Commissioner Voting In Progress; Manfred Still One Vote Shy

4:33pm: Selig and White Sox owner Jerry Reinsdorf are speaking in private, tweets Nightengale. Reinsdorf has long been a Selig advocate, but his opposition to Manfred as Selig’s successor has been well documented. The ChiSox, as noted below, are one of the teams currently opposing Manfred.

4:05pm: Schmidt tweets that the second vote for Manfred again resulted in a 22-8 split. Heyman tweets that there will be a 30-minute break in the action before any further proceedings resume.

3:48pm: The eight teams currently not willing to join the majority on electing Manfred include the Blue Jays, Red Sox, White Sox, Nationals, Angels, Athletics, Diamondbacks, and Reds, according to reporting from the New York Daily News (via Twitter).

2:43pm: The next stage will involve an up-or-down vote on Manfred, reports Schmidt (Twitter links). Voting has yet to begin at this point.

1:47pm: Manfred was just one vote shy of being selected as commissioner after the first round of voting, tweets Jon Heyman of CBSSports.com.

Michael Schmidt of the New York Times offers some interesting vignettes of the still-ongoing proceedings.

1:32pm: After several votes, there is still not a sufficient consensus to name a new commissioner, tweets Bob Nightengale of USA Today. The meeting has been adjourned for a break at this point.

12:58pm: Major League Baseball’s owners took part in a series of meetings again this morning and are now prepared to hold a first vote on the game’s new Commissioner at approximately 1:30 EST. One of the three finalists, MLB VP of business Tim Brosnan, has dropped out before the voting, Jon Heyman of CBSSports.com reports on Twitter.

That leaves MLB COO Rob Manfred and Red Sox chairman Tom Werner as the two candidates for the Commissioner’s chair (unless a deadlock were to result in a re-opening of the search process, at least). As MLBTR’s Steve Adams explained yesterday, the vote had expected to come down to the pair. The major question has been, and seemingly still is, whether Werner’s backers could draw enough support to hold up the coronation of Manfred, who has been considered the heir apparent to longtime Commissioner Bud Selig. A vote of 23 owners is necessary to elect the game’s new leading executive.

Mets Re-Sign Bobby Abreu

The Mets announced (on Twitter) that they have re-signed Bobby Abreu to a minor league contract and assigned him to Triple-A Las Vegas. The 40-year-old veteran has already appeared in 67 games for the Mets this season after signing a minor league contract at the end of March. New York designated him for assignment and released him earlier this month.

Abreu slashed .238/.331/.336 with one homer in 142 plate appearances for the Mets earlier this year. He raked in 45 plate appearances at Triple-A before being promoted to the big league club, hitting .395/.489/.579. Prior to hooking on with the Mets this season, Abreu had inked a minor league deal with the Phillies, a team with which he enjoyed some of his best seasons, but Philadelphia cut him loose late in Spring Training despite a respectable showing.

Pirates Acquire John Axford

The Pirates have officially acquired righty John Axford from the Indians, the clubs have announced. Ken Rosenthal of FOX Sports first reported the transaction (via Twitter). Axford, 31, joined Cleveland on a one-year, $4.5MM free agent contract after being non-tendered by the Cardinals.

MLB: Minnesota Twins at Cleveland Indians

Pittsburgh added the righty through a straight waiver claim , tweets ESPN.com’s Buster Olney. That means the club will be on the hook for the approximately $1.1MM that he is still owed this year, though it will not need to part with any young talent to add the veteran arm.

On the year, Axford has posted a 3.92 ERA with 10.5 K/9 but a troubling 6.5 BB/9 over 43 2/3 innings. He does have a career-best 54.1% groundball rate, but advanced metrics have not been impressed on the whole (4.71 FIP, 3.98 xFIP, 3.80 SIERA). Axford opened the season as the Cleveland closer, and picking up ten saves in the process, but lost the job with inconsistent performance. He has been much better of late, though saw his ERA jump 78 points in his last outing (August 8th) when he gave up four earned runs on three hits and an ill-timed home run.

Axford has now been dealt in August for the second time in as many seasons. Last year, the one-time Brewers closer moved from Milwaukee to St. Louis in late August. Though Axford has two years of arbitration eligibility remaining, it seems rather likely that he will be a non-tender candidate once again. As with Ernesto Frieri, who was recently acquired and later outrighted by the Pirates, early-career save opportunities make it difficult to justify tendering contracts to non-elite bullpen arms.

For the Bucs, Axford represents another attempt to shore up a pen that has failed to match last year’s unit, which was third in baseball with a collective 2.89 ERA. In 2014, the Pittsburgh relief corps has put up a negative fWAR tally and combined to allow 3.52 earned per nine.

