International Transactions: 6/13/19

Here’s the latest on some international transactions news from around baseball…

  • The Blue Jays signed Cuban right-hander Yosver Zulueta and Dutch right-handers Jiorgeny Casimiri and Sem Robberse in some late additions before the end of the 2018-19 international signing period, Sportsnet.ca’s Shi Davidi writes.  Toronto acquired an extra $1.5MM of bonus pool funds in spring trades of Kendrys Morales to the A’s and Dwight Smith Jr. to the Orioles, which accounted for these three Jays signing (Zulueta received “the majority of their spending room,” as per Davidi).
  • The Orioles signed Dominican center fielder Stiven Acevedo to a contract with a $275K bonus in April, Jon Meoli of the Baltimore Sun writes.  Acevedo’s birthday (August 2, 2002) made him a bit of an odd man out for the first batch of signings last July 2, as other teams committed most of their pools to players who were already 16 years old.  This left him available for Baltimore, who felt like Acevedo would have received a bonus of $1MM+ had he waited for the next international signing period this coming July 2.  Acevedo is already 6’4″ and 185 pounds despite his young age, “with feel for the barrel, not much swing-and-miss and the chance to grow into some power,” according to Meoli.  The piece is well worth a read for a full overview of the Orioles’ 2018-19 international signing endeavors, as the team has finally started to focus on the int’l market under new GM Mike Elias (and in the final weeks of former front office boss Dan Duquette’s tenure) and the O’s now seem positioned to be major players in the 2019-20 signing period.  In total, the O’s spent $2.167MM since last July 2, despite a signing pool that both rose and shrunk rapidly after multiple trades and pursuits of such high-profile prospects as the Mesa brothers.
  • Austin Bibens-Dirkx is no longer a member of the Uni-President Lions of the Chinese Professional Baseball League, the team announced (hat tip to Rob of CPBLStats.com)  Bibens-Dirkx wished to return to the United States to be with his wife as the couple expects a baby within the coming days.  Bibens-Dirkx posted a 5.27 ERA over 114 1/3 innings for the Rangers in 2017-18 before signing with the Uni-Lions in the offseason.  His time in the CPBL carries its share of struggles, as Bibens-Dirkx posted a 5.28 ERA and 1.26 WHIP 46 innings.

Rangers Acquire International Bonus Money From Orioles

The Rangers have acquired international slot bonus money from the Orioles in exchange for minor league righty David Lebron, as per an announcement from the Orioles.

The trade represents an interesting twist for Baltimore, who has been amassing international draft money for months in various other deals in an attempt to revitalize the franchise’s long-dormant international development pipeline.  Owner Peter Angelos had long shied away from spending on int’l prospects, though the organization’s stance changed significantly once Angelos’ sons took on a larger role in the Orioles’ operations.  Under new general manager Mike Elias, the club has hired the well-regarded Koby Perez as Baltimore’s new senior director of international scouting.

After coming up short in their pursuit of Cuban prospects Sandy Gaston, Victor Victor Mesa, and Victor Mesa Jr., the O’s were left with easily the largest bonus pool of any team of the 2018-19 international signing period, with close to $6MM in available funds.  (The Dodgers were next on the list with just $1.4MM.)

Interestingly, both Baltimore and Texas were two of the teams reportedly interested in Cuban shortstop Yolbert Sanchez, who is the most highly-touted prospect on the int’l market after being cleared to sign with Major League teams in late January.  Texas has only $850K remaining in its signing pool, so the Rangers could be trying to add more money to land Sanchez, and could perhaps make more deals in the coming days or weeks to add extra funds from teams that have satisfied their needs in this signing period (or were under spending restrictions in this period).

By specifically trading with Texas, it could indicate that the Orioles are out on Sanchez, since it would make little sense to assist a rival in signing a prospect that the O’s themselves want.  Theoretically, the Orioles might already have a price point in mind for Sanchez that sits at less than $6MM, so they’re simply trading some of their own excess space to the Rangers, who will then pursue other prospects.  Baltimore is in something of an unusual position, as most teams have long since exhausted their bonus pools by this time in the 2018-19 signing period, yet there also isn’t much in the way of premium talent remaining other than Sanchez.

