Matt Garza Rumors: Tuesday

Righty Matt Garza may have put the finishing touch on his Cubs career last night by allowing one run in seven innings in a win against the White Sox.  The latest on the best available starter:

  • Garza's start was scouted by the Rangers, Indians, Pirates, Blue Jays, and Padres, writes Jon Paul Morosi of FOX Sports.  Those aren't necessarily suitors for Garza this month, however.  Morosi says the Rangers and Indians are "known to have strong interest," while the Red Sox, Nationals, and Dodgers can't be ruled out.  Morosi believes Garza probably wants to be paid like Anibal Sanchez on his next contract, which would mean a five-year, $80MM deal.  The difference is that Sanchez was coming off three consecutive healthy seasons.
  • Though Garza told reporters last night the possibility of a contract extension is 50-50, few believe it's actually a coin flip.  Gordon Wittenmyer of the Chicago Sun-Times explains, "Team sources, however, characterize the recent, brief talks as confirmation that the sides aren’t much, if any, closer than they were more than a year ago when they first engaged in talks with little progress."  Garza suggested it would be "one hell of a party" to win with the Cubs, and Wittenmyer does note that team is leaving open the possibility of trading Garza now and talking to him again in the offseason.

AL East Links: Henry, Ellsbury, Davis, Bickford

Andrew Miller will require surgery to repair ligament damage in his left foot and will miss the rest of the season, Red Sox manager John Farrell told reporters (including Sean McAdam of CSNNE.com) today.  Miller had pitched well out of the Boston bullpen this season, posting a 2.64 ERA, 2.82 K/BB ratio and a whopping 14.1 K/9 in 30 2/3 relief innings, though control continued to be an issue for the southpaw as he issued 17 walks.  With Miller out, the Red Sox could well look into some of the left-handed relief options available on the trade market.

Here's some more news from around the AL East…

  • Also from McAdam, Red Sox owner John Henry said that the team had room to add payroll at the trade deadline, if necessary.  "I can't see it being an issue," Henry said. "I suppose there might be some (larger) salaries that we couldn't take on, but it just doesn't come up as an issue."  The blockbuster trade with the Dodgers last summer helped the Red Sox avoid any potential payroll tax issues and left the team with financial room to maneuver this year, Henry explained.
  • Jacoby Ellsbury figures to be one of the top free agents of the 2013-14 offseason and agent Scott Boras will no doubt keep his client in the headlines this winter, but Ellsbury tells WEEI.com's Rob Bradford that he and his agent haven't discussed the future as Boras has let Ellsbury just focus on baseball.  Bradford also talked to notable Boras clients Michael Bourn and Stephen Drew about their own forays into free agency and how Boras dealt with their situations.
  • The Orioles have avoided "the mega-contract business" since the Albert Belle signing, though CBS Sports' Jon Heyman wonders what the team will do to lock up Chris Davis and Manny Machado.  Davis will go through the arbitration process for the second time this winter and is controlled through 2015 while Machado is controlled through 2018 and is still two years away from arb-eligibility.  Davis, for his part, hasn't heard of any extension talks between the team and his agent, Scott Boras.  While the O's have generally avoided big signings, I'd argue that the Adam Jones extension shows that the team won't hesitate to extend its key building blocks.  A multiyear deal for Davis wouldn't be a surprise this winter, though the O's can probably wait for a year or two to explore an extension for Machado.
  • A scouting director tells Bob Elliott of the Toronto Sun that his team considered Phil Bickford to be the top high school pitcher available in this year's amateur draft but the right-hander carried signability issues.  "The family wouldn’t meet with us until 48 hours before the draft and they wanted $3MM," the scouting director said.  The Blue Jays took Bickford with the 10th overall pick, a position that carries an assigned value of a little over $2.921MM, and since the team has saved a lot of bonus pool money, the Jays could afford to meet Bickford's $3MM asking price.

