Minor Moves: Owings, Ramirez, Jurrjens

Today's minor moves from around the league…

  • Justin Thomas exercised his out clause with the Athletics and is now a free agent, according to Susan Slusser of the San Francisco Chronicle (Twitter links).  Thomas made 16 starts for the club's Triple-A affiliate, posting a 4.48 ERA with 7.3 K/9 and 3.6 BB/9.
  • The Nationals have granted Micah Owings his release from Triple-A Syracuse, tweets Dan Kolko of MASNsports.com. The former pitcher had been trying to make the team as a position player. He batted .265/.305/.480 with eight homers and played primarily left field in 57 games for the Chiefs this season.
  • In addition to the two Rays moves below, Marc Topkin of the Tampa Bay Times tweets that the team signed recently released right-hander Ramon Ramirez. The 31-year-old was an elite setup ma from 2008-11, posting a 2.77 ERA with 7.5 K/9 and 3.7 BB/9 for the Royals, Red Sox and Giants, but he's struggled the past two seasons in San Francisco.
  • The Rays have released Triple-A right-hander Will Inman and signed outfielder Evan Frey, the team announced on Twitter. Inman, 26, posted a 6.47 ERA with more walks than strikeouts in 32 innings. Frey is a .271/.369/.357 hitter in 213 career games at Triple-A. 
  • Jonathan Sanchez has decided against exercising his July 1 opt-out clause with the Dodgers and instead negotiated a new opt-out date, according to Jon Heyman of CBS Sports (on Twitter). The lefty signed with the Dodgers in May but only got the opportunity to start two games for Triple-A Albuquerque. Sanchez began the year with the Pirates but didn't last long as he was designated for assignment after just five appearances and an 11.85 ERA.
  • Jair Jurrjens has been officially optioned to Triple-A, according to Dan Connolly of the Baltimore Sun. The Orioles optioned Jurrjens rather than technically designating him for assignment, though he had the right to refuse the assignment. Jurrjens accepted, and will report to Norfolk in 72 hours (All Twitter links).
  • Nine players are in DFA limbo: Carlos Marmol (Cubs), Francisley Bueno (Royals), Eric Hinske (D-Backs), Luis Cruz (Dodgers), Alex Liddi (Mariners), Clayton Mortensen (Red Sox), Travis Ishikawa (Orioles), Jeff Francoeur (Royals) and Matt Guerrier (Dodgers).

Rosenthal’s Latest: M’s, Yanks, Roenicke, Rays, Cubs

Ken Rosenthal of FOX Sports has a lengthy new article discussing All-Stars, some of the game's top young hitters and a plethora of hot stove info. Here are some highlights…

  • Rival executives around the league are critical of the Mariners for rushing their top prospects, but Rosenthal notes that Nick Franklin has been more than up to the challenge, and Brad Miller earned his promotion with his minor league performance. Regarding the struggling Mike Zunino, GM Jack Zduriencik told Rosenthal: "We planned all along to get Mike to Seattle at some point in July … He wasn't expected to be a big contributor offensively if it was now, July, September … but he has held his own, and what he is receiving now will set him up for 2014 and beyond."
  • Multiple scouts have questioned the work ethic of the Brewers' players, with one telling Rosenthal "there's a lot of quit on that team." Rosenthal writes that it isn't manager Ron Roenicke's fault that Ryan Braun, Corey Hart and Aramis Ramirez have been injured, but the negative reports could be an "ominous sign" for Roenicke. Rosenthal tweets a correction, noting that Roenicke is signed through 2014, not through 2013 as he initially reported.
  • The Yankees aren't planning a fire sale, but if they did, they'd have some of the most attractive trade chips in the game. The Yankees could part with Joba Chamberlain and Phil Hughes, however, and Rosenthal adds Curtis Granderson's name to the mix, assuming the injured outfielder gets healthy in time.
  • The Rays aren't looking to add a starting pitcher with both David Price and Alex Cobb likely to return in the near future. If the Rays make any moves at all, they'll be for impact players regardless of position.
  • The Cubs are "all but certain" to trade pending free agents Matt Garza, Kevin Gregg and Scott Feldman, but they're not in a rush to deal Nate Schierholtz and David DeJesus, both of whom are controlled beyond 2013. 

Rosenthal On Rios, Pirates, Lucroy, Reds

Ken Rosenthal of FOX Sports posted a brand new edition of Full Count.  Here's a look at the highlights..

