Minor MLB Transactions: 7/18/19

The latest minor moves from around baseball…

  • Right-hander Clayton Blackburn announced his retirement from baseball, as per his Instagram page.  Originally a 16th-round pick for the Giants in 2011, Blackburn posted a 3.46 ERA, 8.2 K/9, and 4.05 K/BB rate over 751 career minor league frames, and he cracked Baseball Prospectus’ top-100 prospects list prior to the 2013 season.  That promise didn’t result in any official MLB appearances, however, as Blackburn received call-ups to the Giants in 2016 and the Rangers in 2017 but he never got into a game, thus making him a so-called “phantom Major Leaguer.”  After undergoing Tommy John surgery in 2018, Blackburn has decided to hang up his cleats at age 26.  We at MLBTR wish Blackburn the best in his post-playing career.

Rangers Decline Club Options Over Chirinos, Fister, Moore, Perez

The Rangers have declined club options over catcher Robinson Chirinos and pitchers Doug Fister, Matt Moore, and Martin Perez. That’s a surprising move on the veteran backstop, though all three hurlers seemed destined to be sent onto the open market.

The Texas organization has also announced a long list of players who were outrighted from the 40-man roster. Austin Bibens-Dirkx, Clayton Blackburn, Brandon Mann, Carlos Perez, and Ryan Rua are all weighing outright assignments after seemingly clearing waivers.

Chirinos, 34, had seemed a fairly easy choice to remain behind the dish in Texas. His option had risen in value to $4.5MM due to plate-appearance escalators, Joel Sherman of the New York Post notes on Twitter, but the team will pay him $1MM just to walk away.

While Chirinos is not noted for his skill behind the dish — in particular, he slipped to dreadful framing ratings in 2018 — he’s a highly respected player. And he also has consistently delivered much more offensive than the average catcher, with a .233/.324/.438 career slash and 35 home runs over the 735 plate appearances he has accrued since the start of 2017.

All three pitchers will be looking for bounceback opportunities after forgettable seasons. Fister will receive a $500K buyout; his option was priced at $4.5MM. The Moore deal included a $750K  buyout, which he’ll take home in lieu of a $10MM payday. Perez, meanwhile, gets $1MM in total buyouts as the club passes on its chance to keep him in 2019 ($7.5MM) and 2020 ($9MM).

Clayton Blackburn To Undergo Tommy John Surgery

Rangers right-hander Clayton Blackburn will undergo Tommy John surgery, as MLB.com’s TR Sullivan was among those to report on Twitter. The news comes after Blackburn dealt with elbow issues all spring long.

Blackburn, who was acquired this time last year from the Giants, was once a highly regarded prospect but has yet to earn his first MLB call-up. That may well have come in the current season, but the 25-year-old will instead spend the year rehabbing.

A former 16th-round draft pick, Blackburn has spent most of the past three seasons at the highest level of the minors. In his 355 1/3 innings at Triple-A, he owns a 4.00 ERA with 7.1 K/9 and 2.4 BB/9.

Blackburn still has an option year remaining and won’t burn it in 2018. He is already on the 60-day DL, so there are no immediate 40-man ramifications. But it remains to be seen whether the Rangers will be able to to carry him through next offseason, when there will inevitably be a variety of roster pressures to account for.

Rangers Claim Tommy Joseph

The Rangers have claimed first baseman Tommy Joseph off waivers from the Phillies, according to an announcement from Texas. In a corresponding move, the Rangers placed right-hander Clayton Blackburn on the 60-day disabled list with a strained pitching elbow.

Joseph, whom Philadelphia designated for assignment last week to make room for Jake Arrieta, lost his footing with the club after the emergence of Rhys Hoskins in 2017 and the signing of Carlos Santana during the offseason. There was simply no room on the Phillies’ roster for Joseph, a former catcher prospect who has become a first base/DH option in the majors.

The 26-year-old Joseph debuted with the Phillies in 2016 and was a solidly above-average hitter that year, with a .257/.308/.505 line (112 wRC+), 21 home runs and a .248 ISO in 347 plate appearances. Joseph went backward over a 533-PA sample size in 2017, though, as he slashed a subpar .240/.289/.432 (85 wRC+) with 22 HRs and a .192 ISO.

While Joseph was a regular in Philadelphia, that’s unlikely to be the case in Texas. With Joey Gallo occupying first and Shin-Soo Choo as the Rangers’ primary DH, there’s no obvious path to playing time for Joseph. He’ll either open the season on optional assignment or attempt to bounce back from last season as a bench bat.

Rangers Notes: Free Agency, Pitching Health, Profar

Though some have wondered whether the Rangers could make a late play for one of the remaining free agents, GM Jon Daniels said today that isn’t in the cards, as Evan Grant of the Dallas Morning News reports. Texas could surely stand to add another pitcher, with both Alex Cobb and Greg Holland seeming to make sense to varying degrees, but Daniels made clear he does not anticipate any significant new acquisitions.