Lebron was a 26th-round pick for Texas in last summer’s amateur draft.  A 25-year-old product of the University of Tampa, Lebron posted a 1.31 ERA, 8.3 K/9, and 3.17 K/9 rate over his first 20 2/3 professional innings.  Lebron pitched exclusively as a reliever for the Rangers’ low-A and high-A affiliates, though his season was cut short to injury in August.

Orioles, Rangers, Astros Have Recently Scouted Yolbert Sanchez

As of today, 21-year-old Cuban shortstop Yolbert Sanchez is formally cleared to sign with Major League clubs. Sanchez, who recently left Cuba and has since been living and working out in the Dominican Republic, emerged as the most touted talent on the international free-agent market in late January when it was first reported that he’d be cleared to sign on this day.

At present, the Orioles and their near-$6MM signing pool are the runaway leaders in terms of pool money available. The Dodgers’ $1.4MM remaining pool is the next largest, though teams are still allowed to trade international funds between now and the close of the current signing period on June 15.

According to MLB.com’s Jesse Sanchez, the Orioles recently sent new general manager Mike Elias and a contingent of evaluators to the Dominican Republic to scout the newly available shortstop. The O’s aren’t the only ones who’ve seen him, however, as the report also indicates that Rangers president of baseball ops Jon Daniels and Astros president of baseball ops Jeff Luhnow were both in the Dominican Republic recently to scout Sanchez in person. Houston can’t offer Sanchez more than $300K until the next signing period begins on July 2, though Texas can trade for additional funds on top of the $850K the organization currently has in its pool.

The point regarding the next signing period is a key distinction, particularly given that Fangraphs’ Eric Longenhagen tweeted today that Sanchez’s camp has told interested teams that one club has already put forth an offer of $2MM if he’s willing to wait until the 2019-20 signing period begins. That could be a negotiation tactic, though it’s common for teams to have verbal agreements with international free agents in place well in advance of the signing period’s commencement, and Sanchez is surely a know commodity to other clubs throughout the league.

Sanchez isn’t necessarily considered an elite prospect, but he’ll turn 22 in March and, as such, could be closer to the Majors than most amateurs available in international free agency. Longenhagen and colleague Kiley McDaniel wrote at the time they reported Sanchez’s impending availability to MLB clubs that his glove, speed and throwing arm all draw above-average to plus ratings from scouts. His offensive upside, however, is not as universally agreed upon.

Sanchez appeared in 128 appeared across parts of three seasons in the Cuban National Series before leaving the island in 2018 and batted a combined .297/.338/.345 through 435 plate appearances. Sanchez homered just once in that span, although the majority of his plate appearances came as a teenager and he struck out at just an 8.7 percent clip.

AL East Notes: Orioles, Sanchez, Farquhar, Pham

Cuban shortstop Yolbert Sanchez will formally be eligible to sign with teams beginning tomorrow, and Joe Trezza of MLB.com looks at the Orioles’ chances of signing the soon-to-be 22-year-old. While Baltimore’s level of interest in Sanchez isn’t fully clear to this point, they still have to be considered the favorite to add Sanchez given that their near-$6MM international pool is more than four times larger than the next-largest pool: the Dodgers’ $1.4MM. Trezza spoke to one non-Orioles exec who likened Sanchez to a second- or third-round pick in terms of overall talent, given his limited offensive potential but quality glove and speed. Still, while he may not be an elite prospect, Sanchez looks like the best international talent on the board at the moment, and the O’s have the spending capacity to trounce any offer made during the current signing period. Sanchez could, alternatively, wait until July 2 to sign, which would open the field up considerably.