Quick Hits: Green, Rosales, Blue Jays

The Athletics are set to promote Grant Green for their series in Pittsburgh tomorrow, and the San Francisco Chronicle's Susan Slusser suggests that the move could result in Adam Rosales being designated for assignment. Green is hitting .318/.374/.500 for Triple-A Sacramento, while Rosales is batting .200/.273/.331 for Oakland. The A's could use Green as a right-handed complement to second baseman Eric Sogard, Slusser suggests, particularly since the Pirates will start lefties Jeff Locke and Francisco Liriano in the upcoming series. Rosales, meanwhile, has played sparingly since mid-June. Here are more notes from around MLB.

  • The Blue Jays just signed sixth-round draft pick Matt Boyd for just $75K (compared to a slot value of $250K), which is significant because the Jays have now saved nearly $1.8MM against their bonus pool, Jim Callis of Baseball America tweets. (The Jays also recently signed second-rounder Clinton Hollon for significantly below slot, and several other picks have signed for below slot as well.) The Boyd signing confirms what had already seemed to be the Jays' strategy — the Jays appear to be positioning themselves to land first-rounder Phil Bickford, along with 11th-rounder Jake Brentz and 30th-rounder Rowdy Tellez, all of whom are perceived as being tough signs. Tellez, Callis says, will likely cost the Jays second-round money.
  • Kiley McDaniel of Scout.com confirms (or reports) a number of signings of international players, including a few significant ones not yet mentioned on MLBTR: Kelvin Beltre (Giants, $650K), Rudy Giron (Padres, $600K), Yoan Aybar (Red Sox, $450K), and Adrian Valerio (Pirates, $400K).

Draft And International Notes: Jays, Cubs, Red Sox

Here is the latest news on draft and international signings as we look ahead to the July 12 deadline for Rule 4 draftees to sign. You can keep track of signings from the draft's first round right here. Only five players — Kris Bryant (Cubs), Colin Moran (Marlins), Phil Bickford (Blue Jays), Hunter Renfroe (Padres), and Aaron Judge (Yankees) — remain unsigned. As Jim Callis of Baseball America recently explained (subscription required), the changes to the draft system have sapped the signing period of its former deadline drama. Last year, for instance, only six first-rounders waited to sign until the last day, just three of those lasted until the last hour before the deadline, and only one (Mark Appel) did not end up signing.

  • Among the unsigned first-rounders, Callis tweets that he expects all to sign. While he thinks Bickford will ultimately ink with the Blue Jays, Callis does say (via Twitter) that he is the most likely of the five to pass up a deal.
  • The Jays are also angling to convince a late-round choice, such as Jake Brentz, Sam Tewes, or Rowdy Tellez, to forego college and join the organization, explains Shi Davidi of Sportsnet.ca. Toronto has cleared about $1.3MM of bonus pool availability after locking up second-rounder Clinton Hollon for $701k under slot. Davidi says that the club is expected to sign first-rounder Bickford for close to slot value, leaving the team free to spend the rest of its cash on one of its hard-to-sign picks.
  • While Bryant remains the highest choice yet to sign, the Cubs remain confident that they will lock him up, GM Jed Hoyer told David Kaplan in a WGN Radio interview (Twitter link). Likewise, Callis opined (via Twitter) that Bryant will sign, though it may take until the deadline. 
  • Even as the Cubs finish up their draft signings, the team remains heavily involved in the international amateur market. Top overall international prospect Eloy Jimenez has yet to formally sign with Chicago despite reportedly agreeing to terms, which MLB.com's Jesse Sanchez says signals that the Cubs are paying close attention to the penalties for going over the allotted international bonuses. (Twitter link.) Concurring with MLBTR's Steve Adams' breakdown of the Cubs' international expenditures, Sanchez also provided some added background on the situation in a separate piece. 
  • We also just learned that the Jays' AL East-rival Red Sox have cleared a similar amount of cash. Callis tweets that Boston will "definitely" spend up to its slot totals and may also go into the tax penalty space up to the point of sacrificing a draft choice. 
  • The Angels are still working to sign 12th-round, high-school righty Blake Goins, tweets Callis. The club can go up to $472k before hitting any penalties, and could pay Goins as much as $621k before it would have to sacrifice a draft pick to sign him.
  • Likewise, with their available funds, Callis tweets that the Reds appear to be targeting 14th-round choice Willie Abreu. The University of Miami commit reportedly has a power bat and arm.

