  • Anthony Castrovince at MLB.com pays tribute to Hall-of-Fame reporter Hal McCoy of the Dayton Daily News, who will soon be out of a job.
  • Dick Kaegel at MLB.com says that the Royals are still negotiating with their top picks, despite reports they had come to terms with their second- and fourth-round selections.
  • David Kaplan at ChicagoNow stakes the claim that Carlos Zambrano is the most overpaid player in baseball. Jorge Says No! says, well… no.
  • Jame Moyer has been sent to the bullpen in favor of Pedro Martinez, and he isn't happy. The ageless Moyer claims he was assured by GM Ruben Amaro before he signed a two-year deal that this "type of situation would not happen," reports Andy Martino at the Philadelphia Inquirer.
  • Henry Schulman at the San Francisco Chronicle asks fans if they'd let Barry Zito go on a waiver claim. Easy call, right? Schulman offers up some bullet points to consider before you answer.

Another round of links for the afternoon…

  • ESPN.com's Jorge Arangure Jr. says the Angels looked at Miguel Angel Sano, but aren't close to offering the Dominican shortstop prospect a deal.
  • Alex Speier of WEEI.com reports that the Red Sox signed Jason Thompson, their 11th round pick, for $300k. The team also appears to be on its way to signing 10th rounder Brandon Jacobs for second-round money.
  • Ben Klayman of Reuters reports that at least a third of MLB teams will send out send out season ticket renewal offers earlier than usual to keep revenues flowing.
  • As MLB.com's Todd Zolecki notes, Pedro Martinez will start for the Phillies Wednesday and bump Jamie Moyer to the bullpen.

Rosenthal’s Full Count Video: Rios, Mulder, Moyer, Masterson

Ken Rosenthal of FoxSports.com has a new Full Count video up. Let's dive in…

  • Whatever the Blue Jays do with Alex Rios will tell us everything we need to know about the team's financial state and their opinion of Rios. Toronto could shed more than $60MM in obligation by letting the claiming team have him.
  • Some executives believe Rios still has some trade value, and if the Jays wait until the offseason they'd be able to negotiate with all 29 other clubs. The problem is that the free agent market will again be flooded with outfielders.
  • Free agent southpaw Mark Mulder could be throwing for teams within 7-10 days. Mulder is working with Rick Peterson, his former pitching coach, in New Jersey this weekend, The pair recently corrected a "minor mechanical flaw," and Peterson told Mulder's agent Greg Clifton that he was shocked the pitcher was in such good shape.
  • Teams are looking at Mulder for September, with the Yankees, Brewers, Dodgers and Rangers are among the cubs that have expressed interest. Just as a reminder, if Mulder joins a big league team after August 31st, he would be ineligible for the playoff roster.
  • Forget about all that talk from Phillies GM Ruben Amaro Jr. about going with a six-man rotation, Jamie Moyer will "almost certainly" head to the bullpen once Pedro Martinez is ready. The team just hasn't figured out how to break the news yet.
  • Justin Masterson was throwing 93-97 in his first appearance with Cleveland, causing some club officials to wonder if he should be a closer down the line. Short term, the Indians need him in the rotation and he has the everything needed to become a third or fourth starter.

Odds & Ends: Pirates, Acta, Pedro, Zumaya

A fresh batch of links on a busy Sunday evening…

  • MLB.com's Jenifer Langosch answered various fan-submitted questions about the Pirates.  A couple of minor hot stove items were touched on.
  • According to Bill Ladson of MLB.com, former manager Manny Acta stopped by Nationals Park early Sunday afternoon.  It's not clear why, and Acta said via e-mail that he will not make a comment on the matter.
  • Dejan Kovacevic of the Pittsburgh Post-Gazette notes the Twins had scouts in Arizona Sunday afternoon to watch the Pirates.  It's not clear who they were scouting, but Jack Wilson and Freddy Sanchez are known to be on the trading block and the Twins are looking for infield help.
  • Fred Goodall of the Associated Press reports that the Single-A Clearwater Threshers had to cut Pedro Martinez's first rehab start short because of rain.
  • According to the Larry Lage of the AP, via the Detroit Free Press, Joel Zumaya is "hoping" to pitch again this year.  Could the uncertainty surrounding the right-hander's balky shoulder prompt the Tigers to make a deal for another bullpen arm?

