I think the rangers know that they cant expect a huge haul for padilla, but he would sure make a nice 3 or 4 for a contender. A ML ready pitcher and a mid level prospect or 2 sounds about right.

2009 isn't shaping up to be weak at all....it should be infinitely stronger than this one. Unfortunately, the draft is pretty top heavy with your top two right now as Stephen Strasburg and Matt Graham.
Honestly, Strasburg will probably put up the best numbers in 5 since, since Jered Weaver. Scouting him he has great mechanics, a mid to upper 90's fastball that is consistently located, a gnarly curve and a good change.
Then you take Matt Graham who's the best Texas pitcher since Kershaw and I would argue better than Bailey at a similar age.
That's not even including Alex White, Dustin Ackley, Mychal Plant, etc.
It seems that people are floating that 09 will be bad to make their 08 picks sign faster.....
