Analyzing The Cubs’ International Expenditures

By Steve Adams | July 3, 2013 at 10:51pm CDT

The Cubs have been extremely active on the international free agent market in the past two days, signing Gleyber Torres ($1.7MM), Jefferson Mejia ($850K), Erling Moreno ($650K), Johan Matos ($270K) and reaching agreement with Eloy Jimenez ($2.8MM). If those figures are accurate, the Cubs have $6.27MM in international expenditure.

As MLBTR's Tim Dierkes noted yesterday (Twitter link), the Cubs began the international free agency period with a bonus pool of $4,557,200. They acquired an additional $388,100 in the Scott Feldman trade with the Orioles and $784,700 from the Astros in the Ronald Torreyes trade before sending $209,700 to the Dodgers in the Carlos Marmol swap. All told, they gained an additional $963K in bonus space.

That total brought their bonus pool to $5,520,300 — which is a significant ways short of the $6.27MM they've spent following the Jimenez signing. That would mean the Cubs are over their allotted bonus pool by $749,700 — an overage of 13.6 percent. Baseball America's Ben Badler reported back in April that the penalty for exceeding a bonus pool by 10-15 percent would be a 100 percent tax on the overage as well as the inability to sign a player for more than $500K in next year's signing period.  The penalty for exceeding the pool by 15% or more is a 100 percent tax on the overage and a $250K per player limit next year.

If the reported signing bonuses aren't 100 percent accurate, the Cubs could be less than 10 percent over. However, barring a significant inaccuracy, they would still fall into the 5-10 percent overage bracket, which would prevent them from signing a player for more than $500K in 2014-15 but require only a 75 percent overage tax.

The other thing to consider is that the Jimenez deal isn't official as of yet. It could be possible for the Cubs to acquire additional bonus money in trades, as they haven't technically spent the $2.8MM on Jimenez.

Per the new CBA, teams are allowed to acquire up to 50 percent of their initial bonus pool. That would be a total of $2,278,600 for the Cubs, meaning they can still acquire an additional $1,315,600. That would be enough to cover the remaining difference and keep the Cubs from incurring limitations on next year's spending.

Mariners Sign Greifer Andrade

By Steve Adams | July 3, 2013 at 4:57pm CDT

MLB.com's Jesse Sanchez tweets that the Mariners have signed Venezuelan Greifer Andrade for a bonus of $1.05MM. While Andrade showcased for teams as an outfielder, he will begin his career as a shortstop and could possibly move to third base, writes Ben Badler of Baseball America. Andrade ranked as MLB.com's No. 20 international prospect and was No. 21 on Badler's Top 30 list.

The 16-year-old Andrade draws praise for his hand-eye coordination, bat speed and strong throwing arm in MLB.com's scouting report. Badler writes he doesn't have the speed to stay in center and lacks the power profile to fit as a corner outfielder, so the move to the infield makes him a more intriguing prospect. Badler noted in his Top 30 profile that scouts have wondered if Andrade could transition to catcher as well.

The Mariners began the international free agency period with a bonus pool of $2.58MM, according to Baseball America.

Dodgers Sign Lucas Tirado

By Steve Adams | July 3, 2013 at 2:59pm CDT

The Dodgers have signed Dominican shortstop Lucas Tirado for an even $1MM bonus, according to Dionisio Soldevila of ESPNDeportes.com (on Twitter). The 16-year-old switch-hitter was ranked 19th among international prospects according to MLB.com, though he failed to crack the Top 30 of Baseball America's Ben Badler.

MLB.com writes that Tirado has "one of the better left-handed swings in the entire class – a line-drive stroke to all fields – and good bat speed." Both MLB.com and Badler praise Tirado's baseball IQ, though Badler writes (subscription required) that he has a fringy arm and lacks the range to stick at shortstop in the long run.

As reported by Baseball America, the Dodgers began the signing period with a $2,112,900 bonus pool. However, they acquired an additional $209,700 in yesterday's Carlos Marmol–Matt Guerrier swap. Even so, they spent about 43 percent of their total bonus pool on Tirado.

Diamondbacks Sign Jose Herrera

By Steve Adams | July 2, 2013 at 8:56pm CDT

The Diamondbacks have signed Venezuelan catcher Jose Herrera for a $1.06MM bonus, reports Ben Badler of Baseball America. The 16-year-old ranked 10th on Baseball America's Top 30 and seventh on MLB.com's Top 30.

MLB.com and Badler both call Herrera the top catcher on the international market. The switch-hitter is listed at 5'10" and 180 pounds.

Badler writes that Herrera has the ability to hit for power and has good lift in his swing. While some scouts question his ability to hit for average, he lays off pitches outside the zone and should be able to get on base at a good clip. MLB.com adds that he makes good contact as a right-handed hitter but has a longer swing from the left side that needs some refinement.

