Quick Hits: Prospects, Young, Garza, Francoeur

Baseball America released its updated rankings of the sport's top 50 prospects, headlined by Twins outfielder Byron Buxton.  For Baseball America subscribers, BA's J.J. Cooper also has lists of 10 prospects who missed the top 50 but are still having breakthrough seasons, preseason top-100 prospects who missed the new list, how the thirty preseason top-100 prospects who have already made the Major Leagues are faring and also a look at five organizations who have made strides and five who have struggled.

Here are some items from around the baseball world…

  • The Red Sox still have interest in Michael Young, Nick Cafardo of the Boston Globe tweets, but "serious names have not been discussed" between the Sox and Phillies in trade negotiations.
  • The Cubs have reportedly explored extending Matt Garza's contract but CSN Chicago's David Kaplan doesn't believe it and neither does an American League executive.  "Theo [Epstein] and Jed [Hoyer] know that they have a great asset. They will not cave on what they want in return," said the AL exec.  "They will play this thing out until they get what they want. He's too valuable to not trade.  When you are in a rebuild you need to move assets to fuel the plan. Garza should help to do that. I'd be stunned if he is a Cub Aug. 1." (Twitter links here)
  • Reds general manager Walt Jocketty confirmed that he had spoken to Jeff Francoeur's agents at CSE, John Fay of the Cincinnati Enquirer reports (via Twitter).  "He's talking to other clubs as well.  [I'm] not sure it's a fit," Jocketty said.  Francoeur is known to have drawn interest from at least two other teams since he was released by the Royals.  Francoeur could be a right-handed hitting stopgap for Cincinnati until Ryan Ludwick returns from the DL in August.
  • Also from Fay, he thinks the strong recent performance of the Reds' bullpen should shift the team's trade deadline focus to hitting instead of relief pitching.  Fay opines that the Reds should look to acquire Twins outfielder Josh Willingham, who I'd guess would be too expensive for the Reds' liking (owed roughly $9.35MM through 2014) and is on the DL until August following knee surgery.
  • The Mariners have a number of trade chips on the roster but Larry Stone of the Seattle Times feels the team's toughest decisions will concern Raul Ibanez and Kendrys Morales.  On paper the 41-year-old Ibanez is an obvious candidate to be dealt, though Ibanez's popularity on and off the field in Seattle will make the M's consult him before any possible deal.  I examined the case for Morales as a trade candidate back in April.
  • Every Major League transaction is a complicated process, and they get even more complex when they have to be made quickly.  MLB.com's Corey Brock outlines how the Padres had to move fast to replace the injured Yasmani Grandal, which led to a shakeup of catchers at all levels of the organization and a lot of roster juggling that eventually led to Rene Rivera being called up from Triple-A Tucson to Washington for the next day's game.

NL Notes: Francoeur, Rockies, Giants

Outfielder Jeff Francoeur, who was recently released by the Royals, has interest from three teams, including the Reds, Ken Rosenthal of FOX Sports tweets. The exact details of any negotiations are unclear, but a new contract for Francoeur, who was hitting .208/.249/.322 in 2013 after having struggled in 2012, would almost certainly be a minor-league deal. Here are more notes from around the National League.

  • Roy Oswalt of the Rockies left his start on Sunday with a strained hamstring, leaving Colorado looking for pitching, Troy Renck of the Denver Post tweets. Renck writes that it will be a seller's market for arms, however, making acquiring starting pitching difficult. The Rockies were reported to be interested in Ricky Nolasco before the Marlins dealt him to the Dodgers. While the Rockies are still technically in the playoff race, though, they're five games below .500 and in third place, so it's fair to wonder whether they'll be as motivated to pay heavily for shorter-term upgrades as other teams might be.
  • The Giants are unlikely to make dramatic changes despite their recent struggles, Mike Bauman of MLB.com writes. After winning two of the last three World Series, the Giants are currently 40-47. "These are our guys, though," says manager Bruce Bochy. "These guys have done a lot of good things here. You know [the slump] feels like it's been forever, but it's been maybe three weeks. It's getting long, but still, they are our guys and we're going to stay behind them." Bauman notes that Chad Gaudin recently returned to the Giants' rotation and that reliever Santiago Casilla and starter Ryan Vogelsong could soon return from injury as well.

