refinements that need to be made in his free-swinging approach. The Sox will have a week to trade Rodriguez or attempt to pass him through outright waivers.

White Sox Recall Jose Rodriguez For MLB Debut

The White Sox announced a handful of transactions before tonight’s series opener with the Rangers. The most notable was the recall of infield prospect José Rodriguez for his initial MLB promotion. Chicago also recalled reliever Nick Padilla, placed Lance Lynn on the bereavement list, and put Romy González on the 10-day injured list because of right shoulder inflammation.

Rodriguez, 22, is among the better prospects in a thin Chicago farm system. Baseball America slots him ninth in the organization, crediting him with roughly average physical tools across the board but expressing some concern about a free-swinging offensive approach. BA suggests he’s likely to settle in as a utility type. Keith Law of the Athletic wrote over the offseason that Rodriguez’s bat-to-ball skills could make him an everyday player, likely at second base.

While the Dominican Republic native might be a long-term regular, he’s not likely to step into that role immediately. Rodriguez gets the call directly from Double-A, where he’d been having a middling offensive season. Over 201 plate appearances in the Southern League, he’s hitting .238/.274/.429. Rodriguez has connected on nine home runs but is walking just 5% of the time while striking out in over a quarter of his plate appearances — easily the highest rate of his professional career.

In all likelihood, Rodriguez will find himself back in the minors before too long. He could make his big league debut in the interim, though, offering some middle depth for skipper Pedro Grifol behind the starting duo of Tim Anderson and Elvis Andrus. Added to the 40-man roster last winter to keep him out of the Rule 5 draft, Rodriguez is in his first of three minor league option seasons.

White Sox Select Bryan Ramos And Jose Rodriguez

The White Sox announced they have added a couple of players to their roster in advance of tonight’s Rule 5 protection deadline. They are infielders Bryan Ramos and Jose Rodriguez.

Ramos signed with Chicago out of Cuba during the 2018-19 international signing period. A power-hitting third baseman, he’s played his way to Double-A by age 20. The right-handed hitter spent most of the year with High-A Winston-Salem, posting a .275/.350/.471 line with 19 home runs and a strong 16.4% strikeout rate. Baseball America considers him the #3 prospect in a generally weak Chicago farm system.

Rodriguez is a native of the Dominican Republic. Also a member of the 2018-19 international class, he played most of the season as a 21-year-old with Double-A Birmingham. In 484 plate appearances, the right-handed hitter put up a .280/.340/.430 line with 11 home runs and a meager 13.6% strikeout rate. He also swiped 40 bases and played mostly middle infield. BA considers him the #5 prospect in the Sox’s system, suggesting he’s likely to be a utility infielder.
