Minor MLB Transactions: 8/23/17

Here are some of the latest minor moves from around the game, as reported by Baseball America’s Matt Eddy, unless otherwise noted:

The Tigers announced tonight that they’ve optioned lefty Chad Bell to Triple-A Toledo and will select the contract of right-hander Zac Reininger prior to Thursday’s contest. The 24-year-old Reininger was Detroit’s eight-round pick back in 2013 and has had a strong season across three minor league levels in 2017, rising from Class-A Advanced to Triple-A. In 63 2/3 total innings, Reininger has posted a 2.54 ERA with 8.5 K/9 against 2.5 BB/9. His ground-ball rate was a strong 53.4 percent in 28 Class-A frames but has fallen to the 39 percent range in the upper minors.

Earlier Moves

Former top pitching prospect Zach Lee has been released by the Padres. Lee, who is still just 25 years of age, lost his 40-man spot this summer. He did pick up his first-ever MLB win earlier this year, but was knocked around upon returning to Triple-A. Over 67 innings there, he carries a 7.12 ERA with 5.8 K/9 against 4.6 BB/9.
The Diamondbacks released righty Jose Martinez, once one of the organization’s higher-rated prospects. While he intrigued with a big fastball/curve combination, Eddy notes, an elbow fracture back in 2014 changed Martinez’s trajectory. He has struggled in the low minors since; this year, over 19 1/3 total frames, he has walked 34 opposing batters.
Righty Fernando Rodriguez has joined the Red Sox on a minors deal. He was cut loose by the Cubs earlier this summer after a brief but promising showing at Triple-A, where he allowed four earned on nine hits and just one walk while striking out 13 in 11 2/3 innings. Rodriguez has thrown over two hundred MLB innings, mostly with the Athletics and Astros.
The Cubs have signed righty Scott Carroll to a minors pact. He had not previously appeared this season after seeing time with the White Sox over the past three seasons. In 168 1/3 frames as a swingman with the southside Chicago organization, Carroll worked to a 4.60 ERA with 5.0 K/9 and 3.2 BB/9.
With injuries sapping their infield depth, the Marlins added a pair of new players. Grant Green joins the organization on a minors deal while Jake Elmore was acquired from the Blue Jays in exchange for cash. Green, 29, has seen at least some MLB action in each of the past five years but owns a meager.261/.300/.370 batting line this year through 258 plate appearances. The 30-year-old Elmore also has appeared in five major league campaigns; his slash at the highest level of the minors this year stands at .235/.325/.274 through 380 plate appearances.
The Reds have made a pair of minor moves involving right-handed pitchers. Prospect Ian Kahaloa was released after a recreational drug suspension earlier this year. The 19-year-old was a fifth-round pick in 2015 and had produced quality results at the Rookie ball level before running into off-the-field trouble. In another move, Cincinnati signed Rafael De Paula after he was cut loose by the Padres. He originally went to San Diego along with Yangervis Solarte in the 2014 swap that sent Chase Headley to the Yankees. De Paula had some success at the Double-A level for the Pads after converting to a relief role, but struggled to a 4.99 ERA in his 30 2/3 Triple-A frames.
The Mariners signed southpaw Ashur Tolliver after he was released by the Astros. The 29-year-old has twice briefly cracked the majors, but suddenly ran into control problems at Triple-A this season, posting an ugly 7.43 ERA with 28 strikeouts and 34 walks in his 36 1/3 innings. Meanwhile, Seattle cut loose infielder Jeff Kobernus, who managed only a .222/.279/.252 slash in 150 plate appearances at Double-A on the season.

Rangers Acquire Scott Carroll From White Sox

The Rangers have acquired minor league righty Scott Carroll from the White Sox in exchange for cash considerations, according to an announcement from both clubs. Carroll has been assigned to Double-A Frisco for the time and will not require a spot on the 40-man roster for Texas, as he’d been outrighted by the ChiSox last week.

The Rangers have long been on the lookout for pitching help, and the Carroll pickup won’t impact those pursuits, though it’ll give the team an arm with some big league experience to call upon in the event that a spot start or two is needed. Carroll, 31, has spent the past three and a half seasons in the White Sox organization, making 19 starts and a total of 47 appearances dating back to 2014. In that time, he’s posted a 4.60 ERA and averaged five strikeouts and 3.2 walks per nine innings pitched over the life of 168 1/3 frames. His minor league numbers are stunningly similar, as he has a career 4.65 ERA with 5.4 K/9 against 3.3 BB/9 in 398 2/3 innings at the Triple-A level.

White Sox Outright Scott Carroll

Right-hander Scott Carroll has been outrighted off the White Sox’ 40-man roster, according to Colleen Kane of the Chicago Tribune (Twitter link). The Sox have since announced the outright, but an accompanying move has not been announced or reported.

