A’s On Track To Finalize 10-Year Coliseum Lease

Various roadblocks slowed final approval of the Athletics’ 10-year lease agreement with the Oakland-Alameda County Colisum Authority. Now, an agreement has been reached that paves the way to a finalization of the deal, which is expected to keep the club in the O.Co Coliseum for the next decade, as Will Kane and Carolyn Jones of the San Francisco Chronicle report.

Oakland raised various issues after the deal had initially been struck, leading MLB Commissioner Bud Selig to give A’s owner Lew Wolff permission to look for a new home city for the club. But those issues were worked out this week, with Oakland’s City Council joining the Coliseum Authority in granting approval. The last apparent hurdles — approval by the Alameda County Board of Supervisors and a potential re-approval by the Authority — are expected to pose no difficulties, according to the report.

The approximately $20MM deal still permits the A’s to leave the stadium as soon as December of 2017, though they would remain on the hook for the full rental term. Both Wolff and Oakland Mayor Jean Quan have expressed hope in finding a way to build a new ballpark in the relatively near future.

Marlins Notes: Relievers, Johnson, McGehee

The Marlins sit 8.5 games off of the NL East pace entering today’s action, with a 46-52 record and negative-26 run differential. But that mark beat the expectations of many, and the club seems inclined to continue to develop good will with its fans (if not also star outfielder Giancarlo Stanton) by fielding a competitive ballclub.

Here’s the latest out of Miami, home to one of the more interesting organizations to watch over the coming days:

  • Scouts are flocking to watch Marlins relievers Steve Cishek and Mike Dunn, reports MLB.com’s Joe Frisaro, but thus far Miami has not indicated that it will make either available. In fact, the club still hopes to act as a buyer, says Frisaro, with a “controllable starter” and second baseman both in its sights.
  • In fact, the Marlins are actually showing continued interest in acquiring struggling former Athletics closer Jim Johnson, reports Clark Spencer of the Miami Herald. The teams have discussed a deal involving minor leaguer Adam Conley, a 2011 second-rounder who has scuffled in Triple-A.
  • Another Marlins player that has drawn interest is reclaimed third baseman Casey McGehee, reports Jon Heyman of CBSSports.com. One club with potential interest is the Mariners, says Heyman, who seems to indicate that Seattle might even be willing to use McGehee in the corner outfield.
  • While there may be interest in McGehee, Frisaro reports that the Fish see McGehee as a mid-term or even long-term piece and are not marketing him. The 31-year-old has a season of arbitration eligibility remaining after signing a one-year, $1.1MM deal with Miami, Frisaro notes, and the team has actually considered offering him an extension.

The Details Of John Danks’ No-Trade Clause

White Sox starter John Danks is permitted to designate six clubs for no-trade protection under his five-year, $65MM extension. His list for 2014 includes the Athletics, Orioles, Nationals, and Blue Jays, MLB.com’s Scott Merkin reports on Twitter.

Though Danks has reportedly drawn some interest, including from the Yankees, his contract certainly limits his appeal. As MLBTR’s Steve Adams noted in breaking down the potentially available starters, Danks is due about $34MM through 2016. However, the 29-year-old lefty holds some value after working back from shoulder surgery, as he has shown the ability to produce over stretches. Through 124 innings on the year, Danks owns a 4.35 ERA with 6.3 K/9 against 3.3 BB/9. But he had lowered that mark to 3.99 before getting hit hard two days ago by the Astros.

Of course, it is far from clear that any of those four clubs would be interested in adding Danks (and, in particular, his contract), so the clause’s impact on Danks’ market may be limited. The A’s and Nats appear to be set in their rotations, while the Jays are reportedly interested in adding a pure rental and the O’s may likewise prefer not to take on that kind of commitment after promising $50MM to the struggling Ubaldo Jimenez before the season.