  • Pitching health is always a big factor and will be of particular importance for a Rangers club that is in need of strong performances from all around the staff. Martin Perez is nearing his return to competitive pitching, which seems to bode well for his availability fairly early on in the upcoming campaign. But there are some other depth hits that are already apparent. Clayton Blackburn has been diagnosed with a UCL sprain. It seems he’s going to try to rest up and resume throwing, suggesting it’s not an extensive tear, though he won’t even attempt to begin ramping back up for another four to six weeks and could yet become a candidate for surgery. Meanwhile, veteran Jon Niese is dealing with a sub scapularis muscle strain that seems to pose some uncertainties to his future and Ronald Herrera will miss at least half the season owing to labrum inflammation.
  • There was one positive development on the pitching front, at least. Late-inning reliever Keone Kela was able to get back on the bump after a week-and-a-half layoff, as MLB.com’s T.R. Sullivan writes. It seems as if there are still some kinks left to be ironed out, but that Kela could get back on track to be ready for Opening Day. That said, manager Jeff Banister noted that the organization will need to see how his balky shoulder responds to the outing over the next several days.
  • In one non-pitching note, Daniels also made clear that the plan is for Jurickson Profar to make the active roster and function as the team’s reserve infielder. It’s not difficult to imagine the former top prospect carving out a fairly significant role if he plays well, even if the presumptive regulars around the diamond are healthy and productive. After all, there’ll be a need to spread around some rest and the switch-hitting Profar could contribute in a number of different ways. It had seemed likely that Profar would be dealt at the outset of the offseason, but the out-of-options 25-year-old will get one more chance to stick in the majors in Texas.

AL West Notes: Calhoun, Blackburn, Cotton, Cruz, Romine, Felix

The Rangers optioned Willie Calhoun to Triple-A Round Rock yesterday after the top prospect struggled to a .243/.282/.324 slash through 39 Cactus League plate appearances. The 23-year-old seemed to have at least an outside chance of cracking the big league roster after impressing with a .300/.355/.572 slash in Triple-A last season, but he’ll instead head to the minors and continue to hone his defense (as Evan Grant of the Dallas Morning News suggests on Twitter). Calhoun got 20 days of big league service last September, so it seems unlikely that service time implications are a prevailing factor in the decision. But, that could be an added benefit for the Rangers. Calhoun would need 152 days of service time in 2018 to reach a full year, meaning he’d reach a full year if he’s up in the Majors on or before April 27 this season and is not optioned back down to the minors. With Calhoun in Round Rock, Ryan Rua and Drew Robinson could be in line to open the season in a left-field platoon. Utilityman Jurickson Profar also has a bit of experience in left.

  • Rangers righty Clayton Blackburn is awaiting word on an elbow MRI, Evan Grant of the Dallas Morning News tweets, but it doesn’t sound as if there’s much room for optimism. Even in the best-case scenario, Blackburn will be expected to miss the entire first half of the season. The 25-year-old was expected to be an important part of the pitching depth in Texas, even if he had only an outside shot at opening the season in the majors. As Kevin Sherrington of the Dallas Morning News explains, there’s plenty still left to be resolved in the Rangers’ pitching staff even after a winter spent collecting arms.
  • The Athletics are holding their breath as right-hander Jharel Cotton undergoes an MRI on his right elbow after experiencing soreness in his most recent spring outing, writes MLB.com’s Jane Lee. Manager Bob Melvin acknowledged that “there’s some concern” over the test results rather than painting the MRI as any sort of precautionary measure. The skipper also noted that Cotton’s velocity has declined in his prior outing. At minimum, Cotton will not make his next start. He’d been largely penciled in for a rotation spot, however, so a significant injury would have a dramatic impact on Oakland’s rotation mix.
  • Nelson Cruz is the latest Mariners player to be hobbled by injury in Spring Training, as he exited yesterday’s game with a strained quadriceps, writes Ryan Divish of the Seattle Times. He’ll also likely receive an MRI for further evaluation. Cruz laced a liner into the gap but pulled up on his sprint and eased his way into first base on what should have been a double, as Divish explains. Beyond Cruz, presumptive utilityman Andrew Romine suffered an injury to his left shoulder when lunging to apply a tag at third base in the ninth inning. Manager Scott Servais indicated that the shoulder “might have popped out or something,” and Romine, too, will be sent for further evaluation.
  • In more positive Mariners news, Divish also writes that Felix Hernandez threw more than 20 pitches in a bullpen session yesterday — his first mound work since being hit on the elbow/forearm by a line drive back on Feb. 26 — and reported no issues. Hernandez was originally slated to throw only fastballs but talked his way into throwing a few curveballs and changeups. He’ll likely have another bullpen session before making his return to a game setting with the M’s this weekend. King Felix is hoping to start on Opening Day with the Mariners, though his current trajectory might not make that possible. Even if he’s not the Opening Day starter, though, it seems likely that Hernandez would likely be ready to go at some point in the team’s first turn through the rotation.

Rangers Acquire Clayton Blackburn From Giants

The Rangers have acquired right-hander Clayton Blackburn from the Giants for minor league infielder Frandy De La Rosa, per announcements from both teams.