  • The Pirates should be in the market for a reliever, but their biggest need might be in right field where they rank last in the National League in OPS.  The White Sox's Alex Rios would be perfect and he would form an extremely athletic outfield with Andrew McCutchen and Starling Marte.  However, Rios makes $12.5MM in each of the next two years and two other possibilities, Michael Morse and David DeJesus, are on the DL.  The Bucs are in a tricky spot because they want to improve but they don't want to disrupt their chemistry or budding farm system.
  • The Brewers will move just about anybody, but not catcher Jonathan Lucroy because they consider him too valuable to their future.  They kept suitors away last winter and this season he has full no-trade protection.
  • The Reds will stay open minded about acquiring a pitcher because of the uncertainty surrounding Johnny Cueto.  They've got Tony Cingrani to turn to, but they'll need to monitor his innings.  
  • A scout told Rosenthal that the Rays had a ton of eyes on the Rangers' farm system, fueling speculation that a David Price deal might be brewing, but that's not the case.  Price is about to return from a triceps injury and Tampa Bay is trying to win.  Barring an outright collapse, they are not even going to entertain the thought of moving the hurler until the offseason.  With that said, Texas has long had interest in Price and if/when he becomes available, they'll be at the front of the line.

Olney On Diamondbacks, Cubs, Giants, Rays, Twins

In a Twitter blitz this morning, ESPN.com's Buster Olney dropped several pieces of information about the developing non-waiver trade deadline market. (All Olney links via Twitter.)

  • We learned on Thursday that the Diamondbacks are more interested in younger, high-upside, controlled starters like the Brewers' Yovani Gallardo and Cubs' Jeff Samardzija than short-term veteran rentals. Olney, who noted the Gallardo interest a week ago (on Insider), now adds that the Dbacks like the marketability of Gallardo's Mexican heritage.
  • Olney also reports that Arizona had brief discussions with the Cubs regarding Samardzija. When the Cubs inquired into the availability of top Dbacks prospects Archie Bradley and Tyler Skaggs, however, the clubs ceased their talks. Nevertheless, Olney says that others in baseball do not believe that Skaggs is untouchable.
  • Meanwhile, the trade value of Cubs starter Matt Garza is undeniably trending up as the pitcher demonstrates that he is healthy and capable. Olney says a Garza trade is "expected soon" and, according to MLB executives, will likely return "more than the value of a first-round draft pick" to Chicago. 
  • It is worth bearing in mind the Cubs' alternative strategic options. The team could decide to hold off on trading Garza, instead exploring a long-term extension with him. Should that not work out, Chicago could make him a qualifying offer. If he signed elsewhere in free agency, then, the Cubs would receive a compensatory first-round choice. Hence, the Cubs will likely be inclined to demand what they view as better value than such a pick in a mid-season trade.
  • The Giants may be focused on adding a starter, but that is far from the team's only need. According to an Olney tweet, San Fran is surveying the league for a right-handed outfield bat.
  • For the Rays, the club is still waiting and watching to decie on a trade deadline approach, says Olney. Sitting at seven games back in the competitive AL East, the team will wait to see how things play out when it returns David Price and Alex Cobb from the DL.
  • Finally, Olney expands upon yesterday's notes on Twins closer Glen Perkins. He reports that teams that have inquired have been told that the club's premier reliever is not presently available. With Perkins signed to what Olney describes as an "incredible team-friendly contract," it will be interesting to see whether Minnesota is interested in trying to entice a contender to send a significant prospect haul to supplement its promising minor league system.

AL East Links: Sternberg, Hughes, Teixeira, Orioles

The Blue Jays' 11-game win streak was snapped tonight at Tropicana Field in a 4-1 loss to the Rays.  Jeremy Hellickson delivered seven shutout innings of one-hit ball while James Loney, Wil Myers (in his home debut) and Sam Fuld connected on three straight solo homers in the second inning.  One more victory would've given Toronto a new franchise record for consecutive wins.

