Orioles To Select Josh Lucas, Place Richard Bleier On Injured List

The Orioles have lockers set up for right-hander Josh Lucas and lefty Tanner Scott this morning, per MASNsports.com’s Roch Kubatko (all Twitter links), indicating that both have been brought up to the Major League roster. Lucas isn’t on the team’s 40-man roster, so his contract will be formally selected prior today’s 12:35 ET starting time. Baltimore already optioned Josh Rogers to Triple-A Norfolk following last night’s game, creating one vacancy on the 25-man roster, and the other will be created by placing lefty Richard Bleier on the injured list.

Lucas, 28, signed a minor league pact with the Orioles back in late November. His experience at the MLB level is limited, though he’s appeared in each of the past two big league seasons: with the Cardinals in 2017 and the Athletics in 2018. He’s tallied just 21 2/3 frames in that time, working to a 5.40 ERA with a 21-to-13 K/BB ratio and a promising 54.8 percent ground-ball rate.

Lucas doesn’t throw particularly hard, sitting 91-92 mph with his fastball, but he’s induced a solid 11.4 percent swinging-strike rate and a strong 33.8 percent chase rate on pitches out of the strike zone. He’ll come to the O’s with a nice Triple-A track record, having logged a 3.32 ERA with 8.9 K/9, 2.6 BB/9 and above-average ground-ball tendencies.

Bleier, despite a lack of missed bats, was the Orioles’ most effective reliever from 2017-18. Through 4 1/3 innings this season, though, he’s already allowed as many runs (seven) as he did through 32 2/3 frames last year. Bleier’s 2019 season was cut short by a lat tear that required surgery, and it’s possible that he’s still dealing with some lingering effects from that procedure.

Prior to Opening Day, he’s totaled 119 innings in the Majors between the Yankees and O’s, pitching to an immaculate 1.97 ERA despite averaging 4.1 K/9. Bleier’s pristine control (1.6 BB/9) and knack for avoiding hard contact have helped him thrive to this point in his big league career. If he can get back on track between now and July, he’d stand out as a possible trade candidate; the late-blooming Bleier will turn 32 next week but has three years of team control remaining beyond 2019.

The 24-year-old Scott, meanwhile, is already on the 40-man roster after spending the bulk of the 2018 season with the Orioles. Last year, he logged a lackluster 5.40 ERA but did punched out 76 batters in just 53 1/3 innings of Major League relief. The flamethrower has averaged better than 97 mph on his heater at the MLB level with a gaudy 16.4 percent swinging-strike rate and 36.6 percent opponents’ chase rate on out-of-zone pitches. If Scott can rein in his control (4.7 BB/9), he has the makings of a quality late-inning reliever; fielding-independent pitching metrics are already quite bullish on him as it is (3.40 FIP, 2.96 xFIP, 3.18 SIERA in 2018).

Orioles Sign Josh Lucas To Minor League Deal

The Orioles announced Wednesday that they’ve signed right-hander Josh Lucas to a minor league contract. The 28-year-old spent the 2018 season with the Athletics organization.

Lucas tossed 14 1/3 innings for the A’s but allowed 10 runs on 16 hits and nine walks with 14 strikeouts in that time. It was his second straight season with some degree of MLB experience, as he threw 7 1/3 frames for the 2017 Cardinals as well. In all, Lucas has a 5.40 ERA in 21 2/3 big league innings.

While he’s yet to find success at the MLB level, Lucas has posted continually strong numbers in the upper minors. The former 21st-round pick has a career 2.93 ERA and a 66-to-14 K/BB ratio in 58 2/3 innings of Double-A ball and a 3.39 ERA with 8.9 K/9 against 2.6 BB/9 in 106 1/3 innings at the Triple-A level. The right-hander has also routinely posted strong ground-ball rates both in the upper minors and in his limited time in the Majors.

A’s Designate Bruce Maxwell, Outright Josh Lucas/Boog Powell

The Athletics announced an avalanche of September 1st roster moves. The club has designated catcher Bruce Maxwell for assignment. Meanwhile, righty Josh Lucas and outfielder Boog Powell have cleared waivers and have been outrighted to Triple-A. Kendall Graveman was also recalled in order to be placed on the 60-day disabled list. Those four moves made room for the four contracts the A’s selected today; left-hander Dean Keikhefer, right-handers Chris Hatcher and Liam Hendriks, and catcher Beau Taylor, who will be making his first appearance in the major leagues.