Elsewhere in the division…

  • Right-hander Danny Farquhar discussed his remarkable comeback in an appearance on MLB Network Radio on SiriusXM (Twitter link, with audio). Farquhar, who recently inked a minor league contract with the Yankees, was fighting for his life 10 months ago after suffering a brain aneurysm in the White Sox’ dugout. Soon to turn 32, Farquhar acknowledged that he’s lucky to be alive but also put a positive spin on his harrowing medical status, noting that in the time since recovering, he’s been able to dedicate himself solely to training. While this time of year brings about frequent “best shape of his life” stories, Farquhar’s is certainly of more note than most others given a recent near-death experience. While the Yankees’ bullpen will be a tough one to crack, Farquhar can either head to Triple-A as a depth option if he doesn’t make the roster or, potentially, attract the interest of another team with a strong spring showing for the Yankees.
  • Outfielder Tommy Pham’s arbitration hearing with the Rays is set to take place today, tweets MLB Network’s Jon Heyman. Pham logged a ridiculous .333/.448/.622 slash with seven homers, seven doubles and six triples in 174 plate appearances with Tampa Bay following last summer’s trade from the Cardinals organization. He’d struggled previously in St. Louis, though his combined .275/.367/.464 slash between the two teams was still quite strong. Pham filed for a $4.1MM salary, while the Rays countered at $3.5MM — as can be seen in MLBTR’s 2019 Arbitration Tracker.

Cuban Shortstop Yolbert Sanchez Cleared To Sign With MLB Teams

Shortstop Yolbert Sanchez has left Cuba and has been cleared by Major League Baseball to sign with teams beginning on Feb. 5, Eric Longenhagen and Kiley McDaniel of Fangraphs report. The 21-year-old (22 in March) will be subject to MLB’s international bonus pool system.

Sanchez’s stats in his limited professional experience won’t wow anyone — he’s a .297/.338/.345 hitter in 435 plate appearances — but McDaniel and Longenhagen nonetheless paint him as a likely seven-figure bonus recipient due to his raw speed, glovework at shortstop and arm strength — each of which are considered by scouts to be anywhere from above average to plus. Their report notes that scouts view him as the type of prospect who’ll typically command a bonus between $2-4MM.

Certainly, that bodes well for the Orioles, who still have upwards of $6MM in their international bonus pool after whiffing on prospects Victor Victor Mesa, Victor Mesa Jr. and Sandy Gaston when the trio signed early in the 2018-19 offseason (the Mesa brothers with the Marlins; Gaston with the Rays).

Of course, the mere fact that the Orioles presently have the most money at their disposal doesn’t by any means make Baltimore a lock to sign Sanchez. The O’s, after all, had the ability to make larger offers to the Mesa brothers and Gaston but did not ultimately ink any of the trio. It’s also possible that they don’t view Sanchez as a prospect who should command such an investment — or at least that they don’t like him to the same extent as another organization with millions remaining in its bonus pool. Beyond that, Sanchez could technically opt to wait until July 2 to sign, at which point bonus pools would reset and present him with a vastly larger list of suitors.

While Baltimore is the runaway leader in remaining pool space, McDaniel and Longenhagen write that the Dodgers, Cubs and Phillies are among the teams with the most resources remaining. MLB.com’s Jesse Sanchez adds the Cardinals to the mix, noting that St. Louis has an estimated $1.85MM remaining in its pool. Sanchez pegs the Dodgers at about $1.4MM, the Phillies at roughly $1MM and the Cubs, Rangers and Red Sox in the $750-800K range. Sanchez will hold workouts for teams later this week in the Dominican Republic, per Fangraphs’ report.

Rays Sign Sandy Gaston

The Rays have formally announced the signing of hard-throwing Cuban pitching prospect Sandy Gaston. The 16-year-old (17 in December) showcased for big league clubs at Marlins Park alongside Victor Victor Mesa and Victor Mesa Jr. in early October and, as of last week, was reported to be nearing a deal with the Tampa Bay organization. Jorge Ebro of El Nuevo Herald has previously reported that the would-be agreement was believed to include a hefty $2.6MM signing bonus. Slightly more specifically, MLB.com’s Mark Feinsand tweets that the official bonus checks in at $2.61MM.

At last check, the Rays were reported to have about $3.5MM in their international bonus pool, meaning the signing of Gaston will account for the majority of their remaining resources. In return for their investment, the Rays will secure the rights to a young pitcher who ranked 16th among international prospects, per MLB.com’s Jesse Sanchez, and 24th on this year’s class in the eyes of Baseball America’s Ben Badler.