Here's the latest from around the AL East…

  • "If it’s up to me, it’s very unrealistic," that the Rays would leave the Tampa area, Rays owner Stuart Sternberg tells FOX Sports' Jon Morosi, though Sternberg warns that "the decision can be taken out of my hands at some point" by Major League Baseball if the Rays' stadium situation isn't resolved.  Sternberg discusses several topics in this wide-ranging chat, from his team's future in Tampa Bay to David Price and Evan Longoria's contracts to even the prospect of MLB returning to Montreal.
  • An AL executive sums up the Yankees' decision about trading Phil Hughes as "If he’s good, why trade him? If he’s struggling, what will you get?", according to Andy McCullough of the Star-Ledger (Twitter link).  Hughes hasn't pitched well this year (a 5.09 ERA in 14 starts) and will be a free agent this winter, though it has been speculated that the homer-prone Hughes could still be targeted by teams who play in pitcher-friendly stadiums.
  • Mark Teixeira received a cortisone shot over a week ago but is "still experiencing soreness" in his right wrist, Yankees GM Brian Cashman told reporters (including Andy McCullough) in a conference call today.  Teixeira's lack of progress renews speculation that he may have to undergo season-ending surgery, though Cashman didn't want to comment on the possibility or possible future moves at first base until more was known about the injury.
  • The Orioles are known to be looking for pitching help but since they aren't willing to move any top prospects or core players, Eduardo A. Encina of the Baltimore Sun thinks the O's will have to wait until close to the trade deadline "to see if they can get a bargain" since they currently wouldn't be able to find a true upgrade at their price.
  • Orioles manager Buck Showalter told reporters (including MASNsports.com's Roch Kubatko) that "we would have liked, in a perfect world, to have [Mark Reynolds] back" this season.  "I know our guys liked Mark. He's a good teammate, a good guy, an easy guy to manage. We'd like to have had him, but it just didn't work out," Showalter said.  Reynolds signed with the Indians last winter and took a .741 OPS and 14 homers into tonight's action, so while the O's could've used Reynolds at DH, they're very set at the corner infield spots thanks to Manny Machado and Chris Davis.

Draft Notes: Wilson, Williams, Milone, Driver, Ziomek

Here's today's rundown of draft-related news and notable non-first-round signings (slot info courtesy of Baseball America)…

  • The Mariners inked second-round selection Austin Wilson to a $1.7MM deal, Jim Callis of Baseball America tweets.  The outfielder out of Stanford has huge power potential and a solid arm, according to Callis.
  • The Marlins signed second-round pick Trevor Williams for $1.26MM, according to Jim Callis of Baseball America (on Twitter).  The Arizona State right-hander boasts a 90-95 mph fastball and shows strong command.
  • The Rays signed third-rounder Thomas Milone to a $530K deal, according to Callis (via Twitter).  The Connecticut high school outfielder will enter Tampa Bay's system rather than attend UConn.
  • The A's signed seventh-round pick Dustin Driver to a $500K deal, according to Callis (Twitter link), which is more than $300K over slot.  The Washington high school right-hander shows promise but lacks a consistent secondary pitch.
  • The Tigers have signed second-round pick Kevin Ziomek for the full slot value of $956,600, tweets Baseball America's Jim Callis. The Vanderbilt lefty features a deceptive 89-94 mph fastball, solid changeup and average slider, according to Callis.
  • Callis adds (also via Twitter) that the Rays have signed an "interesting" non-drafted free agent in Oregon right-hander Clayton Crum. Callis notes that he didn't pitch often for the Ducks but sits 90-94 mph with his fastball and flashes a good slider at times as well.

Draft Notes: Wong, Wahl, Sisco, Nicely

Jeff Passan of Yahoo Sports notes (via Twitter) that with 27 of this year's 39 first-rounders signed (a figure that includes Competitive Balance Round A), teams have collectively saved $4,428,400. First round picks, on average, have received 6.3 percent less than slot. That number, of coruse, could change when Kris Bryant and Sean Manaea sign. Here are more draft-related links, including today's significant non-first-round signings (slot info courtesy of Baseball America)…

  • The Rays have signed fourth-rounder Kean Wong for $393K, Jim Callis of Baseball America tweets. Wong's bonus is exactly the slot value for the No. 128 pick. Wong, a high school second baseman, is the brother of Cardinals prospect Kolten.
  • The Athletics will sign fifth-round pick Bobby Wahl for $500K, Callis tweeted Thursday afternoon, although he followed that up hours later by saying the deal was not yet complete. The draft pool value of the pick is $286K, so Wahl's bonus would be significantly over slot. That's no surprise, since Wahl was regarded more highly than the typical fifth-round pick. MLB.com ranked Wahl the No. 30 prospect in the draft, while Baseball America had him at No. 36 prospect. ESPN's Keith Law ranked Wahl No. 63, noting the Mississippi righty's success in the SEC but writing that most around the game view Wahl as a reliever in the long term. Wahl is advised by Excel Sports Management.
  • Orioles second-rounder Chance Sisco, who signed last week, received a $785K bonus, tweets Dan Connolly of the Baltimore Sun. That would mean the Orioles saved about $128K.
  • The Astros signed 10th-round pick Austin Nicely for a healthy $610K, tweets Callis. Nicely, a high school lefty from Virginia, has a projectable frame and promising fastball/curveball combo, Callis adds. The Astros went about $470K over slot to convince Nicely to break his commitment to the University of Virgina.
  • Third-round pick Jan Hernandez has signed with the Phillies for $550K, tweets Callis. The Phils saved $43K in signing the Puerto Rican high school shortstop. Callis notes that Hernandez is probably a future third baseman or catcher who has some pop and a chance to hit for average.