AL Notes: Mariners, White Sox, Astros, Blue Jays

Here are a few trade notes from around the American League:

  • As we approach the trade deadline with the Mariners looking more like sellers than buyers, Larry Stone of the Seattle Times took a look back at GM Jack Zduriencik's recent history at the deadline. Beginning with an ill-fated swap of a young Michael Morse for Ryan Langerhans and featuring the retrospectively painful Doug Fister deal, the net return to Seattle has not been terribly productive.
  • This year, the Mariners could be in a position to deal some relievers. Last night, we took a look at FOX Sports' Ken Rosenthal's breakdown of potentially available NL relievers. Tonight, let's look at the AL crop. From the M's, Rosenthal says that veteran lefty Oliver Perez is the most likely to be dealt, with Charlie Furbush and Tom Wilhelmsen also prime candidates. The latter two, however, will likely command a high price given that Furbush may just be reaching arbitration after this season as a Super Two, while Wilhelmsen will not reach arbitration until after the 2014 campaign.
  • Rosenthal also pegs the White Sox and Astros as sellers with attractive bullpen pieces. Chicago could swing a trade for stud reliever Jesse Crain if he can return in time to prove his health; otherwise, both Matt Thornton and Matt Lindstrom could hold some appeal. (Both of the latter two pitchers come with club options for 2014.) For Houston, meanwhile, the prime trade chip among its relief corps is unquestionably closer Jose Veras, who is cheap, strikes out a lot of hitters, and has been solid in late-inning work this year.
  • One other team that should look to the future, according to FOX Sports' Jon Paul Morosi, is the Blue Jays. With the club again fading after its recent resurgence, Morosi says Toronto GM Alex Anthopoulos faces a "virtually impossible" task to right the ship before the trade deadline. Rather than selling out for this season, says Morosi, the Jays should look to shore up the team's rotation to make a run in 2014 and 2015.
  • Sticking with the Jays, Morosi says that Josh Johnson — occasionally noted as a potential trade candidate earlier in the year — has been "perhaps the team's greatest disappointment this year." Johnson currently carries a 4.89 ERA in 53 1/3 innings; his walk rate is below his career average at 3.4 BB/9, though he is striking batters out at a strong 9.1 K/9 clip. At this point, Morosi suggests, Toronto may be best served by shipping Johnson back to the National League rather than looking to try and bring him back next year.

Minor Moves: Bueno, McClellan, Olivo, Wang

Here are today's minor moves…

  • Royals lefty Francisley Bueno has cleared waivers and accepted an outright assignment to Triple-A Omaha, tweets Bob Dutton of the Kansas City Star. Bueno was designated last Tuesday.
  • The Indians announced on Twitter that right-hander Chris Jakubauskas has been released from Triple-A Columbus. The 34-year-old appeared in 11 games for the Clippers, totaling 14 innings of 3.86 ERA ball with 8.4 K/9 and 5.1 BB/9. He has also appeared in the Brewers organization this year.
  • Anthony Andro of FOX Sports Southwest tweets that Kyle McClellan, who was designated for assignment on Tuesday, will remain with in the Rangers organization after clearing waivers. McClellan will accept an outright assignment to Double-A Frisco. The 29-year-old allowed eight runs in 9 1/3 innings of work with the Rangers this season.
  • Miguel Olivo has cleared waivers and elected free agency, according to Juan C. Rodriguez of the Miami Sun Sentinel (on Twitter). Olivo was designated for assignment earlier this week after hitting .203/.250/.392 and informing the Marlins that he was quitting due to a lack of playing time.
  • The Blue Jays announced that Chien-Ming Wang has cleared waivers and accepted an outright assignment to Triple-A Buffalo, the team announced (hat tip: Ben Nicholson-Smith of Sportsnet on Twitter). Wang's agent told Nicholson-Smith on Wednesday that he would accept an assignment to Triple-A rather than electing free agency if he cleared waivers. Wang was roughed up in his final two outings with the Jays to send his ERA soaring to 7.13.
  • Seven players are currently in DFA limbo: Brandon Lyon (Mets), Hector Gimenez (White Sox), P.J. Walters (Twins), Shawn Camp (Cubs), Travis Ishikawa (Orioles), Alex Liddi (Mariners), and Eric Hinske (D-Backs).

