Matt Garza Rumors: Tuesday

Righty Matt Garza may have put the finishing touch on his Cubs career last night by allowing one run in seven innings in a win against the White Sox.  The latest on the best available starter:

  • Garza's start was scouted by the Rangers, Indians, Pirates, Blue Jays, and Padres, writes Jon Paul Morosi of FOX Sports.  Those aren't necessarily suitors for Garza this month, however.  Morosi says the Rangers and Indians are "known to have strong interest," while the Red Sox, Nationals, and Dodgers can't be ruled out.  Morosi believes Garza probably wants to be paid like Anibal Sanchez on his next contract, which would mean a five-year, $80MM deal.  The difference is that Sanchez was coming off three consecutive healthy seasons.
  • Though Garza told reporters last night the possibility of a contract extension is 50-50, few believe it's actually a coin flip.  Gordon Wittenmyer of the Chicago Sun-Times explains, "Team sources, however, characterize the recent, brief talks as confirmation that the sides aren’t much, if any, closer than they were more than a year ago when they first engaged in talks with little progress."  Garza suggested it would be "one hell of a party" to win with the Cubs, and Wittenmyer does note that team is leaving open the possibility of trading Garza now and talking to him again in the offseason.

Cubs Close To Deal With Kris Bryant

The Cubs are very close to signing No. 2 overall pick Kris Bryant, according to Jon Heyman of CBSSports.com.  The deal isn’t officially done, but the University of San Diego product is expected to receive the biggest bonus under the new system that began last year, topping Mark Appel’s $6.35MM pact with the Astros.

Bryant, who is being advised by Scott Boras, had a monster junior season in which he belted 31 homers and catapulted up the 2013 draft board.  The third baseman/outfielder will be the latest promising position player to join the Cubs’ stash, joining shortstop Javier Baez and outfielders Jorge Soler and Albert Almora.

Heyman heard in late June that the two sides weren’t close to an agreement.  Bryant and Boras were said to be seeking a bonus greater than the $6.7MM assigned pick value, while the Cubs wanted a deal for just over $6MM.

Quick Hits: Prospects, Young, Garza, Francoeur

Baseball America released its updated rankings of the sport's top 50 prospects, headlined by Twins outfielder Byron Buxton.  For Baseball America subscribers, BA's J.J. Cooper also has lists of 10 prospects who missed the top 50 but are still having breakthrough seasons, preseason top-100 prospects who missed the new list, how the thirty preseason top-100 prospects who have already made the Major Leagues are faring and also a look at five organizations who have made strides and five who have struggled.

Here are some items from around the baseball world…

  • The Red Sox still have interest in Michael Young, Nick Cafardo of the Boston Globe tweets, but "serious names have not been discussed" between the Sox and Phillies in trade negotiations.
  • The Cubs have reportedly explored extending Matt Garza's contract but CSN Chicago's David Kaplan doesn't believe it and neither does an American League executive.  "Theo [Epstein] and Jed [Hoyer] know that they have a great asset. They will not cave on what they want in return," said the AL exec.  "They will play this thing out until they get what they want. He's too valuable to not trade.  When you are in a rebuild you need to move assets to fuel the plan. Garza should help to do that. I'd be stunned if he is a Cub Aug. 1." (Twitter links here)
  • Reds general manager Walt Jocketty confirmed that he had spoken to Jeff Francoeur's agents at CSE, John Fay of the Cincinnati Enquirer reports (via Twitter).  "He's talking to other clubs as well.  [I'm] not sure it's a fit," Jocketty said.  Francoeur is known to have drawn interest from at least two other teams since he was released by the Royals.  Francoeur could be a right-handed hitting stopgap for Cincinnati until Ryan Ludwick returns from the DL in August.
  • Also from Fay, he thinks the strong recent performance of the Reds' bullpen should shift the team's trade deadline focus to hitting instead of relief pitching.  Fay opines that the Reds should look to acquire Twins outfielder Josh Willingham, who I'd guess would be too expensive for the Reds' liking (owed roughly $9.35MM through 2014) and is on the DL until August following knee surgery.
  • The Mariners have a number of trade chips on the roster but Larry Stone of the Seattle Times feels the team's toughest decisions will concern Raul Ibanez and Kendrys Morales.  On paper the 41-year-old Ibanez is an obvious candidate to be dealt, though Ibanez's popularity on and off the field in Seattle will make the M's consult him before any possible deal.  I examined the case for Morales as a trade candidate back in April.
  • Every Major League transaction is a complicated process, and they get even more complex when they have to be made quickly.  MLB.com's Corey Brock outlines how the Padres had to move fast to replace the injured Yasmani Grandal, which led to a shakeup of catchers at all levels of the organization and a lot of roster juggling that eventually led to Rene Rivera being called up from Triple-A Tucson to Washington for the next day's game.

