Royals Sign First-Rounder Frank Mozzicato

The Royals have announced a deal with left-hander Frank Mozzicato, selected seventh overall by K.C. in last week’s amateur draft.  MLB Pipeline’s Jim Callis reports (Twitter link) that Mozzicato signed for a bonus of $3.55MM, considerably below the $5,432,400 slot value attached to the seventh overall pick.

The savings will allow to the Royals to spend more of their $10,917,700 bonus pool on their other picks, and there was some expectation that Mozzicato would take a below-slot deal since Kansas City exceeded the projections of draft pundits by taking Mozzicato with the seventh pick.  There was a fairly wide range of opinion about Mozzicato’s draft stock, with ESPN.com’s Kiley McDaniel coming in highest by ranking Mozzicato as the 21st-best prospect in the class.  (Fangraphs had the left-hander 29th, MLB Pipeline 39th, Baseball America 41st, and The Athletic’s Keith Law 54th.)

Mozzicato elevated his profile with an outstanding finish to his Connecticut high school career this spring, including a rather incredible stretch of four consecutive no-hitters.  As noted in Fangraphs’ scouting report, “it’s tough to measure the performance of Northeast prep players due to the level of competition,” but clearly the Royals feel Mozzicato’s potential was worthy of such a high pick.

A plus curveball is Mozzicato’s signature pitch, receiving a 60 grade (on the 20-80 scouting scale) from both Pipeline and BA.  McDaniel even writes that some scouts were even more bullish on Mozzicato’s curve, putting it in the 65-70 range.  “Mozzicato already manipulates speeds on his curveball based on the situation like a veteran, with an ability to consistently execute and command the pitch well beyond his years,” according to Baseball America.  Beyond the big breaking ball, Mozzicato has a fastball that sits in the early 90’s but with the potential for more velocity to be added.

Orioles Sign First-Round Pick Colton Cowser

The Orioles have signed first round pick Colton Cowser with a $4.9MM bonus, per Jon Heyman of the MLB Network (via Twitter). Cowser was selected with the #5 overall pick, which carries a slot value of $6,180,700.

As with their first round pick last season, Heston Kjerstad, the Orioles chose Cowser with an eye on signing him to a below-slot value, which should enable them to spend more money further down in the draft. Of course, just because Cowser signed for under slot doesn’t mean he’s not worthy of the pick. Cowser spent three seasons at Sam Houston State University, winning the Southland Conference Player of the Year Award in his junior season, slashing .374/.490/.680 with 16 home runs.

Baseball America ranked him as the No. 11 prospect in the draft, calling him “a rare safe harbor who provides a long history of hitting.” Keith Law put him at No. 14 in his draft preview for The Athletic, while Fangraphs was more bullish, placing him at No. 6 overall with a 50 Future Value.  Cowser’s contact is a plus tool, and he’ll unlock his ceiling if he continues to display power while playing centerfield.

Cubs Sign First-Round Pick Jordan Wicks

The Cubs announced this afternoon that they’ve agreed to terms with first-round draft pick Jordan Wicks. Wicks will receive a signing bonus of $3.1323MM, reports Jim Callis of MLB.com (Twitter link). That’s exact slot value for the 21st overall pick, with which Wicks was selected. Wicks is represented by Craig Rose of Paragon Sports International.

In fact, the Cubs have come to terms with nearly all of their top picks, the club announced. Among their draftees in the top ten rounds, only second-rounder James Triantos, a third baseman from a Virginia high school, has yet to put pen to paper.

Wicks is viewed by evaluators as one of the more polished and safer arms in this year’s class. The 21-year-old performed well in all three of his seasons at Kansas State University (and dominated in a four-start cameo in the wood bat Northwoods League last summer). Over the course of his career with the Wildcats, Wicks pitched to a 3.24 ERA across 203 innings, striking out 26.9% of batters faced while walking just 6.8% of opponents.