Minor Moves: Alderson, DeVoss, Stewart, Henderson

Here are some recent minor league transactions from around baseball, with the newest moves at the top of the post…

  • Two minor league signings were posted today by the Athletics, as the club landed righty Tim Alderson and outfielder Zeke DeVoss, according to the MLB.com transactions page. Alderson, a 25-year-old former first-rounder and top-100 prospect, has seen his career stall. He has struggled to a 6.12 ERA in 50 relief innings this year for the Orioles’ top affiliate. DeVoss, just 24 years old, was a third-round pick in 2011 but failed to progress this year for the Cubs.
  • The Angels have outrighted infielder Ian Stewart to Triple-A, according to the PCL transactions page. He was designated for assignment two days ago. It is not yet clear whether Stewart has accepted the assignment. (He has the right to choose free agency because he has previously been outrighted.)
  • The Brewers shifted right-hander Jim Henderson from the 15-day disabled list to the 60-day, the club announced via Twitter.  Henderson’s 40-man roster spot will be filled by righty Jeremy Jeffress, who contract was selected by the Brewers in a corresponding move.
  • The Giants signed righty Mitchell Boggs, Baseball America’s Matt Eddy reports.  Boggs had a 9.50 ERA, 18 strikeouts and 17 walks over 36 relief innings for the White Sox Triple-A affiliate this season before being released earlier this month.  A reliable contributor for the Cardinals’ bullpen from 2010-12, Boggs developed major control issues last season, and the Giants are now his fourth organization in a little over a year’s time.
  • The Royals released right-hander Ramon Troncoso, the club announced last week.  Troncoso signed a minor league contract with K.C. in March and produced a 4.30 ERA, 6.8 K/9 and an even 3.0 K/BB rate over 44 IP with Triple-A Omaha.  Troncoso pitched 30 relief innings for the White Sox in 2013, his first taste of big league action since 2011.
  • The Phillies released utilityman Rusty Ryal, according to Matt Provence, media relations director for Triple-A LeHigh Valley (Twitter link).  Ryal, 31, appeared in 134 games with the Diamondbacks from 2009-10 and hasn’t been back to the majors since, playing in the minors for five different organizations since.  He signed a minor league deal with the Phillies in June.

Tommy Milone Asks For Trade

Oakland’s acquisition of Jeff Samardzija and Jason Hammel displaced left-hander Tommy Milone from the club’s rotation, and now the 27-year-old has asked the club for a trade, according to Ken Rosenthal of FOX Sports. Oakland has received multiple inquiries on Milone, but the team doesn’t feel inclined to move him, as he could be needed for future depth in the event of injuries or ineffectiveness. Susan Slusser of the San Francisco Chronicle tweets that she now also hears that Milone has asked for a trade, but that won’t necessarily prompt the A’s to deal him.

It’s understandable that Milone would be frustrated with his demotion. As Rosenthal notes, July 5 marked the third time that Milone was sent to Triple-A Sacramento in the past calendar year, and it come on the heels of a stretch in which he went 6-0 with a 2.62 ERA in 11 starts.

Milone is not yet arbitration eligible — he will be this offseason — and is under control through the 2017 season. A soft-tossing southpaw (he’s averaged 87.3 mph on his fastball in his career), Milone has a 3.84 ERA with 6.5 K/9, 2.0 BB/9 and a 36.8 percent ground-ball rate in 468 2/3 Major League innings. The A’s originally acquired him from the Nationals as part of the Gio Gonzalez trade. He’s a client of Praver/Shapiro, as shown in MLBTR’s Agency Database.

Milone would appeal to a wide range of teams, as contending clubs in need of help at the back of their rotation could be interested, but rebuilding teams in need of controllable arms could look to acquire him as well.

AL East Notes: Johnson, Price, Cardinals, Lester

A few weeks ago, the Orioles and Athletics discussed a trade that would’ve seen Jim Johnson return to Baltimore, ESPN’s Jayson Stark reports (Twitter link).  The Orioles were the ones who ultimately decided not to pursue the deal.  The A’s have been having trouble finding a trade partner for the struggling reliever, as prior talks with the Marlins also fell through.  Johnson wouldn’t have been returning to his old closer role with the O’s, as Zach Britton has been excellent as Baltimore’s ninth-inning stopper this season.

