Twins Claim Brooks Raley From Cubs

The Twins have claimed lefty Brooks Raley off of waivers from the Cubs, reports Mark Gonzales of the Chicago Tribune (via Twitter). Raley, 25, had spent his entire career in the Chicago system.

Raley has thrown just 38 1/3 MLB innings over the last two seasons, and made his first go at relief in 2013. Previously, Raley had worked almost exclusively as a starter. In 141 1/3 innings at the Triple-A level last year, Raley posted a 4.46 ERA, with 6.0 K/9 against 2.9 BB/9. According to Pitch F/X data (via Fangraphs), Raley throws both a four-seam and two-seam fastball, each of which sit around 89 mph, and also offers a slider, curve, and change. Over his time in the upper minors, Raley has actually shown a relatively minor platoon split, though big league righties have hit him hard.

Jeff Samardzija, Cubs Avoid Arbitration

The Cubs have avoided arbitration with pitcher Jeff Samardzija, signing him for one year and $5.345MM, Jon Heyman of CBS Sports tweets. Samardzija had filed for $6.2MM and the Cubs had proposed $4.4MM, so the final figure comes in just above the $5.3MM midpoint. The two parties were to have their arbitration hearing on Monday. Samardzija is represented by Frontline.

This contract simply avoids arbitration for this season, and does not resolve the possibility of a long-term deal for Samardzija, who is eligible for free agency after 2015. There have also been recurring rumors that the rebuilding Cubs could trade Samardzija, although the most recent word is that, given the continued presence of solid starting pitching options (like A.J. Burnett, Ubaldo Jimenez and Ervin Santana) on the free-agent market, the Cubs could wait until July to make a deal. Samardzija posted a 4.34 ERA with 9.0 K/9 and 3.3 BB/9 in 213 2/3 innings for the Cubs last season.

Quick Hits: Epstein, Cespedes, Tanaka, Arb Hearings

Current Cubs president of baseball operations and former Red Sox GM Theo Epstein covered a range of subjects in a fascinating interview on WEEI's Hot Stove Show on Thursday (audio link; transcript). In addition to discussing the two clubs he has headed from a baseball ops perspective, Epstein emphasized the impact of changes to the CBA. The new system has both reduced teams' abilities to reap draft picks from outgoing free agents, Epstein said, and made it difficult to pay for hard-to-sign talent in later draft rounds. Here's more from around the league, including other notable talking points from Epstein:

  • Discussing his current club's reported pursuit of Masahiro Tanaka, Epstein noted that the pitcher likely cost the Yankees more in real terms than the team's $175MM contract and release fee commitment, once the collective bargaining tax is accounted for. The signing, said Epstein, "reflects the dynamic that there are many, many teams with lots and lots of dollars to spend and very few places to spend them, very few players who represent sound investments for the dollars."
  • "There are lots of teams demanding talented, prime-age players, and supply is really a trickle," Epstein continued. "Fewer and fewer players of that ilk are reaching free agency. … You're going to see these prices that cause people to shake heads. … Because of the TV deals, the teams that have them have a lot of money and not a lot of attractive players to spend the money on." Indeed, as I explored earlier tonight, some teams' desires to use free cash to enhance the value of their player assets (i.e., control and contract rights) could result in increasingly robust contracts for some younger players that remain years away from free agency.
  • One player that seems suitable for an attractive, long-term investment is Yoenis Cespedes of the Athletics. Fresh on the heels of today's extension of teammate Coco Crisp, Cespedes said that he, too, hopes to ink a new pact, tweets John Shea of the San Francisco Chronicle. The 28-year-old slugger, who still has two years remaining on the deal he signed out of Cuba, said that he hopes to play for the A's for his entire career. Of course, given his relative youth, upside, and high profile, Cespedes figures to command a much higher price than the $22.75MM over two years just given to Crisp. It remains to be seen whether the A's will be willing to dangle a sufficient guarantee to get a deal done.
  • Turning back to the aforementioned Tanaka, Yankees GM Brian Cashman told ESPN Radio today (via ESPNNewYork.com's Andrew Marchand) that the club views its new acquisition as "a really solid, consistent number three starter." Cashman noted that, though the club scouted Tanaka extensively, uncertainty remains as to how he will transition to the big leagues. "If we get more than that," Cashman said, "all the better. He's got a great deal of ability."
  • Two arbitration hearings took place today, after none occurred last year. Andrew Cashner of the Padres and Vinnie Pestano of the Indians both made their cases to their respective panels. Cashner and the Padres are quite close in filing numbers ($2.4MM against $2.275MM), while Pestano ($1.45MM) and the Indians ($975K) left a larger absolute and relative sum to chance. 
  • Glancing in at MLBTR's Arbitration Tracker, 16 cases remain unsettled as hearings begin to take place. By my count, just over $23MM remains at stake between the player filings ($79.325MM total) and team counters ($56.15MM). Only the Indians, with Justin Masterson, Michael Brantley, and Josh Tomlin (in addition to Pestano), have more than one outstanding arbitration case.