The southpaw’s quality three-pitch mix is headlined by perhaps the best changeup in this year’s class. He also draws praise for his ability to command both sides of the plate and throws a 90-94 MPH fastball and a low-mid 80’s slider. Each of Baseball America, Eric Longenhagen and Kevin Goldstein of FanGraphs, and Keith Law of the Athletic slotted Wicks among the twenty most talented players in this year’s class, with Longenhagen and Goldstein writing that Wicks “is the surest healthy bet (in the class) to stick in a rotation” aside from top ten picks Jack Leiter and Kumar Rocker.

Blue Jays Agree To Terms With First-Rounder Gunnar Hoglund

The Blue Jays have agreed to terms with first-round pick Gunnar Hoglund, reports Baseball America’s Carlos Collazo (via Twitter). The former Ole Miss righty will receive a $3,247,500 bonus that clocks in about $111K south of his slot value at No. 19 overall. Hoglund is represented by Nate Heisler of Rep 1 Baseball.

That slightly under-slot price point is likely due in large part to the fact that Hoglund underwent Tommy John surgery about two months before the draft. Prior to that elbow injury, Hoglund was regarded as one of the top college arms on the board and considered a potential top 10 pick. While he’ll miss the remainder of the 2021 season and won’t be able to begin pitching for a Jays affiliate until sometime next summer, at the earliest, Hoglund nevertheless adds a high-profile arm to an already strong Jays system.

Hoglund, 21, pitched 62 2/3 innings with the Rebels in 2021 before sustaining the elbow injury that necessitated his surgery. In that time, he pitched to a 2.87 ERA while striking out 38.9 percent of his opponents against a 6.8 percent walk rate. Dating back to the shortened 2020 season, in which he tossed 23 1/3 frames, Hoglund carries a 2.41 ERA with a sensational 133-to-21 K/BB ratio in 86 total innings.

Even with that injury, Hoglund landed 14th on FanGraphs’ final draft rankings, 19th at Baseball America, 20th at ESPN, 22nd at MLB.com and 30th at The Athletic. Scouting reports on Hoglund credited him with the best command in the draft and a plus slider. The Athletic’s Keith Law noted that Hoglund’s ceiling might not be as high as that of the draft’s top college arms (Jack Leiter and Kumar Rocker), but the consensus was there’s a “high probability that he’d at least develop into a fourth starter.” ESPN’s Kiley McDaniel adds that Hoglund was “locked in” as a top 10 pick prior to his elbow injury.

Mets Expected To Finalize Over-Slot Agreement With Kumar Rocker

The Mets are expected to sign first-round pick Kumar Rocker for a $6MM signing bonus, reports Joel Sherman of the New York Post. The tenth overall pick, with which Rocker was selected, comes with a slot value of $4.7399MM. The deal is pending a physical.

New York’s overall bonus pool is $9.0263MM, meaning Rocker will unsurprisingly receive the bulk of the allotment. Teams are allowed to exceed their bonus pool by five percent before forfeiting future draft choices, leaving the Mets with about $3.478MM to spread around for their picks between the second and tenth round. Aside from second-rounder Calvin Ziegler, the Mets went with college draftees on Day Two, which will allow them to cut under-slot deals elsewhere to accommodate Rocker’s bonus.

Rocker’s reported $6MM bonus lands between the slot values of the fifth and sixth overall selections. It’s not especially surprising he commanded an over-slot bonus given his high profile. Rocker entered the 2021 amateur season among the candidates to wind up as the first overall pick. The Vanderbilt righty’s stuff waxed and waned a little bit throughout the season, taking him out of the 1.1 mix, but he nonetheless dominated opposing hitters. Rocker worked to a 2.73 ERA for the national runners-up, finishing second among Division I hurlers (behind teammate Jack Leiter) with 173 strikeouts over 117 2/3 innings.

That performance kept Rocker among the class’ top prospects. Each of Baseball America, MLB Pipeline and Keith Law of the Athletic placed him among the six most talented players in this year’s group, with each outlet slotting him behind only Leiter among college arms. The inconsistency of his stuff this spring presented a bit of concern for evaluators, but Rocker’s plus fastball-slider combination when he’s at his best gives him one of the higher ceilings in the class.
