A’s Claim Yonny Hernandez From Diamondbacks

The Athletics announced that they have claimed infielder Yonny Hernandez off waivers from the Diamondbacks. Additionally, the club has outrighted infielder Nate Mondou, left-hander Sam Selman and righties Austin Pruitt, Norge Ruiz, and Collin Wiles. The Diamondbacks also announced the claim of Hernandez, while relaying that infielder Jake Hager and right-hander Keynan Middleton cleared waivers and elected free agency.

This is one of the times on the baseball calendar when roster turnover is high, for a couple of reasons. First, there is no injured list between the World Series and Spring Training, meaning that players on the 60-day IL will soon be retaking their spots. Secondly, the deadline to add prospects to the 40-man roster in order to protect them from being selected in the Rule 5 draft is November 15. Those two factors both combine to squeeze certain players off rosters and onto waivers.

Hernandez, 25 in May, had spent all of his career in the Rangers organization until being traded to the D-Backs in April. He got into 12 MLB games this year, spending much more time in the minors. He hit .241/.349/.324 in 71 Triple-A games this year, wRC+ of 78. That’s not an especially impressive showing, but Hernandez fared much better in previous seasons and has always had good plate discipline. Despite the rough year, he still walked in 11.7% of his plate appearances and struck out in just 15.8% of them, with both of those numbers being much better than average. He’s never hit for much power though, having only hit five home runs in a minor league career that dates back to 2015. He still has options, meaning the A’s can keep him in the minors next year and try to see if they can draw something extra out of him.

Mondou, 28 in March, was just selected to the roster in October. He made his MLB debut by getting into one game where he made three hitless plate appearances, walking once and striking out once. In 108 Triple-A games, he hit .283/.374/.431 for a wRC+ of 105. Given his seven years of minor league experience, he will be eligible to elect free agency five days after the World Series.

Selman, 32 this month, has thrown 73 MLB innings over the past four seasons. He has a 4.81 ERA in that time with a 22.5% strikeout rate, 10.3% walk rate and 29.6% ground ball rate. He cut his walk rate to 6.7% in 2022 but also gave up four home runs in just 18 1/3 innings, leading to a 4.91 ERA. He’s eligible to elect free agency by virtue of having been previously outrighted in his career.

Pruitt, 33, signed a minor league deal with the A’s for 2022 and was twice selected to the roster with one DFA in between. He got into 55 1/3 innings on the season and registered a 4.23 ERA. His 17% strikeout rate was below average but he limited walks to a 4% rate and also got grounders on 45.5% of balls in play. He’s eligible to elect free agency both on account of his previous outrights and more than three years of service time.

Ruiz, 29 in March, was once a high-profile signing out of Cuba but saw his stock fade in recent years. A switch from starting to relieving in 2019 seemed to give him a boost, leading to him getting to make his MLB debut in 2022. He tossed 19 innings with a 7.11 ERA, though a .413 batting average on balls in play could indicate there’s some bad luck in there. He had a much nicer 3.73 ERA in 41 Triple-A innings. He should stick with the A’s as depth but without taking up a roster spot.

Wiles, 29 in May, got the call to the big leagues for the first time in September. He was able to log 9 2/3 MLB innings while putting up a 4.66 ERA in that small sample. He worked as a starter in the minors, logging 143 1/3 Triple-A innings with a 5.40 ERA. He limited walks to a 4.3% rate but was undone by 27 long balls in the hitter-friendly Pacific Coast League.

Hager, 30 in March, appeared in 28 big league games for Arizona this year, hitting .240/.345/.280 in that time for a wRC+ of 84. He had fairly similar results in 72 Triple-A games, adding a bit more pop but walking less. He’s eligible to elect free agency based on the fact that he’s been previously outrighted in his career.

Middleton, 29, has appeared in each of the past six seasons, spending time with the Angels and Mariners before suiting up with the Diamondbacks in 2022. He tossed 17 innings in the majors and another 17 in Triple-A this year, with better results in the minors. He had a 5.29 ERA in the bigs along with a 2.12 ERA for Reno. He is eligible to elect free agency both because of he has more than three years of MLB service time and a previous career outright.