Olney’s Latest: Biogenesis, Utley, Wilson, Garza

In his latest column (Insider subscription required and recommended), ESPN's Buster Olney writes that Nelson Cruz is among the players whose free agent stock could be severely impacted by the Biogenesis scandal. If Cruz is cleared of any wrongdoing by that time he will be fine, but if discipline has yet to be handed out, or he receives a suspension near the end of the season, teams will be wary. Cruz's case could be further complicated if the Rangers make him a qualifying offer. Here are a few of the highlights from Olney's excellent piece…

  • The Blue Jays are looking for upgrades in their rotation and at second base, and they will be interested in Chase Utley should the Phillies make him available.
  • Former Giants closer Brian Wilson is working out in Hawaii and could pitch for teams later this month or in early August.
  • The Cubs are "making progress" in trade negotiations surrounding Matt Garza, and they're actively talking with the Rangers, Red Sox, Blue Jays, Indians and Dodgers. They may also still be involved in talks with the Orioles as well as other NL West teams.
  • Olney also spoke with his colleague Jayson Stark on today's Baseball Tonight podcast, and they discussed the impact of Biogenesis on pennant races in addition to discussing the upcoming trade deadline (Biogenesis talk begins immediately; trade discussions begin shortly after the 11:00 mark).
  • Olney said he'd be "shocked" if Garza was still on the Cubs by the All-Star break, but Stark hears that the Cubs may prefer to wait for a team to meet their price, even if it means waiting until the end of July. Stark and Olney agree that Garza will have the highest price tag of any player on the trade market.
  • The Dodgers, Rangers and Rockies are the three teams that are still in the mix on Ricky Nolasco, while the other formerly interested parties are "on the periphery" according to Stark.

Prospect Rumor Roundup: 2012 Trade Deadline Review

If you're a fan of Major League Baseball and of reading sports tickers on the television, then July is the perfect month for you. More than 20 trades occurred in July 2012 as playoff-hopeful clubs looked to position themselves for strong second halves of their seasons and robust drives for the postseason.

For just about every veteran player on the move to a contending club in July, there is a prospect or two heading back in the other direction — towards a rebuilding club desperate for a cost-controlled building block. Close to 80 players changed jerseys last July prior to the looming trade deadline at the end of the month, and the 2013 season is expected to be no different.

But just how many of those young players that changed allegiances have maintained their values with their new organizations? Below is a list of the Top 10 young players who were traded last July. Only players who had not exceeded their MLB rookie eligibilities (50 IP for pitchers, 130 AB for hitters) at the 2012 trade deadline were considered for the article, and the list is in alphabetical order.

Rob Brantly, C (Tigers to Marlins): Given the Marlins' starting catcher gig at the beginning of the 2013 season, the offensive-minded backstop's bat has wilted under the pressure, and he has a .587 OPS in 49 games. The good news is that his defense has improved noticeably — perhaps thanks to the guidance from veteran second-string receiver Jeff Mathis, an excellent defensive player, and manager Mike Redmond, a former catcher. Juan C. Rodriguez of the South Florida Sun-Sentinel looked at Brantly's inconsistent season.

Matt Dominguez, 3B (Marlins to Astros): It's been an inconsistent season for the young third baseman — both at the plate and in the field, despite his reputation as a strong defender. Just 23, Dominguez has time on his side as he looks to breathe new life into his withering bat, but questions about his offensive abilities have been floating around since his amateur days. Jose de Jesus Ortiz of the Houston Chronicle penned a piece about Dominguez' focus on the future rather than the past.

Robbie Grossman, OF (Pirates to Astros): Grossman earned a shot at a starting outfield gig in Houston after a hot April in Triple-A. Unfortunately, he posted an OPS of just .553 and was returned to the minors after 28 games. His offensive struggles followed him back to Oklahoma City and he managed a measly .512 OPS in June.