Draft And International Notes: Jays, Cubs, Red Sox

Here is the latest news on draft and international signings as we look ahead to the July 12 deadline for Rule 4 draftees to sign. You can keep track of signings from the draft's first round right here. Only five players — Kris Bryant (Cubs), Colin Moran (Marlins), Phil Bickford (Blue Jays), Hunter Renfroe (Padres), and Aaron Judge (Yankees) — remain unsigned. As Jim Callis of Baseball America recently explained (subscription required), the changes to the draft system have sapped the signing period of its former deadline drama. Last year, for instance, only six first-rounders waited to sign until the last day, just three of those lasted until the last hour before the deadline, and only one (Mark Appel) did not end up signing.

  • Among the unsigned first-rounders, Callis tweets that he expects all to sign. While he thinks Bickford will ultimately ink with the Blue Jays, Callis does say (via Twitter) that he is the most likely of the five to pass up a deal.
  • The Jays are also angling to convince a late-round choice, such as Jake Brentz, Sam Tewes, or Rowdy Tellez, to forego college and join the organization, explains Shi Davidi of Sportsnet.ca. Toronto has cleared about $1.3MM of bonus pool availability after locking up second-rounder Clinton Hollon for $701k under slot. Davidi says that the club is expected to sign first-rounder Bickford for close to slot value, leaving the team free to spend the rest of its cash on one of its hard-to-sign picks.
  • While Bryant remains the highest choice yet to sign, the Cubs remain confident that they will lock him up, GM Jed Hoyer told David Kaplan in a WGN Radio interview (Twitter link). Likewise, Callis opined (via Twitter) that Bryant will sign, though it may take until the deadline. 
  • Even as the Cubs finish up their draft signings, the team remains heavily involved in the international amateur market. Top overall international prospect Eloy Jimenez has yet to formally sign with Chicago despite reportedly agreeing to terms, which MLB.com's Jesse Sanchez says signals that the Cubs are paying close attention to the penalties for going over the allotted international bonuses. (Twitter link.) Concurring with MLBTR's Steve Adams' breakdown of the Cubs' international expenditures, Sanchez also provided some added background on the situation in a separate piece. 
  • We also just learned that the Jays' AL East-rival Red Sox have cleared a similar amount of cash. Callis tweets that Boston will "definitely" spend up to its slot totals and may also go into the tax penalty space up to the point of sacrificing a draft choice. 
  • The Angels are still working to sign 12th-round, high-school righty Blake Goins, tweets Callis. The club can go up to $472k before hitting any penalties, and could pay Goins as much as $621k before it would have to sacrifice a draft pick to sign him.
  • Likewise, with their available funds, Callis tweets that the Reds appear to be targeting 14th-round choice Willie Abreu. The University of Miami commit reportedly has a power bat and arm.

Quick Hits: Buxton, Gonzalez, Cardinals, Reds, Kinney

“I am positive he’s the best prospect I’ve seen in (more than a decade) of full-time scouting,” a National League scout raved to Baseball America's J.J. Cooper about Twins prospect Byron Buxton. “It’s not even close. Tools, athleticism, feel and vision. Time will tell what kind of major league player he becomes, but the sky is the limit.”  Other scouts shared similar praise and there's even a belief that Buxton is as good a prospect as Mike Trout was before his legendary 2012 season.

Here's the latest from around the majors as we head into July…

  • Buxton was taken second overall by the Twins in the 2012 draft, with the Astros passing on the outfielder to select Carlos Correa at #1 and then using their surplus bonus pool money to sign Lance McCullers and Rio Ruiz.  Cooper surveys scouts who have been all four youngsters play and discovers that the majority would take Buxton alone over the other three, even though Correa/McCullers/Ruiz are themselves strong prospects.
  • Blue Jays GM Alex Anthopoulos watched Cuban right-hander Miguel Alfredo Gonzalez pitch on Friday in Tijuana, Bob Elliott of the Toronto Sun reports (Twitter link).  The Jays made a high-profile signing out of Cuba three years ago when they signed shortstop Adeiny Hechavarria to a four-year, $10MM contract.
  • Two Cardinals officials say that trading within the NL Central is "not desirable" and GM John Mozeliak said that the club isn't going to move top prospects like Oscar Taveras or Michael Wacha, Derrick Goold of the St. Louis Post-Dispatch reports.  The Cards are likely to look for relief help before the deadline, or perhaps a starter that would then send a current rotation member into the bullpen.
  • John Fay of the Cincinnati Enquirer chimed in on some Reds-related trade deadline discussion on Twitter this afternoon.  Finding relief pitching is the priority for the Reds and it's doubtful that they're looking for starters.  Prospects Billy Hamilton and Robert Stephenson are probably untouchable in trade talks.  White Sox reliever Jesse Crain is a realistic trade target for Cincinnati, while Brewers starter Yovani Gallardo and Mariners slugger Michael Morse are not.
  • Mariners right-hander Josh Kinney was listed on the Tacoma Rainiers roster today, Rainiers broadcaster Mike Curto tweets, so it appears as though Kinney has accepted his outright assignment to Triple-A.  Kinney has been recovering from a rib injury for the entire season and was just reinstated from the 60-day DL on Friday.

