Quick Hits: Orza, Orioles, Boras, Gardenhire

Here's tonight's look around baseball..

  • A source tells MLB Network's Peter Gammons (Twitter link) that Gene Orza may rejoin the MLB Players Association. Orza retired as the organization's chief operating officer before the 2011 season. In a Thursday article, Jeff Passan of Yahoo Sports reported that Donald Fehr, the predecessor to current MLBPA executive director Michael Weiner, could also return to the association,. 
  • Orioles Vice President Dan Duquette says his club wants to see how its newly revamped rotation, which features recent acquisition Scott Feldman and a now-healthy Wei-Yin Chen, performs before it considers adding another starting pitcher via trade. Duquette also discussed the possibility of trading prospects for big leaguers in an article by Steve Melewski of MASNSports.com. "I wouldn't handicap our opportunities to make additional deals," Duquette said. "We're going to be active in the market to try and help our team so we can go back to the playoffs and have another crack at it."
  • Jim Callis of Baseball America (via Twitter) notes that the top four MLB draft bonuses of all time went to players advised by Scott Boras: Gerrit Cole ($8MM), Stephen Strasburg ($7.5MM), Bubba Starling ($7.5MM) and Kris Bryant ($6.7MM).
  • Leaks of names associated with the Biogenesis scandal are a violation of baseball's collective bargaining agreement, Scott Boras says in an article by Bruce Levine of ESPNChicago.com. "I don't know where [the leaks] are coming from," Boras said. "There are only a very small group of parties that have access to this information. Whenever these things happen, whoever is doing it, is not serving the game well." MLB Players Association executive director Michael Weiner has also criticized the leaks in recent days, saying they "threaten to harm the integrity of the Joint Drug Agreement and call into question the required level of confidentiality needed to operate a successful prevention program."
  • Twins manager Ron Gardenhire doesn't intend to resign, despite the team's recent poor play, Phil Miller of the Star Tribune reports.  In comments earlier this month, Twins GM Terry Ryan accepted some of the blame for the Twins' losing ways. "I put this roster together. I've told Gardy to do the best he can. I understand that I don't have a perfect roster here," Ryan acknowledged.
  • White Sox GM Rick Hahn said in a conference call with reporters that the team remains active in trade discussions after shipping reliever Matt Thornton off to Boston. "We're going to keep talking and see where it leads over the coming weeks," Hahn is quoted as saying in a tweet from the South Siders' official feed.

Phillies Notes: Lee, Papelbon, Utley, Ruiz

Phillies' right-hander Luis Garcia looked the part of a big league pitcher when he made his MLB debut on Wednesday, striking out Ryan Zimmerman and getting a double-play grounder from Adam LaRoche. However, prior to this season he'd been out of organized baseball for two years, working for a moving company and in a barbershop, Todd Zolecki and Stephen Pianovich of MLB.com write. After showing the Phillies a mid-90s fastball and a decent slider, the team assigned him to their high-A club, and he's now pitching out of a major league bullpen.   • Phillies GM Ruben Amaro Jr. isn't expected to make drastic changes to his team as the trade deadline approaches, Matt Gelb of the Philadelphia Inquirer writes. Though the Phils remain under .500, the team is playing well lately, having just taken five of seven from divison rivals Washington and Atlanta.  A model for the Phillies' approach to the trade market this year might be the 2007 club under GM Pat Gillick, which plugged holes by acquiring infielder Tad Iguchi and pitcher Kyle Lohse for two non-prospects. Gelb also discussed the market for Michael Young, highlighting the Red Sox, the Yankees, the Dodgers and the Orioles as potential trade partners.
  • Jon Heyman of CBSSports.com runs down possible trade pieces for the Phillies at the deadline. From conversations with people around baseball, it would seem that Lee is staying put while rival execs see at least a small chance of Jonathan Papelbon being traded. Opinions seem to be split 50/50 on Chase Utley, though there's a strong belief that Young is a goner if they're not in position to contend. Finally, execs could see the club trading catcher Carlos Ruiz if they remain on the cusp of the race or fall further.
  • The Phillies signed 11th-round pick Denton Keys to a $350K bonus (plus a $200K college scholarship) that will put them over their bonus pool and force them to pay a luxury tax, according to Baseball America's Jim Callis (Twitter links). Because Callis mentions no loss of future draft picks, it seems that the Phils exceeded their pool by 0-5 percent. Any further overage would result in a loss of their 2014 first-rounder. Keys, according to Callis, is a prep left-hander from Colorado whose fastball touches 91 mph. He was committed to Kansas.