Cubs, Garza Talking Extension

11:48pm: Garza tells reporters (including Gordon Wittenmyer) that there is a "50-50" chance he signs an extension.  Garza helped his trade value even more tonight by allowing just one earned run over seven five-hit innings in the Cubs' 8-2 win over the White Sox.

3:15pm: Garza and the Cubs are not close on his value, reports Paul Sullivan of the Chicago Tribune, and a trade is still the likeliest outcome.  There are "no teeth" to the reported extension talks, adds Gordon Wittenmyer of the Chicago Sun-Times, who tweets, "He'll be traded."

1:30pm: For the first time in more than a year, the Cubs are having discussions with Matt Garza about a long-term extension, according to Jon Heyman of CBS Sports.  A trade remains possible for the 29-year-old, who is perhaps the best available starter.  A similar report comes from Jesse Rogers of ESPNChicago.com, whose source says the sides haven't had serious discussions about a long-term deal but haven't ruled it out.  The reports from Heyman and Rogers came within minutes of each other, though Heyman mentioned it first on MLB Network.

Garza has made nine starts this season since returning from a stress reaction in his elbow and a lat strain.  The injuries ended his season last year on July 21st.  This year, Garza has a 3.45 ERA, 8.2 K/9, 2.8 BB/9, 1.10 HR/9, and 37.8% groundball rate in 57 1/3 innings.  He's allowed three earned runs in his last 30 innings.  Garza takes on the White Sox tonight at U.S. Cellular Field.

Garza's value is difficult to peg, given his history of durability followed by the long layoff.  Last offseason five starting pitchers received deals of three or more years, most of whom did not have draft pick compensation attached.  A salary in the $13-15MM range seems appropriate for Garza, but from a team point of view it would be difficult to guarantee more than three years.

Cubs Notes: Garza, Free Agents, Bryant, Tseng

Of the six trades made during the first week of July, the Cubs were involved in four of them.  The most recent trade occurred last night, as the Cubs shipped right-handed bench bat Scott Hairston to the Nationals for pitching prospect Ivan Pineyro.  The Cubs are expected to continue stockpiling young players this month in more trades.  The latest on the team:

  • The Dodgers and Indians both believe Matt Garza will be traded and have been "heavily scouting" the right-hander, USA Today's Bob Nightengale reports.  The Giants and Rangers are also scouting Garza's start tonight (Twitter links).  The Dodgers' continued involvement is interesting given their recent acquisition of Ricky Nolasco, though it's probably no surprise that the Dodgers are again targeting as many notable players as possible.
  • The Cubs have been quick to trade players after signing them as free agents in the Theo Epstein/Jed Hoyer era, but Hoyer said today on a conference call he doesn't think free agents will shy away from the team for that reason.  "I would hope that we cease being sellers on an annual basis," Hoyer explained, also noting that each situation is taken on an individual basis and, for example, "A lot of places weren’t willing to guarantee [Scott Feldman] a rotation spot coming off a so-so year in Texas."  MLB.com's Carrie Muskat has the full quotes on her blog.
  • Garza perhaps the best available starting pitcher, has "opened a lot of eyes the way he's thrown the last four, fives times out," said Hoyer.  Garza, a 29-year-old in his contract year, has allowed only three runs over his last 30 innings and takes on the White Sox tonight at U.S. Cellular Field.
  • Both the Cubs and Nationals will receive a player to be named later in the Hairston trade, but Hoyer told reporters that component "will not affect the balance of the deal."
  • Third baseman Kris Bryant is one of five first-rounders who remains unsigned; the Cubs drafted him second overall.  Hoyer was reluctant to provide an update on negotiations with adviser Scott Boras, but said, "We’re confident we’ll get it done. We’ll make it an exceptionally fair offer. If Kris wants to be a Cub and be a professional baseball player, I’m confident we’ll get a deal done. Sometimes it takes a deadline to make a deal, and we have a deadline coming up shortly. In a lot of ways, I think it’s a plus at this point."  Draft guru Jim Callis of Baseball America expects all five first-rounders to sign by Friday's deadline.
  • 18-year-old Taiwanese righty JenHo Tseng, ranked #29 on Jesse Sanchez's top 30 international prospect list for MLB.com, is "known for his upright, quick delivery and a fastball that has reached 95 mph."  The Cubs have emerged as the favorite for Tseng, tweets Sanchez, and he's expected to command at least $1.5MM.  Assuming Eloy Jimenez's $2.8MM deal with the Cubs is finalized, and the Cubs add Tseng at around $1.5MM, they appear a lock to exceed their bonus pool by more than 10% even if they max it out by acquiring more pool space.  As explained by Ben Badler of Baseball America, the penalty for going 10-15% over the pool is a 100% tax on the overage and, more importantly, a $500K per player cap in the 2014-15 spending period.  15% or more means a $250K cap. 

Nationals Acquire Scott Hairston

The Nationals have acquired outfielder Scott Hairston in a trade with the Cubs, FOX Sports' Ken Rosenthal writes. The Cubs received minor league righty Ivan Pineyro in return, tweets Jon Heyman of CBS Sports.  Both teams will also receive a player to be named later, but Cubs GM Jed Hoyer told reporters today that component will "not affect the balance of the deal."  Signed by the Cubs to a two-year, $5MM deal in February, the Cubs will chip in less than $500K toward Hairston's $2.5MM salary for 2014, tweets Heyman.

Hairston, 33, has played sparingly this year, hitting .172/.232/.434 in 112 plate appearances, the overwhelming majority of them against lefties. As Amanda Comak of the Washington Times notes, the Nats are about to begin a series against the Phillies in which they'll face three straight lefty starters: John Lannan, Cole Hamels, and Cliff Lee. That means Hairston could get a fair amoung of playing time right away, but generally, the Nationals will likely use him primarily off the bench, just as the Cubs did. Hairston's opportunities will probably come at the expense of fellow righty Tyler Moore, who has hit .151/.195/.283 this season.  Hairston has a .244/.299/.447 line over ten seasons with the Diamondbacks, Padres, Athletics, Mets and Cubs.  He was drafted by the D'Backs in the third round in 2001, at which point current Nationals GM Mike Rizzo was their director of scouting.  Even after acquiring Hairston, the Nationals are looking for a second right-handed hitter to add more depth off the bench, notes MLB.com's Bill Ladson.

Pineyro, 21, was promoted to High-A in mid-June after making the South Atlantic League All-Star team.  In 15 starts overall this year, he has a 3.24 ERA, 8.3 K/9, 2.5 BB/9, and 0.58 HR/9 in 77 2/3 innings.  Prior to the season, Baseball America ranked Pineyro 27th among Nationals prospects, noting that the Dominican held his own against older competition, and "his quick arm is intriguing."  According to BA, Pineyro throws 90-94 with an average to plus changeup and a curveball that needs work.  "If he continues to pitch the way he has been, I think he will be a big league pitcher," Hagerstown Suns pitching coach Franklin Bravo told Ashley Marshall of MLB.com in late April.