Cubs, Darwin Barney Avoid Arbitration

The Cubs and second baseman Darwin Barney have avoided an arbitration hearing by settling on a one-year deal worth $2.3MM, according to Jon Heyman of CBS Sports (Twitter link).

Barney, a client of CAA Sports' Joe Urbon, filed for a $2.8MM salary last month, with the Cubs countering at $1.8MM. The $2.3MM settled upon by the two sides is the midpoint between those two figures and is just slightly north of the $2.1MM salary projected by MLBTR contributor Matt Swartz.

Barney further established himself as an elite defensive second baseman in his age-27 season last year, posting a +15.5 UZR/150 and a +11 mark per The Fielding Bible's Defensive Runs Saved metric. However, his stellar glove is the more or less the sole source of his value to the team. Barney has batted .232/.283/.330 over the past two seasons with the Cubs, including a .208/.266/.303 line in 2013. He did walk at a career-high clip (6.5 percent) in addition to tying his career-best in homers (seven) and providing some value on the basepaths last season.

With Barney's case resolved, the Cubs' lone candidate for a hearing is ace Jeff Samardzija, as shown in MLBTR's Arbitration Tracker. Jesse Rogers of ESPN Chicago wrote last week that it wouldn't be a surprise to see the two sides head to a hearing.

NL Central Notes: Votto, Singh, Cards, Cubs, Yoon

Joey Votto is well known not only for his massive, ten-year contract, but also for being one of the game's most dedicated and thoughtful hitters. He is also known as a reserved presence, making his lengthy interview with Lance McAlister of Cincinnati's 700 WLW well worth a listen (hat tip to the Cincinnati Enquirer's John Fay.) Among other things, Votto dismissed the concept of lineup protection, but says that he did see noticeably better pitches when speedster Billy Hamilton got on base in front of him last year. His favorite stat? wRC+. Touching on roster construction and player evaluation, Votto said that he values all aspects of the game, and finds it is telling that both of last year's World Series contestants featured well-rounded rosters of well-rounded players.   • After missing all of 2013 due to arm injuries, Pirates prospect Rinku Singh tells MLB.com's Barry M. Bloom that he is working on his arm strength and still plans to reach the Major Leagues.  Singh, 25, famously won a pitching reality show in India in 2008 and subsequently signed a minor league deal with the Bucs.  The story of Singh (and Dinesh Patel, the reality show runner-up) will be told in the upcoming film Million Dollar Arm.
  • The Cardinals lost a number of notable relief arms and could be lacking some depth, Jeff Gordon of the St. Louis Post-Dispatch writes.  Gordon lists several minor leaguers who could emerge in Spring Training and be in the bullpen on Opening Day.
  • The Cubs are unlikely to participate in a "bidding war" for Korean hurler Suk-min Yoon, reports Paul Sullivan of the Chicago Tribune. Though Chicago saw Yoon pitch along with multiple other teams, it sounds as if the club's interest is heavily conditioned on price. 
  • The Brewers are "kicking tires" on several free agent relievers, reports Tom Haudricourt of the Milwaukee Journal-Sentinel (Twitter links). Milwaukee is waiting for the asking prices to come down. Two names that Haudricourt wouldn't be surprised to see added are ex-Brewer Francisco Rodriguez and Carlos Marmol, who is a good friend of Aramis Ramirez.