Athletics Select Norge Ruiz

The A’s announced that they have selected the contract of right-hander Norge Ruiz from Triple-A Las Vegas. Fellow righty Domingo Tapia has been optioned to create space on the active roster. The club already had a vacancy on their 40-man roster.

Ruiz, 28, was signed by the A’s in December of 2016, earning a $2MM bonus from the club. While most international signees are teenagers, Ruiz was already 22 at the time, having already played a few seasons in the Cuban National Series.

Ruiz worked as a starting pitcher in his first few years in Oakland’s system but struggled to find success there. He moved to the bullpen in 2019 and has had better results since then. He’s spent all of this year in Triple-A so far, throwing 40 innings for the Aviators. In that time, he has a 3.38 ERA with a 22.4% strikeout rate, 8.8% walk rate and 58.3% ground ball rate.

The A’s entered a rebuilding phase this year by trading away or releasing most players who were making a significant salary or approaching free agency. That’s left the roster with a number of young players still getting acclimated to big league ball, helping them drop to a 43-76 record, worst in the American League. Over the final weeks of the season, they will continue evaluating those youngsters for roles on future rosters, with Ruiz now entering the mix.

Athletics Sign Cuban Right-Hander Norge Ruiz

The Athletics announced on Friday that they’ve signed international free agent Norge Ruiz to a minor league contract. MLB.com’s Jesse Sanchez reports (on Twitter) that Ruiz will receive a $2MM signing bonus. The 22-year-old Cuban right-hander has long been considered one of the more appealing arms in Cuba. Ruiz is subject to international spending limitations due to his age, so he’ll count against Oakland’s bonus pool.

Ruiz’s numbers in three professional seasons in the Cuban National Series are impressive, as he worked to a collective 2.55 ERA in 374 1/3 innings. He averaged just six strikeouts against 3.1 walks per nine innings pitched in that time, though scouting reports on Ruiz indicate that he has the potential to make a significant impact on Oakland’s farm system.

Sanchez ranks Ruiz as the No. 3 prospect on this winter’s international market, and while he didn’t make Baseball America’s list of top international prospects this summer, that was due to the fact that he’d yet to technically be cleared as a free agent. (Ruiz was declared a free agent by MLB back in early September.) Per Sanchez’s above-linked report, Ruiz has a fastball that reaches 94 mph and has plenty of movement on it, and he’s also worked with a slider, changeup, cutter and splitter that are deployed from various arm angles.

BA’s Ben Badler writes today that Ruiz’s changeup a plus pitch and also writes that his slider can flash above-average at times as well. He generates plenty of ground-balls, though there’s some belief that his size could lead to durability issues. Ruiz is listed at 6’0″ and 185 pounds, and that slight frame has led to some skepticism from scouts, though it seems likely that he’ll be given every opportunity to develop as a starting pitcher in the Athletics organization. Ruiz will add an intriguing arm to the upper levels of the Athletics’ system and could conceivably be an option in 2018, if not 2017, depending on how quickly he shakes off the rust as he settles back into game settings and on how quickly he adjusts to facing more advanced competition.

Cuban Pitching Prospects Norge Ruiz, Cionel Perez Declared Free Agents

The MLB commissioner’s office has declared Cuban hurlers Norge Ruiz and Cionel Perez free agents, leaving them free to sign with any team, according to Baseball America’s Ben Badler. Both will remain subject to international bonus pool restrictions.

As Badler notes, both players required long waits to obtain their clearance to sign. Both Ruiz and Perez left their home island  way back in May of 2015 (see here and here), but only just reached eligibility. Clearly, there is still a long ways to go smooth the transition for players seeking to jump from Cuban ball to affiliated organizations.

The right-handed Ruiz, now 22, is seen as one of the top recent pitching prospects from Cuba. Badler has suggested that he’s ready for the Double-A level, with an advanced mix of pitches that he generally mixes and commands well. With mid-rotation upside, he’s a highly intriguing target.

And Perez, a 20-year-old southpaw, has also shown promise during his work in the Serie Nacional. His stuff isn’t as polished, per Badler, but he is working on refining secondary offerings to go with a low-nineties heater. Perez isn’t considered prepared for an aggressive assignment in the upper minors, but seems to be a rather intriguing young pitcher in his own right.