Astros Seeking Two Top Prospects For Norris

The Astros know that there's not a whole lot of quality starting pitching available on the trade market this year and they have an asking price to reflect it for their top hurler.  To part with righty Bud Norris, rival GMs tell Jon Heyman of CBSSports.com that the Astros are asking for two top prospects in return.

Heyman sees Norris as fitting somewhere in "the upper echelon" of starting pitchers in this year's market, which he says also includes Matt Garza and Yovani Gallardo.  "Garza is the biggest immediate impact guy and Norris is the best long value guy,'' a GM tells Heyman. With a reasonable salary – just $3MM this season – and an additional two years of team control, Norris could be an attractive option to contenders, particularly if top targets such as Cliff Lee remain unavailable.

In an recent column, Ken Rosenthal of FOX Sports noted that the Padres would prefer a pitcher whom they can control beyond 2013 if they make a trade, and Norris certainly fits that bill. Norris, 28, has pitched to a 3.63 ERA in 114 innings this year, striking out 6.4 K/9 and walking 2.8 BB/9.

As Astros people note, that low salary and the team's sub-$30MM payroll mean there's no need for them to trade the righty, potentially giving them extra leverage in negotiations. However, some believe that Norris will be the next starter to be traded. There's plenty of trade talk around Norris and Houston may not be ready to contend for the next several years.

Padres Designate Pedro Ciriaco For Assignment

The Padres announced via press release that infielder Pedro Ciriaco has been designated for assignment.

Ciriaco, 27, was acquired in June after being designated for assignment by the Red Sox. He appeared in 23 games for the Padres, playing mostly shortstop and hitting .238/.284/.333 in 68 plate appearances. The Padres now have 10 days to assign Ciriaco to the minors, trade him or release him.

The DFA comes as part of a flurry of moves in which San Diego also reinstated infielders Yonder Alonso and Jedd Gyorko from the 15-day DL and promoted pitcher Sean O’Sullivan from Triple-A Tucson. O’Sullivan, 25, will start tonight against the Giants. He has a 3.88 ERA in 102 Triple-A innings this year.

Cubs Notes: Garza, Soriano, Russell, Navarro

Trade rumors continue to swirl around the Cubs' Matt Garza, but his teammates would like to see the Cubs extend him, Paul Sullivan of the Chicago Tribune reports. "It’s hard to find pitchers like that because he’s always there for us," left fielder Alfonso Soriano said. However, an AL GM told CSN Chicago's David Kaplan recently that there's probably not much to recent rumors that the Cubs are exploring an extension for Garza. "I'd be stunned if he is a Cub August 1," the executive told Kaplan.  Some more North Siders notes..

  • Soriano is the subject of a lot of trade talk himself, but he's not thinking about the rumors, according to Sullivan. "If they want me to stay here, I stay here. But if they don’t want me to, the door is open. I’ve had a good time. I just play one day at a time and enjoy my time," the former All-Star said.
  • Soriano's recent surge, in which he's hit .381 with six homers and four doubles in 10 games, has drawn new attention from contending teams that are looking for offense, Gordon Wittenmyer of the Chicago Sun-Times writes. Soriano, who has a full no-trade clause, turned down a potential trade to the Giants last year, but he indicated during the Cubs' recent road trip that he may be more open to more teams this summer. "For sure, if somebody asks for me, they have to be a contender for the playoffs," Soriano said. "A good city, I guess … But I don’t want to think about it. Just see what happens."
  • Cubs manager Dale Sveum's decision to use James Russell for the third consecutive day in Monday's blowout win over the White Sox may have been to showcase the lefty to "the many" scouts in attendance, Sullivan also reports. Sullivan notes that the Red Sox are seeking to fill the void left by recently injured left-hander Andrew Miller. Though the Cubs aren't attempting to trade Russell, they aren't deeming any player untouchable in their summer sale, Sullivan says, citing an anonymous source.
  • The Cubs could also move catcher Dioner Navarro, who's performed well above expectations since signing a one-year deal in the offseason, writes Sullivan. Navarro's already clubbed eight homers this year after never hitting more than nine in any previous season. Together, Garza and Navarro could be "a perfect package deal," Sullivan imagines. Navarro, who serves as a mentor to catcher Welington Castillo and has just 128 plate appearances, concedes that he'd like to return to a full-time role.