The Diamondbacks spent nearly 45 percent of their $2.355MM bonus pool to bring Herrera into the organization.

Twins Sign Lewin Diaz, Roni Tapia

By Steve Adams | July 2, 2013 at 7:33pm CDT

7:33pm: The Twins have also signed Dominican third baseman Roni Tapia for a $550K bonus, Wolfson tweets. Ben Badler of Baseball America writes that Tapia generates "easy power" but added that a position change is all but inevitable.

5:01pm: The Twins have signed Dominican outfielder Lewin Diaz, according to Darren Wolfson of 1500 ESPN (on Twitter). Diaz ranked as MLB.com's No. 10 international prospect in this year's class and was 15th on Baseball America's Top 30. According to MLB.com's Jesse Sanchez (on Twitter), Diaz signed for $1.4MM — a significant chunk of the Twins' $3.9MM bonus pool.

The 16-year-old Diaz's frame reminds some scouts of Ryan Howard, and MLB.com praises his power and approach: "Overall, Diaz has notable raw power and one of the best rhythm and timing approaches among all hitters in the international market this year."

Wolfson also adds that the Twins like Cuban defector Dariel Alvarez, but he will likely be too expensive. Signing Alvarez wouldn't count against Minnesota's bonus pool, because he's over 23 years of age and has more than three years of experience. There is no restriction on how much teams could spent to sign him. It was reported last week that Alvarez is eligible to sign with any team as a free agent.

Rockies Sign Carlos Herrera

By Steve Adams | July 2, 2013 at 5:44pm CDT

The Rockies have signed Venezuelan shortstop Carlos Herrera for a $1.2MM bonus, according to MLB.com's Jesse Sanchez (on Twitter). The 16-year-old ranked 11th on Baseball America's list of Top 30 international prospects and 15th on MLB.com's Top 30.The Rockies have the third-largest bonus pool this year at $4.21MM.

MLB.com writes that "Herrera is a line-drive hitter and capable defender with the speed to be a very good baserunner and a threat on the bases." Baseball America praises his speed, athleticism and hitting ability while projecting him to stay in the middle of the diamond.

In more Rockies-related news, Ben Badler of Baseball America reports that the team's previously reported agreement with Colombian righty Erick Julio is for $700K. Badler adds that the projectable 16-year-old isn't a power arm now, but should add velocity as he matures and "already shows the makings of a quality curveball and changeup."

Blue Jays Sign Yeltsin Gudino, Freddy Rodriguez

By Aaron Steen | July 2, 2013 at 5:25pm CDT

The Blue Jays signed shortstop Yeltsin Gudino and outfielder Freddy Rodriguez out of Venezuela, Sportsnet's Shi Davidi reports via Twitter. Davidi says Gudino will receive a bonus of about $1.2MM, but didn't have a dollar figure for Rodriguez.

Gudino ranked eighth on Baseball America's top 30 international prospects list, while MLB.com ranked him 11th. Though he lacks a true plus tool, Gudino is a smooth fielder at shortstop and has a high baseball IQ, according to BA's Ben Badler. Rodriguez comes in at 18th on Badler's list, and wasn't ranked at all by MLB.com. He's currently a gap hitter with the potential for more power down the line, and is fast enough to play center field at the present, Badler reports.

The Blue Jays' bonus pool is $2,817,100. They appear to have about $1.6MM remaining after the Gudino signing.

Royals Sign Marten Gasparini, Cristhian Vasquez

By Tim Dierkes | July 2, 2013 at 4:30pm CDT

4:30pm: The Royals have also signed Venezuelan outfielder Cristhian Vasquez for a $775K bonus, according to Sanchez (on Twitter). Vasquez ranked as Baseball America's No. 22 prospect, noting that he's one of the oldest players in this year's class and has an advanced offensive approach.

10:12am: The Royals signed Italian shortstop Marten Gasparini for $1.3MM today, breaking the record for a European international prospect, according to MLB.com's Jesse Sanchez.  Baseball America ranked Gasparini 12th; MLB.com had him fourth.

Badler had a full profile of Gasparini in May, noting the Royals as the frontrunner and his likelihood of breaking the European record.  Gasparini, who turned 16 on May 24th, is a speedy switch-hitter with an Italian father and Jamaican mother who grew up in London.

The Royals have a bonus pool of $2,988,100 this year.

Cubs Sign Gleyber Torres, Erling Moreno

By Tim Dierkes | July 2, 2013 at 3:30pm CDT

3:30pm: The Cubs have also inked Colombian right-hander Erling Moreno for $800K, according to Badler. Moreno ranked as BA's No. 16 prospect and MLB.com's No. 17 prospect. The 6'3", 190-pound 16-year-old has touched 90 mph with his fastball and projects to become a power pitcher down the road.