Both players are slated to pitch in the Dominican winter league in a few months’ time, rather than relying simply upon showcases. That figures to afford major league organizations a long and valuable look at how they stack up against high-quality competition.

 

Quick Hits: Murphy, Volquez, Yankees, Fernandez, Ruiz, Morneau

The Mets felt comfortable in letting Daniel Murphy go in free agency for several reasons, a decision that ESPN New York’s Adam Rubin notes is certainly worth second-guessing given Murphy’s huge season with the Nationals.  Perhaps the biggest factor for the Mets was their belief that Murphy could deliver a good average but little else.  Murphy, of course, has contributed 25 homers and a .340/.383/.593 slash line, pretty resounding the Mets’ criticisms about his lack of power or plate discipline.  (He has also been above average on the basepaths, as per Fangraphs’ baserunning metric.)  Murphy is looking like a bargain signing for the Nats while second base is a question mark for the Mets heading into 2017.

  • For now, “the most logical scenario” between the Royals and Edinson Volquez is that the club will issue Volquez a qualifying offer that the righty will decline in search of a multi-year contract elsewhere, Rustin Dodd of the Kansas City Star writes as part of a reader mailbag piece.  It may seem odd that the Royals would risk issuing a one-year, $16.7MM deal to a 33-year-old with a 5.02 ERA through 166 2/3 innings, though the starting pitching market is so thin that Volquez may indeed be able to find a longer-term commitment.  If Volquez leaves, Dodd figures K.C. will pursue inexpensive free agent starters, or possibly look for a higher-caliber arm by trading one of its core roster players.
  • The Yankees heavily reloaded on blue chip minor leaguers with their deadline trades, and John Harper of the New York Daily News wonders if the club will try to deal from this newfound prospect depth to acquire a frontline starter this winter.  Jose Fernandez may be the most available ace on the market, given that the Marlins may not have the money to keep him before he hits free agency after the 2018 season.  Landing Fernandez would likely cost the Yankees Clint Frazier, Justus Sheffield, one of Jorge Mateo or Gleyber Torres and probably one more pitching prospect.  It might take an even biggest prospect package than that to acquire Chris Sale given Sale’s club-friendly contract, while the Athletics’ Sonny Gray or the Rays’ Chris Archer are coming off down years and may be too risky for the Yankees given the prospect cost it would take to acquire them.
  • Cuban second baseman Jose Miguel Fernandez and righty Norge Ruiz will play for Aguilas Cibaenas of the Dominican League this winter, Baseball America’s Ben Badler reports.  It will present both players with a valuable opportunity to perform in front of MLB scouts, particularly Fernandez since the infielder hasn’t in competitive games for almost two full years.  That long layoff may have contributed to Fernandez still being unsigned despite being declared a free agent in April, though Badler notes other factors like teams being pretty set at second base and scouts having questions about Fernandez’s power, fielding and speed.  Ruiz left Cuba in May 2015 but has yet to be officially declared a free agent, which Badler finds curious given how several Cuban players have been cleared by the league in far less time.
  • Justin Morneau hopes to play some first base if he plays in 2017, CSN Chicago’s Dan Hayes writes.  Morneau has only served as a DH since joining the White Sox, thanks to his rehab from elbow surgery and his lack of a Spring Training.  With a proper spring under his belt next season, Morneau feels he can return to his old position at least a couple of times per week.  It should also be noted that Morneau’s free agent value will obviously increase if he is able to play a position rather than be limited to a designated hitter role.

Right-Hander Norge Ruiz Leaves Cuba, Will Seek Deal With MLB Club

Cuban right-hander Norge Ruiz has left the island and will seek a contract with a Major League club, reports MLB.com’s Jesse Sanchez (via Twitter). The 21-year-old Ruiz is one of the top prospects in Cuba, so interest in him would figure to be substantial.

Baseball America’s Ben Badler ranked Ruiz as the No. 8 prospect in Cuba (subscription-only scouting report is highly recommended) less than one month ago, with all seven of the players ranked ahead of him being position players. Ruiz’s age will make him subject to international bonus pools, but as Badler notes in a second piece, he’ll be eligible to sign in the 2015-16 signing period once he establishes residency and applies for free agency with MLB.