Central Notes: Garza, Soriano, Peavy, Carpenter

Five years ago today, the Brewers acquired CC Sabathia from the Indians for Matt LaPorta, Rob Bryson, Zach Jackson, and a player to be named later. The PTBNL turned out to be Michael Brantley who hit a pair of homers, including the game-winner, and drove in a career-high five runs in the Indians' 9-6 win over the Tigers this afternoon. Brantley, who has matched his career-best with seven home runs on the season, has become the headliner in the deal for the Indians as LaPorta has been a disappointment and is no longer on their 40-man roster, Bryson is struggling with an ERA over 11 at Double-A Akron, and Jackson is now in the Royals organization. Sabathia, meanwhile, was so dominant during his short tenure as a Brewer he led the NL in complete games (seven) and shutouts (three) while posting a 1.65 ERA during 17 regular-season starts. Sabathia used that platform to sign a record seven-year, $161MM contract with the Yankees. Will there be a similar blockbuster deal between MLB Central Division teams in 2013? Here's the latest:

  • With Ricky Nolasco becoming a Dodger, the trade rumor spotlight will now shine brightly upon the Cubs' Matt Garza. The Nationals have kicked the tires on the right-hander, but talks have not progressed to the point of a formal proposal being exchanged, a person familiar with the situation told Adam Kilgore of the Washington Post. The Nationals, who already have scouted Garza this year, have long had an interest in acquiring Garza engaging in a "not insignificant" pursuit of him in 2011 before the Rays shipped him to the Cubs. 
  • Alfonso Soriano has increased his trade value thanks to five home runs and 13 RBIs in his last eight games, writes ESPNChicago.com's Bruce Levine. 
  • Jake Peavy will continue his rehab from a fractured rib with a simulated game Tuesday after reporting normal soreness from a 53-pitch bullpen session Friday, reports Scott Merkin of MLB.com. If healthy, Peavy could be dealt before the Trade Deadline. "We'll see how it plays out," Peavy told Merkin. "I'm open to anything and I'll do everything I'm asked to do. If that's staying here, I'll be happy to do that. If that means to move, then that's something we'll address and be OK with when that time comes." 
  • The Cardinals are conducting a low-key search for a starting pitcher and, if healthy, Chris Carpenter could be that starter bringing the club confidence, energy, and swagger during the dog days of the schedule, writes Joe Strauss of the St. Louis Post-Dispatch. "They’re going to evaluate me," Carpenter said. "Is my stuff good enough? Am I good enough to fit in and move one of these guys? If not, be honest, tell me and move on." 
  • Scouts from the Tigers, Cardinals, and Orioles were on hand for the Brewers–Mets game today, tweets MLB.com's Adam McCalvy.

Rosenthal On Garza, Rangers, Phillies, Brewers

Ken Rosenthal of FOX Sports has lots of great stuff in his latest edition of Full Count.  Here's a look at the highlights..

  • The Rangers' interest in Matt Garza is nothing new and two sources told Rosenthal that they nearly acquired Garza at last year's trade deadline with one source saying it was within minutes of happening and the other saying it was really close.  The problem was that Garza was dealing with a triceps issue and it turned out that he didn't pitch after July 21st.  The two sides were working on various contingencies right up until the last day but they eventually decided to just deal for Ryan Dempster instead.
  • Phillies GM Ruben Amaro is reluctant to trade players who could be part of the team's future, specifically Jonathan Papelbon, Chase Utley, Cliff Lee, and Cole Hamels.  When asked specifically about the idea of creating another closer if they part with Papelbon, Amaro noted that the only time they have done that was with Ryan Madson and it took four years for him to develop into a closer.  Amaro explained that he doesn't have that kind of time and none of their young pitchers are even remotely ready to close.
  • The Brewers' Yovani Gallardo and Kyle Lohse wouldn't figure to be in high demand, but their respective contracts make them attractive to contending clubs.  The upcoming free agent market will be thin in starters and guys like Garza, Josh Johnson, and Ricky Nolasco will want at least three or four years.  Gallardo and Lohse are under club control for two more years at below market salary – Lohse makes $11MM in 2014 and 2015 while Gallardo makes $11.25MM with a $13MM club option for 2015.  
  • The White Sox are a virtual lock to make deals before the deadline, but even then, their work might not be done.  Even if Paul Konerko and Jake Peavy do not show that they are fully healthy by July 31st, they could get moved during the August waiver period.  Both would figure to clear waivers and if Konerko wants to join a contender, he would waive his 10-and-5 rights and the White Sox would almost certainly try to accommodate him.