Rosenthal On Rios, Pirates, Lucroy, Reds

Ken Rosenthal of FOX Sports posted a brand new edition of Full Count.  Here's a look at the highlights..

  • The Pirates should be in the market for a reliever, but their biggest need might be in right field where they rank last in the National League in OPS.  The White Sox's Alex Rios would be perfect and he would form an extremely athletic outfield with Andrew McCutchen and Starling Marte.  However, Rios makes $12.5MM in each of the next two years and two other possibilities, Michael Morse and David DeJesus, are on the DL.  The Bucs are in a tricky spot because they want to improve but they don't want to disrupt their chemistry or budding farm system.
  • The Brewers will move just about anybody, but not catcher Jonathan Lucroy because they consider him too valuable to their future.  They kept suitors away last winter and this season he has full no-trade protection.
  • The Reds will stay open minded about acquiring a pitcher because of the uncertainty surrounding Johnny Cueto.  They've got Tony Cingrani to turn to, but they'll need to monitor his innings.  
  • A scout told Rosenthal that the Rays had a ton of eyes on the Rangers' farm system, fueling speculation that a David Price deal might be brewing, but that's not the case.  Price is about to return from a triceps injury and Tampa Bay is trying to win.  Barring an outright collapse, they are not even going to entertain the thought of moving the hurler until the offseason.  With that said, Texas has long had interest in Price and if/when he becomes available, they'll be at the front of the line.

Minor Moves: Kinney, Prior, Sherrill

Here's today's collection of minor moves from around the league…

  • The Mariners announced that they have re-instated right-hander Josh Kinney from the 60-day DL and outrighted him to Triple-A Tacoma. Kinney was placed on the disabled list on March 25 with a stress reaction in his rib cage. He's thrown 8 1/3 innings at Triple-A over the course of a rehab assignment, allowing three runs with seven strikeouts and no walks.
  • Mark Prior has been released from the Reds' Triple-A affiliate in Louisville, the team announced via Twitter. The former phenom has been on the shelf since April 25 with a right shoulder strain. He posted a 4.66 ERA with nine strikeouts and four walks (one intentional) in 9 2/3 innings for the Bats this year. Prior hasn't appeared in the Majors since 2006.
  • Bob Dutton of the Kansas City Star tweets that the Royals have released lefty George Sherrill from Triple-A Omaha. Scott Unger, media relations manager of the independent league Winnipeg Goldeyes (for whom Sherrill used to pitch) first tweeted the news yesterday. The 36-year-old Sherrill posted a 6.23 ERA with with 12.5 K/9 and 5.8 BB/9 in 21 2/3 innings for the Storm Chasers this season. Sherrill racked up 51 saves for the Orioles from 2008-09 after they received him along with Adam Jones, Chris Tillman and Kam Mickolio from the Mariners in 2008's Erik Bedard heist. He has a 3.77 ERA in 324 1/3 Major League innings between the Mariners, Orioles, Dodgers and Braves. Sherrill pitched just 1 1/3 innings last season before undergoing Tommy John surgery in early May.
  • Three players are currently in DFA limbo: Carlos Marmol of the Cubs, Francisley Bueno of the Royals and Eric Thames of the Mariners.

