Quick Hits: Pirates, Rays, Red Sox, Heyward, Int’l Prospects

The Pirates and Rays have faced criticism from fans and pundits for a lack of spending, plus they were two of the four teams cited in a grievance filed by the players’ union about the quartet’s use of revenue-sharing funds.  ESPN.com’s David Schoenfield, however, argues that the Bucs and Rays didn’t boast big payrolls even when they were in contention, and the larger issue that hurt Pittsburgh and Tampa Bay in 2017 was a lack of production from homegrown talent.  Neither club has done a good job of drafting and developing prospects in recent years, and the lack of a strong pipeline of minor league talent is deadly for any smaller-market franchise.

  • The hiring of new manager Alex Cora as gave the Red Sox some insight into how the Astros (Cora’s former team) used analytics to help with in-game strategy, and it made the Sox realize that they were falling behind in the advanced statistics arms race, WEEI.com’s Rob Bradford reports.  Boston’s analytics department is now up to 10 full-time employees (plus interns) after some offseason hirings, and the team has drastically overhauled its advance scouting and data-gathering methodology to better get information to Cora and the coaching staff.
  • Jason Heyward’s struggles since joining the Cubs have almost reached the point of historical oddity, as “this type of production drop during a player’s prime is nearly unprecedented, especially when injuries aren’t a factor,” The Athletic’s Sahadev Sharma writes (subscription required).  Heyward has just a .243/.315/.353 slash line over 1073 PA for Chicago, as opposed to the .268/.353/.431 he posted in 3429 PA with the Braves and Cardinals over his first six seasons.  Sharma cites a few other players who went through similarly sudden early declines, and only former Dodgers and Expos outfielder/first baseman Ron Fairly was able to entirely rebound and again become a productive hitter.  Still, Heyward has been working with new hitting coach Chili Davis and the Cubs are still hopeful that he can regain some of his old stroke.
  • Major League Baseball recently held a showcase for some of the top international prospects who will become available when the 2018-19 international signing window opens on July 2.  In a subscription-only piece, Baseball America’s Ben Badler (two links) has the breakdown of some of the pitchers who made a particular impression, with some of these young arms already linked to such teams as the Cubs, Diamondbacks, Marlins, and Phillies.

Julio Pablo Martinez Receives Clearance To Sign With MLB Organizations

Cuban outfielder Julio Pablo Martinez has been declared a free agent by Major League Baseball and will be free to sign with a Major League organization beginning on March 6, reports Ben Badler of Baseball America. The 21-year-old Martinez is subject to international bonus pools due to his age and lack of professional experience in the Cuban National Series, so he’ll now have to decide whether to sign with a team during the current signing period (when many teams have already spent the bulk or entirety of their league-allotted budget) or after the July 2 kick off the 2018-19 period.

According to Badler, the Rangers, Yankees and Marlins are the current favorites for Martinez, who is one of the more touted prospects to come out of Cuba in recent seasons. If Martinez opts to sign with the Yankees or Marlins, per Badler, he’d likely be waiting until this coming summer to sign so that both teams could tap into their 2018-19 pools. The Yankees added a pair of Venezuelan prospects back in late December and also picked up former Braves farmhand Angel Rojas for $350K, thus accounting for some of what was left over from a failed run at Shohei Ohtani.

Texas had  $3.535MM in pool allotments to spend on Ohtani before he opted to sign with the division-rival Angels. They’ve since reallocated some of their pool by signing shortstops Yenci Pena (for $675K) and Keithron Moss (for $800K) as well as outfielder D’Vaughn Knowles (for $500K). That’d still leave as much as $1.56MM to offer Martinez to begin his pro career in the current signing period (though it’s possible the pool is a bit lesser depending on whether Texas has made some smaller-scale signings that were not widely reported).

