Phillies Acquire International Bonus Space From Cardinals For Elniery Garcia

The Phillies announced today that they have acquired international bonus pool availability from the Cardinals. In exchange, lefty Elniery Garcia heads to the St. Louis organization.

While the value of the bonus availability isn’t known, it’ll obviously boost the Phils’ international spending capacity for the July 2nd signing period that just began. Having inked two qualified free agents, which cost $500K in international space apiece, the club only had $3,983,500 to work with at the outset.

On the other side of the ledger, it’s no surprise to see the Cards move some dollars. Owing to prior excess spending — no longer permitted under the new signing rules — the Cardinals are not permitted to use more than $300K on any given player in this year’s class.

As for Garcia, he has at times been viewed as a prospect of some note, even getting some organizational top-ten billing entering the 2017 campaign. But he sat out eighty games last year after testing positive for banned PED boldenone.

Since returning, the 23-year-old has not been quite as impressive. He did not thrive in the Arizona Fall League and has struggled this season in a repeat of the Double-A level. Through 42 1/3 innings in 2018, Garcia carries a 6.38 ERA with just 6.2 K/9 and 4.5 BB/9.

Phillies Claim Engelb Vielma, Designate Mark Appel & Alberto Tirado

The Phillies have claimed infielder Engelb Vielma off waivers from the Giants, per a team announcement. Philadelphia also designated righties Mark Appel and Alberto Tirado for assignment while outrighting lefty Elniery Garcia.

To round out a busy day of 40-man moves, the Phillies also added righties Seranthony Dominguez, Franklyn Kilome, and Jose Taveras, as well as lefty Ranger Suarez, to their MLB roster.

Vielma is seen as a gifted defender. But his switch-hitting bat has yet to develop. Still just 23, Vielma ended up with San Francisco through a late-season waiver claim from the Twins. He had earned his first promotion to Triple-A earlier in the year, but slashed just .206/.233/.260 in his 314 trips to the plate at the highest level of the minors..

Appel, 26, was the first overall draft pick in 2013. He landed in Philadelphia along with righty Vince Velasquez and others in the swap that sent reliever Ken Giles to the Astros. At the time of the swap, he was seen as something of a change-of-scenery candidate. But he never really found his footing with the Phils while dealing with arm problems. In 2017, he pitched to a 5.27 ERA with 6.6 K/9 and 5.8 BB/9 over 82 Triple-A frames.

The 22-year-old Tirado was also once considered a significant prospect, but hasn’t shown enough to hang onto a MLB roster spot. He pitched to a 3.69 ERA with 8.2 K/9 and 5.4 BB/9 in 63 1/3 High-A innings last year. Despite those marginal numbers, Tirado earned his first shot at Double-A, but coughed up 19 walks against just eight strikeouts in a dozen frames.

Phillies Prospect Elniery Garcia Receives 80-Game PED Suspension

Major League Baseball announced on Friday that Phillies minor league left-hander Elniery Garcia has been suspended 80 games after testing positive for the banned substance Boldenone. Garcia’s suspension is of particular note given the fact that he is on the Phillies’ 40-man roster. He’ll now be moved to the restricted list for the next three months or so, thus reducing Philadelphia’s 40-man roster count to 38 players.

Garcia, 22, spent the 2016 season with the Phillies’ Class-A Advanced affiliate in Clearwater and is widely considered to be one of the organization’s most promising arms. Fangraphs’ Eric Longenhagen ranked him seventh among all Phillies prospects, while ESPN’s Keith Law pegged him ninth (subscription required/highly recommended) and Jim Callis and Jonathan Mayo of MLB.com placed him 18th. Longehagen notes that Garcia made significant strides from Opening Day 2016 to season’s end, improving not only his velocity but his command of his secondary offerings. Law called him the system’s “most pleasant surprise,” and all three scouting reports linked above make mention of his confidence and competitive demeanor on the mound.

Today’s suspension will undoubtedly lead to some questions surrounding the velocity gains he made over the life of the 2016 season, though he obviously made it through the entire ’16 campaign without testing positive for a banned substance.

Garcia presumably wouldn’t have been considered for a promotion to the Majors in the near-term, as he’s yet to throw a pitch above the aforementioned High-A level, so the move doesn’t thin out the team’s immediate pitching depth all that much. But, it’s feasible that a club that is currently light on left-handed pitching could’ve given him a look at some point this summer. Beyond that, the loss of roughly three months of development is a clear negative in the long run for both Garcia and the Phillies. At the very least, it seemed reasonable to expect that Garcia had a chance to reach Triple-A by season’s end, but the 80-game absence significantly slows his path to the Majors.