Central Notes: Tigers, Brewers, Arroyo, Freese, Cubs

The Indians had a visit today from Crash Davis. Kevin Costner, star of the movie Bull Durham and in Cleveland for the filming of his new movie Draft Day where he plays the GM of the Cleveland Browns, played catch in the outfield, gloved some ground ball at third base, and took batting practice. "I was actually glad I made contact," Costner said with a smile to reporters including MLB.com's Jordan Bastian. "I hadn't swung in a couple years. I thought my chances of swinging through the ball were just as good as fouling it off." With filming in Cleveland, Costner said he has seen several Indians games at Progressive Field and likes what he has seen, "I really think this team can win the division. I've watched a lot of baseball and they have a couple good pieces of DNA. One of them is they come from behind. Not all teams can do that. They've got the right amount of athletic arrogance to do that. I think they can run Detroit down." I wonder if Billy Chapel would agree. Speaking of the Tigers and the rest of baseball's Central Division teams:  

  • The Tigers had a scout at the Marlins-Giants series this weekend, reports Jason Beck of MLB.com. The Tigers are said to have interest in Miami relievers Steve Cishek and Ryan Webb.
  • Injuries and back-loaded contracts with deferred money have diminished the value of the Brewers' trade chips, according to the Milwaukee Journal Sentinel's Tom Haudricourt. The Brewers do have some productive players on team-friendly contracts such as Yovani Gallardo, Norichika Aoki, and Jonathan Lucroy; but, Haudricourt questions what the return would be for them or for relievers Francisco Rodriguez and John Axford.
  • Bronson Arroyo is well aware financial constraints could force the Reds not to re-sign him, reports John Fay of the Cincinnati Enquirer.  "I talked about it very briefly in the offseason," Arroyo said. "The feeling I got was: ‘Hey, we’d love to have you, Bronson.’ I think everybody around would love to keep me here the rest of my career. But monetarily there’s question marks there."
  • The Cubs could designate Henry Rodriguez for assignment to make room for another position player, tweets Bruce Miles of the Daily Herald.
  • Like Arroyo, Cardinals third baseman David Freese told Derrick Goold of the St. Louis Post-Dispatch he is aware he could become a payroll casualty because of the young and inexpensive infield talent the club has.  Freese is arbitration eligible once again this winter and isn't eligible for free agency until after the 2015 season.

Draft Signings: Farinaro, Franklin, Kozikowski

Here are today's notable draft notes and non-first-round signings (all slot info courtesy of Baseball America)…

  • After getting fourth-rounder Mason Katz to sign for just $95k (well below his $405,100 slot), the Cardinals were able to ink eleventh-round prep arm Steven Farinaro to a $750k deal, the St. Louis Post-Dispatch's Derrick Goold reported yesterday. As Goold explains, the Cards expect to exceed their $6.91MM spending limit by less than five percent, thus avoiding the substantial penalties (forfeited future picks) that attach at that point.
  • The Reds have locked up second-round choice K.J. Franklin for $675k, which is more than $150k below the slot recommendation, according to a tweet from Baseball America's Jim Callis. The high-school third baseman was a surprise second-rounder given his 232nd overall rank by BA.
  • The Pirates have agreed to a well-above-slot deal with eighth-round pick Neil Kozikowski, tweets Callis. The high-school righty, who has a projectable 6'3" frame, will receive $425k.

Reds To Sign Comp Pick Michael Lorenzen

The Reds have agreed to terms with competitive balance pick Michael Lorenzen, MLBTR's Chris Cotillo has learned. The Cal State Fullerton product is advised by the Boras Corporation. He will receive a $1.5MM signing bonus, which is slightly more than the $1,470,500 assigned pick value reported by Baseball America in April.

Lorenzen is both a center fielder and pitcher, though the consensus seems to be that he's better suited for the mound. MLB.com's Jonathan Mayo ranked him as the draft's No. 45 prospect, while ESPN's Keith Law had him at No. 49 and Baseball America ranked him No. 52. Lorenzen boasts outstanding instincts in center field according to BA, with Law giving him an 80-grade arm. Mayo feels that pitching should be a backup plan given his outstanding tools in center field.

After the draft, Lorenzen told MLB.com's Mark Sheldon that the Reds plan on allowing him to work as both a pitcher and an outfielder:

"They'll allow me to swing the bat and try to prove to them that I can hit. So I'm just going to continue to do both," Lorenzen said. "I think that with my work ethic and athleticism that I have that I have the ability to continue that in professional ball, and we'll just see where that takes me from there. "

Law opined that Lorenzen was a supplemental or early second-round talent as a pitcher, but he wouldn't take him nearly that high as an outfielder. Reds senior director of amateur scouting Chris Buckley told Sheldon that Lorenzen could reach the Majors very quickly as a reliever but added that Lorenzen is a very good prospect as an outfielder as well. Said Buckley: "…we're going to kind have a unique plan with him and we're going to try to let him do a little bit of both."