That he’s apparently ticketed to sign in the upcoming signing period as opposed to the current period will remove several clubs from the mix. The Red Sox, Yankees, Rays, D-Backs and Angels have all exceeded their 2014-15 bonus pools by more than 15 percent, meaning none of those teams will be able to sign an international amateur for more than $300K. Given Ruiz’s prospect status, that limitation will assuredly preclude any of the aforementioned clubs from signing him.

In the scouting report referenced above, Badler notes that Ruiz was the 2012-13 Serie Nacional Rookie of the Year in Cuba and writes that he “stands out in a country thin on Major League pitching prospects.” Per Badler, he features a fastball that sits in the low 90s and touches 94 mph, which is complemented by a slider, changeup and splitter. At his best, Ruiz misses bats effectively and keeps the ball on the ground, as evidenced by a 62 percent ground-ball rate in 2014-15, according to Badler. He adds that Ruiz is a very good athlete and has feel for pitching beyond his years, giving him the potential to be a mid-rotation starter in the Majors.

While it’s early to know which teams will pursue Ruiz, it’s believed that the Dodgers are planning to go well over their pool and may already have a significant deal in place with Yadier Alvarez. If that’s the case, it wouldn’t be a surprise to see them add Ruiz as well. The Blue Jays (Vlad Guerrero Jr.), Twins (Wander Javier) and Phillies (Jhailyn Ortiz) may all have deals that would put them at or over their international budgets in place, according to Fangraphs’ Kiley McDaniel, though each of those clubs would have the ability to acquire enough international bonus money in trades to avoid incurring maximum penalties. (Teams can only acquire up to 50 percent of their originally allotted bonus pool via trade.) Additionally, the Cubs and Rangers will be able to spend aggressively again in the upcoming period and showed a strong willingness to do so in the 2013-14 period.

International Notes: Cuban Prospects, Toritani, Hernandez

In addition to the news on a pair of Korean southpaws, the Angels made major international news earlier today by reportedly agreeing to an $8MM signing bonus with 20-year-old Cuban infielder Roberto Baldoquin. That signing will prevent the Angels from signing any player from the next two international signing periods for more than $300K and will also require them to pay a 100 tax on each dollar spent over their $2.383MM international bonus pool.

  • Ben Badler of Baseball America has updates on his Top 10 Cuban prospects (which will eventually be re-ranked with second basemen Jose Fernandez, Hector Olivera and Andy Ibanez leaving the island). Badler notes that top stars Yulieski Gourriel and Alfredo Despaigne have reinforced their status as the most talented players in the league by dominating this past season in Nippon Professional Baseball. He also discusses right-hander Norge Ruiz’s recovery from a rough first outing and an injury to well-regarded righty Vladimir Garcia.
  • Japanese infielder Takashi Toritani is expected to attempt to jump to Major League Baseball this season, reports Joel Sherman of the New York Post within his Top 10 Free Agent predictions. (Toritani doesn’t rank among Sherman’s Top 10.) The 33-year-old shortstop is perceived as a slick fielder, though his .285/.371/.412 batting line offers a bit of upside as well.
  • Ken Rosenthal of FOX Sports tweets that Cuban free agent Yasmany Hernandez will be reported by Charles Hairston (the cousin of big leaguers Jerry Hairston and Scott Hairston). Hairston works with the agency Culture 39.

International Notes: Devers, Encarnacion, Ruiz

While most of the top international prospects from this year's July 2 crop have signed, a few notables remain unsigned. Here's the latest on some of Latin America's top prospects, courtesy of Baseball America's Ben Badler…

  • The Red Sox are expected to officially sign No. 3 international prospect Rafael Devers on Friday, Badler tweets. Boston reportedly reached a $1.5MM agreement with the Dominican third baseman back on July 2.
  • Badler also tweets that No. 4 international prospect Luis Encarnacion turns 16 on Friday, at which point he will be eligible to sign. Badler adds that he will be "shocked" if the Phillies don't sign the power-hitting third baseman.
  • One more from Badler, who writes that 19-year-old Cuban right-hander Norge Ruiz has cemented himself as a rising star in the eyes of scouts (subscription required). He's just 5'10" and 170 pounds, but Ruiz worked at 89-94 mph and flashed terrific command of two plus breaking pitches against the U.S. College national team last month.