Already listed at 6’3″ and 205 pounds, Gaston’s greatest asset is a blazing fastball that routinely sits in the upper 90s and has reached 100 mph. His secondary offerings are said to lack consistency, as one might expect from a still-developing arm in his teens, and he’s still working to refine his command. Badler’s report on him notes that some scouts who’ve seen Gaston more recently have come away with the impression that his delivery is more under control, though he still notes that Gaston bears similarity to another flamethrowing teenager who has yet to pan out — former Marlins No. 2 overall draft pick Tyler Kolek. That’s not an indictment on Gaston’s future, of course, but rather a means of illustrating that there’s a fair bit of risk associated with Gaston despite his considerable upside.

 

Orioles Face Uncertainty On International Market

Most international prospects sign on, or soon after, July 2 — the beginning of the yearly international spending period. Those teams with money still to spend this time of year are left with a more limited pool of talent from which to draw, though a trio of interesting prospects emerged last month. The Miami Marlins made a splash by locking up top Cuban prospect Victor Victor Mesa and his younger brother Victor Mesa Jr. Earlier today, the Tampa Bay Rays reportedly committed $2.6MM to sign Cuban right-hander Sandy Gaston.

Teams have until June 15th to spend their remaining international bonus pool money. But with that trio joining a host of other well-regarded youngsters with MLB organizations, the cupboard is increasingly bare. 

The situation that remains is quite an interesting one for the Baltimore Orioles, who have far and away the most spending capacity remaining under the current international rules. The O’s can spend around $6.5MM on prospects, having only inked a pair of international youngsters to this point. There are still plenty of players available, to be sure, but the reputed top prospects are off the board. And it’s fair to wonder why none of them ended up in Baltimore.

Granted, we don’t quite know Baltimore’s strategy for wooing these top prospects — or even if they had one, given the organization’s recent shift to begin spending internationally after years of foregoing the market. We know they sent representatives to the showcase for the three Cuban stars earlier this month, but MLB.com’s Brittany Ghiroli observes that without a general manager or international scouting director currently in place, the Orioles lagged behind teams like the Rays and Marlins in developing relationships on the international front. Presumably, other organizations were also able to highlight other player-friendly features of their systems that the O’s simply do not currently have. No doubt, the Florida clubs also had something of a geographic advantage as well given the notable Cuban-American communities in that portion of the country.

It’s a tad ironic to say to Baltimore, a team long mired behind their big-spending rivals in Boston and New York, that money won’t buy the top players in the market. But the fact remains that, in this case, the O’s had the ability to outspend just about anyone on the market, only to find that said financial firepower just wasn’t enough.

The Baltimore Sun’s Jon Meoli points out that, in and of itself, losing out to a team with deep Cuban roots who spent the last month accumulating enough pool money to compete with Baltimore’s league-leading sum doesn’t even rank on the scale of the organization’s recent disappointments. Still, the Orioles’ longstanding failures and disinterest in developing Latin American players suggests a deleterious operating procedure that’s becoming an unfortunate trademark of the organization.

Conversely, it’s not as if the more than $6MM the Orioles have in international pool money is free money. As The Athletic’s Dan Connolly rightly notes, it’s not outside funding; it’s merely a spending cap as opposed to actual money. What they really lost was an opportunity to exploit a market advantage. It’s no accident that MLB teams routinely empty their spending allocation. Indeed, it used to be common for clubs to blow past their limits for a given season, incurring massive overage penalties and future signing restrictions. (That approach is no longer permitted under the hard-cap system of the current rules regime.)

What’s most confounding about this saga is that Baltimore’s pool of money wasn’t available to them by happenstance: they traded for much of it. The Orioles first shipped reliever Brad Brach to Atlanta for pool money ($250k), then dealt Kevin Gausman and Darren O’Day to Atlanta in a separate deal — this time for an uninspiring prospect bundle that was theoretically headlined by the whopping sum of pool money ($2.5MM) they also received. Shedding O’Day’s hefty $10MM commitment was unquestionably also a key goal, but that is a rather thin justification for parting with a controllable, youthful pitcher of Gausman’s talent level.