Here’s some more from around the AL East…

  • Rival officials see the Cardinals, Mariners and Dodgers as the three teams best positioned to acquire David Price from the Rays, ESPN’s Buster Olney writes.  In the Insider-only piece, Olney looks at the pros and cons for each club in making a big trade for Price.
  • Also from Olney (Twitter link), the concept of a trade for both Price and Evan Longoria has been mentioned by some in the Cardinals organization.  There is “zero indication” such a deal has been discussed with the Rays, however, and the idea could well just be idle front office brainstorming.
  • Signing Jon Lester to a contract extension may seem like a no-brainer on paper for the Red Sox, yet as Tim Britton of the Providence Journal illustrates, the team is worried by the long list of pitchers who suddenly declined or got injured in their early 30’s.

A’s Interested In Nick Franklin

Mariners second baseman Nick Franklin is “a top target” of the Athletics as they explore upgrades at the keystone, Susan Slusser of the San Francisco Chronicle reports.  Franklin’s name has been a fixture in trade rumors ever since the M’s signed Robinson Cano, with the Royals and Rays among the clubs most recently connected to the 23-year-old infielder.

As Slusser notes, there are some obstacles in the way of an Oakland/Seattle trade match on Franklin, mainly that the Mariners may not be interested in helping a division rival.  The Mariners are also known to be asking for a high price for Franklin, and the A’s may not have enough young talent left in the system following their recent major trade with the Cubs for Jeff Samardzija and Jason Hammel.

Franklin played 104 games for Seattle in 2013 and was seemingly being groomed as the Mariners’ second baseman of the future before Cano signed.  Franklin has appeared in only 17 games with the M’s this season and has spent most of the year dominating minor league pitching — he owns a .300/.394/.481 slash line in 283 PA at Triple-A Tacoma.  With experience at both second and shortstop, Franklin could be a fit for the A’s at either position; Oakland’s long-term shortstop plans are somewhat in flux with Addison Russell traded and Jed Lowrie set for free agency this winter, though 2012 first-rounder Daniel Robertson is enjoying a big year at high-A ball.

Among more experienced second base targets, Ben Zobrist may not be a fit for the Athletics since the Rays want a big return for the utilityman, and he may not be available anyway since Tampa remains on the fringes of the AL East race.  The Phillies had one of their top scouts at Sunday’s A’s/Orioles game, which could hint at a connection with Chase Utley, though Slusser notes that Baltimore could be looking for second base help as well.

Rosenthal’s Latest: Milone, Phillies, White Sox

The Cubs have the prospect depth necessary to acquire David Price from the Rays, FOX Sports’ Ken Rosenthal writes, and acquiring Price (and then extending him past 2015) is just the kind of big move Rosenthal feels the Cubs need to get them into contention sooner rather than later.  Price is intrigued by the idea of playing in Chicago, friends of the southpaw say, and Cubs minor league pitching coordinator Derek Johnson was Price’s pitching coach at Vanderbilt.

