Not uncommon. In some cases, teams and players have an understanding of what they’ll sign for prior to being drafted. This allows the teams to spread some of the money to lower picks. If they thought Neuse wouldn’t take a lower bonus they probably wouldn’t have drafted him second. For example, the Braves took Ian Anderson with their 1st pick and #3 overall, even though he was expected to be picked in the 12-20 range. They’ll sign him for below slot, and then use the saved pool money on other players.