Quick Hits: Orioles, Cubs, Butler, Phillies

Over the last three years, the Orioles have consistently walked away with more victories than models would predict (whether based on forecasts or observed game action), but Dave Cameron of Fangraphs argues that random variation is still the most likely explanation. You’ll need to read the full piece, but in essence, Cameron says that the O’s outperforming streak is probably not attributable to some skill or special insight, but is rather an outlier that falls within the expectations of the models that predict win-loss record.

  • Cubs GM Jed Hoyer indicated that the team is focused on building out its big league staff in the near term, as Mark Gonzales of the Chicago Tribune reports on Twitter. “We know we have to have balance,” said Hoyer. “That’s going to be our main area of focus.” With several of Chicago’s touted young position players beginning to make an impact at the MLB level, many have suggested that the organization could become a big player on next year’s free agent market — especially to fill out a rotation that is now without Jeff Samardzija.
  • Designated hitter Billy Butler reiterated recently that he is still hopeful of remaining with the Royals, Jeffrey Flanagan of FOX Sports Kansas City reports. In spite of a recent hot streak, his $12.5MM club option for 2015 seems a bit steep. “After the season, we’ll see what happens,” said Butler. “We’ll know five days after the World Series what will happen. But even if they decline, it doesn’t mean they won’t offer me something else. I hope that’s the case.”
  • Phillies manager Ryne Sandberg’s comments about Darin Ruf’s playing time reveal a continued flaw in the organization’s decisionmaking, argues David Murphy of the Philadelphia Daily News. “The situations he’s been in the last couple of years here, not being able to have a string of at-bats, it’s hard to really get a gauge still,” Sandberg said of Ruf. But while consistent playing time would appear to offer a means of evaluating the outfielder/first baseman, Sandberg said “that’s the tricky part about making lineups and also trying to win a game.” As Murphy opines, this line of thinking suggests that the organization is still focused primarily on winning meaningless games this year, rather than setting up the organization for future success.

NL East Notes: MASN, Collins, Phils, Hamels, Bastardo

As baseball’s owners gather in Baltimore to decide upon the next Commissioner, it appears the game’s next steward will find a legal dispute between the region’s two ballclubs — the Orioles and Nationals — waiting for resolution. Adam Kilgore of the Washington Post reports on some details gleaned from court filings, including allegations from Baltimore that the Nationals hoped to use the rights fee renegotiation to render insolvent the jointly owned TV network (MASN) so as to to free the club’s broadcast rights. Today, Kilgore reports (Twitter links) that, based upon filings and already-public information, it appears that the arbitration panel that previously ruled on the dispute awarded the Nationals approximately $55MM in annual rights fees.

  • Mets manager Terry Collins is likely to return next year, reports Jon Heyman of CBSSports.com. Collins has been at the helm since the 2011 season, and now seems likely to have the chance to try to guide the club through its hoped-for transition from rebuilding to competing.
  • The Phillies’ rotation may take time to reconstitute, writes Matt Gelb of the Philadelphia Inquirer. When asked if there were any internal options that looked prime to step up to the MLB staff next year, manager Ryne Sandberg could name only Jesse Biddle (who struggled at Double-A this year and is only now returning to that level after a temporary demotion) and, upon prompting from a reporter, recent draft pick Aaron Nola (who just made it to Double-A himself). Meanwhile, Gelb writes that the team is not likely to pursue the top-end arms available in free agency, though could play in the next tier down.
  • Indeed, there is quite a bit of uncertainty in the Phils’ starting five. Cliff Lee’s availability for next season is still in doubt, Kyle Kendrick will be a free agent, and it remains to be seen whether A.J. Burnett will exercise his player option. And trade speculation has followed the one seemingly sure thing: Cole Hamels, the club’s best trade asset. As Ryan Lawrence of the Daily News writes, Hamels says he wants to pitch for a winner, though he hopes that he can do so in Philadelphia. (With a 20-team no-trade clause, Hamels’s preferences do have a role in any trade discussions.)
  • Turning to the bullpen, lefty Antonio Bastardo — a much-discussed piece of July trade bait who was not moved — could instead be dealt this winter, writes Gelb. Bastardo has had something of an up-and-down year as he approaches his last season of arbitration eligibility. Of course, with his salary rising and the immediate needs of the trade deadline no longer in play, it remains to be seen whether the Phils can extract maximum value for the set-up man.