Rangers Notes: Globe Life, Bard, Cubs, Bonuses

Here's the latest out of Arlington…

  • The Rangers officially announced their new stadium naming rights deal with Globe Life And Accident Insurance Company today, as Rangers Ballpark will now be known as Globe Life Park In Arlington.  Financial terms of the deal weren't announced, though it is a 10-year agreement the between the club and Globe Life.
  • Some fans may balk at the idea of a corporate name on the stadium, ESPN Dallas' Richard Durrett writes, but the financial benefits of sponsorship can't be ignored.  Durrett also notes that the naming rights deal is the latest example of how the Rangers have one of baseball's "most financially stable teams."
  • Appearing on a podcast with WEEI's Rob Bradford (partial transcript provided by WEEI.com's Arjuna Ramgopal), Daniel Bard said that the Rangers showed interest in his services after the reliever's thoracic outlet syndrome surgery last month.  Before Bard underwent the procedure, he said that he had drawn interest from a few teams, including the Cubs.  Texas, however, "came in strong and made me feel really welcome and wanted. It just felt like a good fit," Bard said.
  • Fans and pundits have become accustomed to seeing salaries in terms of how they fit a club's payroll, but even modest bonuses by MLB standards are life-changing amounts of money — especially for young players from tough backgrounds in the Dominican Republic, as Jeff Wilson of the Fort Worth Star-Telegram writes.  Wilson looks at how the Rangers' signings of such prospects as Jairo Beras and Michael De Leon helped those players bring their families out of poverty, while other prospects (Ronald Guzman and Nomar Mazara) came from middle-class backgrounds.

Latest On Suk-Min Yoon

TUESDAY, 5:38pm: The Cubs joined the Rangers in watching Yoon throw 30 pitches today, reports T.R. Sullivan of MLB.com (via Twitter). He will hold similar, short bullpen sessions for other clubs in the next few days, tweets Evan Grant of the Dallas Morning News.

Yoon's health remains the major issue for clubs considering Yoon's request for multiple years, Sullivan adds. The South Korean is not close to signing, says Sullivan, contrary to statements made yesterday by agent Scott Boras.

MONDAY, 11:30pm: The Rangers will watch Yoon throw a bullpen session on Tuesday in Arizona, reports Drew Davison of the Fort Worth Star-Telegram (hat tip to Dan Kurtz of MyKBO, via Twitter).

7:30pm: The Orioles are one of several clubs to have made an offer to Yoon, according to Dan Connolly of the Baltimore Sun.

(In case you missed the intervening update, Yoon's agent, Scott Boras, said that six or seven teams were still interested in the South Korean.)

11:41am: As many as five teams are still showing interest in Korean right-hander Suk-Min Yoon, according to Sang-Soo Kwon of Korean news outlet JoongAng Daily (hat tip: MyKBO.net's Dan Kurtz). According to Kwon, the Orioles are the front-runners to sign Yoon at this point, but the Rangers, Cubs, Twins and Giants have interest as well. The Orioles and Giants reportedly attended a workout held by Yoon at the UC-Irvine campus over the weekend.

The Rangers' interest is a new wrinkle in the Yoon saga, but Kwon cites an official from the Boras Coporation (which represents Yoon) in saying that Texas has scouted Yoon for more than two years. Interest on the Rangers' side picked up after Derek Holland's injury, the official said.

Roch Kubatko of MASNsports.com reports (on Twitter) that Orioles executive vice president Dan Duquette wouldn't confirm the team's interest in Yoon when asked on Saturday, but he also didn't deny any of the reports. The Orioles have added a pair of notable Asian players in recent years, inking Tsuyoshi Wada and Wei-Yin Chen to multi-year deals. Kwon also points out Duquette's history of Korean additions from his days as GM of the Red Sox; Boston inked lefty Sang-Hoon Lee, right-hander Sun-woo Kim, right-hander Seung-Joon Song, and infielder Tae-in Chae.

Yoon, 27, was considered Korea's second-best starting pitcher behind Hyun-jin Ryu following the 2012 season. A shoulder injury in 2013 prompted a move the the closer's role with the Kia TIgers last season, but from 2011-12 Yoon posted a 2.77 ERA with 8.7 K/9 and 2.1 BB/9 in 325 1/3 innings as a starter. As MLBTR's Tim Dierkes noted in Yoon's free agent profile, his fastball sits in the 91 to 93 mph range, and he won the KBO's MVP Award in 2011 for his outstanding work in the Kia Tigers' rotation.