NL Notes: Davis, Dodgers, Gallardo, Relievers

Former Colorado Rockie Ryan Spilborghs has been blogging for The Denver Post about his experiences playing for the Seibu Lions in Japan this season, and he weighs in on the issue of PEDs in his latest post. While Spilborghs doesn't approve of PED use, he suggests that baseball's long season can push players too far without giving them enough time to recover. A better model may be the schedule adopted by Japan's NPB league, which has teams playing 144 games in about 180 days, Spilborghs says.

Some more notes from around the senior circuit…

  • Ike Davis will rejoin the Mets on Friday for their matchup with the Brewers, a source told Adam Rubin of ESPNNewYork.com. Davis was demoted on June 10 after hitting just .161/.242/.258 in 207 plate appearances, but work with Triple-A coaches to address a hitch in Davis' swing was apparently successful, as the first baseman has compiled a .293/.424/.667 line with the Las Vegas 51s. MLBTR's Tim Dierkes speculated in a May post that Davis could be a non-tender candidate this offseason.
  • The Dodgers are expected to activate outfielder Carl Crawford from the DL as soon as Friday, reports Ken Gurnick of MLB.com. Los Angeles will soon be faced with a long-anticipated glut of regular outfielders, with Crawford joining Matt Kemp, Andre Ethier, and sensation Yasiel Puig on the active roster. Manager Don Mattingly acknowledges that it will be a "sticky" situation to manage. It remains to be seen whether the Dodgers will consider moving Andre Ethier, who was given a five-year, $85MM extension just over a year ago.
  • While Yovani Gallardo of the Brewers has been the subject of trade dialogue, Adam McCalvy of MLB.com reports that the righty is determined not to let the rumors affect him. "We all hear things. I'm not going to lie. … But basically I just leave it at that. I hear them, and then don't think about it too much." Gallardo did acknowledge, however, that he had become aware of some of the teams on his no-trade list.
  • Though the loss of Jesse Crain to the DL dampens the reliever market, a number of potentially available NL hurlers could help bolster a contender's bullpen, Ken Rosenthal of Fox Sports notes. The Cubs' Kevin Gregg has earned 14 saves in 15 opportunities, while the Brewers' Francisco Rodriguez is a perfect seven for seven in save chances and could help the Tigers, Rosenthal says. John Axford, Milwaukee's former closer, could also be a useful piece. 
  • The Marlins could offer Steve Cishek, Mike Dunn, or Ryan Webb, as they have power arms in the pipeline and "never mind trading relievers," according to Rosenthal. Both Cishek and Dunn have been effective for the Fish and become eligible for arbitration after this season. Miami could have a tougher time finding a taker for Webb, however, as he's shown discouraging strikeout and walk trends.
  • Rosenthal is also less high on the Phillies' Jonathan Papelbon, noting his high salary and declining strikeout rate, and the Brewers' Michael Gonzalez, a lefty who opponents have managed a .746 OPS against despite his high K/9 rate.

Blue Jays Sign Yeltsin Gudino, Freddy Rodriguez

The Blue Jays signed shortstop Yeltsin Gudino and outfielder Freddy Rodriguez out of Venezuela, Sportsnet's Shi Davidi reports via Twitter. Davidi says Gudino will receive a bonus of about $1.2MM, but didn't have a dollar figure for Rodriguez.

Gudino ranked eighth on Baseball America's top 30 international prospects list, while MLB.com ranked him 11th. Though he lacks a true plus tool, Gudino is a smooth fielder at shortstop and has a high baseball IQ, according to BA's Ben Badler. Rodriguez comes in at 18th on Badler's list, and wasn't ranked at all by MLB.com. He's currently a gap hitter with the potential for more power down the line, and is fast enough to play center field at the present, Badler reports.

The Blue Jays' bonus pool is $2,817,100. They appear to have about $1.6MM remaining after the Gudino signing.
