18-year-old Cuban lefty Gerardo Concepcion has established residency in Mexico, agent Jaime Torres told Enrique Rojas of ESPNDeportesLosAngeles.com. He should be able to declare free agency and negotiate with Major League teams very soon. The Yankees, Rangers, Cubs, White Sox, and Phillies are among the interested clubs, Rojas tweets.
Concepcion defected from Cuba during a tournament in the Netherlands last June, as did Aroldis Chapman.

Who is this guy, first mention I have seen of him.
Brian J Malenke
If the player is from Cuba, the Chicago White Sox are interested.

I wish my Mets would try to sign this kid but we are dead broke. The Mets will be around 17th in team payroll this year and in 2013 we will be bottown 10 in team payroll.Unreal

Does the 75% last just for the length of the contract? Why would anyone sign longer than 1 yr deals then? they lose a lot at one hit, but then can resign when they move to America…Im really confused as to how this process works?

Chapman defected earlier.