Twins Notes: Buxton, Milone, Suzuki, Willingham

Twins GM Terry Ryan was on-hand in New Britain tonight to see top prospect Byron Buxton’s Double-A debut, but the evening took a scary turn for the five-tool center fielder. Buxton collided with right fielder Mike Kvasnicka and was unconscious on the field for roughly 10 minutes before being driven away in an ambulance and has been diagnosed with a concussion, Ryan said on the MiLBtv broadcast (Twitter links via MiLB.com’s Ash Marshall). It’s been a lost season for the consensus top prospect in baseball, who had already missed much of the season with wrist injuries. Ryan notes that the injury could have been much worse, and reports indicate that Kvasnicka, a Minnesota native whom the Twins acquired from the Astros in minor trade last season, was able to walk off the field (though he, too, was taken to the hospital as a precaution).

  • Recently acquired left-hander Tommy Milone tells Mike Berardino of the St. Paul Pioneer Press that he isn’t worried about the fact that the Twins may have stashed him in the minor leagues for a week in order to delay his free agency by a season. Milone will finish the year just shy of three full years of service time but said, “…as long as I’m here, I’m happy. You never know what’s going to happen four years from now.” As Berardino points out, Milone will still qualify for arbitration this offseason as a Super Two player, which lessens the sting a bit. Berardino notes that both Travis Wood and Ivan Nova had comparable ERAs and innings totals to Milone heading into arbitration, and the duo received first-time salaries of $3.9MM and $3.3MM, respectively.
  • Berardino also summarizes the Twins’ trades to this point, noting that the club saved approximately $7.93MM by trading Kendrys Morales, Kevin Correia and Josh Willingham. He also has a third piece noting that Kurt Suzuki is on pace to earn all $500K of his playing time bonuses after already receiving a $25K bonus for making the All-Star team. That would boost his salary from $2.75MM to $3.275MM.
  • Speaking of Willingham, Paul Hoynes of the Cleveland Plain Dealer runs down some reasons that the Indians neglected to claim the former Twin on waivers — a decision that resulted in the division-rival Royals landing him. The Indians, who had interest in Willingham as a free agent back in 2011-12 and recently lost David Murphy and Nick Swisher to the DL, didn’t want to pay the remaining $2MM on Willingham’s contract. They also were hesitant about his injury history and didn’t want to block playing time from younger players.

Tulowitzki To Undergo Season-Ending Hip Surgery

The Rockies received more bad news on the injury front today, as Thomas Harding of MLB.com tweets that MVP candidate Troy Tulowitzki will miss the remainder of the season to undergo surgery to repair the labrum in his left hip.

Tulowitzki, 29, has appeared in just 91 games this season but is hitting a hefty .340/.432/.603 with 21 homers in 375 plate appearances and elite shortstop defense. Both Fangraphs and Baseball-Reference.com peg him for more than five wins above replacement despite the shortened season. This will mark the third consecutive season with a significant DL stint for Tulowitzki, who has not topped 126 games since the 2011 season and hasn’t topped 150 games since 2009.

Tulowitzki’s name has been at the center of quite a bit of trade buzz as of late, due in large part to repeated comments about his impatience with losing and a desire to see change in the Rockies organization. Rockies owner Dick Monfort has said multiple times that he has no plans entertain the thought of trading his superstar, although there’s been speculation that Tulowitzki could ask for a trade this winter. He has clarified, however, that he doesn’t want to be traded and prefers to win as a member of the Rockies organization.

The Rockies control Tulowitzki through at least the 2020 season, as he is guaranteed $20MM annually from 2015-19 and is guaranteed $14MM in the 2020 season. His contract contains a $15MM club option for 2021 with a $4MM buyout, making for a total of $118MM guaranteed following the completion of this season.

Marlins Not Trading Stanton, Will Pursue Top-Of-Rotation Starters In Offseason

Reports have surfaced that the Marlins plan to make legitimate run at extending Giancarlo Stanton this offseason, and MLB.com’s Joe Frisaro hears the same, shedding more light on the situation. According to his sources, the Marlins are serious about not only building around Stanton, but supplementing him by adding a top-flight starter this winter. Frisaro says the 2015 payroll could jump to $75MM, which, while modest relative to the rest of the league, would be about $30MM higher than the team’s Opening Day payroll from the current season. He suggests that the team could make a run at James Shields on the open market, who would front the rotation while Jose Fernandez rehabs from Tommy John surgery.

Suffice it to say, Frisaro gets the impression that the Marlins won’t be trading Stanton under any circumstances this offseason. In fact, he hears that even in the event that Stanton doesn’t sign an extension, the team is comfortable going year-to-year and keeping him as long as possible, then watching him leave in free agency. Miami feels that it has built a team that can be a serious postseason contender in 2015 and 2016 — Stanton’s final two years of arbitration eligibility.

