Cardinals Promote Carlos Martinez

The Cardinals announced that they have optioned Mitchell Boggs to Triple-A Memphis and called up top prospect Carlos Martinez from Double-A Springfield to take his place.

Martinez, 21, was a consensus Top 40 prospect among Baseball America (No. 38), MLB.com's Jonathan Mayo (No. 33) and ESPN's Keith Law (No. 39). The Dominican native has totaled just 83 innings at Double-A and has a 2.82 ERA, 7.3 K/9 and 2.5 BB/9 in 17 starts. In total, he has 277 strikeouts in 259 2/3 minor league innings.

Baseball America, Law and Mayo all praise Martinez's fastball, which sits at 94-98 mph and can be dialed up to 100 when he needs it. Martinez's curveball draws more praise than his changeup, though BA notes that the changeup could develop into a third plus pitch for him. Mayo adds that it's a circle change with nice fade, and he doesn't feel it's that far behind Martinez's sharp 12-to-6 curveball.

Martinez is listed at 6'0" and 185 pounds. In addition to eliciting comparisons to Pedro Martinez (no pressure, Carlos), his size has led many to question whether or not he will be durable enough to handle a starter's workload. Martinez already missed a month with shoulder tendinitis last season but was able to bounce back. In his write-up, Law noted: "If the shoulder issue recurs, he may end up a shutdown reliever with two pitches near the top of the 20-80 scale." Upon learning of Martinez's promotion, Baseball America's J.J. Cooper wondered whether or not Martinez would ever start again, given the Cardinals' bounty of talented starters (Twitter link).

The Cardinals have kept Martinez in the minor leagues long enough to delay his free agency by a season, but his call-up falls well short of the June barrier that would prevent him from becoming a Super Two player. If he sticks on the roster from this point forward, Martinez will pick up 150 days of Major League service time and be under team control through the 2019 season.

Phillies Rumors: Stanton, Lee, Papelbon, Utley

The Phillies have made multiple inquiries on the availability of Giancarlo Stanton over the past several months, Major League sources tell Jim Sailisbury of CSNPhilly.com, but have received the same answer as every other team in baseball: Stanton isn't available for the time being.

Salisbury notes that while the Phils lack a deep farm system, they do have plenty of near-MLB-ready arms such as Jesse Biddle, Jonathan Pettibone and Adam Morgan that could be used to headline a Stanton package. Of course, as Salisbury notes, if and when the Marlins decide to listen to offers on Stanton, they may not be keen on trading him within the division. That hasn't stopped the Phillies — and reportedly the Mets — from showing interest.

Salisbury writes that the very reason that the Phillies have such great need for Stanton's services could lead the team to be sellers come the trade deadline. Philadelphia outfielders are hitting just .215/.285/.330, which has contributed to their 13-16 record. Here are the highlights from his list of potential trade chips…

  • Cliff Lee could become the prize of the July trade market should the Phillies sell. The Red Sox inquired on Lee before the Winter Meetings but were rebuffed. Given their first-place standing, they could look at Lee as a means to push them toward a World Series run.
  • Jonathan Papelbon is another expensive piece that the Phils could move, and Salisbury wonders if the Tigers could be interested, given deep-pocketed owner Mike Illitch's desire to win a World Series. Detroit has had bullpen issues all season and recently re-signed Jose Valverde to reprise his role as closer. However, Salisbury reports that the Tigers are one of the team's in Papelbon's no-trade clause.
  • Jimmy Rollins could be moved but would have to waive his full no-trade clause in order for that to happen.
  • There's a sentiment that the Phillies would prefer to keep Chase Utley than deal him this summer if he remains healthy. Utley will gain 10-and-5 rights in August, Salisbury notes.
  • Salisbury also mentions Carlos Ruiz, Roy Halladay, Ryan Howard and Delmon Young as players the Phillies would consider. Halladay's inconsistency and Howard's price tag would be prohibitive factors in any trade talks for that duo.

Poll: Will The Padres Extend Chase Headley?

Third baseman Chase Headley has become the face of the Padres franchise following a breakout 2012 season that saw him finish fifth in the NL MVP voting. Headley hit .286/.376/.498 with 31 homers in his age-28 season, leading to a great deal of extension rumors.

Padres executive chairman Ron Fowler — part of the team's new ownership group — told reporters yesterday that the team was preparing to make a franchise-record offer to Headley. Unfortunately, they seem to have forgotten to mention that fact to Headley, leading to a puzzled reaction and a reiteration from their star third baseman that he doesn't want to discuss an extension during the season.