10:59am: The Cubs made a big international signing today, inking 16-year-old Venezuelan shortstop Gleyber Torres to a $1.7MM deal according to MLB.com's Jesse Sanchez.  Torres ranked second among international prospects on the list from Baseball America's Ben Badler, and third on MLB.com's list.  The Cubs also signed Dominican righty Jefferson Mejia for $850K today, but still have plenty to spend given their $4,557,200 pool.

Torres has "the potential for five average or better tools," wrote Badler, who noted that he has drawn comparisons to Freddy Sanchez.

International Prospect Signings: Astros, Cards, Yankees, Tigers, Brewers

By Tim Dierkes | July 2, 2013 at 3:13pm CDT

Teams were able to submit contracts for this year's class of July 2nd international prospects starting at 8am central time today.  You can find rankings here from Baseball America and MLB.com, and information on each team's international bonus pool at BA.  This is the first year in which teams have different bonus pools, and as explained by BA's Ben Badler, teams can trade for up to 50% of their pools (with plenty of stipulations).  The latest deals:

  • Badler reports that the Astros have signed Dominican shortstop Joan Mauricio for $600K. The infielder didn't make the Top 30 from BA or MLB.com, but Badler lauds his defensive actions and hands.
  • The Cardinals have signed Venezuelan outfielder Carlos Talavera (No. 28 on BA's list), Badler reports. The Cardinals have announced that signing as well as three others, and Kiley McDaniel has the bonus amounts: Dominican shortstop Hector Linares received $400K, Dominican right-hander Sandy Alcantara received $125K and Nicaraguan lefty Kerrion Bennett got $30K (Twitter links).
  • The Yankees have signed Dominican shortstop Yonauris Rodriguez for $575K, according to Sanchez (on Twitter). BA noted that he's one of the best defensive shortstop prospects in Latin America.
  • The Tigers signed Venezuelan catcher Elys Escobar for $350K, reports Badler.  They also signed shortstop Hector Martinez for $400K, tweets Sanchez. MLB.com's Jason Beck adds that the team has also reached agreements with Venezuelan outfielder Hector Hernandez and Venezuelan shortstop Anthony Pereira (Twitter link).
  • The Brewers signed Dominican outfielder Nicolas Pierre for $800K, tweets Soldevila.  Badler ranked him 20th, noting the Brewers connection, while MLB.com had him 28th. The Brewers also signed shortstop Franly Mallen, Badler reports. He later tweeted that MLB.com's No. 22 prospect received the same $800K bonus as Pierre.
  • The Athletics signed Dominican shortstop Carlos Hiciano for $750K, reports Badler.  The speedy infielder was 17th on BA's rankings and 26th at MLB.com.
  • The Indians signed Dominican outfielder Junior Soto for $600K, reports Badler.  He's known for his right-handed raw power. Dionisio Soldevila of ESPN Deportes tweets that the team also signed shortstop Willy Castro for $850K
  • The Padres signed shortstop Ruddy Giron for $600K, tweets Soldevila.  Baseball America called Giron a "high-energy player with good athleticism and above-average speed."
  • The Diamondbacks signed Dominican outfielder Francis Martinez for $350K and Dominican third baseman Josue Herrera for $150K, reports Badler.  They're nearing a deal with switch-hitting Venezuelan catcher Jose Herrera worth an estimated $1MM, tweets MLB.com's Jesse Sanchez.  MLB.com ranks Herrera seventh; BA has him tenth.
  • The Cubs signed Dominican righty Jefferson Mejia for $850K, according to Badler.  Badler notes that the 18-year-old Mejia can begin playing immediately, as his contract is for the 2013 season unlike most July 2 signings.  Mejia previously had an issue with his paperwork and had been declared ineligible to sign until April.  At $4,557,200, the Cubs have the second-largest bonus pool and figure to be active.
  • The Mets signed Venezuelan catcher Ali Sanchez for $690K, reports Badler.  BA ranked him 25th, calling him an "intelligent, high-energy player" and noting the many Venzuelan catchers in the big leagues.    The Mets also signed Venezuelan righty Luis Silva for $275K, according to Badler.  They signed Dominican shortstop Yeffry de Aza for $475K, he adds.  The Mets have a pool of $2,664,600 this year.
  • Colombian righty Erick Julio agreed to sign with the Rockies, tweets MLB.com's Jesse Sanchez.  Julio, the best prospect out of Colombia this year, was ranked 14th by MLB.com and 13th by Baseball America's Ben Badler.  The Rockies are also expected to sign Venezuelan shortstop Carlos Herrera for close to $1MM, tweets Sanchez.  He was ranked 11th by BA and 15th by MLB.com.  The Rockies have the third-largest international bonus pool this year, at $4,213,800 according to BA.