Dodgers Notes: Nolasco, Marmol, Rockies

After weeks of hearing that the Marlins were desperate to move Ricky Nolasco and wanted to find a trade partner ASAP, the Dodgers stepped up and grabbed him for a trio of pitching prospects and got some additional international bonus slot money in the swap.  Here's the latest out of Los Angeles following yesterday's trade..

  • General Manager Ned Colletti & Co. felt that Matt Garza wasn't worth the prospect cost at this time, so they went with Nolasco instead, tweets Jim Bowden of ESPN.com.  The Dodgers continue to be aggressive in several trade discussions.  Bowden adds (link) that the Dodgers' priority is finding a back-end power arm and then another starter.
  • The Dodgers filled a major need with their acquisition of Nolasco, writes Scott Miller of CBSSports.com.  Back in spring training, everyone wondered how the Dodgers could fit eight starting pitchers into five rotation slots.  In July, rotation depth was a major need for Los Angeles.  
  • While the Dodgers' acquisition of Carlos Marmol made headlines, their real motive in the deal was securing extra space to spend in the international market, writes Bill Shaikin of the Los Angeles Times.  The Dodgers don't plan to have a this high of a payroll forever and the additional bonus money will help them develop their own talent in the long-term.
  • The Rockies talked with the Marlins about Ricky Nolasco and even though they liked him, paying roughly $5.6MM for a rental was never in the cards for them, tweets Troy Renck of the Denver Post. 

Draft And International Notes: Jays, Cubs, Red Sox

Here is the latest news on draft and international signings as we look ahead to the July 12 deadline for Rule 4 draftees to sign. You can keep track of signings from the draft's first round right here. Only five players — Kris Bryant (Cubs), Colin Moran (Marlins), Phil Bickford (Blue Jays), Hunter Renfroe (Padres), and Aaron Judge (Yankees) — remain unsigned. As Jim Callis of Baseball America recently explained (subscription required), the changes to the draft system have sapped the signing period of its former deadline drama. Last year, for instance, only six first-rounders waited to sign until the last day, just three of those lasted until the last hour before the deadline, and only one (Mark Appel) did not end up signing.

  • Among the unsigned first-rounders, Callis tweets that he expects all to sign. While he thinks Bickford will ultimately ink with the Blue Jays, Callis does say (via Twitter) that he is the most likely of the five to pass up a deal.
  • The Jays are also angling to convince a late-round choice, such as Jake Brentz, Sam Tewes, or Rowdy Tellez, to forego college and join the organization, explains Shi Davidi of Sportsnet.ca. Toronto has cleared about $1.3MM of bonus pool availability after locking up second-rounder Clinton Hollon for $701k under slot. Davidi says that the club is expected to sign first-rounder Bickford for close to slot value, leaving the team free to spend the rest of its cash on one of its hard-to-sign picks.
  • While Bryant remains the highest choice yet to sign, the Cubs remain confident that they will lock him up, GM Jed Hoyer told David Kaplan in a WGN Radio interview (Twitter link). Likewise, Callis opined (via Twitter) that Bryant will sign, though it may take until the deadline. 
  • Even as the Cubs finish up their draft signings, the team remains heavily involved in the international amateur market. Top overall international prospect Eloy Jimenez has yet to formally sign with Chicago despite reportedly agreeing to terms, which MLB.com's Jesse Sanchez says signals that the Cubs are paying close attention to the penalties for going over the allotted international bonuses. (Twitter link.) Concurring with MLBTR's Steve Adams' breakdown of the Cubs' international expenditures, Sanchez also provided some added background on the situation in a separate piece. 
  • We also just learned that the Jays' AL East-rival Red Sox have cleared a similar amount of cash. Callis tweets that Boston will "definitely" spend up to its slot totals and may also go into the tax penalty space up to the point of sacrificing a draft choice. 
  • The Angels are still working to sign 12th-round, high-school righty Blake Goins, tweets Callis. The club can go up to $472k before hitting any penalties, and could pay Goins as much as $621k before it would have to sacrifice a draft pick to sign him.
  • Likewise, with their available funds, Callis tweets that the Reds appear to be targeting 14th-round choice Willie Abreu. The University of Miami commit reportedly has a power bat and arm.