While that may be true, it's certainly possible that the allure of $75MM or more would change Headley's stance on negotiatons. There's also the possibility, as noted by Jon Paul Morosi of FOX Sports, that Headley's reluctance toward a midseason extension increases the likelihood that he will be traded.

For what it's worth, Headley had great things to say about San Diego and added that he hopes extension talks can be revisited after the season. Whatever the outcome, it stands to reason that the Padres will have resolved the situation by Opening Day 2014. If he's reluctant to discuss an extension this season, it's even less likely that he'd want to do so in his contract year. And, if the Padres elect to trade Headley, he will need to be with his new team for the entire 2014 season to qualify for draft pick compensation.

Quick Hits: Rodriguez, Phillies, Lee, Orioles

After receiving his work visa, former star closer Francisco Rodriguez is set to begin his comeback with the Brewers, MLB.com's Adam McCalvy reports. Rodriguez had been working out in extended spring training while waiting for the visa. The Brewers signed Rodriguez to a minor-league deal in mid-April. They have until May 17 to decide whether to promote him or allow him to become a free agent. Rodriguez appeared in 78 games for the Brewers in 2012. Here are more notes from around the majors.

  • If the struggling Phillies don't move up in the standings, they could be very active on the trade market in July, MLB.com's Anthony Castrovince writes. Chase Utley, Michael Young and Delmon Young are all free agents after the season, Castrovince notes, and there's also the possibility the Phillies could begin trade talks involving Roy Halladay, Cliff Lee, Jimmy Rollins or Jonathan Papelbon. If the Phillies begin trading stars, Castrovince says, it's unlikely manager Charlie Manuel will return next season. "I don't envy any GM, especially on a big-market team, because you have to compete and you have to attract those big names or not let them leave," says Cole Hamels. "When you're not winning, you're always going to chase it until you win again and can breathe a little bit."
  • Lee, in particular, could be on the move if the Phillies falter, Andy Martino of the New York Daily News writes. Martino quotes an executive from another team who says, "If they're not in it, you think [Ruben Amaro Jr.] won't move Lee again?" Martino notes that Lee's contract (the Phillies owe him a minimum of $62.5MM after 2013) could make a trade tricky, however.
  • The Orioles could designate utilityman Yamaico Navarro for assignment when Freddy Garcia is added to the roster Saturday, CSNBaltimore.com's Rich Dubroff speculates (on Twitter). Other possibilities for opening a roster spot involve sending Taylor Teagarden or Brian Roberts to the 60-day DL. Navarro is hitting .276/.359/.434 for Triple-A Norfolk.

West Notes: Beane, Padres, Mattingly

Athletics GM Billy Beane is in favor of recognizing teams with the best regular-season records, NBC Sports' Joe Posnanski reports. Beane, who was quoted in Moneyball as saying his "s*** doesn't work in the playoffs," calls the postseason a "gauntlet of randomness."

"[W]e allow small sample sizes and random events to determine the champion. That’s how it is in baseball," says Beane. Each team plays 162 games in baseball, an enormous number, and both Beane and Posnanski feel that stellar performances in the regular season shouldn't be completely washed away by a bad performance in a short playoff series.

Posnanski suggests a system in which the playoffs and World Series still exist ("The playoffs are a great thing for our sport – I want to make that clear," Beane says), but Major League Baseball presents separate, and meaningful, awards for the teams with the best records in each league. It's an interesting idea, even if, as Alex Remington at FanGraphs points out, there's no chance it will happen. Here are more notes from the West Coast.

  • New Padres owner Ron Fowler told the media that the team planned to offer Chase Headley a contract extension, but Fowler never mentioned that to Headley, Jon Heyman of CBS Sports writes. That led to a surprised reaction from Headley, who said, "To be honest, this is not something we've discussed." 
  • The Dodgers have not yet extended the contract of manager Don Mattingly, who has only a team option in place next season, and Mark Saxon of ESPN Los Angeles wonders why. But team president Stan Kasten says it's a non-issue. "The team has its option some time next fall. What’s wrong with just leaving it at that?" says Kasten. "The answer is nothing and it’s stupid to suggest otherwise. If he had a 10-year contract, but we weren’t happy with his performance, he wouldn’t be here next year, because they’re unrelated." The Dodgers are off to a 13-14 start this year.