Carroll, 31, has appeared in three games for the White Sox this season and a total of 47 contests for the South Siders over the past three seasons. Since making his big league debut in 2014 at the age of 29, Carroll has pitched to a 4.60 ERA with 5.0 K/9 and 3.2 BB/9 in 168 1/3 innings. He’s made 19 starts in that time, though none since 2014, and has been pitching for the Sox’ Triple-A affiliate in Charlotte since mid-May. Carroll’s career work at the Triple-A level is, somewhat stunningly, a near-mirror image of his big league production. He’s totaled 395 innings at the top minor league level and posted a 4.60 ERA that is identical to his Major League mark while averaging 5.3 K/9 against 3.2 BB/9.

It’s not clear how the Sox will utilize the empty 40-man spot for now. The club doesn’t need a 40-man roster spot to activate Justin Morneau from the minors, as he signed a Major League deal and is already on the 40-man roster. The Sox could use the spot to select someone from their minor league ranks that isn’t currently on the 40-man or could be keeping it open as they explore the trade market for center fielders, as they were reported to be doing earlier this afternoon.

White Sox Designate Hector Noesi For Assignment

The White Sox announced today that they have designated right-hander Hector Noesi for assignment and recalled fellow righty Scott Carroll from Triple-A Charlotte to fill his spot on the roster (Twitter link).

The 28-year-old Noesi soaked up 166 innings in the White Sox rotation in 2014 after Chicago claimed him off waivers from the Rangers, but he’s struggled greatly this season. In 32 2/3 innings, Noesi has produced a 6.89 ERA with 22 strikeouts against 16 walks. His spot in the rotation has been taken over by Carlos Rodon, the No. 3 overall pick from the 2014 draft.

Carroll, 30, has been up and down with the White Sox over the past two seasons, totaling 129 1/3 innings last season and 17 2/3 innings this year. His 2015 efforts at the Major League level have yielded a 3.12 ERA, although he’s fanned just seven hitters against seven walks in that time. Carroll has notched a 2.37 ERA with 5.3 K/9 against 3.3 BB/9 in 30 1/3 innings at the Triple-A level this season and could serve as swingman in the Chicago bullpen.

White Sox Designate Eric Surkamp For Assignment

The White Sox tweeted they have designated left-hander Eric Surkamp for assignment. The White Sox also tweeted they have added right-hander Scott Carroll to the 40-man roster by purchasing his contract from Triple-A Charlotte, a move necessitated when Matt Albers (who, as chronicled by MLB.com’s Scott Merkin, was injured in Friday’s brawl with the Royals) was placed on the 15-day disabled list with a compression fracture on the pinky of his throwing hand.

Carroll, who made 19 starts for the White Sox last year and has posted a 2.45 ERA with a 6.8 K/9 and 2.5 BB/9 in three starts (14 2/3 innings) for Charlotte in 2015, could be an option to step into the rotation to fill the void created by the five-game suspensions given to Chris Sale and Jeff Samardzija stemming from Friday night’s brouhaha. Both Sale and Samardzija are appealing their suspsensions. Manager Robin Ventura also mentioned the recently recalled Carlos Rodon as a possibility for a spot spot.

After being the lone lefty out of the White Sox’s bullpen for most of 2014 and appearing in 35 contests, Surkamp’s stock dropped with the offseason acquisitions of left-handers Zach Duke and Dan Jennings. The 27-year-old started the season at Charlotte and has struggled so far to the tune of a 5.68 ERA and identical K/9 and BB/9 marks of 8.5 in 6 1/3 innings over four games.

AL Central Notes: Cespedes, Kluber, Hochevar

Last year, Zach Duke and Pat Neshek both entered Spring Training as non-roster invitees and parlayed their outstanding 2014 seasons into multi-year free agent contracts (three years, $15MM for Duke and two years, $12.5MM for Neshek). Who will be the NRIs to watch this spring? Andrew Simon for Sports on Earth tabs White Sox reliever Jesse Crain as the most intriguing NRI citing positive reports as he recovers from his 2013 biceps surgery, which has forced him to the sidelines for the past 20 months. If Crain can return to the form he showed in his previous stint with the White Sox (2011-13) where he pitched to a 2.10 ERA, 10.6 K/9, and 3.9 BB/9 in 150 innings covering 376 games, Simon believes the 33-year-old could assume a prominent role in the White Sox bullpen.

In other news and notes from the AL Central:

Yoenis Cespedes told reporters, including Anthony Fenech of the Detroit Free Press (Twitter links), he can see himself playing for the Tigers long-term. “I would like to be in a Tigers uniform for a lot of years,” Cespedes said through his translator. “This is a good team now and will be for a lot of years to come.” Cespedes added he does not know whether his agent and the Tigers have engaged in extension talks.
Corey Kluber, the reigning AL Cy Young Award winner, is not concerning himself with the lack of movement on a contract extension, according to Zack Meisel of the Northeast Ohio Media Group. “It’s not for me to worry about,” said Kluber, who is slated to earn near the MLB minimum. “I’d rather just talk about pitching and not contract stuff.“
Royals reliever Luke Hochevar blew out his elbow last spring with a curveball, but has been throwing the pitch in his bullpen sessions, writes MLB.com’s Jeffrey Flanagan. “It’s not like you’re scared when you start spinning curves again,” Hochevar said. “You know your elbow is fixed. But still you think about it. You have to sort of stare down your demons.” Hochevar will face hitters for the first time off a mount tomorrow.
Royals third baseman Mike Moustakas and Indians right-hander Trevor Bauer are two former top prospects who are poised for a breakout 2015, opines MLB.com’s Michael Clair.