Rays To Sign Nick Ciuffo

The Rays will announce the signing of first-round pick Nick Ciuffo on Friday, Marc Topkin of the Tampa Bay Times tweets. Ciuffo, a high school catcher from South Carolina, was the No. 21 overall pick in the draft. Ciuffo is advised by Frontline.

Roger Mooney of the Tampa Tribune tweets that Ciuffo's deal will be for slot value, which would be $1.97MM for the No. 21 pick. ESPN's Keith Law ranked Ciuffo the No. 18 prospect in the draft, while Baseball America had him at No. 22 and MLB.com's Jonathan Mayo ranked him No. 23. Mayo noted Ciuffo's potential to hit for power and average, and suggested he also had the defensive tools to remain behind the dish. Law, meanwhile, praised Ciuffo's receiving and notes that Ciuffo's power potential should at least make him a backup, though his upside is much higher than that.

AL East Notes: Cashman, Red Sox, Myers, Orioles

With the Dodgers beginning a history-rich interleague series with the Yankees tomorrow in the Bronx, Brian Costa of the Wall Street Journal looks back at how Vin Scully was offered a chance to be the voice of the Yankees in 1964.  Here are some more items revolving around the AL East…

  • Brian Cashman expects to continue to be busy leading up to the trade deadline, the Yankees GM told reporters (including MLB.com's Bryan Hoch) today.  "I’m always open for business, if it feels like they’re incremental upgrades or significant ones," Cashman said.  "Listen, because of the injuries that have hit us from the winter and March, we’ve been active and open to try to do something that would make sense for us. I think we’ve done a lot and we’re going to continue to try to do a lot."
  • MLB.com's Ian Browne addresses a number of Red Sox trade deadline possibilities in a reader mailbag.  Browne "highly doubts" that Jon Lester would be moved despite his current struggles, Stephen Drew could be brought back for next season depending on Will Middlebrooks' development and the Sox wouldn't have to give up much in a potential trade for Jonathan Papelbon though they would have to take on most of the remaining $33.6MM on Papelbon's contract.
  • In another MLB.com fan mailbag piece, Bill Chastain looks at Wil Myers' callup to the Rays and how the heavily-touted prospect could fare in the Major Leagues.
  • Orioles first round pick Hunter Harvey could come to terms with the club before their remaining two unsigned draftees from the first 10 rounds, a team source tells Steve Melewski of MASNsports.com.  It could take the O's right up until near the July 12 deadline to sign supplemental first-rounder Josh Hart.

Rays Promote Wil Myers

The Rays have announced they will promote Wil Myers on Tuesday and he will join the team in Boston. Adam Berry of MLB.com first tweeted the news of the call up. The Rays will clear a spot on the 25-man roster by optioning Ryan Roberts to Triple-A Durham, but a corresponding 40-man roster move is not necessary since they had one opening. USATSI_7191452

Rays' Executive VP of Baseball Operations Andrew Friedman told reporters, including Joe Smith of the Tampa Bay Times (Twitter link), Myers is "going to fit right in and help us win games." Friedman says Myers' recent hot streak (hitting .354 with ten home runs, and 32 RBI's in his last 32 games) "accelerated the conversation" about being promoted and what stood out to him was how well the 22-year-old has improved defensively. Myers will play regularly, mostly in right field, according to Friedman. Manager Joe Maddon concurred with his boss, as quoted by Smith, "He's going to play a lot. Of course you don't bring somebody like that up to sit around." 

Myers is the consensus choice as the game's fourth-best prospect as ranked by ESPN's Keith Law (Insider subscription required), Baseball America, and MLB.com. Law evaluates Myers as "a patient hitter who needs to work on bat control and might struggle to hit for average at first, producing via walks and power, with an eventual ceiling as a high-average, high-power player." Prior to the season, Baseball America wrote "Myers combines outstanding raw power with an advanced approach at the plate and excellent hand-eye coordination" and fits best defensively in right field. MLB.com says Myers "profiles as a run-producer in the middle of any big league lineup and he can drive the ball to all fields with the ability to leave the yard consistently."

Myers, hitting .286/.356/.520 in 289 plate appearances at Triple-A Durham after being removed prior to the third inning of the Bulls' game this afternoon, was the centerpiece of the James Shields–Wade Davis trade the Rays made with the Royals last December. The 2009 third-round draft pick will accrue 104 days of service time, if he remains with the Rays for the rest of the season, and is on the cusp of missing Super Two status based on the current projection. Nevertheless, the Rays will control Myers through the 2019 season.
