Rays Designate C.J. Cron, Announce Other Roster Moves

The Rays will designate first baseman C.J. Cron for assignment, Marc Topkin of the Tampa Bay Times reports on Twitter. He had been projected by MLBTR to earn $5.2MM in arbitration.

That’s just one of a flurry of late-breaking 40-man moves for the Rays. Relievers Oliver Drake and Hoby Milner were also designated, while right-hander Jose Mujica was outrighted.

All those precious roster spaces were needed to allow the team to add a host of new talent — and thereby protect it from the upcoming Rule 5 draft. Lefties Kyle Bird and Brock Burke, righty Ian Gibaut, and outfielders Joe McCarthy and Jesus Sanchez are all now on the 40-man.

It’ll certainly come as a surprise to some that Cron is on his way out of Tampa Bay. After all, the club was rewarded for nabbing him from the Angels last year. Cron drove the ball over the fence thirty times and produced a strong 122 wRC+ with his .253/.323/.493 slash.

Of course, the Rays rarely rest on their laurels — or indulge in excessive spending. While Cron isn’t slated to command an immense salary, and the Rays actually have ample payroll space with which to work, the earning power of players of his kind has been gutted in recent years. That’s not to say that another organization won’t see the value. It doesn’t hurt that Cron is still controllable for another campaign.

Rays Recall Austin Meadows

The Rays have recalled young outfielder Austin Meadows to the MLB roster, as Marc Topkin of the Tampa Bay Times reported. Also joining the club are righties Austin Pruitt and Chih-Wei Hu as well as southpaw Hoby Milner.

Among these new additions to the active roster, the 23-year-old Meadows is the most interesting. That’s due not only to his top-prospect status and his recent acquisition — in a swap that also brought Tyler Glasnow and Shane Baz to Tampa Bay in exchange for Chris Archer — but also his strong offensive output this season.

Before the swap, of course, Meadows had impressed in a 165-plate appearance debut in the majors. Though his success was predicated in no small part upon a .345 BABIP, it was hard not to like the .292/.327/.468 line (with five homers and four steals) he produced against major-league pitching.

At the same time, though, Meadows had continued his less-than-stirring work at the highest level of the minors, so it was fair to wonder whether that was simply a mirage. The longtime top-100 prospect had hovered in the .700 OPS range in three attempts at Triple-A Indianapolis.

Since arriving in the Rays organization, however, Meadows has thrived. It’s only a 26-game sample, but he laid waste to the International League pitching over 106 plate appearances, slashing .344/.396/.771 with ten home runs.

Whether or not that showing ought to elevate expectations for Meadows is perhaps debatable, but it certainly increase the excitement of his promotion. Of course, he’s not likely to receive a long look just yet. But with Carlos Gomez set to hit the open market at season’s end, it’s possible that Meadows could be in the mix to crack the roster as part of the corner outfield rotation in 2019.

As ever, service-time considerations must be noted as well. Meadows was on the Pittsburgh active roster for 59 days already and will now add another dozen to his tally. That means he could well top a full year of MLB service next season even if he’s held down to open the year.

Rays Promote Justin Williams

The Rays have promoted outfielder Justin Williams to the major league club for the first time, Marc Topkin of the Tampa Bay Times reports. To make room for him on the active roster, they’ve optioned lefty reliever Hoby Milner to Triple-A.

Williams, who’ll turn 23 next month, was the Diamondbacks’ second round pick in the 2013 draft. He came to the Rays as part of the return for sending right-hander Jeremy Hellickson to Arizona, and has posted above-average offensive numbers at every level of the minor leagues since then. At the Triple-A level so far this year, Williams has posted a .276/.323/.392 slash with a 6.7% walk rate and a 21.0% strikeout rate. At the Double-A level last season, he managed to hit .301/.364/.489 across 409 plate appearances.

MLB Pipeline ranks Williams among the club’s top ten prospects, checking in at #8. Though he hit a career-high 14 home runs last season, the publication notes that scouts expect him to develop more pop in his bat due to the fact that he still hits a lot of ground balls; something that could change as he continues to improve his swing. Baseball America describes him as a hitter who makes consistent contact and manages the strike zone well, in part due to improving pitch recognition. BA goes on to say that he turns on inside pitches well but may need to make some adjustments in order to do a better job covering the outside of the plate.

Rays Acquire Hoby Milner From Phillies

The Rays have acquired lefty reliever Hoby Milner from the Phillies in exchange for cash considerations, the club has announced. Milner was designated for assignment by Philadelphia earlier this week. The Rays designated right-hander Ryan Weber for assignment to create roster space for Milner.

One might have thought Milner would have a longer leash with the Phillies after his excellent rookie season with them last year. He managed a 2.01 ERA across 31 1/3 innings in 2017, though with unsightly peripherals including 6.32 K/9 against 4.60 BB/9. Furthermore, he benefited from a likely unsustainable 91.1% strand rate that helped his run prevention totals greatly.

This season, Milner made ten appearances in the majors spanning 4 2/3 innings. He allowed four earned runs, with three of them coming in one appearance. At the Triple-A level in 2018, Milner has outpitched his peripherals much in the same manner as he did last season; he’s managed at 2.39 ERA despite a 4.78 BB/9. Again, that can partially be credited to his 87.7% strand rate. He’ll now serve as depth for the Rays, who have been known for unusual (and effective) bullpen usage this season.

This is the second time that Weber has been designated by the Rays, with the first occasion (back in April) resulting in an outright assignment to Triple-A.  Weber has tossed just 5 1/3 MLB innings for Tampa this year, and nine Major League innings total over the last two seasons.  A groundball specialist who doesn’t miss many bats, Weber has posted a very strong 2.12 ERA over 241 2/3 career Triple-A innings.