Johnny Hellweg, SP (Angels to Brewers): Hellweg's raw ability is undeniable but command and control issues have haunted him throughout his pro career. Tall pitchers are considered late bloomers in those areas, and the 6'9'' right-handed hurler definitely fits into that category. He recently received his first big league promotion, but he was roughed up during his first two appearances in The Show. Michael Hunt of the Milwaukee-Wisconsin Journal Sentinel spoke to the rookie, as well as his manager, after his first outing.

Tommy Joseph, C (Giants to Phillies): Joseph has experienced a major setback with the bat in 2013. After beginning the year in Triple-A, he hit just .209 before a concussion knocked him out of action. Now healthy again, Joseph is getting back into playing shape while at the A-ball level. The struggles and injury helped to ensure that he missed an opportunity to fill in at the big league level when both Carlos Ruiz and Erik Kratz went down in Philadelphia. Jeff Schuler of The Morning Call wrote a piece on Joseph's return from the disabled list.

Jean Segura, SS (Angels to Brewers): Perhaps the biggest success story on this list, Segura is currently in the hunt for a batting title in the National League. He also has surprising pop and an outside chance at eventually becoming a 20-20 (HR-SB) hitter. Originally a second baseman, the sturdy but diminutive hitter was relocated to the left side of the infield, but it remains to be seen how long he'll stick there. Either way, he could be a mainstay in the middle of the diamond for years to come. Mike Woods of the Sheboygan Press recently spoke to Segura who admitted to being surprised by his success in 2013.

Jacob Turner, SP (Tigers to Marlins): Turner's value has taken a hit over the past year or two as his stuff has regressed. Scouting forecasts focus more on the ceiling of a No. 3 or 4 starter now, rather than that of the No. 1 or 2 starter ceiling from the early days of his pro career. Despite that, Turner has had an excellent start to the 2013 season at the big league level by posting a 1.76 ERA and holding hitters to a .229 batting average in six starts.

Christian Villanueva, 3B (Rangers to Cubs): The emergence of Mike Olt in the Rangers system made Villanueva expendable. The Cubs third baseman has the chance to develop into a multifaceted player, albeit one without any true standout tool. He's showing solid gap power at the Double-A level but both his batting average and his on-base percentage are down in 2013.

Arodys Vizcaino, SP (Braves to Cubs): Vizcaino, 22, hasn't pitched since 2011, but he's been the property of three organizations thanks to his power arm. The right-hander injured his elbow early on in his career with the Yankees and finally underwent Tommy John surgery, missing all of the 2012 season. He looked ready to return in 2013 before undergoing a second surgery on his throwing elbow.

Asher Wojciechowski, SP (Blue Jays to Astros): One of the most unheralded acquisitions of 2012, Wojciechowski was a supplemental first round selection from the 2010 amateur draft. He didn't respond well at all when the Jays attempted to rework his delivery and his results suffered. He has rediscovered his prospect value with the Astros, although inconsistency continues to haunt him. It remains to be seen if his future lies in the starting rotation or the bullpen.

Here are today's notable draft-related news items and non-first-round draft signings (all slot information courtesy of Baseball America)…

  • The Blue Jays have signed second-round pick Clinton Hollon for a $467K bonus that is just 40 percent of the No. 47 overall selection's assigned pick value, tweets Jim Callis of Baseball America. There was an issue with Hollon's ulnar collateral ligament on his physical, which caused the prep right-hander from Kentucky to sign well below slot. Hollon can touch 95 mph with his heater and has a sharp slider, according to Callis. The extra money should be especially beneficial to the Jays, who have yet to sign first-rounder Phil Bickford. Bickford is one of just five remaining unsigned first-round picks.
  • Third-round pick Kent Emanuel received the full slot value of $747,700 from the Astros, according to MLB.com's Brian McTaggart (on Twitter). Callis tweets that the UNC left-hander has good command of his 87-91 mph fastball and features a plus changeup as well.
  • Callis also tweets that the Blue Jays ($1.3MM), Astros ($1.077MM), Red Sox ($691K) and Rockies ($491K) are the current bonus pool savings leaders.