Here’s some hot stove buzz from Rosenthal’s latest piece…

  • The Athletics are getting calls about left-hander Tommy Milone, who lost his rotation job when Oakland acquired Jeff Samardzija and Jason Hammel from the Cubs.  The 27-year-old Milone is controlled through 2017 and has a 3.84 ERA, 3.23 K/BB rate and 6.5 K/9 over 468 2/3 career innings, though his significant home/road splits could make some teams wary about his effectiveness outside of Oakland.  The A’s aren’t too keen to move Milone since they value having rotation depth.
  • The Phillies are willing to eat some money on their major veteran contracts in order “to effectively buy prospects” in trades, though with teams so hesitant to move their young talent, Philadelphia might be better served by just pursuing salary relief.
  • Phillies closer Jonathan Papelbon “is generating little interest,” sources tell Rosenthal.
  • Many of the would-be best trade chips on the White Sox aren’t producing, which could make it tough for the Pale Hose to make deadline deals.  Gordon Beckham and Alejandro De Aza, for instance, look more like non-tender candidates than valuable acquisitions in the view of one rival executive.  John Danks might be the most attractive trade candidate on the Chicago roster, while the Sox might wait until the winter to explore dealing Alexei Ramirez when the trade market is more open.
  • The Blue Jays’ search for offense could be mitigated by the impending returns of Edwin Encarnacion, Adam Lind and Brett Lawrie from the DL within the next week or two.  Toronto GM Alex Anthopoulos said yesterday that he was still looking to add a bat before the trade deadline.
  • Eugenio Suarez has played well enough at shortstop that Tigers GM Dave Dombrowski doesn’t think his team will look for an upgrade at the position before the deadline.  Rosenthal notes that Suarez’s presence could create a bit of a logjam next season when Jose Iglesias returns from injury.
  • The Tigers do have a need for more lineup balance, as the team is short on left-handed hitters.
  • With so little prospect depth, Rosenthal thinks the Yankees’ best trade strategy would be to offer salary relief for large contracts.  In hindsight, Rosenthal writes, the Yankees might’ve been better off trading Robinson Cano for prospects last summer, even though being a deadline seller is unheard of for the always-contending Yankees.

AL West Notes: Astros, Athletics, Johnson

The Astros have a perception problem, Evan Drellich of the Houston Chronicle writes. The Astros missed out on top overall pick Brady Aiken and another top pick, Jacob Nix, because of a disagreement about Aiken’s health. During part of the time they might have been negotiating with Aiken, Drellich points out, GM Jeff Luhnow was on vacation with his family in Mexico. That might not have had any bearing on their ability to sign Aiken, Drellich notes, but it doesn’t look good, and the Astros generally don’t get the “benefit of the doubt” with such matters.

Drellich also takes a close look at each party’s motivations as the Astros and Aiken tried to negotiate. He points out that, if Aiken goes to junior college and reenters the draft next year, it will be hard for Aiken to top the $5MM the Astros offered, given that the Astros themselves will have the No. 2 overall pick as a result of losing him, along with their own standard first-round pick, which will also be one of the early ones. For a player to get $5MM is very difficult under the new bonus pool system, especially with the Astros taking two very early picks. Here’s more from the AL West.

  • Astros scouting director Mike Elias is disappointed with the way the draft signing deadline went, Drellich writes. “I haven’t been very happy about anything to do with it, because of just the unfortunate situation that I think all parties found themselves in,” says Elias. “It’s something that I think we, and everyone involved with, will look forward to ultimately having behind us at some point.” Add the failures to sign Aiken, Nix and Mac Marshall to top 2013 pick Mark Appel’s poor performance, and it’s a tough time all-around for Elias.
  • The Athletics would like to trade reliever Jim Johnson before the trade deadline, John Hickey of IBABuzz.com writes. The A’s don’t want to just cut him and swallow the rest of his salary, and they’re also having trouble drumming up interest in him. Johnson is a pitcher without a role — the A’s have been using him in low-leverage situations given his struggles this season, but even that is a problem, since he isn’t a multi-inning pitcher.

Blue Jays Claim Brad Mills From Athletics

The Blue Jays have claimed lefty Brad Mills off waivers from the Athletics, reports Ken Rosenthal of FOX Sports (via Twitter). Mills was designated for assignment on July 7 to make room for trade acquisition Jason Hammel.

In his first MLB action since 2012, Mills allowed eight earned runs in 16 1/3 frames while striking out 14 batters and issuing seven free passes. Before his acquisition by Oakland, Mills had impressed at Triple-A for the Brewers, compiling 75 innings of 1.56 ERA ball with 9.2 K/9 against 2.2 BB/9.

Toronto does not have rotation space for the out-of-options Mills unless it  sends one of its younger arms (Drew Hutchison or Marcus Stroman) to the pen or the minors or pushes out J.A. Happ (another lefty). The Jays could presumably utilize Mills in a relief role, though the club has enjoyed reasonably effective performances from fellow southpaws Aaron Loup (3.20 ERA) and Brett Cecil (3.68 ERA), the latter of whom is also out of options.