Draft Notes: Pirates, Astros, McGuire

We're a little more than a month away from the 2013 Amateur Draft, which kicks off June 6. (Here's the full draft order.) Here's the latest:

  • The Pirates, who pick at No. 9 (a compensation pick for failing to sign Mark Appel last year) and No. 14 (their regular first-round pick) could take UNC third baseman Colin Moran, Conor Glassey of Baseball America suggests in his preview for National League teams. That's about as definitive as anyone can get, at this early stage — it's unclear what will happen after the Cubs select either Appel or Jonathan Gray with the No. 2 overall pick.
  • The Astros, who pick first in the draft, are scouting eight prospects, Jose de Jesus Ortiz of the Houston Chronicle reports (on Twitter). GM Jeff Luhnow tells Ortiz he has personally scouted seven players.
  • While Appel and Gray stand out in this year's draft class, the next tier of college pitching talent is still establishing itself, ESPN.com's Jason Churchill writes (Insider-only). That includes Ryne Stanek of Arkansas, Ryan Eades of LSU and Sean Manaea of Indiana State. Manaea could be the first to be drafted, Churchill notes, possibly going to the Rockies at No. 3, the Indians at No. 5 or the Red Sox at No. 7.
  • Churchill also writes that at least some teams in this draft would prefer to pick position players, and might draft them a bit earlier than their talent might suggest.
  • There is a wide range of opinions about high school catcher Reese McGuire, who might go anywhere from No. 4 to No. 21, Churchill writes. The Pirates have scouted McGuire heavily and have two picks in that range.

Indians Claim Carrera, Designate McDade

The Indians have claimed outfielder Ezequiel Carrera from Philadelphia, according to the Phillies. The Indians tweet that they have designated first baseman Mike McDade for assignment to make room for Carrera.

Carrera, 25, went 1-for-13 in seven games with the Phillies. He has 362 career at bats, mostly with the Indians, in which he's hit .249/.304/.337. The Phillies designated him for assignment on Tuesday after claiming him from the Indians in April.

McDade had been hitting .230/.305/.284 for Triple-A Columbus, but he hit .285/.360/.445 in the Blue Jays system in 2012. The Indians claimed him off waivers in November.

Minor Moves: Josh Judy

Here's your daily rundown of minor transactions throughout the league…

  • The Angels have signed right-hander Josh Judy to a minor league contract, tweets Bill Shaikin of the Los Angeles Times. The 27-year-old totaled 14 innings for the Indians in 2011 but allowed 11 runs with 10 strikeouts and four walks. Judy, who had been pitching for the independent Atlantic League's York Revolution, has a 3.53 ERA, 10.0 K/9 and 3.4 BB/9 in 329 1/3 minor league innings. He also holds the distinction of being the only player from the Indiana Institute of Technology to ever pitch in the Majors.

Marlins Designate Nick Green For Assignment

The Marlins have designated infielder Nick Green for assignment and selected the contract of outfielder Matt Diaz from Triple-A New Orleans, according to Joe Capozzi of the Palm Beach Post (on Twitter).

It was reported yesterday that this was a likely outcome for Green, who hit .321/.344/.500 with a home run in 34 plate appearances for the Fish. However, the 34-year-old has a lifetime batting line of just .237/.304/.351. In parts of eight Major League seasons, the journeyman has seen time with the Rays, Dodgers, Marlins, Mariners, Yankees, Red Sox, Blue Jays and Braves.

Defensively, Green has graded out as an above average shortstop and an average second baseman, according to UZR and The Fielding Bible. Neither is a fan of his limited body of work at third base (242 innings).

Mets Notes: Wheeler, Upton, Collins, Buck

  • Matt Meyers of ESPNNewYork.com wonders if the Mets might come to regret their refusal to include Zack Wheeler in a Justin Upton trade this winter. Wheeler could obviously develop into a serious talent, but Meyers notes that Upton is already a team-controlled, established star at a position of great need for the Mets.
  • The Mets have issues, but manager Terry Collins isn't one of them, writes Jon Heyman of CBSSports.com. The soon-to-be 64-year-old is in the final year of his deal and there has been speculation that he may not be back in 2014.
  • Heyman also writes that playing for the Mets is a dream come true for John Buck, who has surprisingly been the best player involved in this offseason's blockbuster Blue Jays trades. Buck grew up in Utah aspiring to one day play for a New York team and has now improbably reached that goal. Even more unlikely, he has done so alongside one of his youth-league teammates — Brandon Lyon.