Certainly, other clubs could enter the mix for Martinez — especially if he is keen on waiting until July to sign a contract. Far more teams would be able to weigh a pursuit of the 21-year-old at that time, and given the appeal touted by Badler in his scouting reports on Martinez, several teams would figure to have interest. Badler lists Martinez at 5’10” and 180 pounds, praising a blend of power and speed, and he’s expanded on the talented young outfielder in a pair of prior columns — both of which those looking to learn more about Martinez will want to check out.

The left-handed-hitting, left-handed-throwing Martinez hit .333/.469/.498 with six homers, 11 doubles, two triples and 24 steals (in 29 attempts) during his most recent professional effort in Cuba. More impressively, he drew 52 walks that season against just 30 strikeouts in 264 plate appearances.

He also appeared in 57 games and tallied 255 plate appearances in the 2017 Can-Am Association — the same independent league that was previously home to big leaguers Chris Colabello, Andrew Albers, Craig Breslow, Steve Delabar and Tim Adleman, among others — where he hit .297/.345/.449 with seven homers and 20 steals. In today’s piece, Badler notes that Martinez is likely of an appropriate skill level to begin his path to the Majors in Class-A Advanced or in Double-A.

Quick Hits: Int’l Market, Twins, Vizquel, Chatwood, Nats

The Blue Jays are the favorites to sign 15-year-old Dominican shortstop Orelvis Martinez, who scouts expect will receive the highest bonus of any player signed in next year’s July 2 international signing market, Baseball America’s Ben Badler writes (BA subscription required and recommended).  Badler recently attended an MLB showcase for Dominican players and provides brief scouting breakdowns on some of the talents involved, plus the teams already connected to them in signing rumors.  Besides Toronto and Martinez, the Giants, Tigers, Mariners, Rays, Indians, Royals, and Cubs were also linked to the seven other prospects featured in Badler’s report.

  • Extensions could be a major element of the Twins’ offseason, as Mike Berardino of the St. Paul Pioneer Press writes that the club could look to gain cost certainty over one or more of their young players with a multi-year agreement.  Derek Falvey and Thad Levine were often part of extension talks in their past jobs with the Indians and Rangers; Berardino gets some interesting quotes from Ian Kinsler about his dealings with Levine in working out his two extensions with Texas.  for a lower-payroll team like Minnesota, though it’s worth noting that the Twins have no money at all on the books after the 2019 season.  Byron Buxton, Miguel Sano, and Eddie Rosario are all a season away from arbitration eligibility, while Jose Berrios and other possible cornerstone players still have multiple pre-arb years remaining.
  • The White Sox have hired Omar Vizquel as the manager of their A-ball affiliate in Winston-Salem, according to Venezuelan reporter Efrain Zavarace on Twitter (hat tip to MLive.com’s Evan Woodbery).  This will be Vizquel’s first managerial assignment after four seasons as the Tigers’ first base coach and one year as an infield coach with the Angels.  He has often been mentioned as a potential managerial candidate in the big leagues, and Vizquel interviewed for the Tigers’ dugout vacancy earlier this offseason.
  • There is “widespread interest” in free agent right-hander Tyler Chatwood, Jon Morosi of MLB Network tweets. As a result, it’s “probable” Chatwood will land a multi-year contract, a source informed Morosi.  MLBTR forecasts a three-year, $20MM contract for Chatwood, who spent the previous five seasons with the Rockies organization.  Chatwood combined for 60 appearances (52 starts) from 2016-17 and recorded a 4.27 ERA, with 6.98 K/9 against 4.33 BB/9, across 305 2/3 innings.  His age (28 in December), high velocity and penchant for inducing grounders (57.6 percent over the prior two seasons) are surely helping his cause on the open market.
  • After almost two years of trying, the Nationals aren’t close to selling the naming rights to Nationals Park, Chelsea Janes of the Washington Post reports.  If the Nats can eventually find a deal, it would create a short-term revenue bump for a club that has extensive short-term financial commitments and doesn’t seem any closer to resolving their ongoing TV rights dispute with the Orioles.  (Janes also provides an update on the latest development between the Nats and O’s in that court case.)