Ghiroli, Meoli and Connolly all touched on a similar sentiment: the optics here are bad for Baltimore, at a minimum. Casting final judgment on the Orioles’ use of their international pool money, at this stage, is premature. The international signing period is not yet done, and the O’s may, theoretically, still have a plan. But in a year when they lost 115 games, bid adieu to their franchise player, and oversaw massive organizational upheaval, the Orioles sure needed a win, and the international market seemed like the place to get it. Now, that avenue carries far less certainty.

Taiwanese slugger Wang Po-Jung will reportedly be posted for MLB teams, though despite his otherworldly production in the Chinese Professional Baseball League, there’s not much reason to think he’s the sort of player that would headline an international class. Perhaps there will be a bonus-restricted amateur unexpectedly posted from Nippon Professional Baseball or the Korea Baseball Organization who gives the Orioles a mulligan to take advantage of their financial firepower, but right now it seems hard to envision them capitalizing on their considerable bonus pool.

Rays Reportedly Nearing Deal With Sandy Gaston

The Rays appear to be closing in on a deal with Cuban right-hander Sandy Gaston that will pay him a $2.6MM bonus. Jorge Ebro of El Nuevo Herald (Spanish-language link) reports that the sides are already in agreement, though Marc Topkin of the Tampa Bay Times hears (Twitter link) they are still working toward a finalized deal. MLB.com’s Joe Frisaro tweeted last night that the sides were nearing agreement on a deal.

If the contract hits the books, the 17-year-old Gaston will absorb the bulk of Tampa Bay’s remaining international spending pool, which had stood at $3.5MM. It is not entirely clear to what extent the organization’s proximity to Gaston’s homeland played into the decision, but it surely did not hurt their odds.

For their money, the Rays will get a player who was rated as the 24th overall international prospect by Ben Badler of Baseball America. Gaston is best known for his big velocity, which he showed off in a recent showcase for MLB clubs. That’s a loud tool for a young hurler, but Badler also notes that Gaston otherwise lacks polish. His offspeed offerings and ability to consistently command the baseball remain in question, though certainly he has plenty of time to iron things out.

Gaston will join several other highly-regarded players to round out the Tampa Bay recruiting class. Per Badler’s signing tracker, the Rays have also landed 13th overall prospect Alejando Pie as well as four other top-fifty talents and a variety of additional players.

With the news, the Orioles have now missed out on the three top prospects left on the international market — at least, by general reputation. The Marlins recently wrapped up deals with Victor Victor Mesa and Victor Mesa Jr., fellow Cuban players who had held a showcase with Gaston.

It’s a rather curious situation, as the Baltimore organization had prioritized the aggregation of bonus pool availability of late and has a hefty $6.5MM still left to spend, by far the largest sum in baseball. At last look, the club was said still to be chasing Gaston, even as it seeks a new leader for its baseball operations department. Ebro notes that there was close competition for the intriguing young hurler. The Orioles’ back-up plans remain unclear.

Marlins Sign Victor Victor Mesa, Victor Mesa Jr.

10:50am: Victor Victor’s bonus checks in at $5.25MM, while Victor Jr. received a $1MM bonus, per Sanchez (Twitter link).

Oct. 22, 9:55am: The Marlins have formally announced the signing of the Mesa brothers and will be streaming a press conference to introduce the pair at Marlins.com and also on Periscope.

Oct. 20, 2:48pm: Victor Victor is expected to receive a bonus in excess of $5MM, per MLB.com’s Jesse Sanchez on Twitter.

2:12pm: Jon Heyman of Fancred tweets that the Marlins have officially signed the brothers.  Terms of the deals have yet to be released.

1:15pm: Cuban outfield prospect Victor Victor Mesa and brother Victor Mesa Jr. are expected to sign with the Marlins at some point in the next few days, according to Jorge Ebro of El Nuevo Herald.  The news is certainly not official yet, but an unnamed source claims the brothers have passed physicals and will be introduced “imminently” at a Marlins Park press conference (at which Executive Director Derek Jeter and President of Baseball Operations Michael Hill are slated to attend) scheduled for 11 AM Monday.

Victor Victor, 22, was arguably the most coveted amateur free agent on the International market at current, and Ebro’s sources indicate that he’s expected to receive a bonus in excess of $4MM.  Mesa Jr., 17, is expected to receive a bonus “close to” $1MM, per the report.  Right-hander Sandy Gaston, oft mentioned in concert with his countrymen, appears to be headed elsewhere, per Ebro, though FanGraphs’ Kiley McDaniel tweets that “the belief” is that Miami could still find a way to fit him in their ~6.75MM bonus pool, too.