Rosenthal On Penny, Yankees, Dodgers, Rays

Ken Rosenthal of FOX Sports says the Red Sox are open to dealing Brad Penny, even with Tim Wakefield and Daisuke Matsuzaka on the DL. They could add a bat or a prospect for Penny, but it's unlikely they'll actually move him. Here are the rest of Rosenthal's rumors:

  • The Yankees could use some rotation depth, as it makes sense to keep Phil Hughes and Alfredo Aceves in the 'pen, but you can rule out a Carl Pavano acquisition. As one Yankee official says, the players would "go crazy" if the Yanks added Pavano.
  • Rosenthal says Russell Martin wouldn't qualify as the centerpiece of a Roy Halladay trade because he's faltered offensively and the Jays have J.P. Arencibia in the minors.  
  • The Phillies could trade Rodrigo Lopez if Pedro Martinez takes over in the rotation. 
  • The Rays are interested in Halladay and Cliff Lee, even if they don't have financial flexibility. However, a trade seems highly unlikely.

Pedro Contract Details Revealed

Jayson Stark at ESPN has the skinny on Pedro Martinez's contract with the Phillies from sources. It's incentive-laden, and has a few intriguing facets (Many of which were also reported by Jon Paul Morosi at FOX Sports last week):

  • The deal is a prorated $2MM base salary, which will ultimately be worth less than $1MM for the rest of the season. 
  • He has incentives to pitch as both a starter and a reliever.
  • Bonuses are awarded for every start Pedro pitches after his fifth. He's also getting paid a $15K bonus for every fifteenth day he's on the active roster.
  • Incentives are included for postseason awards and the Comeback Player of the Year award.
  • In all, Pedro could receive an additional $1.275MM next to his salary.

That should put an end to the Pedro saga (for this year), which probably continued for a longer time than many of us expected. Longer than maybe Pedro expected, too, as he had been asking $5MM in a prorated deal for his services as late as mid-June, but he wasn't expected to get more than an incentive-laden deal like the one he finally agreed to. We'll see how he performs down the stretch, as it will determine his value when he re-enters the FA market this coming offseason.

  • Tim Kawakami of the San Jose Mercury News says the Giants have to think about releasing Barry Zito after the season because he's weighing them down.
  • ESPN.com's Rob Neyer says the Giants can't afford to release Zito just yet.
  • Tony Massarotti of the Boston Globe says the Red Sox could use another lefty specialist in the 'pen.
  • Joe Starkey of the Pittsburgh Tribune-Review reports that the Pirates are confident Miguel Angel Sano is a 16 years old, like he says.

  • Pedro Martinez said he was pitching hurt with the Mets, but feels better now, according to the AP (via ESPN).

Heyman On GMs, Mulder, Bay, Reds

SI.com's Jon Heyman identifies the GMs facing the most pressure heading into the second half of the season and passes along some rumors, too:

  • Despite "occasional rumblings" about Omar Minaya's job security, injuries are to blame for the Mets' disappointing start, so Minaya's bosses aren't about to blame him for the season.
  • The Nats plan on hiring a permanent GM soon and acting GM Mike Rizzo is in the running for the position.
  • Giants GM Brian Sabean saved one of his best showings for his walk year. He's put together a playoff contender and a talented crop of minor leaguers just as his deal's about to expire.  
  • Royals GM Dayton Moore and Braves GM Frank Wren are expected to have some time to work with.
  • It doesn't look like Indians GM Mark Shapiro will ascend to club president this year.
  • Heyman likes the Phillies' acquisition of Pedro Martinez.  
  • Mark Mulder could be the next pitcher to sign, as he's 95% ready, according to his agent. 
  • Heyman thinks the Red Sox will be able to lock Jason Bay up once they start talking extension. 
  • Look for the Reds to continue their hunt for outfielders.