White Sox Sign Jesse Crain, Scott Carroll To Minor League Deals

The White Sox announced that they have signed right-handers Jesse Crain and Scott Carroll to minor league deals with invites to big league Spring Training.

The 33-year-old Crain was in the midst of an incredible season with the White Sox in 2013 when a shoulder injury sidelined him. While it wasn’t believed to be serious at the time, Crain hasn’t thrown a Major League pitch since hitting the disabled list that July. He eventually underwent surgery on his right biceps in order to correct the issue, but recovery from that surgery was slower than expected and he missed all of 2014 after signing with the Astros. (Crain was also traded from Chicago to Tampa while injured in 2013 but didn’t throw a pitch for the Rays, either.)

Crain’s 2013 featured a dominant streak of 29 scoreless appearances, leading to a minuscule 0.74 ERA with 11.3 K/9 and 2.7 BB/9 in 36 2/3 innings of work. He’s always had plus velocity, dating back to his days with the Twins, but Crain began to rely more heavily on breaking balls upon signing with the White Sox prior to the 2011 season, and the results were favorable. In 150 innings with Chicago, Crain pitched to a 2.10 ERA with 10.6 K/9 and 3.9 BB/9. GM Rick Hahn and his staff will hope that the talented setup man can overcome his health woes and rediscover that form on a low-risk deal with the Sox in 2015.

As for Carroll, the 30-year-old made his big league debut for the Sox in 2014 and totaled 129 1/3 innings of work, registering a 4.80 ERA with 4.5 K/9 and 3.1 BB/9 in 19 starts and seven relief appearances. He’ll again serve as rotation depth, though the starting five may be tougher to crack this time around. In addition to Chris Sale, Jose Quintana and John Danks, the Sox acquired Jeff Samardzija from the A’s this winter and have 2014 No. 3 overall pick Carlos Rodon waiting in the wings as well. Hector Noesi, who outperformed Carroll in 2014, is expected to fill the fifth slot in the rotation to open the season.

Chicago also confirmed its previously reported minor league deals with names such as Geovany Soto, Tony Campana and George Kottaras in today’s announcement.

2014-15 American League Non-Tenders

Major League clubs have until 11pm CT tonight to tender contracts to players for the 2015 season. We’ll run down the list of American League non-tenders here, and update it as reports come in. Slade Heathcott, Jose Campos, and David Huff have all been non-tendered by the Yankees, Joel Sherman of the New York Post reports on Twitter.
The Twins have tendered contracts to all arb-eligible players, per MLB.com’s Rhett Bollinger (Twitter link).
Third baseman Carlos Rivero is the only non-tender for the Mariners, the club announced. Rivero was not yet arbitration eligible.
The Astros have tendered contracts to all arb-eligible players, MLB.com’s Brian McTaggart reports on Twitter.
The Royals have non-tendered lefty Francisley Bueno, Andy McCullough of the Kansas City Star reports on Twitter. He was not yet eligible for arbitration.
As expected, the Tigers have offered arbitration to all eligible players, Anthony Fench of the Detroit Free Press tweets.
The Athletics have declined to offer arbitration to Kyle Blanks and Andrew Brown, the team announced. Both had previously been designated for assignment. Oakland will retain control over the remainder of its eligible players, tweets Susan Slusser of the San Francisco Chronicle.
As with several other clubs, the Rays will proceed without any non-tenders, the club announced (per a tweet from Marc Topkin of the Tampa Bay Times).
Likewise, the Orioles have tendered contracts to each of their eleven arb-eligible players, the team announced.
The Indians have tendered contracts to all five eligible players, per MLB.com’s Jordan Bastian (via Twitter). Cleveland had a fairly straightforward group. Indeed, Dierkes did not list any players as reasonable NT candidates.
Scott Snodgress and Scott Carroll have been non-tendered by the White Sox, Dan Hayes of CSNChicago.com tweets. Both players were pre-arbitration eligible, meaning that Chicago could have renewed them at the MLB minimum.
The Red Sox have non-tendered third baseman Juan Francisco but will otherwise tender contracts to all eligible players, the club announced (h/t to Jason Mastrodonato of MassLive.com, via Twitter). Francisco had already been designated for assignment, making this one of the day’s least surprising moves.

The White Sox have designated righty Scott Carroll for assignment to create roster space for the official signing of first baseman Adam LaRoche, the club announced (per a tweet from Dan Hayes of CSNChicago.com).

Carroll, 30, filled a swingman role last year for Chicago in his first attempt at the big leagues, making 19 starts and seven relief appearances. Over 129 1/3 total frames, Carroll threw to a 4.80 ERA with 4.5 K/9 and 3.1 BB/9 to go with a 53.4% groundball rate. ERA estimators thought that Carroll was slightly unlucky, as he registered a 4.77 FIP, 4.58 xFIP, and 4.54 SIERA.