Victor Victor, the son of Cuban baseball luminary Victor Mesa, slashed .354/.399/.539 for Matanzas in his last full season of play (2016-2017, when he was just 20) in Cuba’s Serie Nacional.  Reports have indicated that he may need just minimal seasoning in the minors before getting his shot with the big club, with MLB.com taking particular note of his “outstanding” defense, plus throwing arm and running ability, and potential to hit at the top of a lineup.  The older Mesa starred in a recent showcase at his soon-to-be new home park, where he impressed scouts during a live batting practice session.  Mesa Jr.’s calling cards appear to be an above-average arm and plus contact ability, though at age 17, he certainly has plenty of projection remaining.

The addition of the Mesa brothers, particularly the elder of the two, is an important step in the Marlins’ ongoing rebuild of the organization under new ownership.  Last offseason’s trades of Giancarlo Stanton, Marcell Ozuna, Christian Yelich and Dee Gordon marked a clear retooling effort with a focus not only on shedding payroll but also adding a wave of young talent to the organization.  This latest pair of additions will only further the goal of creating a foundation of intriguing young players.  With most of its pool now exhausted, Miami will look to offseason trades and a favorable No. 4 overall selection in the 2019 draft as additional avenues to bolster its growing reservoir of prospects.

International Notes: Kikuchi, Gaston, Jimenez

It’s already been reported in Japan that the Seibu Lions intend to post ace left-hander Yusei Kikuchi for Major League teams this offseason, but the pitcher himself said after his team was eliminated from the postseason that he has not yet made a firm decision (link via Jason Coskrey of the Japan Times). “Well, the season just ended,” Kikuchi said. “…Regarding the future, it’s not all up to me. I haven’t had a chance to talk with the team.” Kikuchi, 27, added that he needs to spend time with his family to ponder the decision before making any firm request. Coskrey writes that the Lions have publicly acknowledged that they would honor Kikuchi’s request if he ultimately wishes to be posted. Kikuchi turned in 163 2/3 innings of 3.08 ERA ball with 8.4 K/9 against 2.5 BB/9 for the Lions this season. In 1035 1/3 career innings in Japan, the three-time All-Star has a 2.81 ERA with 8.0 K/9 and 3.3 BB/9 — including a combined 2.58 ERA over the past four seasons.

If he is posted, Kikuchi would be free of international spending restrictions and could negotiate with all 30 MLB clubs on a contract. The new posting system between MLB and NPB would require Kikuchi’s new team to pay a fee equal to 20 percent of his contract’s first $25MM, plus 17.5 percent of his next $25MM and 15 percent of anything beyond that (including incentives, option buyouts, etc.).

A few more notes on the international market…

  • The Marlins spent virtually all of their international bonus pool on brothers Victor Victor Mesa and Victor Mesa Jr., meaning right-hander Sandy Gaston almost certainly won’t be joining the Miami organization. Jorge Ebro of El Nuevo Herald reports that Gaston’s camp is seeking a bonus north of $2MM for the 17-year-old flamethrower, with both the Orioles and Rays listed as potential landing spots. Baltimore has a reported sum of near $6.5MM left to spend on international amateurs, while Tampa Bay’s remaining international pool is in the $3.5MM range at present.
  • The White Sox have signed infielder Enoy Jimenez, the 17-year-old younger brother of top prospect Eloy Jimenez, reports Ben Badler of Baseball America (via Twitter). Scouting information on the younger Jimenez brother is virtually nonexistent, though it should be noted that the White Sox are barred from spending more than $300K on any international amateur signing due to their pool-shattering $26MM agreement with Luis Robert from the 2016-17 signing period, meaning Enoy couldn’t have received an especially large bonus. That certainly doesn’t mean that Enoy isn’t without upside — many high-profile Latin American players sign for only a few thousand dollars — but whatever the exact amount of the bonus was, it undoubtedly falls well shy of the $2.8MM the Cubs paid to sign Eloy back in 2013.