As it stands right now, the Marlins could slot a free agent starter atop their rotation and fill in the remaining four spots with Henderson Alvarez, Nathan Eovaldi, Jarred Cosart and Tom Koehler. Fernandez projects to return around the All-Star break next year, if not sooner, and the team also has one of the top pitching prospects in all of baseball — Andrew Heaney — looming in the minor leagues. With rising young talent such as Christian Yelich and Marcell Ozuna on board, that would seem to be enough to give them a chance to contend in 2015.

Frisaro adds that in the hypothetical event that the Marlins ever do decide to move Stanton, it won’t be solely for a package of prospects. The Marlins would require Major League talent from another club’s roster in addition to top prospects in order to part with their elite slugger. As Frisaro writes: “You’re not going to see a repeat of the Miguel Cabrera trade. It’s not going to be Stanton for six prospects.”

Injury Updates: Skaggs, Darvish, Tanaka, Fife

Angels manager Mike Scioscia announced to reporters today that Tyler Skaggs underwent successful Tommy John surgery this afternoon. News of Skaggs’ injury first broke on Sunday afternoon. While the Halos have yet to make a move to address the void in their rotation, it wouldn’t be surprising to see them make some kind of waiver transaction in the next two to three weeks. Skaggs is expected to be out until 2016, Scioscia said on Sunday.

  • The Rangers announced tonight that ace Yu Darvish has been placed on the 15-day disabled list (retroactive to Sunday) due to inflammation in his right elbow. Evan Grant of the Dallas Morning News writes that Darvish will undergo further testing in the next day or two. Darvish apparently felt tightness when playing catch on Monday, and the discomfort failed to dissipate prior to a scheduled bullpen session on Tuesday. GM Jon Daniels tells reporters, including Grant (Twitter link), that doctors do not believe there is any ligament damage in the elbow. Anthony Andro of FOX Sports Southwest tweets that team doctor Keith Meister feels that Darvish may be suffering from pronator flexor tendinitis. Darvish will undergo an MRI tomorrow, and in the meantime, the Rangers have selected the contract of right-hander Alex Claudio to take his roster spot. Daniels says the team is hopeful that Darvish will only miss two starts.
  • Injured Yankees ace Masahiro Tanaka threw fastballs from flat ground today — a step forward from playing catch — tweets MLB.com’s Bryan Hoch. Tanaka feels that he still has a chance to pitch in a Major League game again this season. Skipper Joe Girardi told reporters, including Brendan Prunty of the Star-Ledger, that the team also has hope that Tanaka is not lost for the year.
  • Yet another pitcher has fallen prey to the Tommy John scourge, as Bill Shaikin of the L.A. Times tweets that Dodgers righty Stephen Fife will undergo the procedure. Fife, who started 10 games for the Dodgers last year and one this season, has a 3.66 ERA in 91 Major League innings over the past three seasons. It seems likely that the 27-year-old would miss most, if not all of the 2015 campaign.

Minor Moves: Francoeur, Sexton, Figgins, Krill

Here are the minor moves of the day …

  • The Padres tweet that Jeff Francoeur has cleared waivers and accepted an outright assignment to Triple-A El Paso. Frenchy was designated for assignment earlier this week after struggling with the big league club, but the former NL Rookie of the Year candidate has performed quite well at the Triple-A level this season.
  • Former Padres farmhand Tim Sexton has inked a minor league deal with the Athletics, according to Midland RockHounds assistant GM of media relations Greg Bergman (h/t: Melissa Lockard of OaklandClubhouse.com). Sexton, a 27-year-old right-hander, has a 5.90 ERA in 58 innings between Double-A and Triple-A this season, and he has a lifetime 6.68 ERA at the Triple-A level. He’s been much better at Double-A, however, with a 4.40 ERA, 6.9 K/9 and 2.6 BB/9 in 188 1/3 innings at that level.
  • The Dodgers have requested unconditional released waivers on utilityman Chone Figgins, the club announced. The veteran was designated for assignment last Wednesday. He has reached base at an impressive .373 clip on the year, but has slugged only .267 over his 76 plate appearances.
  • The Giants have released outfielder Brett Krill, according to the PCL transactions page. Krill, 25, struggled at all levels this year, including his first attempt at Triple-A. His aggregate triple-slash on the season is .191/.260/.253 over 197 plate appearances. Krill has seen his offensive production decline steadily as he has moved up in the system over the last four years.