Maxwell is probably the most notable player on this list, though certainly more for his non-baseball publicity than any actual merit in his gameplay. The backstop was the first baseball player to join the police brutality protests during the national anthem, a movement that had then been mainly held to NFL circles. More recently, Maxwell was arrested on charges of aggravated assault with a deadly weapon, and disorderly conduct. On the field, he owns a .240/.314/.347 batting line with five homers and a 24.3% strikeout rate.

Lucas, meanwhile, has had a wretched showing with the Athletics at the MLB level. The 27-year-old righty owns a 6.28 ERA across 14 1/3 innings with Oakland, thanks in part to a troublesome 5.65 BB/9. Even in the minors, he’s pitched to a 2.63 ERA but a much less attractive 4.17 FIP while exhibiting the same sort of walk issues. Prior to this season, Lucas had spent the entirety of his career in the Cardinals organization; he was traded to the A’s in exchange for fellow minor-league hurler Casey Meisner.

The 25-year-old Powell hasn’t given the A’s much to be excited about this year, either. He had an excellent showing across 92 plate appearances with Oakland in 2017, when he batted .321/.380/.494 with a trio of homers and average center field defense, but this year has been an entirely different story. Powell’s wRC+ on the year sits at just 28, and his wOBA is an equally poor .211. That’s the result of just four hits (two for extra bases) across 25 MLB plate appearances. Overall, Fangraphs rates his 2018 performance at 0.3 wins below replacement level.

A’s Place Matt Chapman On 10-Day DL, Recall Franklin Barreto

The Athletics have made a series of roster moves in advance of today’s game against the Angels. The club’s PR department announced that third baseman Matt Chapman has been placed on the DL with a right thumb contusion, retroactive to yesterday. In a related move, the club has recalled infielder Franklin Barreto. Right-hander Josh Lucas has also been recalled, with fellow righty Carlos Ramirez headed to Triple-A in order to make room on the active roster.

As the PR department mentions in the above link, Chapman had played in all 69 of the A’s games prior to today. He’s hit 10 homers on the year and is batting .250/.346/.447. Chapman was hit by a pitch on the hand in the eighth inning of Tuesday’s game against the Astros. Because he remained in the game, it seemed at the time as though the injury wasn’t serious, but his placement on the DL says otherwise.

Barreto, meanwhile, will be up for his third bout with the MLB club this season. Long considered one of the organization’s top prospects, the young infielder has managed just a .182/.241/.325 batting line across 83 career plate appearances at the major-league level, striking out a catastrophic 43.4% of the time. He’s still just 22, however, so there’s still plenty of room for optimism surrounding his growth and development.

Lucas has been used in an intriguing capacity so far this year, having pitched at least two full innings in three of his four appearances on the season (only one start). He owns a 2.89 ERA across his 9 1/3 innings, with ten strikeouts against five walks. It’s not at all far-fetched to think that he’s simply up as a fresh arm to provide cavalry to an exhausted bullpen, as A’s starters have averaged fewer than four innings per start across the club’s past four games.

Athletics Acquire Josh Lucas From Cardinals

The Cardinals and Athletics have swapped a pair of right-handers. Mark Feinsand of MLB.com reports that reliever Josh Lucas is headed to the A’s, with the Cardinals receiving minor-league starter Casey Meisner in exchange.

The 27-year-old Lucas made his majors debut last season with St. Louis, tossing 7 1/3 relief innings across five appearances. He struck out seven hitters and walked four while allowing three earned runs. Across the past two seasons in the Cardinals’ farm system, the righty posted a K/9 north of 10 and a ground ball rate of nearly 50%. He has 49 career MiLB saves, but was designated for assignment by the Cards earlier this week, a move that came as something of a surprise considering that Lucas seems to carry some upside.

The towering 6’7″ Meisner had a solid showing with the A’s High-A affiliate last season, posting a 3.98 ERA with 9.64 K/9. However, he struggled a bit upon a midseason promotion to Double-A; after that point, the 22-year-old averaged fewer than five innings per start while seeing his walk rate nearly double and his strikeout rate plummet to 5.64 K/9. Meisner was selected by the Mets in the third round of the 2013 draft, and subsequently traded to the A’s in exchange for reliever Tyler Clippard.