It’s no surprise that San Francisco found a taker for the 24-year-old Blackburn, who began generating interest after the Giants designated him for assignment Tuesday. Baseball America ranked Blackburn among the Giants’ 10 best prospects from 2012-15, including sixth in 2014, but his stock dropped with a disappointing 2016. In 136 1/3 innings, Blackburn logged a 4.36 ERA, 6.67 K/9 and 2.31 BB/9. That came after a far better showing in 2015, when he pitched to a 2.85 ERA – with 7.24 K/9 and 2.34 BB/9 – in 123 frames. The optionable Blackburn figures to provide starting depth for Texas, which has already sent him to Triple-A.

De La Rosa, meanwhile, has now been part of two deals since signing with the Cubs as an international free agent from the Dominican Republic in 2013 (Chicago shipped him to the Rangers for righty Spencer Patton in 2015). At the time of the first swap involving De La Rosa, Baseball America’s Vince Lara-Cinisomo noted that he has “plus speed and decent hands but lacks the consistency to play shortstop, profiling as an offensive second baseman.” The 21-year-old switch-hitter has batted .253/.317/.352 in the minors, primarily at the Single-A level.

Giants Receiving Trade Interest In Clayton Blackburn

Giants general manager Bobby Evans expects to be able to trade minor league right-hander Clayton Blackburn after designating him for assignment yesterday, writes Andrew Baggarly of the San Jose Mercury News. Baggarly tweeted after the DFA that trade interest in Blackburn has been constant over the life of the winter, and he speculates within his column that the Giants may already have the framework of a deal in place.

As I noted at the time Blackburn was designated, it seems quite likely that another club would have interest in striking up a deal to land the 24-year-old. Long touted as one of the Giants’ top 10 prospects, Blackburn took a step back in 2016 with a 4.36 ERA, 6.7 K/9, 2.3 BB/9 and a 46.8 percent ground-ball rate in Triple-A, but he posted a league-leading 2.85 ERA in 123 1/3 Triple-A innings back in 2015.

Overall, Blackburn has a strong minor league track record, having logged a 3.30 ERA, 8.0 K/9 and 2.3 BB/9 in parts of seven professional seasons. The righty still has two minor league options remaining, so any club that acquires Blackburn can option him to the minors without first having to expose him to waivers.

While Blackburn’s stock may have slipped with last year’s lackluster results, it’s not surprising that an optionable 24-year-old with 262 1/3 reasonably successful innings in the hitter-friendly Pacific Coast League would generate interest. Blackburn won’t return an elite prospect or much help to the Giants’ Major League roster, one wouldn’t think, but this is the type of MLB-ready depth piece that the Mariners, Cubs and Orioles have stocked up on in recent months. The Mets, of course, have sustained multiple injuries on their pitching staff already, though there’s little sense in speculating too heavily as to where Blackburn could land, as it’s easy to make the argument that any club could use some additional upper-level rotation depth.

Giants Place Posey On 7-Day DL, Select Federowicz, Designate Blackburn

The Giants announced that they’ve placed Buster Posey on the 7-day disabled list and selected the contract of veteran backstop Tim Federowicz. To clear a spot for Federowicz on the 40-man roster, the team has designated right-hander Clayton Blackburn for assignment. Alex Pavlovic of NBC Sports Bay Area first reported that Posey would be placed on the DL and that Federowicz is on his way to the Majors.

Posey was hit in the head by a 94 mph fastball from D-backs right-hander Taijuan Walker yesterday, and though Pavlovic notes that he’s said to be feeling good, the team wants to proceed with caution in a potential concussion scenario. As Pavlovic notes, the Giants have been burned in recent years by rushing both Brandon Belt and Joe Panik back from concussions, and it only stands to reason that they’d want to not only avoid repeating those mistakes but proceed with extreme caution regarding their top position player.

Federowicz, 29, is a veteran of five Major League seasons, although he’s never been much of a source of offense in the big leagues. He’s a .194/.243/.295 hitter in 304 plate appearances with the Dodgers and Cubs, but he does come with a strong Triple-A track record (to say nothing of his solid performance in Spring Training). In 304 Triple-A games over the course of his career, Federowicz is a .304/.375/.511 hitter, and he also slashed an impressive .323/.417/.625 in 21 games with the Giants this spring. Federowicz is out of minor league options, so he’ll likely be exposed to waivers once again once Posey is healthy enough to return. In the meantime, Nick Hundley figures to step up and catch on a regular basis.

Blackburn, 24, rated as the Giants’ No. 5 prospect (per Baseball America) as recently as the 2014-15 offseason and rated among the team’s Top 10 prospects from 2012 through 2016. BA praised Blackburn for his pitchability and control, noting that he’s able to generate good sink on his low-90s heater. Blackburn, though, had a rough 2016 season in Triple-A, pitching to a 4.36 ERA with 6.7 K/9 against 2.3 BB/9 and a 46.8 percent ground-ball rate. He was tagged for five runs on six hits and a walk with one strikeout across three innings in his first Triple-A start of the 2017 season. Given his proximity to the Majors, his control and his fairly recent prospect status, he seems like a reasonable candidate to command trade interest or be claimed on waivers by a pitching-needy organization with strong waiver priority.