Cubs Notes: Samardzija, Hammel

Jeff Samardzija and the Cubs still haven't come to terms on a contract to avoid arbitration for 2014, with the pitcher filing for $6.2MM and the team countering with $4.4MM. That gap is indicative of broader differences between the two parties about how to structure a long-term deal, Jesse Rogers of ESPN Chicago writes. Rogers notes that it wouldn't be surprising if Samardzija and the Cubs actually did go to arbitration, and suggests that they could be more than $10MM apart on a potential long-term contract. Here are more notes on the Cubs.

  • One factor in the market for Jason Hammel was that teams were worried about the possibility that his elbow wouldn't hold up, ESPN's Buster Olney tweets. Hammel recently agreed to a one-year, $6MM deal with the Cubs. He missed time due to elbow issues last season.
  • The Cubs' recent pact with Hammel parallels their signing of Scott Feldman last offseason, Jeff Sullivan of Fangraphs writes. The best-case scenario for the Cubs is that Hammel pitches well and they trade him to a contender this summer, just as they did last year with Feldman. In order for the Cubs to do so, Hammel will have to stay healthy, but even if he doesn't, the Cubs aren't risking much.

Cubs Avoid Arbitration With Justin Ruggiano

The Cubs have avoided arbitration with outfielder Justin Ruggiano, who will earn $2MM next season, Joel Sherman of the New York Post reports via Twitter. Chicago picked up Ruggiano, who turns 32 in April, from the Marlins in mid-December. 

As MLBTR's Arbitration Tracker shows, Ruggiano settled for just under the midpoint between his $2.45MM filing number and the team's $1.6MM counter. His 2014 salary lands just above the $1.8MM that MLBTR contributor Matt Swartz projected. 

Ruggiano, who swings from the right side of the plate, had a stellar 2012 season in which he posted a .313/.374/.535 line and notch 13 homers and 14 steals over just 91 games. He took a step back last year, however, receiving a career-high 472 plate appearances but registering only a .222/.298/.396 triple-slash. Ruggiano did knock 18 long balls and swipe 15 bags, but Baseball-Reference valued his contributions at replacement level while Fangraphs credited him at about one win.

Rosenthal’s Latest: M’s, Cruz, Rodney, Reds, Drew

The Mariners are "back in business, showing strong interest" in Nelson Cruz and Fernando Rodney again, reports Ken Rosenthal of FOX Sports in his latest column. The Mariners, who are said to have some financial leeway by new team president Kevin Mather, is also looking at the trade market for starting pitchers, though they're not currently focused on David Price or Jeff Samardzija. Rosenthal also notes that the Indians aren't having any conversations on Justin Masterson, nor are the Reds inclined to move any of their starters, further limiting the list of trade targets. More highlights below…

  • Cruz could be a fallback option for the Rangers, but probably only if he's willing to sign a one-year deal. Bringing Cruz back would allow the Rangers to deal Mitch Moreland.
  • Rosenthal wonders if the Reds should be thinking about dealing a starter. While they're trying to extend Homer Bailey, that seems to be a tall order as he's just one year from free agency. Mat Latos, Mike Leake and Johnny Cueto are all only controlled through 2015, and as Rosenthal notes, not all can be long-term pieces.
  • The Athletics aren't considering making a run at Stephen Drew and shifting Jed Lowrie from short to second base. The A's are comfortable platooning Eric Sogard and Nick Punto.
  • A rival executive wondered to Rosenthal if the Braves would match up with the Mariners on a Dustin Ackley trade, but Rosenthal hears that the Braves aren't looking for a second baseman. They currently have Dan Uggla, who is owed $26MM through 2015, and three fallback options in Ramiro Pena, Tommy La Stella and Tyler Pastornicky.
  • Braves GM Frank Wren said he doesn't hold any ill will toward players who go to arbitration hearings — such as the ones he could face with Jason Heyward, Craig Kimbrel and Freddie Freeman: "We don’t look at it as an antagonistic process. We look at it as a solution to a disagreement on a player’s salary."