Cardinals Designate Josh Lucas, Breyvic Valera

The Cardinals have designated righty Josh Lucas and infielder Breyvic Valera, according to Derrick Goold of the St. Louis Post-Dispatch (via Twitter). That’ll open space on the 40-man for the team to select the contracts of reliever Jordan Hicks and catcher Francisco Pena.

It’s a bit of a surprise to see Lucas, who generates whiffs and grounders at solid rates, bounced from the 40-man. He is coming off of a spring showing in which he recorded 11 1/3 scoreless innings with a dozen strikeouts while permitting only four base hits and a pair of walks. Lucas briefly reached the majors last year after throwing sixty frames of 3.15 ERA ball, with 10.2 K/9 and 1.8 BB/9, at the Triple-A level.

As for the 26-year-old Valera, who is mostly a second baseman but has played a variety of other positions as well, he too briefly cracked the bigs last year. Playing at Triple-A for most of the season, he carried a .314/.368/.450 batting line — his best full-season effort as a pro — through 470 plate appearances. Valera showed a big leap in power with eight long balls, topping his career tally to that point. He also walked as much or more than he struck out for the sixth time in eight professional campaigns.

Minor MLB Transactions: White Sox, Blue Jays, Cardinals, Mariners

Here are today’s minor moves from around the league.

  • The White Sox have announced that they’ve placed righty Reynaldo Lopez on the 10-day DL with a strained back. To take his place on the active roster, they’ve selected the contract of veteran righty Danny Farquhar. The extent of Lopez’s injury is unclear, although he left Thursday’s game with soreness in his ribcage, as MLB.com’s Scott Merkin notes. Farquhar pitched 35 innings in Tampa Bay’s bullpen earlier this season, posting a 4.11 ERA, 8.5 K/9 and 5.7 BB/9 before being released.
  • The Blue Jays have announced that they’ve selected the contract of lefty T.J. House, optioning lefty Tim Mayza to Triple-A Buffalo to clear space. The 27-year-old House had pitched 130 2/3 innings in Buffalo’s rotation, posting a 4.27 ERA, 7.2 K/9 and 4.3 BB/9, though he’s expected to pitch in relief in this stint in the big leagues. He appeared in the Majors with Cleveland each of the last three seasons, making 18 big-league starts in 2014.
  • The Jays also announced that they outrighted catcher Mike Ohlman to Buffalo. Ohlman was pressed into duty after a series of injuries to Jays catchers (including Russell Martin, Miguel Montero and Luke Maile) but was designated for assignment when Montero returned last week. The 26-year-old Ohlman collected 13 plate appearances with the Jays this year.
  • The Cardinals have announced that they’ve selected the contract of righty Josh Lucas, optioning fellow righty Mike Mayers (who allowed five runs against Pittsburgh yesterday) to Triple-A Memphis to clear space. The 26-year-old Lucas is a former 21st-round pick and took a slow path through the minors, but he’s generally fared well since converting to relief in 2014, and this year he’s posted a 3.34 ERA, 10.3 K/9 and 1.4 BB/9 in 56 2/3 innings with Memphis.
  • The Mariners have signed lefty Ashur Tolliver to a minor-league deal, according to an announcement from the Double-A Arkansas Travelers, to whom he’s been assigned. This will be Tolliver’s second stint with the Travelers — he briefly pitched for them last season, when they were an Angels affiliate. The Astros released Tolliver last week after he posted a 7.13 ERA, 7.1 K/9 and an alarming 8.4 BB/9 in 35 1/3 innings of relief with Triple-A Fresno. The 29-year-old has pitched brief big-league stints for Baltimore and Houston the past two seasons.
  • The Phillies have announced that they’ve outrighted righty Pedro Beato to Triple-A Lehigh Valley. They designated Beato for assignment when they selected Pedro Florimon’s contract last week. Beato pitched just once for the Phillies before heading to the DL with a hamstring strain. He’s posted a 3.65 ERA, 6.9 K/9 and 3.6 BB/9 in 49 1/3 innings in Lehigh Valley’s bullpen this year.
  • The Athletics have outrighted righty Zach Neal, Susan Slusser of the San Francisco Chronicle tweets. The A’s designated Neal on Wednesday when they added lefty Sam Moll to their roster. The 28-year-old Neal struggled in 14 2/3 innings with the big club, posting a 7.98 ERA and five home runs allowed, albeit with ten strikeouts and just one walk. He has pitched 74 innings this year for Triple-A Nashville (including making 12 starts), with a 4.99 ERA and just 4.3 K/9, although with a very good 1.0 BB/9.
